TOPIC: Regional Advisory Council Orientation FY2020 Work Program DATE: October 7, 2019 Summary: The Regional Advisory Council (formerly the Regional Coordination Council) completed a strategic planning process in 2018. The results of the strategic planning process was a renaming and reorganization of the group’s work around three pillars: Policy, Services/Programs, and Outreach. Attached is the vision, mission, and values statements adopted by the VRT Board in September 2018. The attached annual calendar of VRT activities, divided into the three RAC pillars, demonstrates the connection between the RAC and the VRT work. The focus of the first quarter is to establish the work program for the RAC during the fiscal year. VRT staff presents the final work program to the Executive Board and the RAC for consideration of approval at the November joint meeting. The email with the meeting notification and packet link also includes a Word document with the template for filling out issues the RAC members would like to focus on this coming year. The topical issue matrix and VRT initiatives is attached to help inform priorities for the RAC work program. One element considered for prioritizing the group’s work is to find alignment between RAC priorities and staff initiatives. Staff Recommendation: This topic is for discussion and information. The output from this discussion will be a prioritized list of RAC activities in the coming year. Staff will present charters for consideration at the Joint Executive Board RAC meeting in November.
Implication (policy and/or financial): Working from a clearly defined work program and establishing priorities for the RAC work supports the vision, mission, and values of the RAC. Highlights:
The VRT Board adopted the reorganization of the RCC and renaming the group to the RAC in September 2018.
The RAC establishes a work program in the first quarter of each fiscal year. The work program is approved by the Executive Board and RAC in November.

RAC Statement of Purpose The Regional Advisory Council RAC is a standing committee of Valley Regional Transit. It provides a forum for customers, transportation and human service providers and advocates to share information and collaborate on mobility issues. Members of the RAC advise the Valley Regional Transit Board of Directors (VRT Board) on its transportation programs, services and policies; and disseminate mobility information to their constituents. TOPIC: Bus Stop Infrastructure and Accessibility Goals
DATE: October 2, 2019
Summary:
Valley Regional Transit staff have been working to respond to items listed in the bus stop charter as well as a number of RAC generated issues over the last year, related to or associated with transit stops. When the RAC was formed in 2018, an issues resolution process was created, along with a charter for informing the RAC on bus stop processes relating to condition and improvements. Listed below are the tasks and objectives of that charter, as well as the bus stop related issues generated by the RAC at that time. As part of this information item staff is updating the RAC on the progress and responses to those items. Bus Stop Charter Objectives and Activities: Objectives -
Educate RAC members on ADA compliant bus stop design requirements, the processes for establishing bus stops by VRT, and how VRT maintains the bus stop inventory. Responded to in 2019
Update the bus stop inventory, including ADA compliance status. Completed in 2019, see attached Master Bus Stop List
Develop a matrix for prioritizing bus stop ADA upgrades, including incorporating additional planning documents, such as the ACHD ADA Transition Plan. Presented to the RAC in late 2019 (goals and prioritization)
Develop a prioritized list of bus stops requiring ADA upgrades. Presented to the RAC in June 2019, see accompanying list

Issue Identification and Tracking Form Issue Title: ADA Bus Stops Geographic area affected: City of Boise
Describe the issue and observations: Not all bus stops are ADA compliant. We need a list of bus stops with compliance status, and a process for prioritizing stop upgrades. We also need to identify other funding sources to help upgrade bus stops, such as neighborhood improvement grants. We should make available the necessary information (stop inventories, etc.) so that nonprofits and neighborhood groups can better understand the need, the priorities, and the budget, so groups can engage with the process and help secure funding to upgrade priority stops. For Office Use Priority – High/Medium/Low Department Assigned: Development Staff Assigned: Jacob Hassard Date Assigned: 12/18 Scope of Activities Timeline: Review current conditions and develop a plan and set of goals to address deficiencies in the ADA bus stops. Findings: VRT has published a list of accessible stops, see attachment. A list of stops, by route and their accessibility, is available online. VRT set the following accessibility goals:
1. 525 or (70% of all stops whichever is higher) fully accessible stops (up from 338 today)
2. 400 stops with seating (up from 272 today) 3. 100 stops with shelters (up from 60 today)

Describe the issue and observations: VRT installs new bus stops on occasion, including a recently installed stop near St. Luke’s. The stop is nice, but egress is clumsy, confusing, and creates unnecessary travel through a cycle track. It would be helpful if RAC committee members could review plans for new bus stops, just to get a pair of user eyes on the flow and design. Is this issue related to ADA or Title VI? Review needs to be done in time to be incorporated into the service change schedule. Findings: Bus stop location identification is a coordinated process between VRT staff, operations and local jurisdictions and usually begins after service changes are approved. There was limited opportunity to engage the RAC in bus stop location decisions in the January 2019 service change, but this process can be refined to include the RAC in the future. Next Steps: VRT staff recommends sharing proposed stop changes for the April 2020 service changes with RAC members during the bus stop review process. VRT staff will strive to allow for discussion of the stops at a RAC meeting, however, it may be necessary to review proposed stops via e-mail or other means to keep the service change schedule moving forward in a timely manner. TOPIC: FY 2020 Community Relations Plan

Summary:
Valley Regional Transit staff are in the process of developing a Community Relations Plan for
fiscal year 2020. A community relations work group is developing the plan. The goal of the
Community Relations Work Group is to “tell our story” by developing and implementing
strategies and tactics that ensure consistent and effective community relations and
communication with external and internal partners and stakeholders (see attached work
group charter).
Work group members are: Kelli Badesheim, Executive Director; Mark Carnopis, Community
Relations Manager; Dave Fotsch, Boise GreenBike Director; Stephen Hunt, Principal Planner;
Paula Cromie, Executive Assistant; and Dave Meredith, Compliance Officer. The work group
will meet monthly at a minimum. More frequent meetings will be scheduled when required.
The project approach is to first complete research through surveys and interviews of
community leaders, VRT staff, contract staff and partners, VRT Board and RAC leaders, and
the general public (including consumers). This phase is scheduled to be completed by the
end of 2019. The next phase includes a SWOT (Strengths, Weaknesses, Opportunities, and
Threats) analysis, researching barriers to success, audience priorities, how to define
success, and strengthening our brand tactics and efforts.
Implementation of the plan will occur no later than spring 2020.
Staff Recommendation/Request:
This is an information item that provides an update on the development of a Community
Relations Plan for Valley Regional Transit for fiscal year 2020. Regional Advisory Council
members will be asked to review a draft of the plan and provide comment.
Implication (policy and/or financial):
This plan will provide a comprehensive guidebook for community relations activities and
become a template for future plans. The financial impact will consist primarily of staff time
and the cost of producing outreach materials.

TOPIC: Executive Director Report DATE: September 14, 2019 As the fiscal year closes, I am reflecting on the many challenges we have overcome and the accomplishments achieved this year. VRT had a lot of turn-over this year in many key positions. We made this an opportunity to adjust and align our human resources and financial support differently. This has led to many efficiency improvements and savings in overhead. In fact, our overhead costs this coming year will be less in Fy2020 than in FY2019. VRT has advanced our work in marketing and program supports such as coordination and navigation. These supports allow us to better engage customers and improve access and utilization of these important services. The staff led several very effective public engagement efforts around service expansions and fare changes, leading to very high rates of participation in the decision-making processes. VRT staff will continue to refine and update these tactics to ensure the best quality public engagement we can achieve. We established two new departments in transit media sales and mobility collaboration. Both these endeavors are designed to increase private resources to help support and build mobility solutions in the region. The initial focus for the mobility collaborative will be downtown Boise. Our hope is to be so successful at this work we can expand the reach to a variety of areas in the region. VRT deployed new technology in our transit system supporting passengers and regional funding partners. The automated annunciators assist passengers with disabilities orient themselves to the stops they are using while riding the bus. Automated passenger counters will allow for more robust and accurate data at the stop level to assist us in service planning and communicating performance to stakeholders and decision-makers. We were successful at securing revenue to procure electric vehicles, expansion of fixed-route services in Ada County, advance replacement of capital assets, vans to support specialized transportation, and expanded services to older-adults and persons with disabilities. These are a few of many small and big accomplishments. I am very proud of our staff and the work they have done to deliver on VRT’s promise as the shared mobility leader in the region. TOPIC: Operations Department Monthly Report DATE: September 11, 2019 Summary: Status update of activities related to contracted transportation services, Specialized Transportation services, information technology and intelligent transportation systems, compliance and customer service support. Highlights Contracted Transportation VRT staff is beginning the process of ordering electric transit buses for Ada County, following the award of $3,000,000 for the Low or No Emissions grant from the Federal Transit Administration. Staff expects to have these buses in service during FY21. Specialized Transportation Eagle Senior Center recently purchased a new cutaway bus for service. VRT staff is getting the bus ready for service. With the adoption of the budget by the VRT Board, staff expects four vehicles replaced in FY20. Information Technology and Intelligent Transportation Systems The ITS Prioritized Project plan was approved by the board in August. Compliance Completed a Federal Transit Administration Drug and Alcohol audit in July. Contractors are working on the findings, which are due mid-October. The last audit was in 2006. Customer Service Support In August, VRT started selling all discounted passes on the mobile ticketing app. Mobile ticketing passes have increased each month. VRT Late Night expanded service into Nampa in August. Updates Contracted Transportation Ada County operations assisted in an emergency training exercise with the Boise Airport in July. Canyon County operations hired a new General Manager, Corrie Washington, who started in August. Information Technology and Intelligent Transportation Systems Security protocols failover tests conducted successfully, but deficiencies with network infrastructure design may cause single points of failure. Working on solutions that can be implemented with no or low cost. Automatic passenger counters validation continuing for accuracy. Once validated, VRT will start the process to get the data certified by the National Transit Database (NTD). Compliance In July the Federal Transit Administration conducted a drug and alcohol compliance audit on VRT and our contracted transportation providers. The audit brought to light several

ValleyConnect 2.0 (Vc2.0) VRT has hired a planning programmer who will begin by the end of September. The key role of this position will be to improve the costs estimates within Vc2.0 and develop concepts/paths towards realizing the services identified in Vc2.0
Programming
o Local and Federal Allocations – VRT staff will pick up the conversation of updating the local allocations methodology (see attached figure 1). Staff will engage local funding partners and propose a methodology that:
1. identifies local funding needs; 2. is responsive to the budgets and priorities of local jurisdictions; 3. meets the needs of local jurisdiction budgetary process; 4. provides opportunity for the public to comment on transit needs in
their community; and 5. equitably shares costs among funding partners.
Increase Ridership and Revenue
Fare Project Staff is preparing to implement the approved fare increase on October 1, 2019 including informing the public and training drivers and customer service about the changes.
Goal 3 - Build institutional and regional capacity Regional Capital Enhancements
Boise Operations Facility Upgrades HVAC/CNG project is 90% complete with an expected completion date of late fall 2019. The project is currently waiting on a small compressor room addition which is currently at the City of Boise for permit approvals. The CNG compressor rebuild was completed in May 2019.

Happy Day Transit Center Upgrades The Executive Board approved initial design funding at the November 2018 Executive Board meeting. VRT is still waiting on grant funding in order to begin this effort. Local Match may not be available for this small urban project due to the fact that the Compressed Natural Gas Rebate (CNG Rebate) has not been awarded this fiscal year.
Facilities and Infrastructure Plan / Facility Maintenance Plan Staff is drafting the Facilities and Infrastructure Plan currently, and has engaged a technical writer to assist in the plan completion later in the fall of 2019. Once the Facilities and Infrastructure Plan is done, the technical writer will assist in updating the current Facility Maintenance Plan to match the new Facilities and Infrastructure Plan for the region.
Main Street Station No new items to report this month.
Bus Stop - Accessibility, Prioritization and Review Staff has completed the task of working with the Regional Advisory Committee (RAC) on the Bus Stop Accessibility, Prioritization and Implementation project. Staff presented the suggested definition of Accessibility to the RAC in June and is currently attempting to meet with RAC members, as needed, to complete the transparency discussion. Staff also presented bus stop improvement goals to the RAC and received no comments. Staff is also completing the update to the Bus Stop Location and Transit Amenities Development Guidelines (TADG) with the RAC and Board.
State Street Corridor Projects
State Street Executive Team in July and the Technical Team met in September. The teams reviewed project planned in the corridor and identified a preliminary set of performance measures to track progress in the State Street corridor. Staff and partner agencies completed the State Street TOD study. A version of the final plan and video are available at the links below. Regional Capital Enhancements Highlights: Program Administration
The Boise GreenBike system now has 103 active station hubs and flex hubs with 127 bikes. As of September 11, 2019, Boise GreenBike has 21,494 active members, who have made
115,370 overall trips since the beginning of the program, covering 285,703 miles and burning 11.4 million calories.
Below is a table comparing system statistics for August in each of the past five years. The numbers for 2019 are down from the record year of 2018. The most likely explanation for the decrease in ridership is the presence of e-scooters.

Highlights
I will be busy with efforts to inform the public about the October 1 fare changes. The outreach will include printed materials, press releases, social media and website postings, and pop-up tablings.
We completed our open houses/public hearings on the proposed service enhancements. I will put together a final report for review by the board at its September meeting.
Work will resume on developing a community outreach plan for FY 2020. I am working with a Boise State intern to redesign website pages with information
about our routes and schedules. The ultimate goal is to make the information more readable and to match the vertical orientation of similar information in our printed schedules.
I am creating an internal electronic newsletter that will keep staff updated on what is going on in the other departments.
I am developing a Bus Stop Notification Policy that will provide details as to when and how we contact homeowners and businesses that will be impacted by changes in bus routes (e.g. pathways and new bus stops).
I am continuing to work with our Mobility Navigators in reviewing and scheduling outreach events and developing outreach materials.
