    4.ThespiritoftheConstitutiondemandsthattheelection,inwhichproposalsforamendmentshallbesubmittedtothepeopleforratification,mustbeheldundersuchconditionswhich,allegedly,donotexistastogivethepeopleareasonableopportunitytohaveafairgraspofthenatureandimplicationsofsaidamendments.

    fullenjoymentofabalancedandhealthfulecology.Putalittledifferently,theminors`assertionoftheirrighttoasoundenvironmentconstitutes,atthesametime,theperformanceoftheirobligationtoensuretheprotectionofthatrightforthegenerationstocome.LozadavCOMELEC-Astaxpayers,petitionersmaynotfiletheinstantpetition,fornowherethereinisitallegedthattaxmoneyisbeingillegallyspent.Itisonlywhenanactcomplainedof,whichmayincludealegislativeenactmentorstatute,involvestheillegalexpenditureofpublicmoneythattheso-calledtaxpayersuitmaybeallowed.-Theunchallengedruleisthatthepersonwhoimpugnsthevalidityofastatutemusthaveapersonalandsubstantialinterestinthecasesuchthathehassustained,orwillsustain,directinjuryasaresultofitsenforcement.Concreteinjury,whetheractualorthreatened,isthatindispensableelementofadisputewhichservesinparttocastitinaformtraditionallycapableofjudicialresolution.Whentheasser
