Naming
The City University of New York’s Board of Trustees named the Mexican Studies Institute at Lehman College in September 2014 in honor of immigrant and successful businessman Jaime Lucero, who has worked closely with the University on educational outreach programs, assisting in the establishment of the institute and funding scholarships for students.

DBAF
Deutsche Bank Americas Foundation (DBAF) established Anchoring Achievement in Mexican Communities (AAMC), a three-‐year initiative designed to improve the long-‐term educational and economic well-‐being of children, youth and families of Mexican origin in New York City. This effort supports “neighborhood networks” among community nonprofits, schools, libraries and others – anchoring them in communities as integrated hubs that provide access to comprehensive, high quality educational programs and services. Through a collaborative structure, the typical challenges to nonprofits of competition and siloed resources are mitigated, and meaningful collective action is made possible. DBAF funded partnership models in each of the five boroughs to:
§ Increase the availability and accessibility of high quality educational programs and services § Increase student and parent engagement in and completion of school and community-‐based
learning activities § Improve academic performance and, where applicable, employment prospects
The JLMSI role is as a convener and for delivery of content drawn from CUNY faculty and institutional assets for DBAF network personnel and their partners and constituents. We have received funding for three consecutive years of work.
Seminars As part of our work with the AAMC Initiative, we delivered 4 seminars and one half-‐day symposium in Fall 2014, and in 2015 so far, we delivered 3 seminars. Topics:

Social Media Our role is to organize and consolidate social media presence of the AAMC Initiative to help build public awareness of the Initiative and the accomplishments of the Neighborhood Networks.
• We introduced the network organizations into the Institute’s Facebook and Twitter feeds. Over 2 weeks we highlighted each organization’s mission and link to their Facebook (Fb) Page.

Portal features information for parents in English and Spanish, curated and distilled to be high quality and accessible. Specific information is presented about educational opportunities, services and developmental stages for the following age levels:

Ventanilla de Oportunidades Educativas With funding from Juntos Podemos Foundation, we are implementing a Window of Educational Opportunities at the Consulate of Mexico in New York, to be staffed full time by an outreach coordinator and a corps of Becari@s completing their required internships. By this means, we will introduce the web portal to targeted audience, and subscribe families for customized alerts with education-‐related news and information including application deadlines, guidance about developmental stages, scholarship opportunities, etc.
Plazas Comunitarias This funding also allows greater collaboration between the Institute to enhance the Plazas Comunitarias, adult education services certified by Mexican ministry of education, and offered in CBOs throughout New York tri-‐state area.
Strengthening Nonprofit Organizations We were invited to apply for additional funding to strengthen non profit organizations. This funding will enable us to expand the work we do with nonprofit organizations through internships, leadership development and collaborative projects.
Title VI Indigenous and Diasporic Languages Consortium Title VI Joint National Resource Consortium for Latin American Studies: Columbia University and New York University: Indigenous and Diasporic Language Consortium (CP1). Prompted in part by the changing demographic of our city and its new populations, which has seen a significant rise in Mexican, Haitian, and Ecuadorian immigration and a consequent rise in the need to engage and provide services for native speakers of Mixtec, Nahuatl, and Kichwa/Quechua, we proposed to establish an Indigenous and Diasporic Language Consortium (IDLC) between CU, NYU, and the Institute of Mexican Studies of Lehman, through which UG and grad students from each institution may cross-‐register for classes in indigenous or diasporic languages. With NRC funds, as early as spring term of Y1 Lehman will offer Mixtec; NYU will offer Krèyol; and CU will offer modern Nahuatl. Availability of instructors may necessitate moving one or more of these to fall term of Y2. NYU will continue to offer Quechua, and add an advanced language sequence. As part of this initiative, all three schools will aim to integrate LCTL study into existing majors, minors, and certificate degrees in LAS and, at Lehman, in Mexican studies.

Becas
Program description: The Jaime Lucero Mexican Studies Institute’s Becas program offers scholarships that range from $4800 to $6330 to CUNY undergraduate and graduate students who meet three criteria: academic excellence, financial need, and commitment to service in the Mexican community. Currently, the scholarship can only be used for tuition. The scholarship primarily aids students with little or no access to other funding sources. Because its emphasis is on financial need and because it does not discriminate based on immigration status, this program has been particularly successful in aiding undocumented students. Since the Institute began, we have funded 62 students with Becas, including nine with a second year of funding, one with a full four year scholarship along with additional small scholarships for fees, books and other expenses, as funding has permitted. In full-‐tuition Becas, we have disbursed $340,860 and $17,550 in additional awards, including $2,050 in emergency funds and $15,500 in partial scholarships. See Appendix 1 for full list of Becas recipients, their campuses and cohorts. Our funding composition has shifted over the years. See figures:
CUNY Becas 2016* For the next academic year, we anticipate having nearly four times the current year’s funding. This would enable us to extend the scholarships of prior recipients as well as grant many additional new scholarships. These are the following things that we are thinking about for the coming year:
• How to multiply the number of scholarships while maintaining the high level of support we provide to the Becari@s
• How to renew scholarships of past recipients who demonstrate continued diligence toward their degree
* Please note that IME funding comes to us in the Fall. We disburse the funding in the Spring semester that follows as we cannot

• How to maximize offers of matching funds to continue to grow the fund • How to provide additional and necessary support: stipends for internships, Metrocard subsidies, money for
books, lab fees, and other expenses. • Increase scholarship amount with annual tuition increase • Many of the Becari@s are now placed in cohorts in internships, starting with Window of Educational
Opportunities, and may include MIDA project, ABCD collaboration, Plazas Comunitarias, etc. • Increased coordination with CUNY Central, College scholarship offices, CUNY First data on enrollment, progress
to degree, etc. • Increased outreach • The need for enhanced institute capacity to serve Becari@s, especially full-‐time Becas coordinator
CUNY Becas 2015 • We received $63,000 from el Instituto de Mexicanos en el Exterior. With funds pledged by Jaime Lucero to meet
the amount given by IME, we began with $126,000 total for CUNY Becas 2015. We received four additional scholarships donated from our collaboration with Asociación de Profesionistas y Empresarios Mexicanos (APEM) to support Becas. Finally, we received our first four-‐year scholarship from APEM, with Edgar Morales selected as the recipient.
• A total of 25 scholarships were awarded: 2 graduate students, 13 senior college students, 10 community college students.
• We received a total of 141 applications, 98 of those were complete. • The median annual household income was of $20,000 • In a two-‐part selection process, the selection committee scored applicants (each application was scored by two
readers), and then ranked 29 finalists. Eleven students were been notified, and 18 were wait listed. • Two of the students forwent the scholarship due to receiving the DREAM.US scholarship. The next two students
on the ranking were granted CUNY Becas. • Of the 25 Becari@s, 8 are repeat Becari@s. • Members of the selection committee are interested in fundraising for renewable scholarships to cover 4 years of
undergraduate education under the condition of being charged a fixed tuition amount for the 4 years. • Scholarships were awarded at a ceremony at our annual conference on May 15, 2015. • Changes from last year’s scholarship program:
o Due to previous incidents of low participation in the program, Becari@s are supervised more closely to ensure that they are enrolled fulltime, attend monthly seminars, participate in their internship, and communicate with institute staff.
o Tuition waiver letters are given per semester, rather than yearly, to ensure their individual continuance with the program.
o Most of the Becari@s will be interning with a new initiative of the institute, La ventanilla de oportunidades educativas, the Window of Educational Opportunities will be located at the Mexican Consulate of New York and will provide the community with educational resources from K-‐12 and adult education.
o Becari@s will be provided with trainings to support their communities when applying to college, for DACA, and researching for educational resources.
• The Becari@s attend monthly professional seminars and complete 200-‐hour internships. o Tentative seminar speakers during 2015-‐16 academic year include:

CUNY-‐IME Becas 2014 In August 2013 we were notified that we would be receiving only $30,000 from el Instituto de Mexicanos en el Exterior. With funds pledged by Jaime Lucero to meet the amount given by IME, we began with $60,000 total for CUNY-‐IME Becas 2014. We received an additional $58,345 in donations from a collaboration with Asociación de Profesionistas y Empresarios Mexicanos (APEM) to support Becas. This enabled us to expand the program to the largest number of scholarship recipients yet. • We received 129 applications for Becas. Reported median per capita income for the applicants was $6,501. • In a two part selection process, the selection committee scored applicants (each application was scored by at least
two readers), and then ranked 29 finalists. 21 awardees were notified. • Scholarships were awarded at a ceremony at our annual conference on May 9, 2014. • Changes from last year’s scholarship program:
• We conducted two workshops, held open hours for application assistance in our office on nine (9) days, and held eight (8) outreach events with staff, interns, current Becari@s and a team of volunteers in all five boroughs.
• Due to the private donations, we were able to increase scholarship amounts from $5000 maximum to full tuition ($4500 for community college and $6000 for undergraduates at four-‐year schools).
• Orientation was a 3-‐day retreat in the Catskills at the Frost Valley YMCA camp June 13-‐15, 2014. This enabled cohort development, team building, and orientation to the expectations of the program.
• Internships to consist of 200 hours, to be completed according to a schedule established in consultation with interns and sites. Placement at internship sites begins when the Becari@s complete a checklist of readiness steps, such as preparing a resume, participating in a mock interview, etc.

General Institute Events June 5, 2014 Film screening: La Tierra de los Adioses. (John Jay College) Cosponsored event with Mano a Mano: Mexican Culture Without Borders La Tierra de los Adioses (The Land of Goodbyes) is a documentary about Zapotitlán Palmas, Oaxaca, Mexico, a small rural community where 50 percent of residents (80% of men) have migrated to the United States. The women, children and few men left behind continue their lives while watching their town being slowly abandoned. Engulfed in a culture of migration, where most are dependent on family members working abroad, they have the same universal aspirations of progress, a better life and a day where they stop saying goodbye. June 24, 2014 Film screening: Asteroide. (John Jay College) Cosponsored with the Department of Latin American and Latina/o Studies; Semana de Morelos Cristina returns to her hometown of Cuernavaca after a seven year absence. The bittersweet reunion with her brother Mauricio unravels old and tragic memories. Cristina, determined to heal these grudges, collapses their fragile stability like a house of cards. September 5, 2014 DBAF Anchoring Achievement/CUNY Back-‐to-‐School Seminar: Language Diversity and English Language Learning (John Jay College) The purpose of this seminar is to provide the DBAF Neighborhood Networks and the general public with an in-‐depth exploration of language diversity and English language learning in the Mexican community in New York City. It is our hope this interactive seminar provides tools and resources for serving diverse communities and promoting Mexican students’ educational attainment. Topics will include indigenous languages, language diversity, English language learners (ELLs), adult education, parent engagement, and New York City education policies and programming that reinforce and support home languages. September 9, 2014 Naming of the Institute, Jaime Lucero Mexican Studies Institute (CUNY Central) The City University of New York's Board of Trustees named the Mexican Studies Institute at Lehman College in honor of Mr. Jaime Lucero, a successful businessman and immigrant from Puebla who has worked closely with the University on educational outreach programs, assisting in the establishment of the Institute and funding scholarships for students. September 12, 2014 El Grito: Mexico's Independence Day Hosted by: Mano a Mano: Mexican Culture Without Borders

September 14, 2014 Commemoration of the 204th Anniversary of the Mexican Independence (Kingsbridge Armory) Hosted by: The General Consulate of Mexico October 8 and 10th México Maya, a performance by Dzul Dance. Lovinger Theatre at Lehman College México Maya explores the rich history of ancient Maya culture, Mexican heritage and the immigrant experience of Mexicans in America. The choreography is also an illustration of the physical, cultural and artistic journey of Artistic Director Javier Dzul. Javier created México Maya in celebration of Dzul Dance's ten-‐year anniversary. The world premiere of this work was presented at the Gerald Lynch Theater in New York City in May 2013. October 10, 2014 DBAF Anchoring Achievement/CUNY Autumn Seminar: CUNY Universal Education Inside and Outside the Classroom (CUNY Welcome Center) The purpose of this seminar is to provide the DBAF Neighborhood Networks and the general public with an introduction to Specialized Programs, College Transition Programs, Language Literacy Programs, Workforce Development Programs, Adult and Continuing Education Programs, and other services provided by the City University of New York to ensure everyone has access to an education. It is our hope this seminar provides tools and resources for serving diverse communities and promoting Mexican students’ educational attainment. October 29 Day of the Dead (Lehman College) Tribute was made to the missing students from Guerrero, Mexico. Participants enjoyed a performance by Ballet Folklórico Xochitquetzal, the delicious Mexican food on sale and enter a raffle for an opportunity to win movie tickets. After the event, join us in the altar building outside the Institute's office, Carman 241. Bring copies of photographs of your departed ones and/or decorations to adorn our Altar. November 7th DBAF Anchoring Achievement/CUNY Mental Health, Adolescent Health and Sexuality (John Jay College) The purpose of this seminar is to provide the DBAF Neighborhood Networks and the general public with information regarding common mental health issues among immigrant communities, as well as approaches to trauma related to immigration and other issues. It is our hope this seminar provides tools and resources for serving diverse communities and promoting Mexican students’ educational attainment. Unveiling of Murals (Lehman College) Artist Jorge Tellaeche unveiled his two magnificent murals at Lehman College, a generous donation made by the artist to the Jaime Lucero Mexican Studies Institute and Lehman College. Jorge Tellaeche’s work, a few steps from the Olmec Head, will enliven the Music Building Plaza for years to come. We invite you to visit Lehman College and enjoy this arresting work of art by a talented young contemporary Mexican artist. November 11 Book Presentation: Los Otros Dreamers (John Jay College) Los Otros Dreamers is a community-‐published anthology of stories and photos about the experience of return

and deportation to Mexico after having grown up in the United States. Twenty-‐six youth shared their stories in their own words with Dr. Jill Anderson, who then edited their stories into a collective testimonio about return. Nin Solis visited each participant and took photographs of their homes and neighborhoods, as well as a portrait of each returning “Dreamer”. In word and image, the book tells a story of the challenges, obstacles, injustices, triumphs, and potential of this bilingual, bicultural generation on the move. The book is a combination of art, research and social justice written for a growing bilingual, bicultural audience. November 17 Lehman’s International Day (Lehman College) Join us and institutions from around the world in celebrating languages, cultures and international education opportunities on Lehman's "International Day," an immersive cultural fair featuring mini-‐language lessons, food samplings, and international program opportunities. November 19th Mexicans in New York 2020 (Graduate Center) Mixteca Organization joined the Jaime Lucero Mexican Studies Institute at CUNY and leaders from New York City government, business, and the Mexican community for a discussion on the future of Mexicans in New York City. November 21st Conferencia sobre la lluvia (Graduate Center) Conferencia sobre la lluvia is a monologue by prominent Mexican author Juan Villoro. Performed by Arturo Beristain and directed by Sandra Félix, the piece portrays a moment in the life of a librarian who is slated to present a conference on the relation between rain and love poetry. However, as he is about to give his lecture, he realizes he has misplaced his notes. Having to improvise on the spot, the librarian’s conference takes an unexpected turn towards the intimately personal and confessional. Co-‐sponsored event. December 5th DBAF: Anchoring Achievement Half-‐Day Symposium Serving Mexican Populations’ Educational Needs: Lessons from Coast to Coast (Graduate Center) The Half-‐Day symposium is designed to offer an opportunity for the Neighborhood Networks to share their work with organizations and research institutes in other parts of the United States that are also working to promote educational achievement among Mexican communities in a structured round table discussion. Dr. Roberto Gonzales of Harvard University, author of Two Years and Counting: Assessing the Growing Power of DACA, will give the keynote address. Margie McHugh of the Migration Policy Institute and Carlos Tortolero of the National Museum of Mexican Art will discuss nationwide efforts to serve Mexican communities and promote educational achievement. We will also feature a screening of the new documentary Small Truths: The Immigration Experience through the Eyes of Children. January 14, 2015 “Dialogo con alumnos del colegio de la globalizacion”, co-‐sponsored event with the Consulate. (Guttman Community College)

January 14-‐24 First Study Abroad Course: Winter in Mexico The Lehman Global Scholars spent 10 days in Puebla, Mexico furthering the production of a film project entitled “¡Salud! Myths and Reality of Mexican Immigrant Health“ with Professors David Schwittek and Alyshia Gálvez with support from Angelo Cabrera and Ali Toxtli and Becarias Vanessa Tlachi and Jatziri Gallegos. The course covered current documentary research methodologies, basic technical skills required for digital video production (camera operation, lighting, sound, etc.), narrative strategies, and creative thinking. Appendix 2: Governance Documents Governance Structure (Drawn from proposal for CUNY Institute of Mexican Studies, Approved by CUNY Board of Trustees at its meeting on 2/27/2012) The governance structure of the Institute will consist of an Executive Committee and a Director. The Interim Executive Committee will serve as the Executive Committee until the first annual meeting of the Institute. The Executive Committee shall consist of sixteen full members. The Director shall be an ex-‐officio member of the Executive Committee with a vote and shall also serve as Chairperson of the Executive Committee. Other members of the Executive Committee shall include seven CUNY faculty (at least 2 from Lehman College), two students, and one Lehman College administrator in addition to the following ex officio members: the Consul General of Mexico to New York, Senior Vice-‐Chancellor of University Relations, the Chair of the CUNY Working Task Force on Strengthening Educational Opportunities for Mexicans and Mexican Americans and two members to be drawn from the Advisory Board.
The Director of the Institute shall be a tenured member of CUNY faculty nominated by the Executive Committee and appointed by the President of Lehman College. An interim acting director will fulfill the duties of the director until such appointment. The Director will report to the President of Lehman College or his designee. The director will be appointed for a period of three years, and can be reappointed. The Director may be appointed from any CUNY Campus, but will operate the Center out of its Lehman College home base. The Director shall be the chief executive officer of the Institute as well as the official representative of the Institute and an ex-‐officio voting member of all committees. S/he shall be responsible for (1) the administrative work of the Institute including budget and programming, (2) the assignment of tasks to committees, (3) the arrangement of the Institute’s programs, (4) the general supervision of the Institute, and (5) the preparation of the Institute’s annual report, which will be presented to the President of Lehman College and reviewed by the Executive Committee before presentation at the Institute’s annual meeting. The Director shall prepare the annual budget of the Institute in consultation with the Executive Committee. The annual budget shall be presented at the annual meeting.
Executive Committee members shall be elected during the Institute’s annual meeting (comprised of the Executive Committee and the Advisory Board). They shall serve a two-‐year term. Executive Committee members may be re-‐elected. For the pilot year of the Institute only, one half of the executive committee will be elected for a two year term and one half for a one year term, thus enabling future staggering of the Executive Committee elections.
The Executive Committee shall meet at least once a semester. Additional meetings may be called by the Director of the Institute or at the written request of three Executive Committee members.
The Executive Committee shall decide all policy and program issues, including but not limited to programs, invited speakers, budgetary items, and the creation of committees to facilitate operational functions.
A quorum of the Executive Committee for the conduct of business shall consist of eight members of the Executive Committee. All actions including recommendations of committees shall be approved by a majority vote of those Executive Committee members present.
The Institute will also be guided by an Advisory Board. The Advisory Board will provide a forum for the discussion of the Institute’s activities and mission and ensure its continued relevance to the community and its interests. The Advisory Board shall meet at least once per academic year. The Advisory Board will be comprised of:

• members of the Executive Committee
• members of the CUNY Working Task Force on Strengthening Educational Opportunities for Mexicans and Mexican Americans
• affiliated faculty members, graduate students and undergraduate students
• community leaders and directors of community based organizations whose mission is relevant to the Institute’s work
• others upon nomination and approval by the Executive committee
• Affiliated faculty members, graduate students and undergraduate students: All CUNY graduate and undergraduate students and faculty whose work focuses on Mexican studies (broadly defined) will be considered affiliates of the Institute and welcome to participate in its annual meeting and advisory board. Affiliation will be activated by participation in the advisory board.
