• From Commercially Hosted Infra-Red Payload (CHIRP)

• Highly motivated contractor & Government team can achieve excellent results

• Hosted Payload (HP) mission architecture simplified to minimize cost

• Commercial practices are cost effective and efficient but requires USG to have rights to participate in decision making and access contractor data

• Requirements standardized in Mission Requirements Document (MRD) & Hosted Payload Standard Interface Specification (HPSIS)

• From Experience with Commercial Industry & Market Research

• Competition is mandatory in market driven commercial pricing practices

• Maximize access to global GEO orbital slots by allowing foreign operators to participate as subs to HoPS prime contractor

• Prime must be US company to manage subs for compliance with HP ITAR and security requirements

• LEO/MEO market is significantly different from GEO but there are many flight opportunities on commercial satellites

Mission Description• There are two international “services” (systems)

• SARSAT (Search and Rescue)

• Argos (Data Collection System)

• Continuation of decades of POES support

• International agreements with• France - Centre National d’Etudes Spatiales (CNES) and the

National Search and Rescue Secretariat (NSS)

• Canada - Department of National Defence (Instrument design,

reliability, etc. , along with all instrument vendor interactions,

controlled by CNES & (NSS) /DND

• US obligation is to agree on interface and fly

instruments provided
