December 20, 2016

ATTENDANCE Ms. Angie Lawrence, District Board Vice Chair, called the regular meeting of the Board of Western Technical College District to order at 4:01pm on Tuesday, December 20, 2016 in the Kwik Trip Room of the Lunda Center, 319 Seventh Street North, La Crosse, WI. Board members present were: Andrew Bosshard, Carrie Buss, Dan Hanson, Dave Laehn, Angie Lawrence, Sally Lister, Ed Lukasek, Joan Sosalla and Lee Rasch, President. District Board member Dennis Treu was excused. PUBLIC NOTICE OF MEETING Notice of the meeting was posted publicly on Thursday, December 15, 2016 at 1:03pm with the agenda being distributed to interested persons, sent to the District’s official newspaper (The La Crosse Tribune), and distributed to other news media throughout the District in compliance with Wisconsin Statutes, Sections 19.81 through 19.98.

APPROVAL OF MINUTES

Motion Buss, second Sosalla, that the Western Technical College District Board approve the minutes to the

November 15, 2016 regular meeting as presented. Votes: Ayes, 8; Opposed, 0. Motion carried.

APPROVAL OF FINANCIAL REPORTS

Motion Bosshard, second Buss, that the Western Technical College District Board approve financial reports for November 2016 which include: A) Schedule of Payments; B) Vendors Over $2500; C) General Revenue/Expense Report. Votes: Ayes, 7; Opposed, 0; Abstention, 1. Motion carried.

RESOLUTIONS OF COMMENDATION Motion Sosalla, second Hanson, that the Western Technical College District Board adopt the resolutions of commendation honoring the following on their retirement: a) Dewey Coerper; b) David Mellem; and c) Ann Schultz. Votes: Ayes, 8; Opposed, 0. Motion carried unanimously. A copy of the resolutions in their entirety are attached to and incorporated in these minutes as Attachments A, B and C.

PRESIDENT’S REPORT Dr. Rasch shared the highlights of the recently held night walk and emphasized the upgraded safety measures with the facility renovations. Amy Thornton provided an update on Get Growing and the Hillview Urban Agriculture Center. Dr. Rasch provided a copy of the letter signed by the WTCS presidents in conjunction with Second Nature requesting continued support for climate initiatives and the Paris Climate agreement. A PowerPoint presentation highlighted the year in review and preview of 2017. Due to the Globe University closing, Western is holding special information sessions to assist those students. DISTRICT BOARD CHAIRPERSON REPORT/UPDATE Ms. Lawrence directed attention to the President job description, addendum to the job description and the profile. Ms. Jerrilyn Brewer provided details on the work that has been done over the past weeks in regards to the president search and results of the recently held community forums during which key themes were identified. Position will be posted on 01/03/2017 along with a news release. ENROLLMENT REPORT Item moved to Planning, Policy & Instruction committee. REGIONAL LOCATIONS – COMMUNIY PANEL FEEDBACK Roger Stanford provided a synopsis of the regional location community lunches held this fall which identified the need for skilled workers in all locations as well as interpersonal skills. Feedback was positive. FINANCIAL AUDIT 2015-16

Motion Buss, second Bosshard to accept and place on file the 2015-2016 financial audit report prepared by Wipfli, LLP.

APPROVE PRESIDENT’S PROFILE

APPROVE POLICY REVISIONS FOR SECOND READING AND ADOPTION Motion Laehn, second Buss, that the Western Technical College District Board approve policy revisions for second reading and adoption of A0115 Board Meeting Preparation. Votes: Ayes, 8; Opposed, 0. Motion carried. TIF UPDATES Mr. Hanson recently attended the City of La Crosse Tax Incremental Finance District meeting on December 5, 2016 which focuses primarily on the Kwik Trip expansion. DISTRICT BOARD PLANNING, POLICY AND INSTRUCTION COMMITTEE REPORT Ms. Buss reported that the Planning, Policy & Instruction committee was provided an Academic 2020 Update and reviewed/discussed recognition policies. DISTRICT BOARD BUDGET AND FACILITIES COMMITTEE REPORT Mr. Bosshard advised the Budget & Facilities committee addressed several topics to include: 1) audit; 2) cost per credit hour; 3) 2017 capital plan; 4) subcommittee update; and 5) Vision 2020 facilities update; and 6) financial reports. Whereas, Sandra Schultz, Project Manager and Success Coach for the TAACCCT4-

ACT for Healthcare Grant in the Health and Public Safety Division, will retire from

Western Technical College on February 10, 2017, after completing over 15 years of loyal

and dedicated service to the students, staff, and the District Board of the Western

Technical College District; and

Whereas, Sandy is an outstanding coach and team leader who values and nurtures

individual creativity; and

Whereas, she is a veteran professional who couples strong ethical and institutional

standards with a very warm and human approach; and

Whereas, even in the most mundane and contentious venue, Sandy uses her visual

and verbal creative abilities to add positive color and dimension to brighten and lighten

Topic: Request for Proposals for Cash-Only Medical Services

Issue: Proposals were solicited for cash-only medical services to be provided to Western’s current health plan members. Members may elect to receive these services on a completely voluntary basis. The medical services requested are the types of medical services that are typically available at a walk-in/urgent care clinic. No health insurance claims are allowed for the medical services received under this contract. The services received under this contract will be billed directly to and paid by Western. The selected vendor(s) shall be contracted for an initial three (3)-year period, commencing on or about March 1, 2017. The contract shall contain a renewal clause which may, by mutual consent, be executed to extend the contract for two (2) consecutive one (1) year extensions, thereby providing for five (5) years of cash-only medical services. Proposals from three firms were evaluated based on criteria that included qualifications, provision of services (hours of operation, ability to provide medical services, ability to provide urgent care/walk-in services, ability to serve regional locations within the scope of the proposal), and cost.

Recommendation: Accept the proposals submitted by Neighborhood Family Clinics, Community Care

Clinics and Mayo Clinic for cash-only medical services based on their proposals, which

meet the specified requirements.

Policy A0112 REMOVAL FROM OFFICE

Members of the Board of the Western Technical College District may be removed by the Appointment Committee of the District, or the Judicial Circuit Court I, for just cause. Proof of unresolved conflict of interest shall constitute a valid reason for termination.

If a bBoard member fails to attend a minimum of 75 percent of all regular monthly and special bBoard meetings (special Board meetings are those meetings classed of the whole bBoard at which action may legally be taken, or will subsequently result in action being legally taken), during the fiscal year starting July 1, the cChairperson of the bBoard, or a designee, shall notify the bBoard member of the absentee problem and discuss the reason's for the absences. After considering the reasons for the absences and/or any other mitigating circumstances, the cChairperson of the bBoard, or a designee may drop the matter, issue a written warning that any further absences may result in further action, or may notify the cChairperson of the aAppointment cCommittee and ask for consideration of removal of the bBoard member from office.

When an administrator or manager a staff person leaves the College, their duties may be maintained by another staff member on an interim basis. This staff member may be compensated for the additional responsibility based on the approved procedure. Such compensation must be approved by the College President.

Additionally, there are conditions which warrant stipends to a manager or administrator staff person where additional efforts are required on the job to handle workload due to a certain pre-determined set of circumstances where back-fill is not a possibility.

SALARY ADJUSTMENT OF A MANAGER OR ADMINISTRATOR AND OTHER SPECIAL CONDITIONS WARRANTING STIPENDS

Transition Replacement:

When an administrator is asked to staff a vacant administrator position at least one pay grade higher than that occupied by the administrator, on an interim basis, for at least three months, while maintaining the essential duties of the current position, that individual's pay will be adjusted during that transition period following a guideline of up to 20%. The total pay during the transition period must not exceed the higher of the maximum rate for the individual's current position or the position for which he or she is acting as a replacement. If more than one administrator is asked to fill in for a position at least one pay grade higher than that of the highest paid administrator, the total salary adjustment for all will be limited to not more than 20% of the highest salary paid.

If a union represented employee is asked to fill in for an administrator in accord with the above circumstances, the salary adjustment for that employee is subject to negotiation with the specific union and must fit within that union's contract pay structure.

When an administrator staff is asked to assume and maintain for three months or longer than three months, the duties for another vacant administrator position, at the same grade or a lower grade than his or her current position, in addition to maintaining all major duties of their current position, that individual's pay will be adjusted during that transition period following a guideline of up to 10% starting on the first day of the fourth month.

Temporary Replacement:

No pay adjustment will be made when an administrator staff fills in for a vacant administrator position for a duration believed to be less than one three months. The administrator individual is expected to maintain the routine aspects of the vacant position only, delaying critical decisions until the return of the incumbent or referring them to the administrator to whom the position reports.

When the administrator fills in for a vacant administrator position where the position is anticipated to be temporarily vacant from one to three months, a salary adjustment of up to 10% will be made for that coverage period under the assumption that critical decisions can either be deferred or referred to the supervising administrator.

Where the absent administrator staff is replaced by a number of administrators individuals, each of whom assumes parts of the vacant administrator position on a temporary basis, regardless of the nature of the absence, there will be no temporary salary adjustment.

Any salary adjustment for individuals who temporarily replace administrative other employees during their absences must be approved in advance by the President of the College.

Special Compensation Situations:

Special situations sometimes occur which require some form of stipend for individuals who, because of their position or the needs of the District, are required to work additional effort and workload for a period of time.

In some situations the college can provide backfill or otherwise help to accommodate the workload. In others, due to the complexity of the position, the length of the overload, or the amount of training it would take to bring someone up to speed, it is not practical to backfill. In these situations there may be up to a 10% salary adjustment for the time of the effort or added responsibilities until they end.

This provision is not intended for situations where the on-going position is permanently assigned additional responsibilities.

D0113 COURSES FOR AUDITORS AGED 60 AND OLDER

In accordance with the provisions of 1999 Wisconsin Act 154, Western Technical College will permit Wisconsin residents age 60 and over to audit a course, other than a community service program, without paying program fees when space is available and if approved by the instructor.

The procedure for auditing a course includes:

- Students wishing to audit a course must register in person at designated registration sites, at or after their assigned registration times. Touch-tone registration does not accept auditing courses.

- Students are still required to pay material fees and all other applicable student fees.

- Course prerequisites must be followed to allow registration for any course.

- Western Technical College provides blanket instructor approval for students auditing courses, unless a course is designated as inappropriate for auditing. Students may appeal and seek permission to audit a course from an appeal panel coordinated by the Registrar.

- Apprenticeship courses (Aid Code 50) are currently designated as inappropriate for audit.

- Another student wanting a course for credit may not bump an auditing student from that course.

Procedure

The procedure for auditing a course includes:

Students request to audit a course at the Enrollment Services in the Welcome Center or Regional Learning Center location. Audit registrations will be held until 3 business days before the start of class. At that time, if space is available, the audit registrations will be processed.

Course prerequisites must be followed to allow registration for any course.

If a student is not allowed to audit a class due to instructor denial, the student may appeal and seek permission to audit a course from the Dean or Administrator overseeing the course.

Apprenticeship courses (Aid Code 50) are currently designated as inappropriate for audit.

After registration, the registrar or designee will change the credit type to AUD and immediately assign a grade of AUD.

Instructors are responsible for checking their grade rosters and noting any audit students.

The registrar or designee will notify the cashier’s office to insure that students over 60 are not billed the program fees.

Students 60 years of age or older are still required to pay material fees and all other applicable t fees. This includes all books and materials.

Students under 60 are required to pay program fees and all applicable fees as well as all books and materials.

Audit students may not displace a credit student from any course.

E0200 ADMISSION

Western Technical College attracts a diverse student population and is committed to an "open door" policy for admission to the College for all prospective students who meet statutory requirements. The College requires each student to submit application materials before acceptance is granted. Students who are granted advanced-standing status through transfer credit, articulation agreements, or challenge examinations are subject to regular admission procedures. Students who leave the College for two consecutive terms or more must file an application for re-admission and comply with all requirements in effect at that time.

Admission to the College for credit coursework occurs in the flowing ways:

I. Admission - College Admission - Undeclared

A. Students provided Undeclared Admission status may enroll in classes provided space is available and all course prerequisites are met.

1. College Admission - Undeclared students are not eligible to receive federal, state, or college financial aid.

II. Diploma/Degree Admission

A. Program-Preparatory Admission - Students admitted to the College who intend to pursue a particular program but who do not meet specific course prerequisites.

1. Students granted Program-Preparatory admission status must develop a program-preparation plan with a Western counselor. The plan may include counseling, assessment, coursework, job shadowing, goal setting, program advising, and review of past academic record. Individuals who do not meet specific requirements for program admission will be provided support services.

2. Individuals provided Program-Preparatory status are eligible to apply for financial aid.

B. Program-Ready Admission - Students admitted to the College who intend to pursue a particular program but are placed on a waiting list because of restricted enrollment in the program.

1. Students provided Program-Ready Admission status must develop a program plan with a Western advisor/counselor. The plan may include counseling, job shadowing, goal setting, course audit, and program advising.

2. Individuals provided Program-Ready Admission status are eligible to apply for financial aid.

C. Program Admission - Students granted full admission into their chosen program.

III. Learner Support and Transition Admission

A. Students enrolling in GOAL (Goal Oriented Adult Learning) must take the TABE (Test of Adult Basic Education) and meet with a GOAL Counselor or Extended Campus GOAL staff to develop a Personal Education Plan (PEP).

B. Students enrolling in Adult High School credit must bring a high school transcript and meet with the Adult High School Coordinator or Regional Learning Center GOAL staff.

C. English Language Learner (ELL) students must take an ELL assessment and meet with the ELL Program Chair or Regional Learning Center GOAL staff. .

D. 118.15 High school students, ages 16 and 17, must provide a completed contract from their high school and meet with a Learner Support Counselor or Regional Learning Center GOAL staff.

IV. International Student Admission

A. International students shall meet all admission requirements set forth above, obtain minimal competency scores established by the College on an English proficiency exam, have appropriate immigration documentation, and provide documentation of sufficient financial backing to complete their education at Western. .

B. Enrollment of international students will be on a space available basis unless enrolled under a legal (s.38.14) contract, which provides for completely dedicated courses at full cost recovery.

C. The number of international students enrolled will not cause the College to exceed the agreed upon maximum enrollment in each course.

E0200 ADMISSION

In compliance with our mission to provide relevant, high quality education that changes lives of students

and grows our communities, it is the policy of Western Technical College to provide access to post-

secondary education to all who are eligible in accordance with statutory requirements, existing policies

of the Wisconsin Technical College System, and licensing and accrediting organizations.

An application for admission and application fee are required for all applicants pursuing enrollment in

academic credit courses and to be admitted to the College.

Individuals seeking a certificate, diploma, or degree must also submit their high school transcripts. Once

admitted to the College, new program applicants generally need to take a placement test in order to

determine which classes they will need to take. For some individuals, pre-requisite credit and/or

noncredit coursework in science, reading, mathematics, and English may be needed prior to, or in

conjunction with, enrolling in certain courses.

Students who leave the College for three (3) or more consecutive terms must file a new application and

comply with all requirements in effect at that time. Meeting with an enrollment advisor is

recommended in order to develop a new academic plan.

Issue: The Wisconsin Technical College System Board has initiated the request for proposal process for 2017-2018.

Project Description: 1. Strengthening Career and Technical Education Programs (continuing)

This project will enable Western to increase retention and graduation rates for students in several health programs by providing targeted support for students in General and Advanced Anatomy & Physiology.

2. Student Success (continuing)

Through this project Student Support staff will assist at-risk students in programs to be more successful resulting in higher course completion, retention, graduation and employment rates for students. At-risk students are often prep students who do not meet the program entrance criteria, but a working committee has been moving this definition slowly more towards data-driven evaluation of “at-risk” to fit Western’s goal of more data-driven decision making. Counselors guide and counsel at-risk students, defined by research analysis of current data, to overcome barriers to their education. Staff in the Welcome Center will offer individualized problem-solving services, accommodations, and case management to improve the likelihood that the student will graduate from Western and secure a job related to their education. We plan on continuing to develop counselors and advisors who will work with specific, targeted academic departments to be “subject-matter experts” in that program of study.

3. Career Prep (continuing)

Western will serve as the fiscal agent for the Western Wisconsin Career Prep Consortium and will coordinate activities designed to prepare youth to enroll and succeed in postsecondary education. This collaborative project between Western and 27 area high schools will:

1. Sponsor a variety of professional development activities and dialogue sessionsdesigned to promote academic readiness and enhance ease of transition for high school students to postsecondary education;

2. Offer information to students on career opportunities and pathways that are available tothem;

3. Increase the number of students who transition to postsecondary education throughcareer pathway initiatives, and Career Coaching; and

4. Increase the participation of students interested in non-traditional careers, specialpopulations, and minorities in Career Prep activities.

4. Non-Traditional Occupation Services (continuing)

This project is focused toward enrollment and retention of women and men in programs that tend to employ individuals of the opposite gender more frequently. Emphasis of this activity is to contact faculty and students in programs with high concentrations of non-traditional students and offer career decision-making, teambuilding, case management, and support to improve student success. Non-traditional educational opportunities at Western will be promoted through Western’s non-traditional webpage, videos, and Challenge Academy presentations. Western’s current NTO coordinator is retiring, and this year the project is being reorganized and possibly new activities will be proposed.

Topic: Project Submission and Acceptance – FY 2017-2018 State Grants (formerly General Purpose Revenue) Funds

Issue: The Wisconsin Technical College System has initiated the Request for Proposal (RFP) process for fiscal year 2017-2018 for State Grant funding.

Statement: Western Technical College is currently planning for submission of grants in several State Grant categories, with the goal of increasing the current level of funding back to its original amount of approximately $800,000. Grants will be submitted as follows: 1. Core Industry:

a. Electromechanical – This project builds on its first year continuing to meet regional demandthrough an additional La Crosse evening cohort and offering a regional section of theElectromechanical program to meet student and regional demand. This is the second yearfunding request, an approved 2-year project.Total Project Cost $180,405 – State $180,405/Western $0

b. Medical Assistant – This 2-year project will allow Western to offer an additional cohort in LaCrosse and one more at a Regional Learning Center. Two courses will be developed to use anonline format and three more will be developed to the master course level to increaseaccessibility and consistency. A student support specialist will support all MA students toincrease completion and graduation.Total Project Cost Approximately $300,000 – State $300,000/Western $0

2. Career Pathways: Digital Marketing – This project will allow Western to create a new DigitalMarketing Associate’s Degree with two embedded technical diplomas offered in a blended format.The project includes: development of nine ADA compliant courses, CPL opportunities for LSTstudents, three Digital Marketing High School Academies, professional development for instructors,and a student support specialist to assist student navigation and completion of the career pathway.Total Project Cost Approximately $400,000 – State $300,000/Western $100,000

3. Developing Markets:a. Business Analyst – This project will allow Western to offer the second year of a new 2-year

fully online Business Systems Analyst (BSA) Associate’s Degree program, which will includethe continuing instruction to completion of the inaugural cohort and recruitment and instructionof a new cohort. This is the second year funding request for the project.Total Project Cost Approximately $80,000 – State $80,000/Western $0

b. Hospitality Management – This project will allow Western to offer a new 2-year, fully onlineHospitality Management program which will include the development of six ADA compliantcourses; provide professional development for HM instructors; and provide targeted outreachand supports for potential students from the Ho-Chunk Nation.Total Project Cost Approximately $120,000 – State $120,000/Western $0

4. Student Supports: Retention Supports for Nursing Prep and ASLA Students – This project willallow Western to provide retention coaching supports for nursing prep students and develop ascalable faculty mentoring model for ASLA students to promote retention and success for thesepopulations. 5. Professional Development (Formula) – This project focuses on continuing to offer strongprofessional development opportunities for new and existing faculty in the use of new teachingtechnologies and in Blackboard offerings in particular.
