INTRODUCTION

This document presents a categorized listing of selected research resourcesand a partially annotated bibliography of existing bibliographies intended for useby African researchers, decision-makers and other persons and institutions inter-ested in education in Africa. The continuing sources of information are designedto help those who are dealing with contemporary educational policies and problemsboth to keep up with what is being done concurrently with their own efforts andto facilitate establishment of contacts with other persons and liaison amongadministrators, educators and institutions who have similar concerns. It is hopedthat the bibliography will he a va-lable guide to publications on African educa-tion and research related to this subject. Librarians throughout the continentmay find these lists useful in building and evaluating collections and may helppatrons fit their work into a network of African education research.

CONTINUING SOURCES OF INFORMATION

There are four types of Continuing Sources of Information considered inthis section: (a) institutions and organizations with publications relevantto African education research, (h) information retrieval systems, (c) periodi-cals, and (d) indexes and abstracts. A brief discussion of each division willindicate its usage.

Addresses and full listings of continuing research resource institutionsare found at the end of Part Three to facilitate communication and coverage andto allow interested persons to put their names on mailing lists of apnronriateorganizations.1

Institutions and Organir:ations= with Publications Relevant to Africana?ucation Research (AER). The institutions and organizations which can provideusers with significant publications related to AER include international andnational bodies, governmental agencies, universities, research units, and docu-mentation cneters. (See Appendix A). Among their publications are directories,research listings, serials, occasional papers and monographs, hooks and articles,bibliographies, conference and annual reports, discussed in this order below.Although the specific publications are of interest, even more important is aknowledge of the prcducing bodies because they will provide an on-going sourceof information.

General directories which contain some AER information and can he used toboth complement and supplement the present list are being produced by severalinternational organizations. The InvernL..tional Directory For Educational Liaison

of the Overseas Liaison Committee (OLC) has information on approximately 225organizations, universities and research institutes concerned with educationin the developing world and is available in both French and English. Otheravailable directories are the International Register of Organisations Under-taking Africanist Research in the Social Sciences and Humanities (includinguniversities) by the Research Information Liaison Unit of the InternationalAfrican Institute (RILU/IAI); A Repertory of Documentation and Educational Re-search Centers in Africa, a short French/English document produced by the Bur-eau Regional Pour l'Education en Afrioue (BREDA); the Alsed Directory of Spec-

ialists and Research Institutions of UNESCO, and a Catalogue of Social andEconomic Development Institutes and Programmes, with revised editions every fewyears by the Organisation for Economic Cooperation and Development (OECD).The first issue of OECD Liaison Bulletin was a "Directory of Development andTraining Institutes in Africa".

Directories limited to rural development, educational planning, and otherspecific types of institutions are also available. For example, there are:the Directory cf Activities of International Voluntary Agencies in Rural Devel-opment in Africa by the Economic Commission for Africa (ECA); Education Plan-ning: A Directory of Training wid Research Institutions by the InternationalInstitute for Educational Planning (IIEP); and Agriculture Education and Train-ing in Africa: A Directory of Institutions in Forty African Countries by theFood and Agriculture Organization (FAO). The Standing Conference on LibraryMaterials on Africa (SCOLMA) publishes a directory of institutions holding ex-tensive library materials on Africa.

Many of the institutions and organizations in the attached list publishregisters of on- going; research. For education research carried out in theCommonwealth countries the most complete, on-going directory is nut out by theCommonwealth Secretariat, Education in the Developing Countries of the Common-wealth. The Register is issued biennially and contains information from fifty-five organizations in twenty-one countries. The projects are categorized andcross-referenced using eighteen topics dealing with educational research, e.g.educational planning; student backgrounds and characteristics; curriculum;educational media. The descriptions of the projects are more complete than inmost other registers. The Research Information Liaison Unit of the Interna-tional African Institute (RILU/IA1) has published four annual volumes (1971 -1974)of Current Africanist Research which include many projects on education,literacy, psychological studies and language, although curriculum developmentprojects are excluded. Somewhat equivalent to this for Francophone Africa isInventaire de Registres de la Recherche en Cours Dans le Domaine des SciencesSociales et Humaines en Afrique Noire, which is produced in France by theCentre d'Analyse et de Recherches Documentaires pour l'Afrique Noire (CARDAN).

The Association of African Universities (AAU) will soon publish a direc-tory of both individual and departmental research carried out in African uni-versities; a partial listing is already available. The International Bureauof Education (IBE) has an on-going Register of Studies - Education Sector.The Afeican Studies Association (ASA) includes in its African Studies News-letter (available free with membership) a list of AER projects in progress inthe United States. Mancheser University recently published for the Standing

Conference on University Teaching and Research in the Education of Adults(SCUTREA) a volume by C. D. Legge, Adult Education Research in Progress inBritain 1973: A List of On-going Research Projects Concerned with All ?}apesof Education for Adults. A similar SCUTREA Register was published in 1972.

Other organizations issue less complete but still pertinent catalogs ofresearch. The Centre International de Documentation Economique et SocialeAfricaine (CIDESA) publishes an annual Bulletin d'Information sur lee Recherchesdans Les Sciences liwnaines Concernant l'Afrique. All entries are in French andEnglish and each year there is a section reporting on the status of researchreported in previous volumes. The coverage of AER is not extensive but it isuseful. The Institut National de Recherche et de Documentation P6dagogique(INRDP) has a Repertoire de Recherches en Cours dana le Domaine de l'Education.The Institut d'Etude du Developpement Economique et Social (IEDES) issuesTravaux des troupes de Recherche. The annl report of the West African Exami-nations Council (WAEC) contains a valuabl,! list of AER projects dealing withtesting and measurement. The Child Development Unit of the East African Acad-emy is another producer of on-going research listings. The Conference of Di-rectors of Economic and Social Research Institutes in Africa (CODESRIA) is anew body which will attempt to collect, store, and exchange information oneconomic and social field research. The CODESRIA denository is located at theInstitut Africain de Developpement et de Planfication (IDEP) of the UnitedNations which issues occasional reports and monographs.

Institutes of Education, Institutes of African Studies and other units atseveral African universities publish lists of current research. For example,the Department and Institute of Education at the University of Madan publishResearch in Progress; the Institute of Social Research at Makerere Universitysemi-annually nublishes Research and Publications; the Institute of EthiopianStudies puts out an annual Register of Current Research on Ethiopia and theHorn of Africa; also at HSIU, the Institute of Development Research issues aguide to its research activities and priorities; the Sudan Research Unit spon-sors the Sudan Research Information Bulletin; the Institute of DevelopmentStudies at the University of Nairobi (IDS/Nairobi) periodically issues itsResearch and Publications. IDS/Nairobi has also published as an occasional-gaper entitled An Inventory of Research on Education in Kenya. The Instituteof Development Studies located at the University of Sussex (IDS/Sussex) pub-lishes a Register of UK-Based On-going Research. Contact with these institu-tions can provide a comprehensive and up-to-date idea of current research.Another method of keeping current on AER is to obtain lists of grants andawards to Africans doing research, e.g. those published by the African- AmericanScholars Council (AASC) and the Association for Teacher Education in Africa(ATEA), the Institute of International Education (IIE), the Ford Foundation,and the Carnegie Corporation, among several.

Dissertations in progress or completed both at institutions in Africa andabroad will also be found in the documents listed above. The African StudiesNewsletter of the African Studies Association (ASA) lists disserationsbeing done by Africans in the United States. Dissertation Abstracts Interna-tional and the Comprehensive Dissertation Index, noted below in the section onindexes and abstracts, provide area and subject listings.

For the person interested in publications in the field of education, thoseorganizations which publish serials are important. Serials are defined as pub-lications appearing on a regular basis more than once a year, and available toanyone who wishes to subscribe. Those organizations producing serials whichare listed in a subsequent division of the report are noted with an * in thedirectory which follows.

Occasional. Papers from the universities and related institutes providereports on research soon after it is completed. Makerere, Ihadan, Cape Coastand IDS/Nairobi are among the most frequent producers of such reports. An ex-ample of this type of publication is C. H. Avisi's Performance of GhanaianChildren on Some Piagetian Conservation Tasks: A University of Cape CoastSchool of Education Research Report (Cane Coast, 1971).

A number of major books and monographs have been published by the organi-zations listed. For example, the International Labour Organization (ILO) haspublished Nigerian Universities in the 70's by A. B. Fafunwa. Recent publica-tions of the Overseas Liaison Committee (OLC) include The Emergent African Uni-versity: An Interpretation by C. W. de Kiewiet and Enhancing the Contributionof Formal Education in Africa: Primary Schools, Secondary Schools and TeacherTraining Institutions by John W. Hanson.

Many of the organizations produce bibliographies. The African Biblio-graphic Center (ABC) is a major source of bibliographic information. ABC pro-duces the Special Bibliographic Series and the Current Reading List Series.The ASA, the OLC, the Library of Congress (LC), and the International Bureauof Education (IRE) also produce bibliographies.

The United Nations family of agencies, including UNESCO, IRE, BREDA, FAO,and ECA are significant sources of discursive and bibliographic nublications.Catalogs of the publications of all UN organizations can be obtained. IBE, forexample, carries out on-going studies in education. The results of the studiesare issued in a series called "Experiments and Innovations in Education." Stu-dies to date have been on the following topics: adult education using the multi-media system, a project on school readiness, experiments for the reform ofstructures of primary and secondary education, and an introduction to under-standing change in education. Under the auspices of BREDA, a study of "proto-types for optimum schools" is being conducted. The exercise is intended to helpminimize construction costs and maximize the educational usefulness of facili-ties in Africa. Documents by the field exnerts carrying out the study will heissued by BREDA.

Reports of occasional conferences on African education are available fromthe sponsoring bodies. For example, ATEA holds an annual conference. The In-stitute of Education at Dar es Salaam published a report on the Universities ofEastern Africa Conference on Teacher Education, 1972. IBE organizes a biennialInternational Conference on Education which includes discussion by the 90 mem-ber states of 'JNESCO of major educational trends and more snecific topics. The35th session to he held in 1975 will concentrate on "the changing role of theteacher and the influence of this on the preparation for the profession and onin-service training." DE attempts to involve both educational auth3rities and

research communities. Conference recommendations and reports are made avail-able to member states. Especially important to Francophone Africa are theAnnual Conferences des Ministres de l'Education Nationale des Etats d'Expres-sion Francaise d'Afrique et de Madagascar, sponsored by the AssociationUniversitaire pour le Developpement de l'Enseignement et de la Culture enAfrique et -a Madagascar (AUDECAM). Studies and resolutions are distributed byAUDECAM. AUDECAM also carries out major educational studies as well as dis-seminating information on audio-visual materials and production. Annual re-ports of organizations, e.g. that of the Office de la Recherche Scientifiqueet Technique Outre-Mer (ORSTOM) are also continuing sources of information.

Finally, the African Bibliographic Center (ABC) and the Washington TaskForce on African Affairs coordinate a unique audio service called HABARI(meaning "news" in KiSwahili). It is focused on African affairs around theworld, U. S. congressional activities on Africa and foreign policy towardAfrica, and general information including African education. The audio ser-vice is taped daily and can be dialed on (202) 659-2529. Copies of the re-corded information are available from ABC on cassettes or in print on a sub-scription basis.

Ie'"oron .7yeterin. An extremely important means of keeping intouch with educational research and nublication now and increasingly in the fu-ture are the information retrieval systems. (See Appendix R). Some of theseare still in the developmental stages. For example the International Bureauof Education (IBE) is building a system which will he operational in 1975. Inconnection with the development of this system, the first edition of the UYEPCO/IBE E(lucation Yhesaurus (English to French) was published in 1(7473. It providesa faceted array of descriptors or "terms for indexing and retrieving documentsand data in the field of education." (See Part One and Part Two of AER). Thereare plans to publish a new one every two years.

Other retrieval systems such as ERIC (Educational Resources InformationCenter) as yet have little information relevant to Africa but are interested inexpanding in that direction. In addition to the central data hank in Washington,there are 1G ERIC clearinghouses located at institutions and organizationsthroughout the United States. Each clearinghouse has responsibility for "acquiringthe significant educational literature within their particular areas, selectingthe highest quality and most relevant material and processing the selected itemsfor input to the data base." Examples of ERIC clearinghouses are those on highereducation; counseling and personnel services; educational management; languageand linguistics, etc. So far the ERIC system has concentrated on gaining biblio-graphic control of fugitive materials and other educational resources in theUnited States, but current policy dictates an extension into the African area.ERIC also puts out a Thesaurus of EPIC Descriptors containing 7200 educationalterms to he used in connection with the information retrieval system and tofacilitate the use of the indexes and documents that are part of the ERIC sys-tem. ERIC issues a monthly abstract journal Penearch in Pthication: A rurrentInr7ex to ourncris Fr?.ucation (see Annendix fl) and various catalogs of researchreports. EPIC not only Provides information relatin7 to publications but actuallyproduces many of the publications in either microfiche or hard conv.7

DARE is the information retrieval system at the Social Science Documenta-tion Centre(SSDC) of UNESCO. Eventually this social science clearinghouse hopesto maintain files on 3000 centers doing social science research around the world.At present, more than two-thirds of these centers are included in the SSDC/UNESCOfiles. Information is maintained on publications and on current research beingcarried out by the mailing of detailed questionnaires. Lists, such as SocialScientists Specialininc in African StuJies, are generated f'om their data. SSDCReport No.27 of the "Reports on Papers in the Social Sciences," explains thepurposes and value of computerizing the system.

The MARC system (Machine Readable Cataloging)of the United States Libraryof Congress (LC), initiated and developed with support of the Council on Lib-rary Resources, is available only to subscribers (usually institutions or com-mercial organizations). Information on the WPC Syntem, and the '4APC liner Sur-vey are publications available from LC. Subscribers within and outside ofthe United States make use of the MARC system which has as one of its Purposesthe easy "transfer of cataloging information among nations" and "cooperativeefforts to build national and international data bases at reduced cost." Theusual service of MARC is to provide comprehensive cataloging information oncrtain types of publications, e.g. hooks, mans, etc. However, the system canbe used for subject searches also The Council on Library Resources under agrant from the Ford Foundation is also working on a project (CONSER) to producea machine-readable file of all journals and periodicals held by libraries in theUnited States and Canada.3

African Studies Association (ASA) has a retrieval system and also sponsorsCAMP (cooperative Africana Microform Projec), perhaps the most useful systemfor persons in Africa. Although CAMP requires a rTimhership fee, it is consi-derably reduced for institutions outside North America. CAMP was created to"facilitate the acquisition of microfilms or important, but often expensive orscarce AfricAna.at joint expense and for common use." Another objective wasto make available, through microform, to libraries in any part of the world,"the unique archives and documents that otherwise would have limited accessi-bility." CA=A is the proposed British version of CAMP. Discussions areunderway to coordinate the activities of the two.

The Central Library and Documentation Branch of the International LabourOffice (ILO/FET) has an.operating retrieval system, ISIS (Integrated Scienti-fic Information System), one of the best developed of the systems. A usefulpublication by ILO is the General Description of Approaches to Computerined:*711:1L-io,orap7,ie Gortrol. ISIS has a large data bark upon which to draw, whichis especially strong in the area of education for employment. For examnle, asearch for the A:7 nro-lect on "Education and Training in African Countries Southof the Sahara" produced 27' bibliographic entries on both published and unpublished

Isle Council is also supporting the International Federation of Library Associa-tionsin its goal of developing Universal Bibliographic Control (NBC), for " aworldwide system for the exchange of bibliographic information in standardizedform on all publications issued in all countries."

Professor W.G. Walker and Dr. P.K. Piele of Armidale Australia have madea proposal for an information retrieval system related to educational adminis-tration. Their publication is available from the EPIC Clearinghouse on Edu-cational Management at the University of Oregon: An Information i!etworh forthe Acquisition and Dissemination to Developing Countries of Abstracts ofDocuments and Bibliographies in Educational Administration. They also intendto compile a directory of higher education institutions within the Common-wealth wb$ch offer courses on Educational Administration.

:'epioicals. The periodicals included in this section and listed inAppendix C are among those which most often carry bibliographies or articlesrelatin',7 to education in Africa. All of them appear on a regular basis morefrequently than once per year. Most of the serials listed are internationalin coverage. However, a few such as Dialog: A Publication of the EthiopianUniversity Yeachers' Association, concentrate on the affairs of the countrywhere they are published. As far as possible, citations include the name ofthe serial, where published, and the frequency with which it appears. For mostentries the date that publication began is also stated.

Cf the fifty-one serials listei, the most useful bibliographies for Afri-can education are: A Current Bibliography of African Affairs; Comparative:7('Lication Review; -Journal of the International African Institute; AfricanaBibrary Journal; The International African Bibliography and the montHy RuZietinof Africian Pateriais. The Current Bibliography of African Affairshas a sectionon African education in every issue. Africa Report lists most major U.S. pub-lications dealing with Africa but in a less systematic manner. Most of theseperioicals also carry book reviews.

For keeping up with research publications, the most extensive coveragecan be found in Comparative Education, Comparative Education Review, West Af-rican JournaZ of Education, African Studies Review, African Journal of Educa-tional. Research, and the Journal of !fodern African Studies, in combination withthe serials published in individual African countries. The Times EducationalSupplement also carries articles on educational trends in Africa from time totime.

To expand this list, refer to serial listings in the bibliographic sectionwhich follows. In addition to the bibliographies listing only serials, thereare bibliographies with special sections devoted to serials. For example,Hanson and Gibson's Education and bevelopment Since 1060, has an extensive listof serials "frequently cited" in their work. Aguolu's Ghana in the Social Sci-ences has 1 list of Ghanaian periodicals and an annotated list of non-Ghanaianperiodicals. In each of the indexes found in the following division there isa list of serials including the addresses where they are published.

In,7o:-cc and ,r3tracts. "ost indexes appearing in Appendix P are issuedon a rocFular basis, but they are listed separately ecause they are an essen-tial tool for using the periodicals. Abstracts are indexes with more infor-mation about the nublications to which they refer. Indexes can save a great

deal of time for an investigator. Only those serials not covered by one ofthe indexes will have to he examined issue by issue. In addition to servingas subject guides the indexes with author arrangements can he used to locatepublications which have come from projects with which the researcher is famil-iar. These indexes also can serve as retrospective bihliogranhies for theyears they cover. rIlr,ch's International. (New York: Rowker Company, 1071-1074), lists most of the periodicals,indexes and abstracts found in Appendices C and D. Included in the notationFor the periodicals is where they are indexed or abstracted. Therefore,..ilrich's would be a useful place to begin for the person interested in an

service for specific periodicals. African Abstracts and its Frenchcounterpart Analyses Af'rcanisten ceased publication in 1972. They, therefore,can serve as retrospective indexes only.

T two indexes which do not appear on a regular basis are Africa Southof t.-7;0 :Ta;;ara: Index to Periodical Literature 1900-1970, put out by the Libraryof Congress (with r supplement in 1973), and the Comparative Dissertation Index,10C1-2J70. The 1_,C index is especially useful for many journals which areindexed nowhere else. If supplements continue to appear, it will provide amajor source of information.

Introduction. This is a bibliography of bibliographies useful to theperson interested in published and unpublished works on African education.Materials have been gathered from libraries and institutions in Africa,Europe, and the United States. Many of the bibliographic references wereoriginally located in one of the secondary sources listed below.4

This is a selective listing. Only bibliographies published between1960 and 1974 have been included. In most cases the topics of the bibliog-raphies also fall at least partially within these dates. However, some ofthe bibliographies selected also cover publications prior to 1960. Geog-raphical coverage is largely limited to tropical African countries, exceptwhere otherwise indicated.

Some bibliographies have been chosen because of their comprehensivecoverage either of an area or a topic. (See e.g., Duignan. Guide toResearch and Reference Works on Sub-Saharan Africa, a massive general bib-liography (with fifty pages on education) which is a basic starting pointfor African research in most disciplines; or Hanson and Gibson. AfricanEducation and Development Since 1960: A select and Annotated Bibliography;and African Bibliographic Center. Educational Development in Africa; thelatter two are the best general education bibliographies). Those bibliog-raphies more limited in scope are simply a representative sample; fre-quently the more specialized bibliographies listed cover topics given littlecoverage in the more general works.

An overview of the types of bibliographies included in this listing ispresented in the following table. It categorizes the items and indicateswhether they are in book/monograph or journal form.

It is evident that approximately forty-two per cent (81 bibliographies)are specifically on education in Africa (line totals 1 and 3). Many morebooks than journal articles are included because the latter are only repre-sentative and by no means cover all that exists. The table may give aperson who wishes to up-date or expand this bibliography an idea of whatkinds of sources he is most likely to find.

There are more bibliographies which cover a region such as Sub-SaharanAfrica, the continent, or are international in scope than there are thosewhich are limited to a single country. Of the 195 listed, seventy-eightare on an individual African country.

Of the 121 bibliographies which deal with education, approximatelysixty are on a specific topic within the field. There are fourteen biblio-graphies on informal and non-formal education, including African adulteducation; four on higher education; four on rural life or agriculturaleducation; and eleven on psychology. No attempt is made to list sources of official publications. Thebibliographies may or may not include some government documents, but theyare listed only if they include other material as well. Duignan has ageneral section on official publications and also gives sources of govern-ment publications. The U.S. Library of Congress General Reference andBibliography Division began a series in 1959 on official publications ofAfrican countries. These lists are not limited to holdings of the Libraryof Congress but attempt to be as comprehensive as possible. Nigeria wasthe first country covered and the project has extended to a majority of thecountries in Sub-Saharan Africa. Those completed by 1968 will be found inDuignan.

National bibliographies which combine both government documents andother types of publications are an excellent on-going source of informationfor publications in an African country, or sometimes those published else-where which are country specific. Many national bibliographies are retros-pective (see Ghana National Library Board. Ghana National Bobliography.1965). Those which are on-going have not been included in this bibliography(e.g. Ibadan. University. Library. Nigerian Publications, from 1950/52;Ghana: A Current Bibliography from September/October 1967; and SierraLeone, National Library. National Bibliography of Sierra Leone, from 1967--).Exceptions to this are the articles by Bryan Langlands which have beenappearing in Tanzania Notes and Records since 1965 and constitute a kind ofcurrent national bibliography for as long as they continue to appear. FewAfrican countries attempt comprehensive national bibliographies on a con-tinuing basis. Duignan lists those which did in 1968. See also. In the bibliography there is a great deal more material on Anglophonethan on Francophone countries; this may partially reflect our search butmay also be indicative of the amount of research and publication being doneon African education in the respective language areas. Refer to Part I ofAER. Materials in English, French and German are listed. The bibliographyis arranged geographically, as far as is possible, with alphabetical listingby author under geographical headings. The "International " category alsoincludes those which have no particular country, continent or regional base.The "Africa" division brings together works on the continent as a whole andalso on regions (e.g. East Africa, West Africa, Sub-Saharan Africa) andthose items concerned with more than one country. The annotations areprincipally descriptive, defining scope and emphasis, but when a bibliographyseems particularly good, this has been noted. Where possible, the exactaddress of the publisher has been included in the citation along with author,compiler, title,date, pagination, and series information. Obscure itemshave not been listed, so all entries should be located without a great dealof difficulty either at the source of publication or in a research collection.
