9. EXPLANATION OF THE CHANGE:

The state of South Dakota requires students to complete 150 credit hours to be eligible to sit for

the CPA exam. Presently USD accounting students enrolled in the Beacom School of Business

achieve this through completion of a joint Bachelor of Business Administration (BBA) and

Master of Professional Accountancy (MPA) program wherein they complete 120 credit hours at

the undergraduate level and 30 credit hours at the graduate level.

The purpose of this proposal is to correct an error on the business elective requirement from 4-6

to 9 hours. Some coursework moved into the MPA curriculum thus was no longer required in the

BBA. The total credits for the BBA Degree program are unchanged. Total credits within the

discipline would increase to 51.

No changes are being proposed at the graduate level.

Also required for all International Studies majors and double majors are: an international experi-

ence and a portfolio (completed in INTS 400).

8. EXPLANATION OF THE CHANGE:

When the International Studies Major was created, the originators believed that a minor in a

modern foreign language (MFL) was necessary to round out the program. However, given the

changing nature of the global community and the languages therein, the needs of both the private

and public sectors, the growing availability of study abroad programs, and the current language

offerings at USD, it is appropriate to change the required minor in a modern foreign language for

INTS majors to a more flexible program.

Students would retain the options of a major or minor in a USD-offered MFL. Additionally, stu-

dents would have the options of either (A.) 18 credit hours in two languages, to include at least

14 credits in one MFL and at least four credits in a second; or (B.) 18 credits in a single MFL. A

minor or second major remains required for graduation with a BA.

The new policy would allow students to study a non-USD MFL and still meet the requirements

of the program. In consultation with program alumni and current INTS majors, including the In-

ternational Studies Program Advisory Council, there is a consensus that introducing students to

two languages, or studying abroad and learning other languages not offered at USD, will be of

greater benefit to students than the current requirement.

9. EXPLANATION OF THE CHANGE:

The proposed changes to the curriculum will prepare students for evolving workforce needs

and/or graduate studies in South Dakota and the region. The three hour reduction of supportive

coursework outside of the discipline is due to the addition of life-span development to the

modified SOCW 340 curriculum. This modification prepares students in the application of life-

span assessment within the context of development. The addition of SOCW 350 along with the

requirement for six hours of elective credits assists students in the application of social work

practice models and evidence-based theories. The requirement of the major to complete a minor

in an area of the student’s choosing (18 credit hours) and the option to complete the

specialization in Child Welfare (9 credit hours) are still viable for professional preparation and

remain unchanged.

Program Form #8

SOUTH DAKOTA BOARD OF REGENTS

PROGRAM PLACEMENT ON INACTIVE STATUS OR TERMINATION

INSTITUTION: University of South Dakota

Proposed Date of Termination: Fall 2013

Last Date of Actively Enrolled Students: December 2012

LEVEL:

Certificate X Masters Degree

Associate Degree Doctoral Degree

Bachelors Degree

CATEGORY:

Minor Major

3. TERMINATION WITHOUT ENROLLED STUDENTS

A. Justification:

The MA program has had consistently low enrollment for the past several years. The Theatre

Department’s accrediting agency, The National Association of Schools of Theatre (NAST),

recently evaluated the program and suggested program termination due to lack of enrollment,

arguing that the program simply cannot be viable with no enrollment.

As the low enrollment is attributable to an inability to compete with both regional and

national programs offering greater financial packages to students in the form of

assistantships, stipends, scholarships, and tuition reduction, increased enrollment is not

foreseeable.

B. Academic year and term program termination is effective: 2013-2014

(Program status in the database will be changed to Deleted.

C. Potential cost savings and uses of savings:

There will be no cost savings since none of the course work or faculty charged with the

teaching M.A. students are solely dedicated to such. The graduate courses offered were

populated by both MA and MFA students. The lack of an MA program will not have any

impact on the continuance of courses currently taught. Since there was no graduate stipend,

assistantship, or tuition reduction for the MA program and its students, neither the

department, college, nor university will be fiscally impacted by the program’s closure.

D. Resulting employee terminations and other possible implications including impact

on other programs:

No employee terminations
