After World War 2 the GATT was established to create trading relationships

among countries at world level. It was the result of failed attempt to create

international trade organization (ITO). It was established in order to see trade and

commerce at world level. The 15 countries started negotiation to reduce tariffs.

During the first round a package of trade and rules was given, 45000 tariff

concessions were decided to give tariff concessions became effective from June

30 1948. And General Agreement on Tariff and trade (GATT) was found with 23

members.

In 1948 it was decided to form ITO in Havana but US congress opposed it and the

ITO could not be formed. And GATT played role up to 1994.

The GATT took certain steps to reduce trade barriers one of them is Tokyo round

was the first attempt by the GATT to reduce tariffs on world level in that 102

countries participated. The tariff on industrial products was reduced to 4.7%.

GATT was very successful in its journey of promoting trade liberalization. GATTs

success was remarkable during 1950s and 1960s because of continuous

reduction in tariffs world trade growth during this era was about 8% a year on

average. The rush of new members was sign of success.

Causes

As time passed new difficulties raised which as explained below:

1) The Tokyo rounds achievements were limited.

2) Because of decreasing the tariffs to such a low level and recessions in early

1970s and 1980s the government though to do some extra efforts to

better of their economies and to protect their domestic producers from

foreign competition.

3) Because of increased in competition at world level many businesses closed.

due to High unemployment rates and business closures government took

certain steps such as providing subsidies to businesses this decreased the

credibility and effectiveness of GATT.

4) Because of increased in globalization, expanded foreign investment and

other trading trends the importance of was more than 40 years back.

So these were the causes for which the GATT members were convinced to take

new initiative, which ultimately resulted WTO and finally WTO was created on 1st

January 1995.
