So here is my list of recommended books to read if you want to become a technical SEO:

Start by learning basic HTML, CSS and Java script
1. Start by learning basic HTML, CSS and Javascript. I'd also recommend W3schools for this. Focus learning on responsive web development and design.
Learning another One Programming
language
2. Once you've gained an intermediate familiarity with all 3 of those,(HTML, CSS, Java script) I'd recommend learning another One Programming language. Like C, PHP / Python come to mind right away but you can get away with learning just bash.
Study A little about databases
3. Study A little about databases and I'd recommend you to learn basic of database like SQL from w3school
Learn .htaccess
4.To learn .htaccess you can check out the book .htaccess made easy.

Learn Google's and Bing webmaster
Fully digest Google's webmaster guidelines, and Bing's while you are at it.
Learn about the semantic web
Learn about the semantic web, structured data, and schema. I haven't read this book but it seems decent.
Learn eCommerce and CMS
framework
Learn to use and administer an eCommerce and CMS framework. My suggestion is WordPress and Magento.
Learn Black hat SEO
Shameless plug, learn the history of blackhat SEO.
Learn Google Analytics.
Pick an analytics platform (I use Google Analytics) but the popular choice is Google Analytics.
, learn the basic principles of inbound
marketing
And of course, learn the basic principles of inbound marketing by the founder of inbound.org Dharmesh Shah.
Conclusion
If you already have a basic understanding of servers, programming, etc you have a head start. I'm sure one could skim their way through all of this in a couple months and have a basic understanding of technical SEO, however to be proficient it will take years or even a lifetime.
