Vietnam is forecast to have the greatest growth in installed energy generation capacity outside of Indonesia between 2013 and 2020. Timelines have been set and plans are in place to move the projects forward. By moving the 3rd Coaltrans Emerging Asia Coal Markets to Ho Chi Minh City, the conference will focus on the opportunities this will create for the international coal producers as the country becomes increasingly dependent on coal imports.

DAY TWOTHURSDAY 6 NOVEMBER 2014

08:55 Welcome and opening remarks Louisa Pratt, Conference Manager, Coaltrans Conferences Ltd

09:00 – 10:30WORKING WITH THE GEOGRAPHY

Chair’s opening remarks

With the geography of Vietnam restricting the country’s ability to support larger vessels, shipping the quantities of coal that Vietnam is forecast to require will be particularly challenging and increasingly uncompetitive. Various efforts are being made to develop a series of ports and transhipment facilities. This panel discussion will explore the solutions available in more detail.

Specific topics to be discussed:• Draft limitations and how they can be overcome• The Vietnam coast’s exposure to extreme weather conditions for

a large percentage of the year• Series of individual ports versus a combined mega dry bulk

commodity port• A fixed transhipment facility versus a floating

transhipment facility• Barges versus shipments – Which type of transport has the

competitive edge?• Connecting the receiver port/facility to the internal network• Appropriate financial framework to enable development of

infrastructure projects

South East Asia is one of the few regions in which there is active investment into coal fired power. As energy demand throughout this region continues to grow and coal features as a prime component for ensuring a secure, reliable supply of electricity, what can the various countries throughout the region learn from one another?

Topics to be discussed include: • Relationship between domestic coal production in Malaysia,

Myanmar, Philippines and Thailand and the respective countries demand for power

• Use of tri-lateral purchasing arrangements – Can Malaysia’s set up be rolled out throughout the region?

• Prospects for the exchange of power – What plans are there to develop transmission/power lines across the region?

DUYEN HAI 3 (POWER GENERATION CORPORATION 1/ THERMAL POWER PROJECT MANAGEMENT BOARD 3)

POWER GENERATION CORPORATION 1 (EVNGENCO1) belongs to VIETNAM ELECTRICITY, a company established and operating pursuant to the Enterprise Law of the Socialist Republic of Vietnam which has its registered office at Quang Trung Ward, Uong Bi City, Quang Ninh Province, Viet Nam; represented by Thermal Power Project Management Board 3. DH3 EPC Contractor is CHINA CHENGDA ENGINEERING CO., LTD. They are the leader of the Consortium consisting of CHENGDA-DEC-SWEPDI-ZEPC. On the basis of the EPC contract, the Project has a nominal power output of 2x622MW = 1244 MW.

DH3 is located in Mu U Hamlet, Dan Thanh Commune in Duyen Hai District, Tra Vinh Province, Vietnam. The project will be put into commercial operation in October 2016 for the first unit and in February 2017 for the second unit. According to the decision of the Vietnam Ministry of Industry and Trade, the coal source of DH3 should be imported coal instead of domestic coal.

The blend has been established as 30/70 (30% bituminous with 70% Sub-bituminous). This proportion will be adjusted

after the first phase of the contract, with the coal expected to be imported from Indonesia and Australia. Sub-bituminous coal from Indonesia and bituminous coal from Australia satisfy the coal quality suitable for its power production, with the offer of competitive coal prices and shorter transportation distances from the mines to Vietnam comparative to other coal suppliers.

EVNGENCO1 has stipulated that all coal required to meet committed capacity for power generation from Duyen Hai 3 Thermal Power Plant must be contracted under long-term coal supply agreements (The Duyen Hai 3 thermal power plant’s life is designed to be 30 years) with each having a term of not less than 10 years.

During the first year of operation, there will be a progressive ‘ramp-up’ in coal volume consumed as each unit of the power station is brought into service. The total amount of imported coal required annually for Duyen Hai 3 Thermal Power Plant is expected to be between 3.7 and 3.9 million metric tonnes. Annual Consumption Coal Volume of DH3 is shown in the below table.
