Terms of Reference 2014 Head Programme Management and Implementation

Scope of Work:

The successful candidate will be resourceful, entrepreneurial and contribute to business growth. She/he will bring prior experience working on and managing large-scale development projects, particularly those funded by DFID, both from HQ and in the field. The right candidate will be given the opportunity to grow into a senior management position.

H/PMI will lead on bidding for and overseeing implementation of larger-scale programmes and integrated project portfolios. These will typically involve multiple service line delivery (research and analysis, design, monitoring and evaluation, stakeholder engagement and capacity development), organisational level planning, the coordination and deployment of sizeable project teams, and complex multi-stakeholder client management.

H/PMI will be managed by Director Services and work in close coordination with Integrity’s other service lines and international offices. H/PMI will be at senior management level, and a member of Integrity’s management team. H/PMI will be based in London, UK (Integrity headquarters) with business-related travel of up to 40 per cent level of effort.

A. Programme development, business development and relationship management (60 per cent level of effort)

1. Deepen, grow and cultivate Integrity’s existing portfolio with UK HMG partners (DFID, FCO) as well as other major development donors (World Bank) with a view to developing longer-term programme opportunities.

2. In close consultation with the business development team and other service lines,develop successful proposals in the area of Programme Management andImplementation. Activities will focus around pre-positioning for key programmes andprojects, proposal design and drafting, budget design, team design, including buildingand managing proposal teams.

3. Contribute to effective client communications and relationship management throughoutthe project cycle.

B. Line Management and programme support (40 per cent level of effort)

1. Manage London-based members of the Directorate Services team.2. Provide support and guidance to relevant project staff and consultants on select bids and

projects. This will entail traveling to project areas as needed.3. Lead, deliver on and enhance Integrity’s approach to programme management and

implementation. This entails i) effectively recruiting and managing project teams,including staff and consultants assigned to project implementation. ii) providing soundplanning and budget support and guidance to relevant programme teams.

4. Ensure quality of project deliverables, data collection, knowledge management andlesson learning within the project and as applicable the wider Integrity team.

Experience:

The successful candidate must have: 1. Several years of experience implementing, designing and managing DFID and/or FCO

funded projects, including in the field. 2. Prior work experience with a relevant organisation in the development sector (i.e.

company, INGO). 3. Prior management experience.4. Experience designing, monitoring and evaluating programmes, including project

development, implementation and team management.5. Experience managing and working with international teams in different locations.

The ideal candidate will also have: 6. A demonstrated understanding of working with US clients, developed in the field.

Languages:

1. Knowledge of Arabic, Swahili, Urdu or French desirable
