Visit ReportSaldanha Bay Port & Industrial Development Zone

Western Cape

The following are the main points from an Africa Project Access business mission to the Saldanha Bay Port and Industrial Development Zone on 25 June 2015. The detailed Visit Report is available on request from Africa Project Access subscribers.

This is South Africa’s first sector-specific (oil and gas) zone. The objective is to capture market share of the regional oil rig and vessel repair and maintenance market. This market is quite substantial. For example, one rig assignment in Cape Town last was valued at R940 million and involved 166 sub-contractors. Therefore the benefit to the Saldanha community, Western Cape and national economies is appreciable.

The port is under pressure to provide a repair and maintenance facility at Saldanha for oil vessels and rigs passing the Cape coast from the Gulf Of Guinea. The marketing strategy is to establish an oil and gas marine repair engineering and logistics services complex serving the upstream

and mid-stream exploration and production sectors of the oil and gas industries. There are approximately 80-100 rigs and vessels operating in the Gulf of Guinea and around 120 units (rigs, seismic vessels, barges, platforms, tugs) passing the Cape every year. All need land support. Downtime travel time for these rigs and vessels is extremely costly and each repair or maintenance contract will be highly lucrative for the Saldanha and Western Cape economies. The charter cost is around USD 500 000 per day.

The objectives of the Saldanha Industrial Development Zone are to establish an oil and gas services complex within and adjacent to Saldanha Port; offer a full-house, seamless service to the oil and gas industry, create a single contiguous customs controlled area for a ‘free port’ situation, joint planning, marketing and coordination to resolve challenges.

The offshore supply base (OSSB) (in construction phase)

The extension of the old Mossgas jetty (for vessel repairs, studies done, exact location not yet decided)

Berth 205 (for rig repair, 21 meter draft) Multi-mooring facility (Sunrise Energy

appointed, Murray & Roberts Marine as contractor).

Existing port infrastructure comprises: two berths for iron ore with a total capacity of 60 million tons and a draft of 19-23 meters; four multi-purpose break bulk berths with a current capacity of 5,8 million tons but with the intention to increase this to 8,8 million tons and a draft of 13-15,5 meters; two liquid bulk berths for tankers with one not active and a capacity of 25 million tons and a draft of 23 meters.

New and planned port infrastructure comprises: the offshore supply base (OSSB) with a berth length of 294 meters and a draft of 8,5 meters; a rig and oil vessel repair facility at berth 205 with a berth length of 380 meters and draft of 21 meters; a vessel repair and new build berth at the Mossgas jetty with a berth length of 1 000 meters and a draft of 8,5 meters and 12 meters in some areas; an LPG facility with a draft of 14 meters awarded to Sunrise Energy; and a proposed LNG facility details of which have yet to be announced although the port is under much pressure to advance this Project in the next 2-3 years.

A new facility will be a 318 meter long liquid bulk facility. The geotechnical, seismic and preliminary design studies have been done. An appointment has to be made for the full environmental study and the RFP should be issued early 2016. A contractor will be appointed in mid-July 2015and completion is scheduled for 2018.

The port may install floating docks with a syncrolift for wet repairs. It is ordering three new tugs with the largest at 90 tons. The first tug will be delivered at the beginning of 2017 with the large tug scheduled to arrive at the end of 2017.

The funding of the IDZ is through the DTI Special Economic Zone (SEZ) infrastructure capital expenditure allocation. This covers bulk infrastructure (water and sewerage, electricity and roads) and internal services (local roads, water, power, ICT), servicing of port land, link

road and bridge, solid waste station, fencing and security, access facilities). The Western Cape Government is responsible for operational costs.

The Saldanha Bay IDZ designation was made in 2013. The IDC and the TNPA are the land-owners and will remain as such. The total designated land area is 330 hectares with 164 hectares of IDC-owned land (25-year lease, option of 25-year renewal and 10 years phased-in rental model); and 166 hectares of TNPA-owned land (arrangements being negotiated). The IDZ must allocate land “smartly”. The request is for land tenure based on 25-year renewable leases. The IDZ can undertake environmental impact studies.

There are five investment focus areas: Exploration and production (Sunbird,

Shell and Anadarko working the west coast)

Marine and sub-sea engineering and fabrication (South African companies are strong here. Sub-Sea 7 have used South African suppliers)

Vessel repair, maintenance, and equipment supply

Oil and gas logistics (warehousing too) Ancillary and support services

(Facilities management, catering, communications, recruitment and training, health and safety, environmental studies, medical services, banking, legal, insurance, accounting and energy consulting).

Opportunities for contractors and consultants include reservoir engineering, seismic data acquisition, well servicing, drilling contracting, cement contracting, operation/maintenance/decommissioning contracting, design and fabrication, marine/sub-sea contracting, pipe lay contracting and floating production storage units.

Opportunities for services, product and component suppliers include seismic instrumentation, geoscience, data supply, interpretation and storage, IT hardware and software, drilling equipment, specialised steel and tubes, laboratory services, plant design, specialist and support engineering, inspection, sub-sea manifolds, sub-sea equipment.

There are a number of partnerships and Programmes with the local Saldanha community.

The IDZ Business Forum has been established for identification of support goods and services and there is the CSTC (skills training committee). The Transnet Enterprise Development Centre in Saldanha is functioning. A problem is that the Project is still only in construction and not operational phase. There is no shortage of funds for training but a problem in

identifying suitable candidates. The IDZ is trying to use the local community for security needs.

The local business community wants to benefit from the Saldanha Port Projects and is keen to offer partnerships. It is estimated that investment opportunities will be over R13 billion over the next five years.

SPECIAL NOTE

Clarification of the South Africa-Mauritius Double Taxation Treaty(as supplied by Abax Corporate Services of Mauritius)

International investors including South African businesses use Mauritius as a base for their growth on the African continent.

Following the signing of a revised double taxation treaty between South Africa and Mauritius in 2013, a Memorandum of Understanding was recently finalised by the authorities to bring more clarity to the issue of tax or fiscal residence of a ‘person.’

The treaty allows for two tax authorities to come to a “mutual agreement” to determine which state has the first right to tax a party by virtue of the party’s tax residence. The MOU helps to provide clarity by listing the factors used by the authorities in determining where ‘person’ or party is fiscally resident. These are:

Where the meetings of the person’s board of directors or equivalent body are usually held Where the CEO and other senior executives usually carry on their activities Where the senior day-to-day management is carried on Where the headquarters are located Which country’s laws govern the legal status of the ‘person’ Where are its accounting records kept Any other factors listed in paragraph 24.1 of the OECD Commentary (Article 4, paragraph 3) as

may be amended by the OECD/BEPS Action 6 final report Any other factors that may be identified and agreed upon by the competent authorities in

determining the residency of a ‘person’.

ANGOLA

Construction of the new CAIO PORT to serve the oil area of Cabinda in northern Angola has begun. The implementing agency is Porto de Caio which was appointed in 2012 to design build and manage the Project. Franki Africa Sucursal was awarded the first phase of construction. Drillings are being undertaken to establish the offshore foundation. The three-phase Project includes a ship repair facility, a rig service facility and a possible oil jetty. Completion of the first berth is expected in mid 2017. The Cabinda Port Authority is the government agency.

CENTRAL AFRICAN REPUBLIC

A study is being undertaken for a BRAZZAVILLE-BANGUI ROAD that will enhance the Pointe Noire-Central Africa Transport Corridor. The Congo capital is already lined by road to Cameroon. The African Development Bank (AfDB) has allocated one billion CFA for the establishment of a dry port along the route. The Corridor has the advantage of a deep water port of 16 metres at Pointe Noire.

CONGO (REPUBLIC)

COTE D’IVOIRE

The YEDCOR VALLEY CENTRE COMMERCIAL PROPERTY DEVELOPMENT is scheduled to begin in March 2016 and will be completed in 2018. It is being undertaken by Yedcor International of Côte d’Ivoire. The development will cover some 10 hectares in Cocody, Abidjan and the cost is estimated at 500 billion CFA. The Project includes two luxury hotels, two 40-storey towers, 300 luxury apartments, 200 shops, six cinemas, restaurants and a 5 000-seater entertainment hall. The Broll Property Group is partnering with the developers. The Project aims to promote Abidjan as an international hub and financial centre.

ETHIOPIA

Three possible sites have been identified for the NEW ADDIS ABABA AIRPORT. They are: Modjo, Dukem and Tefki in the environs of Addis Ababa city. A consultant will be selected for the final site decision and design of the airport. The cost is estimated at USD 3 billion. The exiting Bole International Airport is being expanded. It receives around 70 million passengers per annum.

Israel Chemicals Limited has acquired Allana Potash Corporation which is developing the DANAKHIL POTASH MINE situated in the Afar region of North-Eastern Ethiopia. According to a feasibility study done by Allana in early 2013, the mine has potential of one million tons per annum and a duration of 25 years. The government agencies are the Ministry of Agriculture and the Agriculture Transformation Agency. Potash is used for fertilizer production.

The Ethiopian government and Kefi Minerals have recently concluded a 20-year mining license for the development of the TULU KAPI GOLD PROJECT in western Ethiopia. The company has issued bids for a carbon-in-leach processing plant and construction works. The feasibility study for the open pit operation has been completed. Production is expected to commence in 2017. The resource is estimated at 1,7 million tons.

GHANA

Strong progress is being registered for the TAKORADI PORT REDEVELOPMENT FOR A FREEZONE OIL SERVICES HUB. The government allocated an area of 200 00 square metres to the Singapore-registered and South Africa-led Viking Offshore Support Services and accorded it free zone status. Their major private initiative is the development of a one-stop oil services berthing facility at an area called the log pond which is being backfilled with 700 000 cubic metres of quarry material. The greater Project includes a 12 500 cubic metre capacity marine diesel tank farm developed by the Ghana Oil Company, mud plants, two desalination plants (with another two to come), a helipad and a pipeline for vessels. There are plans for bringing a floating dock from Spain. Companies active at the port include Halliburton, Schlumberger, Subsea 7, Technip, Bolloré, Murray & Roberts, Dredging International with the Ghana Ports & Harbours Authority (GPHA) as the official implementing agency. General Electric is manufacturing Christmas Trees. Training of welders, boiler makers and other artisans is underway. China previously allocated USD 150 million towards the Project.

There are plans for a NEW INTERNATIONAL AIRPORT for Accra to be built at Prampram situated in the Dangbe District of the Greater Accra Region. The design plans have been presented to the Ghana Airports Company Limited by China Airport Civil Construction. The new airport will be developed over an area of 6 500 hectares and will handle 4,5 million passengers per annum. The Chinese design includes thirteen apron stands and a 7 000 square metre cargo warehouse area. The current Accra Kotoka airport cannot cope with the passenger and air freight load. A number of commercial property developments are underway in Prampram in anticipation of the new international airport. One such development is Ocean Green Beach Villas.

Phase two of the TAMALE AIRPORT EXTENSION PROJECT in northern Ghana will involve the repair, maintenance and overhaul of the hangar areas. The date of commencement has not yet been announced. The first phase will be completed by December 2015. It entails the extension of the runway from 2 500 metres to 3 400 metres and the installation of a complete lighting system. The contractor for phase one is Geiroz Galvao Construction of Brazil. The government entities are the Ministry of Transport and the Ghana Airports Company Limited (GACL). The airport will be upgraded to international status and will serve as an alternative to Katoka International Airport.

The Ministry of Food and Agriculture is implementing the GHANA COMMERCIAL AGRICULTURAL PROJECT (GCAP). A USD 100 million loan has been secured for the initiative from the World Bank as well as USD 45 million grant from USAID. The objective is to support private sector-led agricultural Projects in designated areas of the country that have sufficient potential such as the Nasia Nabogo inland valley development. GIS systems such as LIDAR, ArcGIS software and orthphoto maps are being applied. One of the goals is to achieve all-year rice production. Other priority crops are maize, soya beans, groundnuts and yams. A number of irrigation dams are included. There is a need for such dams as well as canals and housing. Support infrastructure includes the upgrading of Tamale airport to international status. Local partners include the Ghana Irrigation Authority and the Environmental Protection Agency.

The MARINE DRIVE TOURISM ENCLAVE is a beach estate at Prampram near Accra to be developed over an area of 241 acres. The Project includes an hotel, golf course, water theme park and cultural village. The Project will be promoted by the Ghana Investment Promotion Centre as a Public Private Partnership (PPP) initiative. The implementing agency is the Ghana Tourist Development Company with the Ministry of Tourism. There are reports that the 550 kilometre coastline has been neglected in the past as a waste dump site.

The Ghana Ministry of Trade and Industry has allocated USD 15,4 million for the RURAL TECHNOLOGY FACILITIES PROGRAMME which will establish thirty additional rural technology facilities throughout the country. The Rural Enterprises Programme will be constructing hostels for trainees. The facilities provide training in machining, welding, fabrication as well mathematics. Ghana has prioritised technology to fast-track industrialisation of the national economy.

** Atuabo Freeport Ghana Limited is the implementing agency for the ATUABO FREE PORT in the Western Region of Ghana. The port will have three quays of up to 16,5 metres draft. The Project includes an offshore supply area with sub-sea fabrication and an aerodrome for fixed and rotary wing air operations. The Ghana National Petroleum Corporation (GNPC) is involved in the Project.

KENYA

A new 1 000-bed REFERRAL HOSPITAL is being planned for Eldoret in western Kenya. An area of 200 acres has been set aside for the development. The total cost is estimated at USD 560 million. Funding will be raised from private partners. The intention is to decongest the existing Moi Teaching and Referral Hospital. There are about 35 public and private hospitals in Kenya.

MALAWI

The Portuguese contractor, Mota Engil has reportedly withdrawn from the 100 hectare MANGOCHI FIVE-STAR HOTEL PROJECT in southern Malawi. The cost of the Project is estimated at USD 50 million. The Project was intended to vitalise the lake shore development area. The Project included a gold course. The government agency is the Ministry of Information, Tourism and Culture. There have been difficulties with land issues in the region from the Monkey Bay and Masasa communities.

MAURITIUS

There is a lack of clarity regarding the future development of the JINFEI ECONOMIC TRADE AND COOPERATION ZONE in the north of the island. The Mauritian government originally allocated 211 hectares of land to the Chinese company, Tianli Spinning. The Project was to be supported by the China-Africa Development Fund (CAD Fund). The main features would be light manufacturing and ICT. In 2009, the Special Economic Zone (SEZ) was relaunched but failed to attract investors. The basic infrastructure was installed in 2010.

NAMIBIA

The NEW CONTAINER TERMINAL AT WALVIS BAY PORT is scheduled for completion in 2017. It will cover an area of 40 hectares. Other features are a 600metre quay wall, 60 000 TEU capacity and the ability to handle 5 000 TEU vessels. The draught will be 16 metres. The port has a syncrolift. The implementing agency is Namport.

The new PRIVATE/COMMERCIAL PORT near Walvis Bay Port will cover an area of 1 330 hectares and include a 10 000 metre quay.. The cost of the development is estimated at R20 billion-R30 billion. It will be a new bulk and breakbulk port. It will include additional facilities for rig repair and maintenance as well as a liquid bulk terminal. The Botswana coal export terminus will also be located in the new port. The objective is to emulate the Richards Bay scenario by encouraging private investment. Namport will act as managerial agent. The Project is part of the country’s National Development Plan.

NIGERIA

Gepmetric Power Limited has announced plans to build a 1 080 POWER PLANT in Aba, South-Eastern Nigeria. The first phase will supply 500 MW and completion is scheduled for 2019. Further details are not available but a partner is General Electric and Standard Chartered Bank is the financial advisor. The company established the first independent power transmission station in Nigeria. It began with the installation of a 141 MW gas-fired power plant for the Aba industrial area in Abia State, South-Eastern Nigeria. It also has a solar plant.

The developers of the EKO ATLANTIC CITY PROJECT off Bar Beach, Victoria Island in Lagos are South Energy Nigeria Limited and Eko Pearl Nigeria Limited. A land area of about ten square kilometres is being reclaimed from the sea. The Project includes housing units, schools and hospital as well as two 24-storey residential towers. Support infrastructure in the form of power and water supply and telecommunications is required. China Communications Construction Group is the contractor and consultants include Royal Haskoning. Other parties involved include Norton Rose Fulbright and Celt Investments. The government authority is the Lagos State Government. The Project was initiated in 2003.

SENEGAL

The global engineering firm, Ausenco has been recognised by Africa Rail for its rail installations for the GRAND COTE MINERAL SANDS PROJECT situated 50 kilometres north of Dakar. The high grade rare earths mineral sands zircon and ilmenite deposit extends 100 kilometres along the Senegal coast. The upgrade of rail and port infrastructure for the Project is vital. The Project entails the construction of a new 22 kilometre rail from the Grand Côte mineral sands Project to a link with the existing line at Mekhe. The 100 kilometre line from Dakar is also being rehabilitated. ERAMET and Mineral Deposits Limited of Australia have been involved in the Project.

ZAMBIA

** A number of Projects and initiatives are being planned for MPULUNGU HARBOUR AND TOWN. The African Development Bank (AfDB) has approved USD 22,5 million towards the cost of rehabilitating the port on Lake Tanganyika. The Project will include the construction of warehouses, development of container berths and a floating dock, lengthening of the wharf side, security fencing and additional lighting. Cargo handling, dredging and other equipment will be required. New passenger and cargo services between Mpulungu, Kalemi in the DR Congo, Kigoma in Tanzania and Bujumbura in Burundi will be developed. USD 100 million has been approved for the construction of a new 200 kilometre link rail line from Nseluka to Mpulungu port. Mpulungu town will require a new hotel and lodges and a shopping centre is planned. Note: Africa Project Access and the SA-Zambia Chamber of Commerce will be leading a business mission to Lusaka and the Mpulungu area, 4-9 October 2015.

ZIMBABWE

USD 150 million is being spent on the upgrade of VICTORIA FALLS AIRPORT in western Zimbabwe. Commissioning is expected in September 2015. The airport will be able to take wide-bodied aircraft. The objective is to increase the visitor rate from the current 1,8 million to 10 million passengers. Victoria Falls is also being declared a Special Economic Zone (SEZ). The initial phase entails the concession of 300 hectares of corporate title to accommodate investments through a Special Purpose Vehicle (SPV).

The Zimbabwe government has allocated USD 100 million to the modernisation of the BEIT BRIDGE BORDER POST between Zimbabwe and South Africa. The Zimbabwe government has allocated USD 100 million to the modernisation of the BEIT BRIDGE BORDER POST between Zimbabwe and South Africa. ** A number of Projects and initiatives are being planned for MPULUNGU HARBOUR AND TOWN. The African Development Bank (AfDB) has approved USD 22,5 million towards the cost of rehabilitating the port on Lake Tanganyika. The Project will include the construction of warehouses, development of container berths and a floating dock, lengthening of the wharf side, security fencing and additional lighting. Cargo handling, dredging and other equipment will be required. New passenger and cargo services between Mpulungu, Kalemi in the DR Congo, Kigoma in Tanzania and Bujumbura in Burundi will be developed. USD 100 million has been approved for the construction of a new 200 kilometre link rail line from Nseluka to Mpulungu port. Mpulungu town will require a new hotel and lodges and a shopping centre is planned.

A study is being undertaken for a BRAZZAVILLE-BANGUI ROAD that will enhance the Pointe Noire-Central Africa Transport Corridor. The Congo capital is already lined by road to Cameroon. The African Development Bank (AfDB) has allocated one billion CFA for the establishment of a dry port along the route. The Corridor has the advantage of a deep water port of 16 metres at Pointe Noire.

The developers of the EKO ATLANTIC CITY PROJECT off Bar Beach, Victoria Island in Lagos, Nigeria are South Energy Nigeria Limited and Eko Pearl Nigeria Limited. A land area of about ten square kilometres is being reclaimed from the sea. The Project includes housing units, schools and hospital as well as two 24-storey residential towers. Support infrastructure in the form of power and water supply and telecommunications is required. China Communications Construction Group is the contractor and consultants include Royal Haskoning. Other parties involved include Norton Rose Fulbright and Celt Investments. The government authority is the Lagos State Government. The Project was initiated in 2003.

The YEDCOR VALLEY CENTRE COMMERCIAL PROPERTY DEVELOPMENT is scheduled to begin in March 2016 and will be completed in 2018. It is being undertaken by Yedcor International of Côte d’Ivoire. The development will cover some 10 hectares in Cocody, Abidjan and the cost is estimated at 500 billion CFA. The Project includes two luxury hotels, two 40-storey towers, 300 luxury apartments, 200 shops, six cinemas, restaurants and a 5 000-seater entertainment hall. The Broll Property Group is partnering with the developers. The Project aims to promote Abidjan as an international hub and financial centre.

There are plans for a NEW INTERNATIONAL AIRPORT for Accra to be built at Prampram situated in the Dangbe District of the Greater Accra Region. The design plans have been presented to the Ghana Airports Company Limited by China Airport Civil Construction. The new airport will be developed over an area of 6 500 hectares and will handle 4,5 million passengers per annum. The Chinese design includes thirteen apron stands and a 7 000 square metre cargo warehouse area. The current Accra Kotoka airport cannot cope with the passenger and air freight load. A number of commercial property developments are underway in Prampram in anticipation of the new international airport. One such development is Ocean Green Beach Villas.

The MARINE DRIVE TOURISM ENCLAVE is a beach estate at Prampram near Accra to be developed over an area of 241 acres. The Project includes a hotel, golf course, water theme park and cultural village. The Project will be promoted by the Ghana Investment Promotion Centre as a Public Private Partnership (PPP) initiative. The implementing agency is the Ghana Tourist Development Company with the Ministry of Tourism. There are reports that the 550 kilometre coastline has been neglected in the past as a waste dump site.

USD 150 million is being spent on the upgrade of VICTORIA FALLS AIRPORT in western Zimbabwe. Commissioning is expected in September 2015. The airport will be able to take wide-bodied aircraft. The objective is to increase the visitor rate from the current 1,8 million to 10 million passengers. Victoria Falls is also being declared a Special Economic Zone (SEZ). The initial phase entails the concession of 300 hectares of corporate title to accommodate investments through a Special Purpose Vehicle (SPV).

There is a lack of clarity regarding the future development of the JINFEI ECONOMIC TRADE AND COOPERATION ZONE in the north of the island of Mauritius. The Mauritian government originally allocated 211 hectares of land to the Chinese company, Tianli Spinning. The Project was to be supported by the China-Africa Development Fund (CAD Fund). The main features would be light manufacturing and ICT. In 2009, the Special Economic Zone (SEZ) was relaunched but failed to attract investors. The basic infrastructure was installed in 2010.

The Portuguese contractor, Mota Engil has reportedly withdrawn from the 100 hectare MANGOCHI FIVE-STAR HOTEL PROJECT in southern Malawi. The cost of the Project is estimated at USD 50 million. The Project was intended to vitalise the lake shore development area. The Project included a gold course. The government agency is the Ministry of Information, Tourism and Culture. There have been difficulties with land issues in the region from the Monkey Bay and Masasa communities.

SPOTLIGHT ON AID AGENCIES, INTERNATIONAL DEVELOPMENT FINANCE INSTITUTIONS, FUNDS & SELECTED RELATED ORGANISATIONS

The GHANA INFRASTRUCTURE INVESTMENT FUND (GIIF) has been established by an Act of Parliament as a hundred percent state-owned entity falling under the Ministry of Finance but with an autonomous management including the Private Sector reporting to the Auditor General. The objective is to borrow and raise finance for commercially viable infrastructure Projects that will help address the national infrastructure funding gap of USD 1,5 billion per annum. TRAVEL NOTES

The Ghana High Commission in Pretoria has stated that TRANSIT VISAS FOR GHANA can be obtained on arrival at Kotoka international airport. This information has yet to be verified. The transit visa requirement has inhibited Accra’s status as a regional travel hub.

The distance by road between ACCRA AND TAKORADI in Ghana is 220 kilometres but the duration is around 4-5 hours dependent on traffic. The road is good but is rendered particularly dangerous due to the recklessness of the drivers. There are numerous head-on collisions every month. Three airlines offer daily flights between Accra and Takoradi and this travel solution is recommended.

is still on the cards and that there are ongoing discussions with the investor, Essar Holdings of India. There are reports that the Chinese creditors are calling for the transfer of the smelter as payment and that Essar wants the plant to be moved from Redcliff to Chivhu.

WHISPERINGS – FOOTNOTE 4

There is much debate about how the ROVUMA BASIN GAS (estimated total between 150 trillion cubic feet and 300 trillion cubic feet). The Tanzanians have clearly prioritised gas-to-power as evidence by the gas pipeline being built by the Chinese to supply power to Dar es Salaam. The situation on the Mozambique side is more complex. The Mozambican government has favoured an on-shore LNG plant rather than a floating facility as this will lead to the development of local industry. Although production of diesel fuel through a gas-to-liquids process would be more lucrative, more local beneficiation will result from by-product manufacture such as fertilizer and plastics. Anadarko and ENI are being compelled to inform the government of their options so that the best way forward can be agreed upon.

ANGOLAN IMPORT QUOTAS are once again disturbing exporters to that country. This pertains especially to agricultural imports. The Angolan ministries of agriculture, industry and commerce with the central bank recently issued a decree announcing the quotas. The move is seen as an attempt to boost the country’s non-oil sectors. The Western Cape is particularly involved in exporting agricultural products to Angola. The fall in the international oil price has also led to a curtailment of investments by the country’s sovereign wealth fund.

The authorities of the North West Province in Zambia have been calling for investment in WAREHOUSE AND STORAGE DEPOTS in their fast-growing province. Lafarge Cement has now opened a 4 500 ton depot in Solwezi.

The fluctuations in the CEDI EXCHANGE RATE are proving to be problematic for economic operators in Ghana. The currency rose 4,27 % in early July to 3,35 to the USD. In June is stood 22% lower than the beginning of 2015. The recent gain is ascribed to the country’s aid Programme with the International Monetary Fund which began in April 2015.

The following are APA’s PLANNED GROUP VISITS FOR 2015 (subject to change): 13-19 September: Accra and Takoradi Port, Ghana 4-9 October Mpulungu, Zambia 28-29 October: Visit to Mining and Oil Companies Offices in Gauteng

Paul Runge of Africa Project Access undertook a pilot visit to Accra, Tema and Takoradi Port in Ghana from 13 to 17July 2015.

On 25 June 2015, Africa Project Access led a large GROUP VISIT TO SALDANHA PORT AND IDZ in the Western Cape. The mission also met with the local Saldanha business community.

15-19 March 2015: Africa Project Access led a large GROUP VISIT TO KAMPALA AND LAKE ALBERT, UGANDA. The delegation met with all three of the resource role players operating the oil find on the Lake, Tullow, Total and CNOOC as well as the relevant government authorities.

26 October to 1 November 2014, Africa Project Access led a large GROUP VISIT TO PEMBA AND PALMA, NORTHERN MOZAMBIQUE. There were twenty-six delegates. The visit included meetings with Anadarko, Halliburton and site visits to industrial parks in Pemba and Palma as well as port inspections.

10-16 August 2014, Africa Project Access and the South Africa-Zambia Chamber of Commerce led a GROUP VISIT TO LUSAKA AND LUAPULA PROVINCE, ZAMBIA. There were fifteen delegates. The visit included site visits to a manganese mine, hydro power stations, agricultural and tourism Projects.

On 20 June 2014, APA led a GROUP VISIT TO RICHARDS BAY HARBOUR, KwaZulu-Natal to investigate inter alia future plans for the export of coal from Botswana and Swaziland, and the possibility of establishing the port as a supply centre for gas operations on the East Africa coast. The visit was facilitated by Trade & Investment KwaZulu-Natal.

On 27 January 2015, APA organised a DEVELOPMENT FINANCE FOCUS WORKSHOP for various suppliers of financial services and products to the South African export community. The objective was to produce a practical, user-friendly and easily-understood compendium of these services and products for APA clients and export council members. .

The last FULL APA BRIEFING took place at Santam on Thursday 2 July 2015 and covered the findings of the APA/SA-Zambia Chamber group visit to the old and new copperbelts of Zambia, a visit to Washington for meetings with the World Bank Group, USTDA and MCC and Takoradi Port in Ghana which will be visited soon by APA. A special PORTS AND RAIL SUB-GROUP MEETING was held on Thursday 18 September 2014 at the Henley Business School. It was decided that the next meeting will include Transnet Capital Projects and the Africa Strategy of the Department of Public Enterprises.

A special SUB-GROUP MEETING ON OPPORTUNITIES ARISING FROM THE ROVUMA BASIN (PEMBA/PALMA) was held on Thursday 18 September 2014 at the Henley Business School. It was decided that the next meeting will include relevant development finance institutions, retail chains and commercial property management companies.

A WATER & SANITATION SUB-GROUP MEETING was held on Thursday 26 June 2014 at the Henley Business School. It was decided that the next meeting will include a water utility such as Rand Water or Umgeni Water, a contractor, an environmental consultancy, a logistics company and a development finance institution such as the DEG. It was also proposed that a special briefing be held on the financing of water and sanitation Projects in Africa.

A special OIL AND GAS SUB-GROUP MEETING was held on Thursday 4 June 2015 at the Henley Business School. The next meeting should include EPC contractors, Fluor, Group Five and the South African Oil and Gas Alliance.

A special MINING SUB-GROUP MEETING was held on Thursday 4 June 2015 at the Henley Business School. Clients requested that at the next meeting, DRA, Worley Parsons EPC contractors and the export councils be included. A mining house such as Ncondezi will also be invited.

The thirteenth ICT/TELECOMMUNICATIONS SUB-GROUP was held on Tuesday 21 April 2015 in collaboration with the South African Electro-Technical Export Council (SAEEC) at their offices in Midrand. A group visit to South Africa-based mining, gas and engineering companies involved in major resources Projects in Africa was discussed. It was decided that MTN or Vodacom, Liquid Telecom, the South African Communications Forum, Ericsson, the Industrial Development Corporation, the International Finance Corporation’s Sector Head for ICT and the Chamber of Mines would be invited to the next sector focus meeting.

The APA AGRICULTURE FOCUS SUB-GROUP briefing took place at the Henley Business School on Thursday, 29 January 2015. It was agreed that the next meeting would include Deloitte, The DBSA and IDC agriculture units and agriculture fund managers.

The APA HOTELS/COMMERCIAL PROPERTY SUB-GROUP briefing was held on Thursday 29 January 2015 at the Henley Business School. It was agreed that a hotel management group such as Atterbury and African Century Properties, Remote Site Solutions and Aurecon will be invited for the next briefing.

The APA POWER SECTOR SUB-GROUP MEETING took place at the Henley Business School on Thursday 10 April 2014. It was agreed that the next meeting will include the ESKOM Division responsible for regional transmission, TransAfrica Projects, former ESKOM official, Peter O’Connor, Doug Kune, and an EPC contractor.

The sixth APA HEALTH SECTOR SUB-GROUP MEETING was held on Thursday 12 February 2015 at the Henley Business School. Various health and health-related Projects and initiatives were discussed. It was agreed that the Pharmaceuticals Association of South Africa, the Lenmed Hospital Group and a logistics compamy specialising in the health sector will be invited to the next briefing.

Africa Project Access is participating with the Johannesburg Chamber of Commerce & Industry (JCCI) in a series of ECONOMIC HOTSPOT BRIEFINGS. The last was held on Tuesday 10 February 2015 on the Rovuma Basin oil find in Mozambique.

The May-June 2015 edition of the London-based publication, AFRICA INVESTOR carries articles on the commodities markets in Africa, ultra-rich family investors, unsolicited bids for African Projects, IFC InfraVentures, international hotel chain development intentions, tips for Monrovia, Liberia. Paul Runge of APA has a regular projects feature in the publication, “In The Pipeline.’

The December 2014/January 2015 edition of AFRICAN TRADER carries articles on the Ibrahim Index of African Governance, China as a market for African goods, heavy machinery for Africa, Africa’s digital divide, airport upgrades, poultry in Africa and the Dutch disease.
