1. Summary of findings1.1 Labour market • Employment grew by two per cent per annum for the

administrative and support services industry over the period 2009-10 to 2013-14, slightly higher than the growth recorded for Queensland as a whole (1.2 per cent per annum).

• The administrative and support services industry is characterised by a low rate of full-time employment. In 2013-14, 58 per cent of workers in the industry were engaged on a full-time basis, compared to the average of 71 per cent across the whole Queensland economy.

1.2 Accepted workers’ compensation claims

Occupation

• In 2013-14, employment in the administrative and support services industry was highest for the following occupation groups:

– labourers (38,357 people or 46 per cent)

– clerical and administrative workers (14,118 people or 16.9 per cent).

Together these occupations accounted for almost two thirds of the industry’s workforce.

• For 2013-14, the occupations with the highest claim rates (number of claims per 1,000 all employed people) were:

– labourers (2,600 claims and claim rate of 67.8)

– machinery operators and drivers (533 claims and claim rate of 318.5)

– technicians and trades workers (433 claims and claim rate of 64.8).

Non-fatal claims and claim rates

• In 2013-14, the total accepted non-fatal claim rate for workers in this industry (68.9 claims per 1,000 workers) was almost double the state average (36 claims per 1,000 workers).

• The number of non-fatal claims and claim rates were particularly high for the employment services group (includes labour hire) with 2,408 claims and a claim rate of 166 claims per 1,000 workers. Almost 60 per cent of claims originated with this industry sector.

• The number of claims has fallen by 7.9 per cent per annum for the industry and 4.3 per cent per annum for all Queensland industries over the five years to 2013-14. Over the same period, the claim rate has fallen by 9.8 per cent per annum for the administrative and support services industry, and 6.1 per cent for all of Queensland.

Serious claims

• The rate for accepted serious claims for the administrative and support services industry at 28.7 claims per 1,000 workers was substantially above the state average of 12.6 claims per 1,000 workers in 2013-14.

• Over the 2009-10 to 2013-14 period, the number of serious claims made by workers in the administrative and support services industry fell 3.1 per cent per annum, in line with the fall of 2.8 per cent per annum for all of Queensland.

Mechanisms of injury

The most common mechanisms of injury recorded over the five years to 2013-14 were:

• body stressing (32 per cent)

• being hit by moving objects (17 per cent)

• falls, trips and slips (17 per cent)

• hitting objects with a part of the body (15 per cent).

Agencies of injury

The most common agencies of injury recorded over the five years to 2013-14 were:

• non-powered hand tools, appliances and equipment (26 per cent)

• materials and substances (17 per cent)

• environmental agencies (15 per cent)

• other and unspecified agencies (14 per cent).

Fatalities

• From 2009-10 to 2013-14, there were an average of one fatality per year, with the exception of 2010-11 when there were four fatalities recorded.

1.3 Inspectorate activityIn 2013-14:

• workplace visits, intervention activities, workshops, presentations and seminars by inspectors to the administrative and support services industry accounted for one per cent of inspector activities in Queensland. This is in line with the industry’s share of notified events (also one per cent), as shown in Table 13

• there were approximately the same number of grievous bodily harm events (23) as bodily harm/dangerous events (29) in the industry

• proactive activities remain the focus for inspectors with 86 per cent of activities being proactive/educative in nature

• the share of statutory notices issued to businesses in the administrative and support services industry was approximately one percent. This is lower than the industry’s share of employees in Queensland (3.6 per cent)

• there were 55 notices issued to businesses in the administrative and support services industry - representing a very small number compared to the 15,677 businesses counted by the ABS in the industry (Table 1 and Table 15).

2. Labour market2.1 Business sizeTable 1 shows the number of businesses by size in administrative and support services. As is the case in Queensland, the vast majority of businesses in administrative and support services were small businesses in 2014. Compared to Queensland as a whole, administrative and support services had a smaller proportion of non-employing small businesses and a higher proportion of businesses with 1-19 and 20-199 employees.

2.2 Workers covered by workers’ compensationIn 2013-14, 73 per cent of all workers in the administrative and support services industry were covered by workers’ compensation. The proportion of workers in administrative and support services covered by workers’ compensation was substantially below the Queensland average (90 per cent), and was stable over the period 2009-10 to 2013-14.

In 2013-14, the number of employees covered by workers’ compensation was highest in the following industry subdivisions:

• building cleaning, pest control and gardening services (27,863 people)

• employment services (14,505 people).

These two subdivisions accounted for 70 per cent of employees covered by workers’ compensation working in the administrative and support services industry.

From 2009-10 to 2013-14, employment growth in the industry was two per cent per annum, somewhat stronger than the growth rate of 1.2 per cent per annum recorded for all Queensland industries. Over this time, the industry groups recording the highest employment growth were:

• building cleaning, pest control and gardening services (growth of 4,743 people or 2.8 per cent per annum)

• other administrative services (growth of 1,888 people or 4.1 per cent per annum).

2.3 Full-time and part-time employment The rate of full-time employment in the administrative and support services industry, at 58 per cent in 2013-14, was lower than the average of 71 per cent recorded for the whole of Queensland. Of all industry subdivisions, the administrative services subdivision employed the most full-time workers (26,250 people), representing 72 per cent of all workers in administrative services and 54 per cent of all full-time workers in this industry.

In 2013-14, part-time employment numbers were highest for the building cleaning, pest control and other support services industry subdivision, with 24,651 people. Building cleaning, pest control and other support services accounted for 71 per cent of all part-time workers in the industry.

Over the period 2009-10 to 2013-14, the proportion of people employed full-time in this industry fell from 62 to 58 per cent of workers. Employment growth for the industry was stronger than the growth recorded for all Queensland industries (2 per cent per annum for administrative and support services compared to 1.2 per cent per annum for Queensland).

Growth in part-time employment over the five years to 2013-14 was stronger than growth in full-time employment (4.5 per cent per annum and 5,676 people for part-time employment compared to 0.4 per cent per annum and 701 people for full-time employment).

3. Accepted workers’ compensation claims 3.1 Total accepted non-fatal claims by occupationTable 4 below outlines the employment and distribution of claims by major occupation group.

In 2013-14, employment in the administration and support services industry was highest for the occupation groups:

• labourers (38,357 people or 46 per cent)

• clerical and administrative workers (14,118 or 16.9 per cent).

Almost two thirds of workers in the administration and support services industry were employed in these occupations.

In 2013-14, the occupations in the administration and support services industry with the highest claim rates were:

• machinery operators and drivers (318.5 claims per 1,000 all employed people)

• labourers (67.8 claims per 1,000 all employed people)

• technicians and trades workers (64.8 claims per 1,000 all employed people).

3.2 Total accepted non-fatal claims and claim ratesTable 5 provides details about the number and claim rate for the total non-fatal claims (injury plus disease claims) of workers in the administrative and support services industry. The number of claims has fallen 7.9 per cent per annum for the industry and 4.3 per cent per annum for all Queensland industries over the five years 2009-10 to 2013-14.

Over the same period the claim rate has fallen by 9.8 per cent per annum for the administrative and support services industry (down from 104.2 to 68.9 claims per 1,000 workers) and 6.1 per cent for all Queensland industries (down from 46.4 to 36 claims per 1,000 workers).

Although the rate is falling, the incidence of worker claims remains more than double the state average in 2013-14.

The highest number of total accepted claims and claim rate in 2013-14 were recorded in the following industry groups:

• employment services (2,408 claims or 166 claims per 1,000 workers)

• building cleaning, pest control and gardening services (1,489 claims or 53.4 claims per 1,000 workers).

Table 6 and Table 7 provide time series data on non-fatal injury and disease claims over the 2009-10 to 2013-14 period. The data shows that injury claims were much more prevalent than disease claims. In 2013-14, there were 3,559 total accepted non-fatal injury claims and 642 claims related to diseases or other causes.

Over the period 2009-10 to 2013-14, the administrative and support services industry recorded an average annual reduction of 9.3 per cent per annum in the number of non-fatal injury claims compared to a reduction of five per cent per annum recorded for all Queensland industries. Over the same period, the number of non-fatal disease and other claims for the industry grew 2.1 per cent per annum, compared to a slight fall of 0.1 per cent per annum for all Queensland industries.

The claim rates per 1,000 employees of non-fatal injuries and non-fatal disease and other categories was higher for administrative and support services workers than workers in all Queensland industries each year, over the past five years.

3.3 Serious claims by industry and occupationIn 2013-14, the serious claim rate for the administrative and support services industry at 28.7 claims per 1,000 employees was substantially above the state average of 12.6 claims per 1,000 employees (Table 8). Serious claims include all accepted workers’ compensation claims for an incapacity that results in a total absence from work of one working week or more.

Over the 2009-10 to 2013-14 period, the decline in the serious claim rate for administrative and support services at 5.1 per cent per annum was slightly better than the decline recorded for all of Queensland, at 4.6 per cent per annum.

Although there have been reductions in the serious claim rate for this industry, the rate remains significantly higher (28.7 serious claims per 1,000 workers) than recorded for all Queensland industries (12.6 serious claims per 1,000 workers) (Table 8).

The two industry subdivisions in administrative and support services each recorded similar numbers of serious claims in 2013-14:

• 892 claims for administrative services

• 859 claims for building cleaning, pest control and other support.

Table 9 shows that in 2013-14, labourers had the largest number of serious claims and a very high claim rate (1,154 serious claims and a rate of 30.1 claims per 1,000 workers). (Refer to Explanatory notes for further information on the calculation of claim rates by occupation.)

• body stressing (32 per cent)

• being hit by moving objects (17 per cent)

3.5 Agency of injury (non-fatal claims)Table 11 shows the most common agencies of injury in the administrative and support services industry for the period 2009-10 to 2013-14 were:

• non-powered hand tools, appliances and equipment (26 per cent)

• materials and substances (17 per cent)

• environmental agencies (15 per cent)

• other and unspecified agencies (14 per cent).

3.6 FatalitiesTable 12 details a breakdown of the accepted number of fatal workers’ compensation claims in Queensland by major industry groups. There were a small number of fatalities recorded in administrative and support services most years, except for 2011-12, when four fatalities were recorded.

4. Inspectorate activity4.1 Events notified The number of events notified to Workplace Health and Safety Queensland (WHSQ) by the administrative and support services industry for the period 2009-10 to 2013-14 can be seen in Table 13.

There were few notified events in administrative and support services each year. In 2013-14, administrative and support services recorded 52 notified events, or just one per cent of all Queensland notified events. Workers in the industry however accounted for 3.6 per cent of all Queensland workers.

The number of notified fatality events presented in Table 13 are the number of work-related fatalities recorded under the Workplace Health and Safety Act 1995 or Work Health and Safety Act 2011. It is the official record of notifications to the workplace health and safety regulator of workers (both employees and self-employed) who suffered a fatal injury at work as well as bystanders who suffered a fatal injury as a consequence of work activity. Bystander fatalities are not included if the bystander was considered to be at fault.

4.2 Inspectorate activityTable 14 shows that total inspector activities for the administrative and support services industry accounted for one per cent of all inspector activities in Queensland. This is in line with the proportion of notified events for the industry.

Proactive activities remain the focus for inspectors and 86 per cent of activities were proactive or educative in nature in 2013-14.

4.3 Statutory noticesOver recent years, inspectors have conducted more advisory interventions to build the capacity of Queensland businesses for healthy and safe practices through the provision of information, advice and guidance. Associated with this proactive advisory approach, there has been a general reduction in statutory notices issued across Queensland.

Administrative and support services accounted for approximately one per cent of statutory notices issued in Queensland in 2013-14. Of those notices issued, 71 per cent were improvement notices (39 out of 55 total notices).

5. Explanatory notesAccepted claims Accepted claims are those where an insurer has accepted liability for the claim at some stage of the claims history. Accepted claims may be subject to development over time and thus the category they are reported in may change over time. Claims classified as serious are those involving one or more weeks off work.

Accepted claims include the categories:

• accepted non-fatal injury claims (including the category accepted non-fatal serious claims)

• accepted non-fatal disease and other claims

• accepted fatal workers’ compensation claims.

Claim rateDue to data availability, a different source of data is used when calculating claim rates for occupations.

1. The claim rates for the type of claim by occupation reported in Tables 4 and 9 are based on employment by occupation data published by the Australian Bureau of Statistics in the quarterly publication, Labour Force, Australia Cat. No. 6291.0.55.003. The claim rate is derived using the following formula:

Number of claims (by occupation) x 1,000 = Claim rate per 1,000 all employed people

Number of all employed people (by occupation)

2. The claim rates for the type of claim by industry reported in Tables 5, 6, 7 and 8 are based on the number of employees covered by workers’ compensation. This data excludes most self-employed people who are not required to participate in workers’ compensation and is considered a more accurate representation of the claim rate by only including those eligible to lodge a claim. The claim rate is derived using the following formula:

EventsNotified events are categorised into four types. Types 1 and 2 represent ‘incidents’. Types 3 and 4 represent ‘complaints’.

• Type 1 - workplace incidents causing death or grievous bodily harm of workers or members of the public, or exposure to substances likely to cause death or grievous bodily harm.

• Type 2 - workplace incidents causing bodily harm or dangerous events.

• Type 3 - complaints which involve significant risks to health and safety.

• Type 4 - other complaints.

Full-time workersFull-time workers are people who usually work 35 hours or more per week in all jobs, or although usually working less than 35 hours a week, actually worked 35 hours or more during the reference week.

Notices• Statutory notices represent both notices issued as a result of reactive investigations and notices issued as a result of proactive

assessments.

• Data in this report may differ from other data published on statutory notices due to the date of extraction from the database.

• Due to various legislative changes occurring over the period 2009-10 to 2013-14, caution should be exercised when comparing changes in data items over this period. The various data items, relevant legislation changes and some of the impacts are explained below:

– ‘Dangerous goods directives’ and ‘Dangerous goods infringement notices’ were issued to address safety in the workplace until the introduction of the Work Health and Safety Act 2011 (WHS Act) on 1 January 2012. From this time, notices where a dangerous and/or hazardous substance is involved are recorded under ‘infringement notices’ or other notices as applicable.

– ‘Infringement notices’ are on-the-spot fine for contravention of either WHS legislation or the Electrical Safety Act 2002 (the ES Act). From 1 January 2012, this data includes infringement notices where a dangerous and/or hazardous substance is involved.

– ‘Seizures’ includes a number of notice types, all relating to when something (e.g. plant, tool, workplace) is seized for evidence, or where a workplace which is the subject of investigation is not to be disturbed. Seizure notices are issued under either the WHS Act, ES Act or until 1 January 2012, the Dangerous Goods Safety Management Act 2001.

– ‘Electrical safety protection notices’ and ‘Unsafe equipment notices’ are issued by WHSQ Inspectors under the ES Act. The Electrical safety protection notice is the equivalent of the WHSQ prohibition notice and the Unsafe equipment notice is also the equivalent of the Prohibition notice but where it relates specifically to equipment, as opposed to work processes.

– ‘Improvement notices’ require an improvement in health and safety by a specified time and can be served under either the WHS Act or ES Act.

– ‘Prohibition notices’ prohibit a certain work activity or use of certain equipment and can be served under WHS legislation only.

Part-time workersPart-time workers are those who usually work less than 35 hours per week, and either did so during the reference week, or were not at work in the reference week.

Site visitsSite visits represent the number of times a workplace was visited by WHSQ staff. One or more site visits may take place as part of any given investigation, assessment or advisory. Advisories are an educational or industry information activity undertaken by an inspector.
