Agenda August 16, 2016

I. Call to Order Joe Betty Sterkx called the meeting to order at 1:20 pm. II. Roll Call

Present: Joe Betty Sterkx, Veretta Garrison-Moller, Jonathan Stokes, Tobias Wilhelm, Damon Bernard, Charlie Charrier, Shelley Johnson; Quorum met.

Approval of July 2016 minutes Jonathan Stokes motioned to approve, Veretta Garrison-Moller seconded. All in favor.

Preservation in Progress award nominations for September – No nominations received. Sarah Mason has been keeping a list of ongoing rehab projects that, once closer to completion, may qualify for the PIP award.

Report of Steering Committee o Ordinance accepting AHPC bylaws / moving Historic Preservation language

tabled July 26th, then reconsidered by Council on August 9th o Revisions to bylaws o Recommendation to develop Historic District Design Guidelines before

updating Ordinance o Revisit Prototype District – Part of Garden District or Downtown?

Jonathan Stokes reported that the Ordinance to accept the AHPC bylaws and move the remainder of the language in the Ordinance from Ch. 16 to its correct place in Ch. 28 was tabled on July 26th, then reconsidered on August 9th, when it was recalled, and then the two items were separated into two separate ordinances to be voted on individually. The acceptance of the bylaws is to be voted on in the next Council meeting; the other item (moving of the historic preservation language in the Code of Ordinances) has been delayed. Jonathan has been in contact with Trey Gist and told him that the AHPC would like to work with Council to advise on revisions to the bylaws currently being considered and drafted by City Council. Catherine Davidson reported that changes to bylaws that she is aware of are technical changes, which include changing references to “City Engineer” to “Planning Director” and changing appointment methods of the Technical Committee, which should not be appointed by the AHPC as stated in the original draft of the bylaws. She suggested the AHPC contact the Administration by Friday and request to see a copy of the revised draft/changes to the bylaws. Bylaws have been introduced and will be voted on in upcoming City Council meeting, Tuesday, August 23, 2016. Charlie Charrier moved that Jonathan Stokes and Joe Betty Sterkx contact Chuck Johnson to determine changes to bylaws. Damon Bernard seconded. All in favor.

Sarah Mason reported that she has not heard anything regarding the statement that the AHPC voted on in July declaring the Weiss and Goldring building and water tower iconic and of historic value, and the recommendation that the building and tower be secured and preserved to prevent further deterioration. She is not sure of where it stands, after the postponed Council approval of the AHPC bylaws.

Historic Districts Report o Downtown Multiple Properties Submission – application in progress o Jones Ave. District update – Joe Betty Sterkx has contacted stakeholders in the

neighborhood, confirming interest and excitement about this project. She is waiting to hear back from the Frickers to confirm the district’s National Register eligibility.

Identifying Historic Arch. Styles in the Garden District with Megan Lord After Hours @ Southern Chic / September 1st, 5:30 – 7:00 pm AHPC event to be held in two weeks with Megan Lord speaking on historic architectural styles in the Garden District and announcing her newly opened historic preservation consulting office in Southern Chic. This will be the first in series of “After Hours” programs at Southern Chic, many of which will promote historic preservation. Date changed to Thursday, September 1, 2016.

2016 Garden District Holiday Tour of Homes December 10, 2016 – update The tour stops have been chosen and will be announced September 1st. This year’s tour will include six tour stops; the past two years have featured four stops.

Greater New Hope Missionary Baptist Church – HVAC system replacement funding assistance Shelley Johnson reported that she contacted CLECO but was not able to get a clear answer on whether community funds were available, or how to allocate funds. Charlie Charrier suggested that another resource may be Coughlin-Saunders.

VII. Staff Report

Bios needed for Damon and Shelley Bios needed for new commissioners to publish on website.

Creation of Programmatic Agreement for HUD projects involving historic properties o A Kick-off meeting is planned for September 8th with the Louisiana State Historic

Preservation Office and Community Development to discuss content of a Programmatic Agreement which would streamline the Section 106 process for projects receiving CDBG grant funds by keeping the review local rather than waiting for state approval. Sarah Mason invited interested commissioners to attend, and stated that other historic-preservation and neighborhood groups are strongly encouraged to attend as consulting parties to provide input on the PA.

Budget Update: Available balance is $9,185; August Expenses - $115 membership fees

October – December Meetings Schedule Sarah Mason requested that the Commission discuss meeting dates for mid-October – December 2016 as she will be on maternity leave during that period. She stated that she should be able to be present for the meetings. After discussion, Shelley Johnson motioned to meet in October, but to not meet in November and December due to closeness of meeting dates to holidays. Upon further discussion, Shelley amended motion to move up meeting dates to a week before in November and December. New meeting dates will be November 8th and December 13th. Veretta Garrison-Moller seconded. All in favor.
