PRESENT STATUS

Ministry of Environment, Forests & Climate Change vide letter No. J-11015/147/2005-IA.II(M) dated 11.9.2006 granted environmental clearance for Bellampalli Opencast coal mine extension project-II (0.40 MTPA) of M/s Singareni Collieries Company Ltd., located in village Abbapur, Mandal Tandur, District Adilabad, Andhra Pradesh (presently in the State of Telangana) subject to the implementation of environmental conditions and safeguards contained therein.The life of the project is 20 years and it has been proposed to extract coal reserves in three coal blocks namely, Block-C, Block-D and Block-B Extension. Mining operations have been stopped in the year 2011 after exhaustion of coal reserves in Block-C. Approval has been accorded by MoEF&CC in the year 2014 for forest land diversion in Block-B Extension and Block-D. The mining operations are likely to resume in the year 2015.The land requirement for the project is 191.98 Ha. The forest land require for the project is 117.63 Ha. No National Parks / Ecologically Sensitive areas are involved in the project. Project involves R & R of 3 villages Abbapur, Sonapur and Biejala comprising of 24 land losers, 52 homestead losers and 14 losers of both land and homestead. The water requirement for the project is 730 KLD.

2 (A). EC Conditions

S.No Specific Conditions Status of Compliance (i) No Mining / developmental activity shall be

undertaken in forestland without forestry clearance as per provisions of the FC Act, 1980.

Complied with Project authorities informed that they have obtained forest clearance for 28.62 Ha. of Forestland required for Block-C operation vide. letter No. F(C) A/16.1/74/AP/MIN dated. 06.07.2006 from the Forest department. Stage-II forest clearance is obtained from MoEF&CC, vide letter No.F.No.8-21/2009-FC dated 04.09.2014 for diversion of remaining 108.78 Ha. of forestland. It was also informed that mining operations will be started soon.

(ii) All the conditions stipulated by the SPCB in their NOC shall be effectively implemented.

Partly Complied.

CFE was obtained from the APPPCB vide Order No. APPCB/PTN/NZB/174/HO/2004 dated 17.2.2005.

CFO was obtained vide Order No.APPCB/PTN/NZB/174/HO/CFO/2012-1834 dated 7.8.2012, which was valid upto 28.2.2013. PA needs to obtain valid consent to operate beyond the period 28.2.2013.

(iii) It shall be ensured that the mining operations within the lease area which is drained by a number of streams and nallahs and outfall into the River Godavari which flows within 600 m distance from the lease boundary are safe and mine area is not inundated by peak flow of water from the natural drainage. It shall also be ensured that no OB from the mine operations out fall into these natural courses.

Complied with It was informed that the Narsapur nallah which is in the Block-C area was diverted and protection bund cum road was provided against the nallah keeping in view of peak flow of the nallah i.e HFL:983.43 m observed on 22.09.2007.

Steps are being taken to prevent the outfall of OB into the streams by stabilizing the slopes, garland drains and settling ponds.

(iv) The proposed bund of 1186 m length along the diverted Narsapur nallah, the 3286 m bund to be constructed along the diverted Sonapur Nallah and a bund to be constructed for a length of 1200 m along the nallah to be diverted in the Block-B Extn. Shall be of adequate height and width and strength shall be constructed

(v) Topsoil should be stacked properly with proper slope at earmarked site(s) and should not be kept active and shall be used for reclamation and development of green belt.

Complied with It was informed that 4.73 LCuM of topsoil was removed and the same has been stacked properly at earmarked site.

(vi) OB should be stacked at earmarked external OB dumpsite within ML area and shall be a maximum height of 30m only consisting of 10m benches. The ultimate slope of the dump shall not exceed 280. Back filling shall begin at the end of 7th year in the de-coaled area. Monitoring and management of existing reclaimed dumpsites should continue until the vegetation becomes self-sustaining. Compliance status should be submitted to the Ministry of Environment & Forests and its Regional office located at Bangalore on a yearly basis.

Complied with It was informed that the OB removed from the Block-C was dumped in the internal dump located in the Block-A void area of BPA OC-II. The overall angle of slope is being maintained is less than 280. Plantation was done in about 7.5 Ha. of area along the slopes of the 1st deck previously.

It was also informed that the mining operations were temporarily stopped as the FC for the remaining 108.76 Ha. is under process. The compliance status of the same is being submitted to the Regional Office of MoEF&CC on half yearly basis.

(vii) Catch drains and siltation ponds of appropriate size should be constructed to arrest silt and sediment flows from soil, OB and mineral dumps. The water so collected should be utilized for watering the mine area, roads, green belt development etc. The drains should be regularly de-silted and maintained properly.

Garland drains (size, gradient and length) and sump capacity should be designed keeping 50% safety margin over and above the peak sudden rainfall and maximum discharge in the area adjoining the mine site. Sump capacity should also provide adequate retention period to allow proper settling of silt material.

Complied with Diverted Nursapur nallah of 1.186 Km is on the periphery of the quarry, which is acting as catch drain to collect the water from the surrounding areas. Three nos. of siltation ponds followed by rock-fill dams were constructed in nallah taking advantage of topographic conditions along the Nallah. Garland drain was made around the Dump-A of BPA OC-II and 2 nos. of siltation ponds followed by rock-fill dams were provided along the drain to arrest silt and sediments flow from OB dump.

(viii) Dimension of the retaining wall at the toe of the dumps and OB benches within the mine to check run-off and siltation should be based on the rainfall data

check fugitive emissions at loading point, conveyor system, haulage roads and transfer points.

was transported to the RKP / SRP CHP, wherein continuous water sprinkling system is provided. No high efficiency bag filters are provided.

It was informed that shifting of bunkers, belt arrangement and transfer points near to Block-D is under progress. It was assured that water sprinkling arrangements will be provided to suppress the dust and it will be maintained to check fugitive emissions at loading point, conveyor system, haulage roads and transfer points immediately after resuming mining operations.

(x) Drills should be wet operated only

Presently no mining operation. It was assured that wet drilling will be implemented immediately after resuming of mining operations.

(xi) Controlled blasting shall be practiced only during daytime with use of delay detonators. The mitigative measures for control of ground vibrations and to arrest the fly rocks and boulders should be implemented

(xii) The road from mine to CHP at Shanthi khani UG project and road to be laid connecting Block-B Extn. To Block-D shall be metal topped. Trucks used for transporting the mineral shall be covered with tarpaulin and optimally loaded. The vehicles shall be regularly got serviced and vehicular emissions shall be maintained within prescribed norms

Complied with The road from mine to CHP at Shantikhani UG project was black topped. At present there is no production hence, no transportation of coal to RKP CSP. The approach road to Block-D is metal topped.

(xiii) Afforestation shall cover an area of 102.64 Ha. which includes reclaimed external OB dump (19.16ha) reclaimed topsoil dump, backfilled area (40.87 ha), along ML boundary, along drains (13.38 ha) along road (15.21 ha + 1.92 ha) along service buildings, CHP (3.10 ha) within the lease and avenue plantation and green belt and avenue plantation in the township outside the lease and an area of 64.12 ha in the old abandoned mine by planting native species in consultation with the local DFO/ Agriculture Department. The density of the trees should be around 2500 plants per Ha

Being complied. It was informed that plantation is being taken up in this project as per approved EMP and as on now, plantation was done in 7.5 Ha. of area (avenue) at this project.

(xiv) A progressive Mine Closure Plan shall be implemented by reclamation of quarry area of 49.87 ha with afforestation by planting native plant species in consultation with the local DFO / Agriculture department. The density of the trees should be around 2500 plants per ha. The balance 40.64 ha of de-coaled area shall be converted into a

water reservoir, the upper benches of which shall be gently sloped and stabilized and reclaimed with plantation and the reservoir peripherally fenced.

(xv) The condition stipulated by the state Ground Water Department shall be effectively implemented. The company shall obtain prior approval of CGWA/CGWB regional Office for use of ground water if any, for mining operation.

Complied with NOC has been obtained from State Ground Water Dept, vide letter No.3634/Hg.III [1]/2004, dated 24.03.2005.

(xvi) Regular monitoring of ground water level quality should be carried out by establishing a network of existing wells and construction of new Piezometers. The monitoring of quantity should be done four times a year in pre-monsoon (May), monsoon (August), Post-monsoon (November) and Winter (January) seasons and for quality in May. Data thus collected should be submitted to the Ministry of Environment & Forests and to the Central Pollution Control Board quarterly within one month of monitoring

Partly Complied with Ground water level is being monitored four times in a year by establishing a network of existing wells and also by using piezometers. Project authority needs to strengthen the analysis of ground water quality along with water level.

(xvii) The company shall put up artificial groundwater recharge measures for augmentation of groundwater resource. The project authorities should meet water requirement of nearby village(s) in case the village wells go dry due to dewatering of mine

(xviii) Besides carrying out regular periodic health checkup of their workers, 10% of the workers identified from workforce engaged in active mining operations shall be subjected to health checkup for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmedabad within a period of one year and the results reported to this Ministry and to DGMS

Besides this health checkup for occupational diseases and hearing impairment has also been done at their SCCL hospital for 10% of the workers identified from workforce engaged in active mining operations.

(xix) Digital processing of the entire lease area using remote sensing technique should be done regularly once in 3 years for monitoring land use pattern and report submitted to MoEF and its Regional Office at Bhopal

It was also informed that land use for core and buffer zone studies carried out during 2014-15 has been submitted.

(xx) ETP should also be provided for workshop and CHP waste water

stipulated in the National R & R Policy and shall be completed before the commissioning of the Project.

PA informed that the preliminary socio economic survey & structures measurements were completed by SCCL as per the prescribed pro-forma of R&B Deptartment and structure measurements was completed by R&B dept., Mancherial for estimation of the structures value. It was also informed that the identification of sites for R&R of Abbapur & Sonapur villages is under progress.

(xxiii) A Final Mine Closure Plan along with details of Corpus Fund should be submitted to the Ministry of Environment & Forests 5 years in advance of final mine closure for approval.

(xxiv) Consent to Operate shall be obtained for the rated capacity before expansion in mining operations

Not complied. The Consent for Operation was obtained for the rated capacities of 0.4 MTPA vide letter No. APPCB /PTN/NZB /174 /HO/CFO/2012-1834 dated 07.08. 2012.

It was informed that, an application was submitted for renewal of consent order vide letter No. BPA/ENV/C/001 /2013 /611, dated: 02.02.2013. PA needs to obtain valid consent beyond the period 7.8.2012 which was valid up to 28.2.2013. Further, renewal application needs to be submitted 60 days in advance of validity period.

GENRAL CONDITIONS

(i) No Change in mining technology and scope of workings should be made without prior approval of the Ministry of Environment and forests.

The values are within the limit.

from all the sources should be controlled regularly monitored and data recorded properly. Water spraying arrangements on haul roads, wagon loading, and dump trucks (loading and unloading) points should be provided and properly maintained.

(v) Data on ambient air quality (SPM, RPM, SO2 and NOX) should be regularly submitted to the Ministry including its Regional Office at Bangalore and to the state Pollution Control Board and the Central Pollution Control Board once in six months

(vi) Adequate measures should be taken for control of noise levels below 85 dBA in the work environment, workers engaged in blasting and drilling operations, operation of HEMM, etc. should be provided with ear plugs/muffs

Oil and Grease trap of 60 KL capacity is provided in the base workshop to treat the washing effluents of HEMM

(viii) Vehicle emissions should be kept under control and regularly monitored. Vehicles used for transporting the mineral should be covered with tarpaulins and optimally loaded

At present no HEMM is being used in this mine.

(ix) Environmental laboratory should be established with adequate number and type of pollution monitoring and analysis equipment in consultation with the Station Pollution Control Board

(xii) The Funds earmarked for environmental protection measures should be kept in separate account and should not be diverted for other purpose. Year-wise expenditure should be reported to this Ministry and its Regional Office at Bangalore

(xiii) The Regional Office of this Ministry located at Bangalore shall monitor compliance of the stipulated conditions. The project authorities shall extend full cooperation to the office(s) of the Regional Office by furnishing the requisite data/information / monitoring reports
