BRIEF DESCRIPTION
The N.A.V.E. Project: Anti-trafficking Network for Veneto, in partnership with:
- The judicial and law enforcement authorities- The territorial directorate of labour- Various social actors
OBJECTIVES● to implement the consolidation of a single and
integrated system of emersion● to ensure assistance to trafficked victims● to ensure the access to rights to at least 300
trafficked victims, independently from their juridical status, age, nationality, gender and typology of exploitation
● to ensure access to assistance for victims of human trafficking and/or severe labour or sexual exploitation, forced beggary, forced illegal economies and forced marriages.
The project articulate itself by identifying, in each Province, a specialised operator who ensures, even in an emergency situation:
- the taking charge of the report, the evaluation and the operational connection among the activator subjects
- the structures of immediate assistance for minors and adults –male, female and transgender- also among the territorial commission for asylum seekers.
- the project ensure the possibility of individual training projects aimed at the social and working inclusion of victims
- the project ensure the inclusion of the victims in safe houses and by setting up educational accompanying path focused on specific objectives like: literacy, vocational Training, socialization with the local community, integration into the labour market, independent housing, regularization and legal assistance, psychological support.
It promotes a “virtuous chain” that involves some subjects of the territory:
● professional association● trade unions● voluntary associations, enterprises, in order to
create a culture of legality and a sustainable social development.
METHODOLOGY ACTIONS
A multi-agency and multi-disciplinary work oriented for the protection of human rights and the empowerment of beneficiaries that take charge of all potential victims that emerge from the territory of competence from September 2016 to 30 November 2017.
TEAM
The project team is composed of 48 professional figures with skills:
- in social and psychological area
- in transcultural mediation and human rights.
SPECIFIC SKILLS OF EMPLOYEE
46 experts in different field: educational, psychological, trans-cultural, socio-pedagogical skills and competences in cultural linguistic mediation and in human rights:
16 educators3 psychologists5 social workers8 linguistic and cultural mediators13 social mediators 1 tutor for job inter-mediation
INTERVENTIONS:
● Actions of contact, emersion, identification of the potential victims of trafficking and serious exploitation
● Realization of assistance programs and social inclusion
OTHER SKILLS
A project coordinator and 7 professionals with managerial skills are in charge of project planning and the governance actions, 2
administratives in support.
METHOLODOLOGICAL AND ORGANIZATIONAL SET-UP
● Guidance, training and job introduction
● Legal counselling and assistance
● Psychological and trans-cultural assistance
● Health counselling with local health institutions;
SPREAD OF THE PHENOMENON IN THE CONCERNED AREA
From January 2015 to June 2016
● 289 calls received by the anti-trafficking hotline, Veneto REGION
● 368 Ucv activation for individuals.
In the first semester of 2016We registered an increase of 58% of the total
population of victims of human trafficking (149 compared to 94 for the first semester of 2015).
This data has been evident for Nigerian women (+102%).
Only in 2016 activations has involved 75% of African citizens (of which 66% Nigerian), of these 68% were women.
SPREAD OF THE PHENOMENON IN THE CONCERNED AREA
The range of persons potentially allocated to sex trafficking, the criminal organisations is between 18-24 years old.
Quite often the legal minority is undeclared and a particular attention must be given to those who declare to be 18-19 years old.
SPREAD OF THE PHENOMENON IN THE CONCERNED AREA
Homogeneous emersions in all the provinces of Veneto, activated mainly by operators of Non-
conventional Hosting Centre of the Asylum Seekers system, Social Services and Territorial
Commissions.
INSTRUMENT, CONTACTS AND SOURCES USED IN DETECTING THE EXTENSION OF THE PHENOMENON IN THE TERRITORY
The annual database of the Crisis and Evaluation Unit
The annual database of multi-agency pro-active actions on labour exploitation
The regional database of the Street and Contact Unit
Monitoring of the regional newsletters(7 newspapers)
Multi-agency evaluation meetings
- at the Provincial Committee on Public security and Order
- Contribution of all the subjects partner of the project in analysis of the territorial context on this
phenomenon, underlining challenges and the population with which implementing intervention to
escape from exploitation.
PROJECT SUMMARY
The project provides first contact with the populations at risk, multiagency operations, h24 availability, 365 days a year in close cooperation with the national hotline against human trafficking.
All the actions realised with a multi-disciplinary approach in close collaboration with law enforcement and judiciary authorities to respond the safety needs of the victims.

The project gives prompt assistance to 300 people victims of human trafficking for up to
three days:
with the aim of ensuring the victim are in safe place, to address their needs, provide useful
information on rights and duties
to guide the victims through a redefinition of his/her own migration project.
