Today, we all gather here to embark on a historical venture that aims to bring the best of Education to Pakistan. We plan to make an ambitious and visionary investment in our people and economy by creating the Education City. We recognise that development and advancement will only come with an internationally recognised Educational System which we look forward to achieve by fostering the interaction of various disciplines, cultures and ideas. �is project is a manifestation of the vision of Shaheed Mohtarma Benazir Bhutto and serves as a reminder that Pakistan is forging the way for democracy, freedom and human rights in the region, under the able leadership of President Asif Ali Zardari.

We have put the foundation of a bridge that will have a far reaching impact into the future and will serve as a model ofachievement for many to follow.

Education City aims to provide a superb environment and facilities for both teaching and studying, backed by outstanding learning institutions and technological research centres.

I feel privileged to lead this extra ordinary endeavour of the Government of Sindh under the �ag of Sindh Board of Investment. I congratulate Mr. Zubair Motiwala and his team for their untiring e�orts for achieving this important milestone which will set the course for developing a hub of knowledge, research and excellence.

I feel privileged to be part of the Education City Project which is a hallmark of the present Government under the dynamic leadership of the Chief Minister Sindh, Syed Qaim Ali Shah. It his commitment to empower the youth with knowledge and skills. Today we lay the foundation of creating a hub of excellence with world class infrastructure and institutions making investment in our valuable Human Resources.

We recognize that answer to the challenges faced by our nation lies in modern education in every �eld of life. Karachi Education City will o�er a unique blend of junior schooling, higher learning, educational & vocational training providers. It will embrace the global trend towards the belief that learning is a journey. As a result, Education City will focus on lifelong learning opportunities for local and international students.

During the planning stage, particular attention will be given to preserving the natural and cultural context with strong emphasis on a balance between institution making with city making. One of the prime responsibilities of our planners will be to create an environmentally sustainable design focusing on renewable energy and water conservation giving Green solutions.

Education City of Karachi is being planned to become a model for synergetic collaboration of Public and Private sectors with the academia to bring about substantial investment in the futuregrowth of the country.�e project of Education City aims to provide for a center of excellence and intellectual

interaction for our future scholars, businesses and civil society. It is being designed to meet the best internationalstandards of infrastructure and spatial governance. �e basic guiding principles on which the Sindh Board of Investment intends to carry on with this project are: inclusive interaction and consultation with stakeholders and development agencies; facilitating investor institutions; transparency in selection of participant organizations; due consideration to welfare of local population; and adopting best internationalpractices and standards for regulating the constructions and operations in the Education City. Today’s event of laying foundation stone ceremony of Administrative o�ces has been coincided with the visit of our foreign consultants who will brief our distinguished participants on the aspects of master planning of the Education City. �is e�ort in consultation with a larger spectrum of society will be followed by many such events where the projectwill bene�t from a shared vision.We, at SBI, are hopeful of support and goodwill of the Federal and Provincial Governments, the Business Community,the Civil Society, the Academia and the entire nation.

EDUCATION CITY – AN INVESTMENT FOR THE FUTURE

�e concept of Education City has evolved out of the desire of the successive governments to empower the people by imparting them with knowledge and skills comparable with the best international standards. Education City aims to provide a center of excellence which would bring together the best of the intellect in the country and from abroad and to provide anenvironment most conducive to learning.

With an estimated 103 million Pakistanis, or 63% of the population, falling under the age of 25 years, the country is blessed with a great potential of human resource which needs to be equipped with education and training to steer the country on the path of prosperity. Education City will also provide opportunities to Pakistani students to avail quality education within thecountry, which they tend to seek from abroad.

Education City will be provided with world class infrastructure, developed after a credible master planning being carried outin consultation with all the stakeholders including institutions, city planners, utility agencies and the Civil Society.

Sindh Board of Investment is tasked with the implementation of this project promoting intellectual investment in our genera-tions to come. While a large number of local institutions of high repute are already planning campuses in the Education City, Sindh Board of Investment will carry out an extensive marketing campaign to attract international educationalinstitutions and will also explore various sources of funding for infrastructure development of this mega project.

�e Government of Sindh is committed towards transparent administration of this project, high on its priority. Sindh Board of Investment is preparing regulatory and administrative framework for a sustainable development and to ensure e�ectivemanagement during construction and operations.

AN EDUCATION CITY, KARACHI�e development of a master plan for Education City is a commitment to city life and urban stewardship, set in the belief that the well being of contemporary society is much dependent on the strength, prosperity and innovative development of our major cities.�ese values underlie all of our work.

In planning for Education City, we face the enormous challenge of literally starting from the beginning, of creating a new city in a place where today only farms dot the landscape. Planning a city from “whole cloth” o�ers immense potential for excellence, but also brings a great responsibility to bear upon the planners and the institutions around which the city will grow. In the case of Education City, we are challenged to attain the social goals of a vibrant urban community centered upon education and innovation and resting on the foundations of state-of-the-art infrastructure, that conserves water and energy. �is“green �eld” approach to development demands that we o�er a superior model of urban development . One that challenges our ideas of the sustainable city. �is will demand both a hard look at sustainable practices, but also a careful eye on what makes cities attractive and sustainable livable human environments: places that people will continueto inhabit and improve over generations to come. Cities are complex organisms thatusually develop over time, creating rich webs of social interaction that adapt to changing social practices urban. We must strive to build such complexity into a new city. �is challenge has been attempted the world over, with mixed results in places such as Brasiliaand Canberra and more recently in the United Emirates.

We are truly excited at the prospect of this historic opportunity. We o�er the following thoughts on our approach to the creation of an Education City:Education City should respect the natural and cultural context. While it appears that the site is primarily unoccupied, it would be a mistake to assumethat the site is not without

its own set of environmental resources and constraints. Villages and farms dot the landscapeand a complex system of waterways has evolved over millennia to conserve the precious water that falls on the dry land. �ese systems, as rudimentary as they may seem, hold the key to understanding—and working with—the site rather than imposing an entirely new order upon it. A careful working with the land is the most environmentally sound method and must be based upon careful study of the site’s topography, geology, humanoccupation and climatic opportunities.

Education City should project a shared image and embody a strong sense of place. �e educational and health institutions that will constitute Education City should not simply share a territory. �e plan should allow the institutions to take pride in their setting and set up parameters that allow for cooperation amongst the institutions in supporting a shared mission of Education City. To do this will require in-depth interaction with the institutions to understand their physical needs and their aesthetic aspirations. Newcampuses and places for people to undertake research are complex endeavors that have both mundane demands for access and circulation, but will also embody institutionalgoals and management style in physical form.

While planning assignments need to be analytical and thoughtful endeavors, they must also have a celebratory and promotional aspect - a way to publicize a collective vision on behalf of the education and health community stakeholders. Clearly this is one of the goals of the master plan. �is planning process must be a method for promoting the individual needs of the separate institutions - and places made - into a compelling overall idea through memorable design and identi�able investment opportunities. In this way, a plan becomes the living, dynamic guide for a city—a call to action to enhance itsstrengths, plan for its future, and become an even more desirable environment and attractmore institutions and residents.

Education City should balance institution-making with city-making. �is is a particular obligation of centers of intellectual excellence located within urban communities. �ey cannot thrive for long to the exclusion of their host environment. �e plan for Education City must establish a context for residential, retail/commercial, entertainment and otheruses that are compatible with an education and health community and will provide synergybetween the individual institutions and the umbrella city. For the emerging generation of knowledge workers, environmental quality and lifestyle amenities are proving important.

Education City will not terminate at the borders of the institutionally held land. �e master plan for Education City must remain open to future connections to its surrounding context even if this context is not yet developed. As self-contained as they sometimesseem, “planned cities” are contingent parts of still larger communities that surround them. While Education City must create a strong sense of place within its borders as they are currently de�ned, it should not cut itself o� from new communities that will ultimatelydevelop along it’s edges.

In planning for Education City, chief among our responsibilities will be environmental sustainability. As planners and urban designers, we understand that sustainable design begins with informed site planning exercises, long before speci�c decisions regarding materials and mechanical systems enter the equation. �e potential impacts on a city is even greater from wiser, more conservation minded land management and land use, especially in the case of a city whose very foundation can (and must) be rooted in the bestunderstanding of the principles of sustainability. Renewable energy sources and sustainablewater uses will be paramount to the success of the master plan for Education City.
