Dear MGA Members,
Against the backdrop of a gas market transitioning toward market liberalisation, Malaysian GasAssociation (MGA) continued to play its role effectively as the lead advocate for the Malaysiangas industry, promoting greater utilisation of natural gas and smooth market transition.
2019 has been another impactful year for MGA with multiple engagements and activitiesorganised to uphold the three pillars of MGA’s mission; namely Advocacy, Communication andEducation.
On the advocacy front, MGA continue to engage with policymakers, regulators and other keystakeholders to promote natural gas as the clean fuel of choice, a fuel that will play a pivotalrole in transitioning Malaysia towards future carbon neutral country. A study on Malaysia’sFuture Energy Landscape projected natural gas to be the single largest fuel in the primaryenergy demand by 2050.
To ensure that Malaysia stays in its path towards sustainability of the Malaysian gas industry,MGA since early 2019 has been calling for the development of a Natural Gas Roadmap. I ampleased to report that, at the time of writing this article, Malaysia’s Economic Planning Unit(EPU) is leading the drafting the Natural Gas Roadmap that will be incorporated into the 12thMalaysia Plan for the period 2021-2025..
Other market progress seen in 2019 was the first third party LNG cargo unloaded in PeninsularMalaysia since the third party access (TPA) mechanism took effect. Several MGA members wereinvolved in realising this milestone including as importer and infrastructure operator.
Also on the advocacy front, MGA is proud to have organised two inaugural platforms fordiscourse, namely Malaysian Gas Symposium (MyGAS) and Forum on Cogeneration (FoC), bothof which were officiated by cabinet Ministers.
There were many more engagements and activities that MGA organised in 2019, details ofwhich can be found inside this annual report.
On the international front, MGA continued to fully utilise its membership with the InternationalGas Union (IGU). By virtue of being a member of the Executive Committee of IGU, MGA wasdeeply involved in charting the future path of IGU, including being a key member of theTransition Team that strategized and planned the establishment of permanent secretariat witha full time Secretary General to drive the Association.
I personally continued to play a leading role in IGU as its Regional Coordinator for South &Southeast Asia, a region that is home to nearly a third of the global population. As RegionalCoordinator, I represented IGU in this region to promote gas by speaking at conferences andmaintaining relationship with IGU members.
Before I end, I am taking this opportunity to thank MGA Council, Working Committees,Taskforce, Secretariat and all MGA members for your dedication and commitment. Ourcollective teamwork raised MGA’s profile further as a true lead advocate for the Malaysian gasindustry.
I would also like to thank all our stakeholders, especially policymakers and regulators, for theirsupport and look forward to further future engagements.

To organise activities that facilitate networking among members andstakeholders involved in gas related activities.

The annual activity report begins with activities organised under
the three pillars in MGA’s Mission namely; Advocacy,
Communication and Education. In addition to the pillars, MGA also
organised networking opportunities for members, played leading
role in the international stage and supported initiatives in diversity
and inclusivity.

MGA increased its gas advocacy efforts in 2019 with various engagements with keystakeholders and communicating the benefits of gas and its importance to the nation. 2019was also the year that for the very first time, MGA established the following national leveldiscourse platforms :
• Malaysian Gas Symposium (MyGAS) on 26th June 2019
• Forum on Cogeneration (FoC) on 31st October 2019
As the voice of the Malaysian gas industry, MGA’s views and inputs were continuously beingsought in various capacity from participation in industry related national committees tospeaking engagements to focused workgroup discussion. Guided by the Council Members,and assisted by the secretariat, MGA advocacy efforts were the carried out by the followingworking committee and taskforce :

for both the Technical Working Groups (TWG) for Energy, namely Upstream and
Electricity Supply. The TWGs are tasked to provide inputs to prepare the strategy

into the 12th Malaysia Plan (12MP) for the period 2021-2025.

MGA Council and Honorary Members met YB Puan Yeo Bee Yin, Minister of
MESTECC to discuss about :
The importance of natural gas to the nation and its role in driving the
national economy over the years, ever since gas was featured as the main
fuel in the Four-Fuel Diversification Policy (1981).
To urge for the gas market reforms, including gas price rationalization, to stay
on course in order to attract third party gas suppliers to enter the market
and to encourage greater upstream investments, thus ensuring the
sustainability of the natural gas industry and its entire value chain where
MGA members are actively involved.

26 June 2019 MGA organised the inaugural Malaysian Gas Forum (MyGas2019)
that deliberated on topics concerning the Malaysian gas industry,
while injecting perspectives from other parts of the world covering
gas outlook, policies and opportunities for growth. MyGAS, held at
EQ, Kuala Lumpur, was officiated by YB Senator Radzi Jidin, Deputy
Minister of MEA.
31 October 2019 MGA organised the the inaugural Forum on Cogeneration (FoC
2019) where industry players and policy makers convened to discuss
and promote cogeneration as an efficient and cleaner way of
generating electric power and thermal energy. FoC 2019, held at
Sime Darby Convention Centre, Kuala Lumpur, was officiated by YB
Puan Yeo Bee Ying, Minister of MESTECC.
20 Aug 2019 Workshop on ‘’Awareness & Benefits of Cogeneration’’, was
organised by Taskforce on Promoting Cogeneration at Concorde
Hotel Kuala Lumpur. The workshop was attended by more than 70
companies/organizations, including from building and commercial
sectors. Main purpose of the workshop was to introduce
cogeneration technology, its benefits and applicability to new market
segments.

30 participants from MGA member companies joined an exclusive Technical
Visit to Pengerang organized by M&S WC. They were taken on an ‘up-
close and personal experience’ of the following facilities :-
• Pengerang Cogeneration Plant (PCP)
• Regassification Terminal (RGT)
• Automated Storage and Retrieval System (ASRS)
• Marine Operations Centre (PMOSB)
The delegation was also taken on a visit of JPDC (Johor Petroleum
Development Corporation) where they were briefed on the Pengerang
Integrated Petroleum Complex (PIPC) Masterplan.

L&D WC organise the first Industry talk of the year. The talk was on ‘The
Journey Towards a Liberalized Natural Gas Market’ was held at the UM
campus in Kuala Lumpur. The theme of the talk was chosen to leverage on
an academic paper published by UM in January 2019 and written by Endry
Lim Zhen Wen. Titled “Natural Gas Industry Transformation in Peninsular
Malaysia: The Journey Towards a Liberalized Market”, the paper provides a
comprehensive report on Malaysia’s gas market liberalization and is believed
to be the only document that comprehensively charts the journey, from the
rationale and drivers to liberalize the market, to execution of the plans and
to the current status today.
The half day event was attended by about 120 attendees comprised of MGA
members, policy makers, industry players and academia.

MGA organized its inaugural Malaysian Gas Symposium (MyGAS 2019), the
only dedicated forum for the Malaysian Gas Industry. Themed “Natural Gas –
Fueling a Sustainable Future for Malaysia”, MyGAS 2019 featured renowned
industry players, both local and overseas. The speakers and panelists
deliberated on array of topics concerning the Malaysian Gas industry and at
the same time sharing perspectives and experiences from markets in other
parts of the world. Topics encompassed regional & global outlook, policies
ensuring sustainability of the industry, status of market liberalization and the
opportunities for gas growth.
MyGAS2019 was supported by Ministry of Economic Affairs (MEA) and
International Gas Union (IGU). The forum was attended by more than 200
gas industry players and policymakers. It was officiated by the Deputy
Minister of Economic Affairs, YB Senator Dr. Mohd Radzi Md Jidin.

L&D WC organized an Industry talk themed “Outlook on the Malaysian
Economy & Its Oil and Gas Industry” exclusive for its members. Dr. Zarina
Zainal Abidin, Deputy Director of Economics Department, Bank Negara
Malaysia and Samsudin Miskon, Vice President Procurement, PETRONAS
spoke on “The Malaysian Economy : Prospects, Challenges, and Policy
Priorities” and “Outlook on the Malaysia Oil and Gas Industry” respectively.
Held at Impiana KLCC, the talk garnered overwhelming response from MGA
members with more than 150 members in attendance. Also in attendance
were policymakers and regulators.

Through its TF-C, MGA organised its inaugural Forum on Cogeneration (FoC
2019) held at Sime Darby Convention Centre, Kuala Lumpur. FoC provides a
platform exclusively focused on cogeneration – an efficient and cleaner way
of generating electric power and thermal energy, such as heat and steam,
from a single fuel source. FoC 2019 also was part of the effort in supporting
the target set by the Ministry of Energy, Science, Technology, Environment
and Climate Change (MESTECC) to achieve 8 % energy efficiency by 2025.
Minister of MESTECC, YB Puan Yeo Bee Yin officiated the forum that carried
the theme ‘’Cogeneration: The New Driver for Energy Efficiency’’. It was
attended by more than 200 policy makers, manufacturers, and industry
players and featured several experts in Cogeneration, both local and
overseas. The speakers and panellists deliberated on topics concerning the
right policies to encourage greater adoption of cogeneration, the solutions
to remove the barriers that are hampering the growth of cogeneration,
innovative applications for the industry and ways to finance the
cogeneration project.

MGA’s Energy Efficiency Program (EEP 2019) was held from August to
October 2019 with series of exciting workshops to advocate gas and
energy efficiency in a fun and innovative way amongst Form 2 students.
Supported by the Ministry of Education, EEP 2019 leveraged on Micro:Bit
as the learning tool to enhance interest in STEM (Science, Technology,
Engineering & Mathematic) and stimulate KBAT (higher order thinking
skills). Using Micro:Bit, students were encouraged to innovate smart and
energy efficient solutions to address problems at schools.
216 students representing 6 schools from 3 states namely Pahang,
Selangor and WP Putrajaya took part in this year’s EEP program. During
the Final Showcase held on 2nd October, SMK Dato’ Ahmad Razali,
Ampang, Selangor emerged as the Champion with a project called ‘I-chop’
while 2nd place went to a project titled ‘Smart Computer Lab’ and 3rd went
the project “Smart Hall Pass”. The most popular group went to SMK
Sulaiman who innovated ‘Future Fantastic Library’. All of the projects were
designed using Micro-bits and fulfilled the key theme of the competition,
namely ‘Smart Solutions’ that are ‘Energy Efficient’, and able to address
common challenges at school.

PRESTIGE 2019 or Practical Environmental, Safety & Industrial Guidance for
Student Engineers was held in Paka, Terengganu offered invaluable
experience to 60 final year STEM students from following universities in the
east coast of Peninsula Malaysia;

of natural gas industry, the importance of HSSE, and career opportunities.
It is hope that the experience and exposures gained at PRESTIGE would
help to increase their employability rate and preparedness in joining the
industry upon graduation.
Funded by IGU fund, MGA continued to reach out to our younger generations toadvocate on the benefit of gas, via it’s a flagship program namely EEP and PRESTIGE.

MGA continued to organise memorable networking events during 2019 to gather the
industry together in a casual environment. Its annual flagship event namely the Malaysian
Gas Golf Challenge and Industry Gala Dinner do not only provide invaluable networking
opportunities for MGA members, but also bring in sustainable income that MGA uses to
fund its operations and activities through out the years.

200 members and invited guest comprised of policymakers and key
stakeholders attended the event.
Earlier in the day, MGA’s 33rd AGM took place at the same venue.

The annual Malaysian Gas Golf Challenge held at the Palm Garden Golf Club,
Putrajaya, saw 120 golfers from 23 MGA member companies participated in a
friendly competition while networking with fellow industry peers. To inject an
element of fun, the more forgiving format of 2-Man Scramble was adopted,
making the game more enjoyable..

MGA ended the year with a bang, celebrating 2019 successes with a fabulous
Industry Gala Dinner, considered by many as the best ever. Carrying the theme
Mystical Arabian Night, the event was attended by over 600 industry
representatives from more than 45 companies, all attired in colorful Arabian
costumes. The Patron of MGA, Tan Sri Wan Zulkiflee Wan Ariffin, accompanied
by Puan Sri Dr. Azura Ahmad Tajuddin, was the guest of honor. The gala dinner
was a fitting closure to the decade and would not have been such a great
success without the generous sponsorship from PTTEP Sarawak Oil Limited
(Main Sponsor), Dialog Group Bhd (Cocktail Reception), Deleum Bhd (photo-
wall) and Velesto Energy Energy Bhd (main lucky draw). MGA wishes to thank
the sponsors for their utmost generosity and to all MGA members for being part
of another shared success.
The event, held at the St Regis Kuala Lumpur, was jointly organised with
Malaysian Oil & Gas Services Council.

Beyond the Malaysian borders, MGA continues to play an impactful role through its chartermembership in the International Gas Union (IGU) and its presence in the SteeringCommittee of GASEX.
MGA continues to play an influential role in the International Gas Union, the global voice of
the gas industry, especially through its President, Hazli Sham Kassim, as a member of the
IGU Executive Committee (EXC), the highest decision making body in IGU and as the IGU
Regional Coordinator for South and Southeast Asia
In his role as IGU Regional Coordinator, throughout 2019, Hazli has engaged with IGU
members in his region, presented updates on the region at EXC Workshop in Santiago, Chile,
shared his perspective at the IndoGAS 2019 conference in Jakarta and moderated a panel
discussion at IGU Council Workshop in Yogyakarta.
MGA President also attended the EXC meeting in April 2019 in Santiago Chile and the IGU
Council meeting in October 2020 in Yogyakarta. The Council meeting was important in
deciding the future direction of IG where it approved the amendments to the Article of
Association that enabled the establishment of a permanent headquarter (HQ) and
secretariat by 2021. Currently, the IGU Secretariat is hosted and staffed by IGU members.
The meeting also approved the selection of London as location for the permanent HQ.
Apart from Hazli’s roles, Malaysia also held key position in the following IGU committees;

As the secretariat of MyWiE – Malaysian Women in Energy, MGA played an active role topropagate and advocate diversity and inclusion agenda within the Energy communities.Formed in January 2018, MYWiE aims to increase participation and ensuring equitablecareer development for women in the energy sector. MyWiE also offers platform forcross industry networking and sharing with like-minded peers, diversity leaders andchange makers on ideas, perspectives, and approaches related to diversity and inclusion.
In 2019, with the guidance of MyWiE Advisory Panel and Workstream Leaders, MGA led the implementation of several programs to progress the women agenda further. Below are some of the key activities that took place :

One of MyWiE’s (Malaysia Women In Energy) key deliverables in 2018 was
the best practice recommendation entitled “STRATEGIES & BEST PRACTICES
FOR ATTRACTING, DEVELOPING & RETAINING WOMEN IN STEM & ENERGY
SECTORS IN MALAYSIA’’. The report was shared with YB Yeo Bee Yin,
Minister of Energy, Science, Technology, Environment & Climate Change
(MESTECC), and handed over to CEO/Leaders of Energy companies at the
Forum on Women In Energy (FoWiE2018) on 6 Dec 2018. The content was
also deliberated at length through presentation and panel discussions at the
same event. The best practice proposal discusses and provides
recommendation on two main focus areas as follows :-
1. How to attract and Increase female participation in technical lines of
Energy and related STEM sector – by Work Stream 1
2. How to ensure that women have equal career opportunities as men and
that the workplace is inclusive and conducive for all – by Work Stream 2
Work Stream 3 on the other hand focuses on enhancing the visibility of
women leaders and creating platform that supports women leaders and
others in the pipeline. A series of survey/interview involving top women
leaders in the energy industry were conducted to deep dive into several
aspects namely women’s ambitions in senior leadership positions, challenges
faced by them, and the supports that are already in place / needed to allow
them to continue playing their role effectively while enhancing their
professional ambitions. The outcome of the survey will contribute towards
best practice recommendation /policy proposal that Work Stream 3
intends to deliver.

MGA supported to organise two workshops (on 24 April and 31 July) to
develop MyWIE Roadmap that would define MyWiE’s end state/desired
outcome and the major steps or milestone to reach the end state. The
roadmap shall serve as the high level document to articulate the strategic
thinking –the why-behind the goal and the plan for getting there.

MGA, in collaboration with MyWiE organized a one day program called ‘D&I :
Walking The Talk with MyWiE’ . This program was co-hosted by Shell at its
premises in Wisma Shell, Cyberjaya.
The one day program attracted over 130 D&I change makers, HR professionals
and aspiring talents from over 20 organisations. Some of them belongs to
established Women Networks primarily from PETRONAS (PETRONAS Leading
Women Network, PLWN), Shell (Shell Women Action Network, SWAN) and
Sarawak Energy Bhd (Sarawak Energy Leading Women Network, SELWN). The
one day program comprised of a mixture of presentation, panel discussion
and world café facilitated discussion to allow the attendees to deep dive and
engage in meaningful conversations around best practices, challenges and
what it takes to bring the D&I concept from ‘theory’ to ‘practice’, get it rolled
out and institutionalised
The highlight of the program was Speed Mentoring Track with C-Suite leaders.
A total of 9 mentors comprised of company CEOs/C-Suite from PETRONAS,
Shell, ExxonMobil, HLIB, Deleum, General Electric, MMC Oil & Gas
Engineering, HSBC and Sapura Energy participated in the session which was
formatted based on 2 mentoring platforms; Executive Roundtable & Speed
Networking. The session offered opportunity for Mentees to build networks
and get new insights/inspiration for both their career and personal
development. On the flip side, Mentors have the opportunity to help motivate
and inspire others by sharing their wealth of experience.

MGA’s 33rd Annual General Meeting (AGM) was successfully held on 20 June 2019 at theDewan Seri Pinang, Etiqa twins, Kuala Lumpur. The AGM was coincided with MGA HariRaya Open House. The meeting was attended by more than 30 members from 20companies. MGA President, Hazli Sham Kassim presented the Annual Report, in which hehighlighted the key activities undertaken by MGA and the important role MGA played inadvocating for the gas industry in Malaysia.

During the AGM, the meeting also approved 2 resolutions that has caused amendment tothe Constitution;
The first amendment was the deletion of invidual Ordinary Members from the listof membership
The second amendment was the revised membership fee as followso Full Corporate Member : from RM5,000 to RM6,000/yearo Ordinary Corporate Member : from RM1,000 to RM1,500/year
The revised fees took effect on 1st Jan 2020. This the first time the Ordinary CorporateMembership was revised since MGA’s formation in 1986.

MGA Working Committees gathered to develop, align and finalise their
respective work plans at a Workshop held at Pullman KLCC Hotel. The
working committee were :-

The main thrust of the Work Plans for 2020 continued to be consistent with
the mission of MGA in promoting the advancement of a sustainable
Malaysian gas industry through advocacy, communication and education on
behalf of its members and the nation.

The Council also approved the resignation of 4 ordinary corporate members at theirrequest. The Council also endorsed the cessation of membership of 6 ordinary memberswhose dues are in arrears by more than one full calendar year as per clause 5.1 of theConstitution.
MGA’s membership, as at 31 December 2019, stands at 146 Corporate Members,comprising of 12 Full Corporate Members and 131 Ordinary Corporate Members, and12 Honorary members.

MGA continued to enjoy a sound financial health, thanks to the support of theMembers. MGA also manages the following funds :-
1) IGU Special Project Fund that is used to fund MGA’s PRESTIGE Programmefor Universities and Energy Efficiency Programme for Schools.
2) Gas Advocacy Initiatives Fund set up by MGA to finance the execution ofMGA’s Gas Advocacy Communication Strategy & Plan. The fund iscontributed by members of MGA
3) MyWiE fund that represents the 50% share of the excess fund from theorganization of the 2nd Forum of Women in Energy (FoWiE 2018) with MGA.This fund will be used to finance MyWiE related activities.
