The Social-Economic State of the Country In 2011, the social-economic state of the Republic of Moldova continued to be extremely difficult. The global economic-financial crisis, the political instability, as well as the mass exode of the population are the main factors that had worsened the situation in Moldova during that period. According to the data presented by the National Bureau of Statistics, by January 1, 2012, the Republic of Moldova had had a total population of 3, 559, 500 people (without taking into account the population from the region situated on the left bank of the River Nistru), including 1,485, 700 people living in urban areas, and 2, 073, 800 people living in rural areas. According to preliminary data, the year of 2011, had registered a drop of 3.2% in the number of live childbirths. The birth rate in 2011 constituted 11 live new born children per 1,000 people. The year 2011 had shown a drop of 10.1% in mortality rate in comparison with the previous year counts. In 2011, the death rate constituted 11 deaths per 1,000 people. Therefore, the natural decrease of population during the last decade has for the first time practically disappeared. The trade balance resulted in a deficit of 2, 970,000 USD, which constituted a drop of 28.4% larger in comparison with the one scored in 2010. The prices for food products had increased on an average by 7.4 per 100%. The prices for eggs had increased by 32.3%, for sugar by 26.4%, for milk by 16.8 %, for cottage cheese by 13.7%, for fresh fruits by 14.1%, for vodca by 15.3%, for beef by 10.9%. The prices and tarrifs for services offered to population had increased by 11.6%. The prices for communal and dwelling services had increased by 22.0% (including: the prices for central heating had increased by 42.7%, the prices for natural gas had increased by 40.1%), the prices for instruction in higher educational institutions had increased by 15.3%, the prices for maintenance and instruction in preschool institutions had increased by 13.7%. Traditionally, the largest part of money – 41.3% of all expenses - was spent on food. A person had allotted on an average 19.8% of total expenses for home maintenance and 10.2% for purchasing clothes and footwear. Other expenses went to health care services (5.2%), to transportation (5.2%), to equipping of homes (4.4%), to communications (4.2%), to education (1.0%), etc. The minimum requirements for human existence in the third semester of 2011 made up 1,386 lei 40 bani monthly per one person, that is, by 6.2% more in comparison with the third semester of the year 2010. The increase of the minimun requirements for human existence had been determined by the increase of the prices for food products. Average monthly wages in the economy in 2011,constituted about 3,707 lei 00 bani, that is, about 237 euro 62 cents. According to the preliminary data offered by the National House of Social Security, the average pension, established on January 1, 2012, constituted approximately 873 lei 90 bani, that is, 55 euro monthly. The Organs of Social Security had recorded by the first of January 2012 638, 600 pensioners, that is, with 11, 400 persons more in comparison with the first of January 2011. Criminal Offences. According to the information supplied by the Ministry of Domestic Affairs, in 2011, 35, 100 of criminal offences had been registered. This amount of criminal offences constituted an increase by 5.2% in comparison with the number of criminal offences registered during the previous year and was with 44.2% bigger in comparison with the year 2007. Out of the total number of registered criminal offences, 1,003 cases (3%) had been extremely serious, while 6,100 cases (17.2%)

were considered to be grave. In 2011, in comparison with the previous year, more cases of criminal offences against family and minors (by 2.9 more) had been registered. In 2011, 478 cases of domestic violence had been registered. The number of persons who committed crimes in a state of drunkenness or in the group had increased, respectively, by 27.3% and 20.0%. In these conditions, protection of categories of vulnerable people has become a priority in the whole spectrum of social policies. The situation of poor people must be on the agenda of national and local authorities. Undoubtedly, the state and society should pay special attention to children whose parents work abroad, children in care, the elderly, including disabled persons. The Mission of the Foundation shall consist of the contribution to the process of solving complex problems of society by offering moral, material and social help and to the process of reintegration in society of all those who found themselves in difficult situations and, especially of children on their own, men and women in need, victims of the phenomenon of trafficking of human beings, the poor, the Moldovan citizens who emigrated to countries abroad. The Main Goals of the Foundation are: recovery, reception and reintegration of the victims of the phenomenon of

trafficking of human beings alongside with the process of information about the risks of involvement into illegal forms of emigration;

provision of social assistance to people of any age that live in poverty through distribution of humanitarian goods, of hot meals and other things that might be necessary for an improvement of their living conditions;

provision of social, psychological and medical assisstance to minors who live in difficult conditions by placing them in family homes, by reintegrating them in families of their origin and by placing them in various institutions in Moldova, by providing education and by offering the necessary aid that could ensure their development;

offering support for the development of pastoral activities, as well as of activities of catechism, of Christian education, of charity and missionary work at believers of the Bishopric of the Roman – Catholic Church of Moldova;

offering legal assistance and legislative information to all assisted subjects; carrying out, together with the national and local authorities, as well as with the

help of the European Union and of the European Council of various joint programmes that would serve the purposes of the Foundation „Regina Pacis”.

Reference Points about the Foundation The Foundation „Regina Pacis” began its activity in the Republic of Moldova in August, 2000, together with the dramatic stream of girls that had been trafficked from Eastern Europe, including the Republic of Moldova, to countries in Western Europe with a view to sexual exploitation. It was necessary to apply new forms of fighting this phenomenon, including, the organization of campaigns of prevention of this scourge in the countries of origin, the cooperation with state institutions, as well as the engagement in dialogues with members of the families the victims came from. Within the framework of the Foundation „Regina Pacis”, there works a team of competent specialists that have had the mission to implement projects and initiatives developed by the Foundation with enthusiasm and faith. The majority of these specialists were the founders of this Foundation and have proved to possess such qualities in the course of time. Today, the Foundation Regina Pacis can be proud of the results of the activities carried out with the help of its structural units that are situated throughout the whole of the Republic of Moldova, including, the units situated on the left bank of the River Nistru. All these things generate new strength thus fortifying the faith and the spirit of the members of the team of the Regina Pacis Foundation in their daily work for the benefit of society.

The Structure of the Foundation „Regina Pacis” The Foundation Regina Pacis is guided by the Board of Directors, which consists of five persons:

THE SOCIAL CANTEEN AND THE CENTRE OF COMMUNICATION REGINA PACIS

Context The Social Canteen and the Centre of Communication under the Foundation Regina Pacis from Chişinău municipality, is a subdivision of the Foundation „Regina Pacis”, whose goal is to distribute daily hot meals to disadvantaged people from Chişinău municipality and to offer services of communication and socialization (by organizing social gatherings – şezători – where people play different games, participate in various group activities, embroider, sing folk songs, observe folk customs and traditions, etc.). The elderly are offered social assisstance services there. The Objectives of the Social Canteen and the Centre of Communication Regina Pacis everyday, free of charge, cooking and distribution of food to beneficiaries of all

categories that constitute the target group of the Social Canteen; cooking and provision of food to children-residents of the Centre of Placement of

Children „Regina Pacis”; organization of communication/socialization, information and counselling

activities for lonely older people or people who are in situation of risk. Beneficiaries of the Social Canteen and the Centre of Communication „Regina Pacis” Persons who have attained the retirement age (homeless people, people without

legal assistance, the unemployed or people with very low income); People with disabilities; children up to 18 years of age (from families with many children, monoparental

families and other socially vulnerable families). These beneficiaries were selected on the basis of the surveys drawn up by the territorial agencies of social assistance and family protection.

Activities carried out within the framework of the Social Canteen The idea about the opening of a Social Canteen in Chişinău municipality was generated after the project „Centres of Distribution of Hot Meals” had been launched on March 17, 2003, aimed at fighting poverty among people in need. After an ample evaluation of the results and expenses within the project „Centres of Distribution of Hot Meals”, a decision to reorganize this project into a Social Canteen and the Centre of Communication „Regina Pacis” had been made. Due to the support offered by local and foreign donors, it was possible to renovate the old furniture in the premises of the Canteen on 17, Avram Iancu street. The Canteen was also equipped with modern high performance kitchen utensils in acordance with the requirements of the existing legislation. Thus, the reorganization achieved a higher level and proved to be an efficient one.

Consequently, on March 17, 2011, in the centre of Chişinău, at 17, Avram Iancu street, the inauguration of the premises of the Social Canteen took place with a view to offering better lunches to the poor that, for various reasons, cannot afford their board. Besides the Social Canteen, the Centre of Communication „Regina Pacis” was set up. Here, due to the social assistance offered, the beneficiaries were helped to overcome the moments of loneliness. While communicating with the volunteers and the adolescents from the Centre of Placement of Children „Regina Pacis”, they made new friends and that eased the burden of years. Due to the financial support offered by the International Women’s Club of Moldova, the Centre of Communication had been equipped with new furniture, TV sets, DVDs and other pieces of equipment that are so necessary for the implementation of the envisaged activities. The event of inauguration of the Social Canteen and the Centre of Communication „Regina Pacis”, had been highly appreciated by beneficiaries and by the officials of the European Union and of the Republic of Moldova. The prime-minister of the Republic of Moldova Mr. Vlad FILAT, the Ambassador of Italy in Moldova Mr. E.S. Stefano De LEO, the Ambassador of the European Union Mr. Dirk SCHUBEL and other officials were present at the opening ceremony of the Social Canteen. Those present at the opening ceremony spoke about the importance of the project, and its contribution to the process of improvement of the quality of life of people in need. Mr. E.S. Dirk Schubel mentioned: „This initiative is in full accordance with the programme implemented by us in the Republic of Moldova as regards the process of reduction of poverty. The European Union totally supports these efforts and initiatives and will support further on the activities developed by the Foundation „Regina Pacis”. Thus, the Canteen carries out its activities in accordance with the requirements of the existing legislation and it features all the necessary licenses. The Social Canteen provides homeless people with hot lunches. The rest of the beneficiaries get their food at package. The maximum capacity of the Canteen is about 400 people daily. Over 50% of the beneficiaries were put on the list of the Canteen at the request of the Chişinău Department of Social Assistance, the Department of Protection of Children, the Association RADIO ECRAN, the Association of Invalids from Râşcani district (Chişinău), the Community Centre VATRA and other state and non-governmental organizations. The lunch consisted of the first and second courses and a piece of bread. Usually, the first course consisted of either soup, bortsch or gravy. For the second course

the beneficiaries of the canteen got either porridge or boiled pasta with fish, meat or eggs. Daily, the beneficiaries got a supplementary portion of the second course. The menu at the Social Canteen was made up taking into account the preferences of its beneficiaries. At the same time, special attention is paid to the caloric value of the food.

Besides its basic activity that consisted of the everyday provision of persons in need with hot meals, by organizing various acitivities and by increasing the degree of participation of its beneficiaries, the workers of the Social Canteen contributed to the process of awareness-raising and solidarization of community members, of economic agents, of public authorities, etc.. Thus, for the fifth consecutive year, at the beginning of the summer 2011, the Foundation „Regina Pacis” organized the event ”Day of Solidarity” (Ziua Solidarităţii). In 2011, this event was organized by the Social Canteen in cooperation with the International Women's Club of Moldova and the representatives of the Italian community from Chişinău. This time, lonely older people, as well as people in need, and other beneficiaries of the Foundation had been invited. A table with special food that filled people in need’s hearts with joy was organized. The beneficiaries of the event had been served by the representatives of IWC of Moldova and by the representatives of the Italian community. Mrs. Keit SHANNON mentioned that the holiday did not mean only a mere charity table full of food, moreover, it represented an important moment of communication. On the occasion of Christmas and Easter holidays, the Social Canteen had distributed to its beneficiaries about 425 packages with sweets, cookies, sponge cakes, juice, fruits and other traditional food products. Statistical Results Presented for the Social Canteen

Objectives for the year 2012 Taking into account the fact that the activity carried out by the Social Canteen is provided for by the Foundation „Regina Pacis” that has a pretty austere budget, and while considering the forecast for the development of the economy of the country, we have planned to look in 2012 for other sources of financing in order to continue its activity. We shall promote a programme of attraction of autochtonous financial funds by sending letters of request to various companies with a view to increasing public awareness and attracting support for the Social Canteen, especially in the form of food products. In 2012, we shall look for sources that will help to distribute daily a larger number of lunches in order to cope with the increasing number of hungry persons that live in extreme poverty.

THE CENTRE OF PLACEMENT OF CHILDREN „REGINA PACIS”

The Context. The Centre of Placement of Children „Regina Pacis” from Chişinău municipality is a subdivision of the Foundation „Regina Pacis”. It enjoys an independent legal status and its main duty consists of providing orphan children as well as children from socially vulnerable families, during a definite period of time, with a place of living, personalized care, conditions for rehabilitation, education, legal and psychological assistance, medical supervision. Another goal of the Centre of Placement of Children „Regina Pacis” includes formation of skills of independent life and of social competences with a view to further preparation of children for (re)integration in family and society. Objectives: • ensuring conditions for the protection, maintenance, care and overall development of children in need (of children who are either temporarily or definitely separated from parents) in accordance with their age peculiarities and minimum quality standards; • offering medical assistance and provision of conditions for the maintenance of the state of health, recovery, care and permanent supervision of children; • provision of children’s access to information, formal and non-formal education, instruction with a view to assimilation of knowledge and a proper development of skills necessary for social integration; • facilitation of socialization and (re)integration of children either in their extended biological families or in the adopting ones and in community; • monitoring of the post-integratory situation of the child and the family in which he/she were (re)integrated. Beneficiaries: children aged between 7-18, children in need or at risk, children that are either temporarily or definitely separated from parents, street children, children from socially vulnerable families. The indirect beneficiaries of the Centre of Placement of Children „Regina Pacis” are families and other relatives of the children placed there. The multidisciplinary team of the Centre. In order to ensure all the needs of children placed at the Centre of Placement of Children, a multidisciplinary team of specialists in the following composition work at the Centre: • the manager of the Centre; • social workers/educators -3; • a psychologist; • a physician; • a teacher at the workshop. Activities carried out at the Centre of Placement of Children „Regina Pacis”. The activity of the Centre of Children „Regina Pacis” in 2011 was marked by a lot of important events that were organized for chilren – beneficiaries of the Centre of Placement of Children. Due to the efforts made by the multidisciplinary team of the Centre, all the tasks and objectives had been achieved in accordance with the Action Plan approved of for the year 2011. Within the framework of the formative and cultural-entertaining activities, the following had been organized: a circle of music; a workshop for the artistic processing of wood;

a workshop for manufacturing: making postcards with the help of various modern techniques, manufacturing accessories made of beads and lace, as well as crosses;

classes of the Italian language; summer camps; excursions and picnics; sports competitions: track and field, football, volleyball, basketball; cultural-artistic activities: brain games, contests, competitions, thematic

activities; Besides the activities carried out within the Centre, children also had had the opportunity to attend 2 sports clubs outside the Centre of Placement of Children: the sports club where children could practise track and field at the Technological

College; the sports club at the swimming pool of the Sports Complex „Dinamo”.

The children from the Centre of Placement of Children also benefitted from other activities organized outside the CPC „Regina Pacis”

- they attended a concert during the Decade ”Mărțișor 2011” that took place at the National Philarmonics;

- the children watched a sports programme presented by a group of acrobats in the premises of the Technological College;

- they visited 3 museums in Chişinău: The Museum of Applied Arts, the National Museum of Archaeology and History of Moldova and the Museum of the National Army of Moldova;

- the children attended a concert dedicated to the International Chilren’s Day organized in the Square of National Assembly and presented by the young artists from the Centres of Children’s Creativity from Chişinău municipality;

- they were invited to visit the children from the Centre of Rehabilitation of Children with Disabilities „Atenţie”. Children from this Centre held a show programme;

- the children spent their summer holidays at the summer camp organized by the Centre of Social Assistance „Regina Pacis” from the village of Vărvăreuca, Floreşti district, went on an excursion to a cave, organized entertaining games in the local park and on the bank of the River Răut, got actively engaged in the process of cooking of meals, as well as of household cleaning;

- they participated in the activity „We Cherish our Parents through Songs” held at the Community Centre for Children “Convorbitorul” at the Department of Protection of Children’s Rights from Ciocana district, Chişinău municipality;

- the children participated at the thematic activity „The Autumn Leaf”;

- as a team named „The Snow Flake”, they participated at the brain game entitled „Childhood, Sweat Melody” and competed against the team „Friends” from the Centre of Day Care for Children and Young People;

- they went on excursions to the enterprises

S.A. “Franzeluța” and the Factory of Ready-made Clothes ,,Stag”. There they had the opportunity to learn new things about modern technologies and modern equipment used in bakery and at manufacturing clothes for export;

- the children put on a New Year show – a carnival of characters from fairy tales entitled „The Fairy of Winter Tales”. The script of the show was original and funny. It contained Christmas carols, poems, entertaining games, etc.;

- they received carol-singing children and young people from community; - it was a surprise for the children from the CPC to go to the skating rink ”ICE

Bravo”. It was a new experience for them and they had a lot of fun there. Children also participated in reading activities which contributed to the

development of their logical and critical thinking. Various texts had been read and their morals were analyzed. Childred discussed the main ideas of the texts and described the protagonists. Such activities have an essential impact upon the process of stimulation of children’s interest in expressing their own opinion independently while adopting a critical attitude and finding solutions to the problems under discussion.

Also, in the course of the year 2011, children from the Centre had been visited by the volunteers from the PELUGO organization from Trento and Verona provinces, Italy. 16 volunteers came to Moldova with a view to exchanging experience, as well as learning about children’s lives. We would like to mention the fact that besides offering social, psychological, medical, etc. services, the workers of the Centre of Placememnt of Children „Regina Pacis” had paid special attention to an all-round development of the personalities of children at risk. To do this, they carried out various activities intended to form an integer personality that would be able to cope with various intricate life situations. Children had been actively involved in everyday activities held at the Centre of Placement of Children „Regina Pacis” (they helped to clean the house, to cook meals, to lay the table, etc.). One relevant example in this sense is the activity related to gardening that is performed in the seasonal period: children till and cultivate the soil, plant the transplants, weed, water the plants, harvest, and prepare meals out of vegetables grown and gathered on their own. This experience will be very useful in future because in such a way abilities and skills that develop their self-discipline, assiduousness, patience are formed and this will help them better understand the real price of their work. The activities developed at the Centre of Placement of Children were reflected in mass media. The TV station TVC 21 made a TV show entitled „Teenagers” about the life of children at the CPC „Regina Pacis”. The Service of Social Assistance. The Evidence and the Way of Completing Children’s Records : (development of working tools for completing the children’s records – social surveys, case studies, reports about visits to children’s living places, plan of personalized attendance, etc.) – for 28 children; The act about the examination of social and living conditions – 18 children. Development of Identification Documents and of Other Documents Specific for Each Case: Birth certificates F-3NAa -1 child ;

Producing the identity card – 1 child; Extention of the degree of invalidity – 1 child; Drawing up records for children’s adoption -1 child; Obtaining of material aid for children’s education – 5 children; Obtaining of indemnity pays for guardians – 2 children; Inclusion into the lists for obtaining social apartments – 2 children; Privatization of the floor space and the transfer of the real estate on the beneficiary’s name -1 child. Ensurance of Children’s Access to Information, Formal and Non-Formal Education monitoring the attendance and children’s school success – 28 children; organization of educational-instructive activities within the Centre – 26

activities; attendance of the sports club (track and field events) at the Technological

College – 11 children ; attendance of swimming classes at the swimming pool of the Sports Complex

„Dinamo” - 4 children. Provision of Specialized Assistance with a View to Children’s (Re)Integration in Family/Society Offering informational and assistance support in the process of finding and renting a flat – 4 children; Offering necessary assistance in the process of looking for a vacant place of work – 3 children; Offering assistance and support necessary for the restoration or establishment of the relationship child – biological or extended family – 13 children ; Restoration of the lost documents for real estate and the privatization of the real estate – 4 beneficiaries; Offering support in the process of professional reorietation – filling in the application form for a sholarship at the specialized courses for chefs – 2 beneficiaries. Activities of monitoring the process of (re)integration in families or community Monitoring the beneficiaries integrated in society – 4 young people; Monitoring the children integrated in their either biological or extended families – 9 children. The Service of Medical Assistance Administration of children’s treatment depending on the established diagnoses - 52 cases; Administration of treatment for children with chronic pathologies – 11 children; Were hospitalized – 6 children; Were examined applying the method the Mantou Reaction or MRG - 30 children, out of which: RM - negative (are not infected) - 5 children; RM – pozitive (are infected with tuberculosis) - 13 children got treatment against this diseases; Medical analyses were performed for – 30 children. Consultations/examinations at doctors specialized in various fields and at the office of selection – 30 children; Vaccined – 21 children; The physician systematically checked the nutritional quality of meals and carried out information activities about the necessity to respect rules regarding the protection of individual health and personal hygiene.

Objectives for the year 2012 We intend to continue in 2012 the provision of children from socially vulnerable families, street children, as well as children deprived of parental care with a place to live, personalized care, conditions for rehabilitation, education, psychological and medical supervision. LONG – DISTANCE ASISTANCE In March 2003, the Foundation „Regina Pacis” launched the project „Long – Distance Assistance” with a view to offering material aid to chidren from socially vulnerable families, especially from families with many children, as well as to orphan children from Centres of Placement of Children. This project had been implemented in cooperation with the Association “Ave Maria Nostra Speranza” from the city Mantova (Italy). Objectives: offering support to poor families at risk and to orphan children placed in

specialized institutions as well as to street children;

prevention of abandonment of children by offering support to poor families at risk;

increasing public awareness about the children’s and their families’ precarious condition.

Beneficiaries: children from monoparental families and

families with many children; children from disorganized families; orphan children and children deprived of

parental care; children with disabilities; street children, including the beggars and the

tramps; children that abuse of drugs and other toxic

substances. Results

In the course of the year 2011, 186 children, beneficiaries of the project „Long-Distance Assistance” had been visited by the workers of the Foundation „Regina Pacis” 6 times. Every time when these children were visited at their place of living, they got donations in the form of packages that contained food products, hygiene products, school supplies, footwear and clothes. Within the period of reporting, those beneficiaries of this project who go to school or attend a kindergarten also received financial support to cover the necessary expenses.

In the year 2012, the Foundation „Regina Pacis” intends to intensify the efforts made to support the beneficiaries of the project „Pong-Distance Assistance”.

THE CENTRE OF SOCIAL ASSISTANCE „REGINA PACIS” from the village of Vărvăreuca, Floreşti district “CASA DEGLI AMICI di MARIO”

Context The Centre of Social Assistance „Regina Pacis” from the village of Vărvăreuca, Floreşti district was created in accordance with the decision of the Board of Directors of the Foundation „Regina Pacis” PV03/08 from 11.02.2008.

Objectives: daily distribution of hot meals to persons in need; distribution of humanitarian goods; organization of private classes and other extraschool activities for children in

the territory; organization of summer camps for children and adolescents with the

participation of young volunteers – animators from Italy. In the year of reporting 2011, when the Centre had an austere budget, its activity had been reduced in comparison with the year 2010. The leaders of the Foundation „Regina Pacis” took a decision in 2011 to continue the activity of the Social Canteen by offering hot meals to people in need from the villages of Vărvăreuca and Stârceni, Floreşti district from Monday to Friday. Beneficiaries:

persons in need; persons with disabilities; pensioners;

Activities: The meals were cooked at the canteen of the Centre of Social Assistance and distributed to poor people who, for various reasons, badly needed to get hot lunches. The lists of the beneficiaries were approved once in two months by the President of the Foundation „Regina Pacis” who also consulted the opinion of the mayor of the village of Vărvăreuca.

EDUCATIONAL PROGRAMMES The Project „The Children of Today – the Future of Tomorrow!” Context Since January 01, 2011 up to December 31, 2011, the Foundation „Regina Pacis” had continued to implement the project „The Children of Today – the Future of Tomorrow!” in preuniversity educational institutions from the northern part of Moldova due to the financial support of the Association RENOVABIS from Germany.

In accordance with the provisions of the project, the project „The Children of Today – the Future of Tomorrow!”,had been carried out in two stages: during the first stage, theoretical-practical workshops to instruct and to form educators and teachers (vice-headmasters for educational work, psychologists and class teachers) from preuniversity educational institutions from Drochia, Sângerei, Ialoveni, Orhei, Şoldăneşti, Rezina, and Criuleni districts and Chişinău had been carried out. During the

second stage of the project, one-day information trainings intended for young people from socially-vulnerable families from preuniversity educational institutions from the above-mentioned districts had taken place. THE GOALS OF THE PROJECT: Carrying out activities that would counteract the phenomenon of migration in the Republic of Moldova through sensitizing, informing and increasing public awareness of population, especially of young people, migrants and population belonging to other socially vulnerable groups about the risks and consequences of illegal migration., Objectives:

coverage by the mass media sources of the problem of real migration and its risks considered while implementing the project „The Children of Today – the Future of Tomorrow!";

creation and instruction of 9 groups of facilitators – volunteers listing at least 270 persons that would work in the domain to promote activities of information and prevention of the phenomenon of illegal migration in Drochia, Sângerei, Ialoveni, Orhei, Şoldăneşti, Rezina, and Criuleni districts and in Chişinău;

instruction and holding of 27 sessions of training with the topic „While Being Informed you Will be Protected” about the real face of the phenomenon of migration and its risks intended for adolescents, young people, persons at risk aged between 14 and 20 (900 persons) from Drochia, Sângerei, Ialoveni, Orhei, Şoldăneşti, Rezina, and Criuleni districts and Chişinău;

carrying out a Municipal Conference of School Psychologists with the topic „The Tackling of the Phenomenon „The Child Alone at Home” from the Psychological Point of View” within the framework of the project „The Children of Today – the Future of Tomorrow!”.

The beneficiaries of the project formed 2 main groups:

• young people aged between 12 and 20, as well as members of their families; • educational agents (civil servants from Local Public Authorities, teachers and educators, social workers, psychologists, medical assistants).

The total number of beneficiaries: direct beneficiaries - about 1,170 persons and indirect beneficiaries - about 3,510 persons. The Geographical Area: the project activities took place in rural localities from Drochia, Sângerei, Ialoveni, Orhei, Şoldăneşti, Rezina, and Criuleni districts and Chişinău. This is a network that was earlier created by the Foundation „Regina Pacis” with a view to promoting other educational programmes.

Results: Direct participants

10 one-day trainings for teachers and educators, vice-headmasters, psychologists, social workers from Râşcani, Drochia, Glodeni, Sângerei, Ialoveni, Orhei, Şoldăneşti, Rezina, and Criuleni districts and Chişinău had been carried out;

270 participants (vice-headmasters, psychologists, social workers) instructed within the framework of the project „The Children of Today – the Future of Tomorrow!” as facilitators;

27 one-day trainings, carried out for adolescents and young people from rural localities: the Gymnasium from Pociumbeni, the Theoretical Lyceum (TL) from Recea, Râşcani district and the Gymnasium from Râşcani; the Theoretical Lyceum from Hâjdieni, the Theoretical Lyceum „Vasile Coroban” and the Gymnasium Duşmani from Glodeni district; the Gymnasiums Gribova, Dominteni and Hăsnășenii Mari, Drochia district; the Theoretical Lyceum „Nicolae Casso” from Chişcăreni, the Theoretical Lyceum „V. Alecsandri” from Drăgăneşti, the Theoretical Lyceum from Prepeliţa, Sângerei district; the Summer Camps „Andrieş” from Ivancea and „Dumbrava”, Orhei district;the Theoretical Lyceum Olişcani, the Theoretical Lyceum Răspopeni and the Gymnasium Chipeşca from Şoldăneşti district; the Gymnasium Mateuţi, the Theoretical Lyceum „Alexandru cel Bun” from Rezina district and the Theoretical Lyceum „Evrica” from Râbniţa; the Gymnasiums Ialoveni, Sociteni and the Theoretical Lyceum Ruseştii Noi from Ialoveni district; the Theoretical Lyceum „N. Donici”, the Theoretical Lyceum Boşcana and the Theoretical Lyceum Oniţcani from Criuleni district.

810 adolescents and young people instructed within the framework of the project „The Children of Today – the Future of Tomorrow!” that later on carrried out similar sessions of trainings with their peers;

120 psychologists from Chişinău municipality and its suburbs had participated in the Municipal Conference of School Psychologists with the topic „Tackling the Phenomenon „The Child Alone at Home” from the Psychological Point of View”.

Indirect participants 810 participants (vice-headmasters, psychologists, social workers) that had been

informed within the framework of the project „The Children of Today – the Future of Tomorrow!” and instructed as facilitators - volunteers;

2,430 adolescents and young people informed within the framework of the project „The Children of Today – the Future of Tomorrow!”;

360 participants informed as a result of the implementation of the municipal Conference with the topic „The Tackling of the Phenomenon „The Child Alone at Home” from the Psychological Point of View”.

THE INFORMATION OFFICE OF THE ACLI EMPLOYERS’ ASSOCIATION

The office of the ACLI Employers’ Association from Chişinău was created on the basis of an agreement signed on December 14, 2009 between the Foundation „Regina Pacis” Moldova and the ACLI Employers’ Association from Rome (Italy). The above-mentioned agreement provides for collaboration so that migrants and Moldovan citizens could be supplied with information and provided with services of counselling as regards the process of immigration of Moldovan citizens to Italy and other countries of the European Union in accordance with the Statute of the Employers’ Association and in relation to the Italian law. Starting with January 01, 2010, the activities to be carried out in accordance with the signed agreement had been implemented at the headquarters of the Foundation „Regina Pacis” situated at 17/32, Sfatul Ţării str., Chişinău. General Objectives: The main objective of this agreement is to offer competent, free of charge, support to all citizens who are in need of:

information as regards the way of entering the territory of Italy; arranging an appointment at the Consular Service Office at the Embassy of

Italy in the Republic of Moldova; information about the procedures to be followed after entering the territory of

Italy (the Unique Desk, The Police, the Mayoralty, Services of Medical Assistance, integration in school for minors, etc.);

information as regards the social contributions alloted in Italy to the fund of pensions (excerpts, checking of the sums of payment and of contributions, calculation of the amount of pensions, litigations at the work place);

information about the legal provisions of the Republic of Italy in the domain of work, social security, fiscal law, family rights and social assistance.

The Dynamics of the Number of Applicants In 2011, the office of the ACLI Employers’ Association from Chișinău, by the Foundation „Regina Pacis”, had registered an increase in the number of beneficiaries. The diagram represents the number of requests received in 2011, in comparison with the year 2010, for each month separately.

Totally, the number of beneficiaries who in 2011 got assistance at the office of the ACLI Employers’ Association from Chișinău was equal to 7,061 persons. In 2011, as well as in 2010, in all cases, the beneficiary was registered only one time but he benefitted from 2 to 6 sessions of assistance, depending on the complexity of the requirement.

Types of Requests in the Reporting Period The table reflects the typology of requests. The most frequent type of requests is related to the procedure of application for visas for Italy. In the majority of cases, citizens asked to be helped with the correct formulation of applications. They also asked to help them with the arrangement of the appointments (hour and day) for the Visa Desk at the Embassy of Italy. Citizens wanted to get information about the documents that needed to be presented at the competent institutions of the Republic of Moldova. The Typology of Requested Visas In the course of the period of reporting, the most required type of visa was the visa for tourism – 2, 847 applications. The second type of visas mostly requested was the visa for family reintegration – 1, 449 applications.

In the reporting period, the majority of requests had been signed by women - 4,304 cases which constituted 61% in comparison with requests signed by men (2,757 requests, that is, 39%). These data were confirmed officially by the National Bureau of Statistics. This happened because while women preferred to emigrate to Western

European countries where they could easier find a place of work, men preferred to emigrate to countries situated in the Eastern hemisphere, especially, to Russia, where they could easier find a job at construction sites. Geographical Distribution of Applicants In the course of the year 2011, the greatest part of requests came from localities situated in the central part of Moldova (4, 881 persons). Requests had been also sent by people from the northern part of Moldova (1, 111 persons) and the southern part of Moldova (1, 069 persons). The majority of persons that came from the central part of Moldova are residents of Chișinău or its suburbs. The Age of Applicants The majority of applicants were young and this fact also coincides with the official data offered by the National Bureau of Statistics.

The plan for the year reported (5,500 persons) was overfulfilled and reached the number of 7, 061 persons. In the course of the reporting period we didn’t have any negative signals either on the part of the Italian Embassy or on behalf of beneficiaries. In October 2011, the Office of the ACLI Employers’ Association from Chișinău was visited by a group of civil servants from the Ministry of Foreign Affairs of Italy. After a thorough examination of the competences of the employees of the Office and of the way they prepare and keep the applications and process personal data of applicants, the civil servants of the Ministry of Foreign Affairs of Italy highly appreciated the activity of the ACLI Employers’ Association from Chișinău. Perspectives for the year 2012 In accordance with the agreements between the Foundation Regina Pacis and the Employers’ Association from Rome, at the beginning of the year 2012 efforts will be taken so that the Employers’ ACLI from Chişinău could obtain separate legal entity. Following the request of the Employers’ Association from Rome, the Foundation commits itself to continue the activities of the Employers’ Association ACLI from Chişinău, until it obtains the legal entity for its headquarters in the Republic of Moldova.

THE PROGRAMME OF SUPPORTING THE DETAINEES FROM THE PENITENTIARIES FROM THE REPUBLIC OF MOLDOVA

Context Starting with 2011, special attention had been paid to Penitentiaries from the Republic of Moldova and especially to Penitentiary N 2 for minors from Lipcani (BR) and to Penitentiary N 7 for women from Rusca (HN), as well as to Penitentiary of preliminary detention N13 from Chișinău. After having visited these 3 penitentiaries, the administration of the Foundation „Regina Pacis” decided to launch and to implement some initiatives

meant to improve the conditions of detention of minors and women. The Goals of the Project: The improvement of conditions of detention for detainees: minors and women detained in Penitentiary N 2 for minors from Lipcani (BR) and in Penitentiary N 7 for women from Rusca (HN), as well as in Penitentiary of preliminary detention N13 from Chișinău. Beneficiaries: The beneficiaries of the Foundation „Regina Pacis” are: about 268 women from Penitentiary N 7, about 42 minors detained in Penitentiary N 2 and approximately 50 detainees, women and minors from Penitentiary N 13. Activities: - we visited Penitentiary N 2 from Lipcani to learn about the conditions of detention of minors. We stated that it is critically important that we should repair the sanitary blocks, purchase furniture, connect to the TV and radio networks, etc. and this could contribute greatly to the process of information and reeducation of the detainees; - we visited Penitentiary nr.7 for women from Rusca (HN) and stated that the conditions of detention of women are good, but there exist serious problems related to medical care services offered to detainees. There is no gynaecological and stomatological assistance there; - we visited Penitentiary N 13 and stated that there are no minimum conditions for health hygyene for the detainees. There are no separate sanitary blocks both for healthy detainees and for those suffering from tuberculosis. In the course of the reporting period for 2011, the Foundation Regina Pacis had implemented a number of projects in some penitentiaries from the Republic of Moldova: - an estimate of expenses was drawn up by the employees of the Department of Penitentiary Institutions so that sanitary blocks destined for the detainees from Penitentiary N 13 from Chişinău could be repaired at the request of the Foundation „Regina Pacis” in cooperation with technical workers from the Penitentiary. While drawing up the estimate of expenses, we considered minimal sanitary norms and, paid special attention to the necessity to have separate spaces for personal hygiene (installing of separate bathrooms for healthy detainees and for detainees suffering from tuberculosis); - medical assistance and periodic gynaecological consultations for women-detainees from Penitentiary N 7 were carried out by doctors volunteers from Italy, with the support of the Association SO.SAN Onlus, Italy; -

- analyses of PAP TEST type for women detainees aimed at preventing the incidence of cancer of uterine cervix were performed by the Association SO.SAN with the support of the Foundation „Regina Pacis”, in cooperation with medical workers from Hâncești district.

- In order to create a holiday atmosphere for the detainees – minors from Penitentiary N 2, on the 10th of November 2011, in partnership with the Department of Penitentiary Institutions from the Republic of Moldova, the Embassy of Italy in the Republic of Moldova, Mrs. Sanda FILAT (the wife of the prime-minister of the Republic of Moldova), the Restaurant Carmelo and the band group SNAILS the event „The Autumn Epistle” was organized. During this event the Foundation ‚Regina Pacis” provided for a table with traditional Italian food (pizza, tortellini, sliced salame and meat, sweets, the Italian sponge cake Panettone etc.), as well as objects of personal use. Results: - purchasing and donation to Penitentiary N13 of some construction materials, to the sum of – 30,175,00 MDL; - integral repair of sanitary blocks for detainees and creation of minimal sanitary conditions both for detainees suffering from tuberculosis and healthy detainees– 2 blocks; - offering packages (27 packages) with food products, clothing, products of personal hygiene to Italian detainees – 2 persons – at the request of the Embassy of Italy in the Republic of Moldova. In 2012, the Foundation will continue to organize and carry out various activities designed to detainees from the penitentiaries nr.2, 7 și 13, inclusively. The Foundation will also provide gynaecological assistance and stomatologic care to convicted women and this fact will contribute to an improvement of the conditions of detention. Also, one appointment to the occulist for each of the detainees from Penitentiaries N2 and 7 was booked. These appointments had been fixed to make glasses, on the basis of personalized medical prescriptions, for women and minors with poor eyesight. Further on, these glasses will be distributed free of charge to the above-mentioned categories of detainees.

THE CENACLE REGINA PACIS The Context: The Cenacle Regina Pacis is one of the subdivisions of the Foundation „Regina Pacis” and it represents one of its latest achievements. The Cenacle is an appeal to reason in a society which is more and more affected by various social vices. Actually, the Cenacle Regina Pacis is a place where meetings of the meditation can be held and dialogues among people of various backgrounds and cultures can be open. The main objective of these meetings and dialogues is offering conditions for common development of people’s personalities. Objectives:

supporting the development of pastoral activities, activities dealing with Christian education and charity actions;

contributing to establishment of an intercultural dialogue between citizens of the Republic of Moldova and the Italian citizens;

offering social assistance to the representatives of the Italian community; offering moral and material aid to socially vulnerable persons from the Italian

Diaspora. Beneficiaries:

the Italian community from the Republic of Moldova; poor Italian citizens; Christians.

Activities: The activity carried out by the Cenacle „Regina Pacis” was very intense. Traditionally, the Italian community from the Republic of Moldova had had periodical reunions with a view to celebrating the cult of the Catholic Church. In the course of the year 2011, an increase in the number of parishioners that actively participated at masses celebrated in that church was observed. In the course of the reporting period, the Cenacle confirmed its statute as a structure that is intended to create conditions for the establishment of an interpersonal dialogue of a spiritual character with the participation not only of Moldovan citizens but also of Italian citizens, both residents of the Republic of Moldova and Italian tourists. The Cenacle Regina Pacis, is actually a reality of the Roman – Catholic Church by the Chișinău Cathedral, the Parish of the House of Providence and the Pastoral Centre of the Salezians.

In the course of the reporting period, the activity of the Cenacle „Regina Pacis” was supported by a great number of Italian citizens who in various ways contributed to the achievement of objectives of the Foundation „Regina Pacis” and its subdivisions.

EVENTS 2011 29.01.11 The training „The Children of Today – the Future of Tomorrow!”, was organized in the

premises of the Foundation „Regina Pacis” with the financial support of the Association RENOVABIS from Germany at which NGOs from Leova, Ocniţa, Otaci, Ialoveni and Chişinău participated.

02.02.11 Children from the Centre of Placement of Children „Regina Pacis” participated at an Exhibition with sale organized by the Council for Protection of Children’s Rights in the premises of the House of Government of the Republic of Moldova during the Decade „Mărţişor”.

18.02.11 A number of seminars of information as regards the prevention of the phenomenon of illegal migration in preuniversity educational institutions from Drochia district (gymnasiums Gribova, Dominteni and Hăsnăşenii Mari) were organized.

08.04.11 The Foundation was the beneficiary of the event ”The Night of the Art”, organized by the International Women’s Club from Moldova (IWCM).

20.04.11 Children from the Centre of Placement of Children succesfully participated at the Exhibition with sale organized on the occasion of Easter holidays in the premises of the House of Government of the Republic of Moldova.

22.04.11 – 29.04.11

A visit of a group of young people from the Association ValRendena from Trento region, Italy, took place. The purpose of this visit was making exchange of experience and the organization of an eventual vacation of children – residents of the Centre of Placement of Children, in 2012.

27.04.11 The Municipal Conference of School Psychologists, in partnership with the Department of Education, Youth and Sports from Chişinău municipality and the Theoretical Lyceum „Mircea Eliade” from Chişinău, with the financial support of the Foundation „Regina Pacis” was carried out.

07.05.11 The workers of the Foundation participated together with the employees of the Embassy of Italy at the organization and holding of the Days of Europe in the Republic of Moldova.

01.06.11 On the occasion of the International Children’s Day, children from the Centre of Placement of Children „Regina Pacis” were present at a concert- show made by children with disabilities from the Centre ,,Atenţie”.

02.06.11 In partnership with IWC from Moldova as well as with representatives of the Italian community from the Republic of Moldova the event ”Day of Solidarity 2011” was organized where people in need registered at the Foundation benefitted from special meals. This, undoubtedly, filled their hearts with joy.

16.07.11 – 29.08.11

Summer vacation at the seaside in Italy, at the request of the Association PUER from Italy was organized for 13 children from orphanages from Cărpineni, Strășeni and Chișinău, with the financial support of the Foundation „Regina Pacis”.

11.10.11 - 14.10.11

The president of the Foundation, Don Cesare LODESERTO, organized and coordinated the development of the event „The First Social Catholic Week in the Republic of Moldova” at the request of the Bishop of Chișinău.

30.10.11 A training session, part of the project „The Children of Today – the Future of Tomorrow!”, was organized and performed for adolescents from the gymnasium from the village of Mateuţi, Rezina district. This training session was carried out with the financial support of the Association RENOVABIS from Germany.

01.11.11 In the premises of the Theoretical Lyceum “Evrica” from the town Râbnița the training sesion with the topic „The Children of Today – the Future of Tomorrow!” was carried out.

17.12.11 – 14.01.12

Christmas vacation in Italy was organized at the request of the Association PUER from Italy for 32 children from orphanages from Cărpineni, Strășeni and Chișinău, It was supported financially by the Foundation „Regina Pacis”.

28.12.11 A Christmas evening party was organized for children from socially vulnerable families. There they got a lot of presents and toys.

29.12.11 A Christmas table for 35 children from the village of Vărvăreuca (FR), was organized by the Centre of Social Assistance „Regina Pacis”.

31.12.11 A traditional holiday table for poor older people and people with disabilities, beneficiaries of the Social Canteen „Regina Pacis”, was organized at the Restaurant Carmelo from Chişinău.

31.12.11 We celebrated the end of the year 2011 and the arrival of the year 2012 together with children from the Centre of Placement of Children „Regina Pacis” situated at 23/1, Natalia Gheorghiu str. from Chișinău.
