Nursultan Nazarbayev has sent congratulations on behalf of the people of Kazakhstan and on his own behalf, emphasize that this year marks the 25th anniversary of diplomatic relations between our countries.

“I am confident that under your thoughtful leadership, the United States of America will remain the driving force and a reliable pillar of global security, stability, peace and prosperity,” the telegram says.

The Head of State expressed confidence that Kazakhstan’s non-permanent membership in the UN Security Council in 2017-2018 should pave the way for an important phase of our partnership.

“While we intend to make a significant contribution to the work of the Council, we are ready to jointly work with the United States on relevant issues on the agenda”, the telegram states.

In conclusion, the President of Kazakhstan wished Donald Trump every success and invited him to pay a historic visit to Kazakhstan.

It is my pleasure and honor to welcome you to the 4th Annual Kazakhstan – United States Convention. This year’s theme is Kazakhstan - U.S. Strategic Partnership; Celebrating the Quarter Century Milestone.

This year marks the 25th anniversary of Kazakhstan’s independence. The United States was the first country to recognize the Republic of Kazakhstan. The past quarter century of determined hard work between our two countries has yielded measurable results and forged a true friendship. Together, by decommissioning more than 1400 inherited nuclear warheads, Kazakhstan and the United States have made the world a safer.

The eight years of dialogue with the Obama Administration have been particularly productive. The U.S. assisted Kazakhstan’s accession to the WTO and constantly supported our initiatives, including the efforts to host the IAEA LEU Bank and to further strengthen regional security. We can proudly say that our relations have withstood the test of time and are based on mutual trust and respect.

We look forward to continuing this work with President Trump’s administration. I am confident that Kazakhstan and the United States will continue deepening and expanding cooperation across the full range of bilateral, regional, and global issues.

Furthermore, Kazakhstan will host in the Astana Expo 2017 next summer. The Astana Expo’s “Future Energy” theme will showcase sustainable solutions and innovative technologies to meet the worlds energy challenges. Only seven months are left before the event, and we are thrilled to welcome you to our beautiful capital city Astana in June 2017.

Delegations headed by Deputy Foreign Minister of Kazakhstan Yerzhan Ashikbayev and Assistant Secretary of State for South and Central Asian Affairs Nisha Biswal reviewed strong Kazakhstan-U.S. cooperation and challenges on international and regional affairs, security, economics, environment, human rights, and other issues of mutual interest.

Deputy Foreign Minister Yerzhan Ashikbayev also held separate meetings with Assistant Secretary for International Organization Affairs Bathsheba Crocker, Assistant Secretary of State for Democracy, Human Rights and Labor Tom Malinowski, Ambassador-at-Large for International Religious Freedom David Saperstein, Special Representative to Muslim Communities Shaarik Zafar, and Special Envoy to the Organization of Islamic Cooperation Arsalan Suleman and discussed ways to advance our agenda and opportunities for cooperation across the full range of bilateral, regional, and global issues.

The two sides agreed to hold a full inter agency Strategic Partnership Dialogue in 2017 and continue high-level engagement in other fora.

Joint Statement of the Fifth Kazakhstan-U.S. Strategic Partnership Dialogue

Foreign Minister of the Republic of Kazakhstan Erlan Idrissov and U.S. Secretary of State John Kerry met on September 20, in New York City, on the margins of the 71st United Nations General Assembly, initiating the Fifth meeting of the U.S.-Kazakhstan Strategic Partnership Dialogue.

On the eve of the celebrations this year of the 25th anniversaries of the independence of Kazakhstan and the establishment of diplomatic ties between the two countries, Kazakhstan and the United States assessed that the strategic partnership between the two countries has never been stronger. The two sides pledged to build on this momentum by pursuing new areas of engagement under various bilateral and multilateral platforms.

As the first ever Central Asian state to be elected to the UN Security Council, Kazakhstan looks forward to working closely with the United States to advance shared priorities.

The United States welcomed Kazakhstan’s leadership in supporting security and development in Afghanistan and in advancing regional economic integration in Central Asia, including through engagement in the C5+1 format. Kazakhstan and the United States reaffirmed their shared commitment to preventing the spread of weapons of mass destruction. Both sides pledged to deepen their cooperation in countering the threats of terrorism and violent extremism.

Kazakhstan and the United States committed to combating climate change, and the United States welcomed Kazakhstan’s determination to ratify the 21st Conference of the Parties by the end of this year. The two countries stressed the importance of energy security, and the United States welcomed Astana Expo 2017, with its focus on green energy.

Yerzhan Ashikbayev | Deputy Foreign Minister of the Republic of Kazakhstan

Yerzhan Ashikbayev was appointed in 2013. Previously, he served as Deputy Head of the Prime Minister’s office, Head of Foreign Policy Center at the office of the President, and Head of the Foreign Minister’s Chancellery.

Azamat Abdymomunov | Deputy Secretary of Security Council

Azamat Abdymomunov holds the position of Deputy Secretary of the Security Council since 2013. Mr. Abdymomunov previously served as Kazakhstan G20 Sherpa (2013, 2016), Head of the Center for Strategic Research and Analysis of the Presidential Administration (2002-2005, 2012-2013), Vice-minister of Education and Science (2005-2007). Abdymomunov is a graduate of Harvard Kennedy School (1999) and MIT Engineering Systems Division (2011).

Robert B. Aderholt | U.S. Congressman (R-AL)

In January 2015, Congressman Robert B. Aderholt was sworn in to serve his tenth term representing Alabama’s Fourth Congressional District. Aderholt is a member of the powerful House Committee on Appropriations, which has jurisdiction over funding the operation of the federal government. As Chairman of the Subcommittee on Agriculture, he supports greater transparency, accountability and oversight to the appropriations process. Aderholt is also a member of the Commerce, Justice & Science Subcommittee and the Defense Subcommittee.

Bruce H. Andrews | U.S. Deputy Secretary of Commerce

Bruce Andrews was confirmed as the Deputy Secretary of Commerce on July 24, 2014. Andrews was named Acting Deputy Secretary of Commerce by President Obama and Secretary Penny Pritzker on June 9, 2014. Prior to this, Andrews served as Chief of Staff to the Secretary at the U.S. Department of Commerce, a post which he began in October 2011.

Nurseit Baizhanov, Director | Department of Legal Services and International Cooperation, Ministry of Education and Science, Kazakhstan

Nurseyt Baizhanov was appointed as the Director of the Department of Legal Service and International Cooperation of the Ministry of Education and Science of the Republic of Kazakhstan in May 2016. He graduated from the law school of Akhmed Yassawi International Kazakh-Turkish University and has an extensive background and knowledge in legal practice. Nurseit Baizhanov is also a recipient of the Bolashak scholarship program, under which he earned his Master’s degree in economics and PhD in law in Tucson, Arizona.

Askhat Beisenbayev | Deputy Chairman, KazNEX Invest

Askhat Beisenbayev has 17 years of finance/banking experience including engagements in different industries from investment management to airlines and in locations in Kazakhstan, USA and Germany. He previously served as the CFO at Air Astana, the flag carrier of Kazakhstan, and the Acting CEO of BTA Bank, the country’s largest lender at the time of its restructuring.

Alcee L. Hastings | U.S. Congressman (D-FL)

Alcee L. Hastings represents his native state of Florida by serving as Congressman for District 20, which includes parts of Broward, Palm Beach, and Hendry Counties. Congressman Hastings was first elected in 1992 and is currently serving his 12th term in the Congress. Congressman Hastings is a Ranking Member of the U.S. Helsinki Commission.

Sarah Frese | USKZBA Executive Director

Sarah Frese is the Executive Director of the U.S.-Kazakhstan Business Association that seeks to promote the interests of the U.S. private sector in Kazakhstan and foster a positive business climate between the two countries. Ms. Frese is also a contributor to Oxford Analytica. She previously worked as the Coordinator of the Black Sea Energy and Economic Forum (now the Atlantic Council Energy and Economic Summit) at Atlantic Council.

Nisha Biswal | U.S. State Department

Nisha Desai Biswal was sworn in as Assistant Secretary of State for South and Central Asian Affairs on October 21, 2013. She oversees U.S. foreign policy and relations with countries of South and Central Asia.

Don Bonker | former Congressman (D-WA)

Don Bonker served as a member of the United States House of Representatives from 1975 to 1989, representing Washington’s third Congressional district. Hon. Bonker was a senior member of the House Foreign Affairs Committee and chairman of the Subcommittee on International Economic Policy and Trade. He also served on the President’s Export Council.

Elizabeth Jones served as the U.S. Ambassador to Kazakhstan from 1995 to 1998. She was also the U.S. Assistant Secretary of State for Europe and Eurasia from 2001 to 2005.

George Krol | U.S. Ambassador to Kazakhstan

Ambassador George A. Krol was sworn in as United States Ambassador to Kazakhstan on January 8, 2015. Previously, he served as U.S. Ambassador to Uzbekistan for four years. Ambassador Krol is a career member of the Senior Foreign Service, holding the senior rank of Minister-Counselor and served as the Deputy Assistant Secretary for the Bureau of South and Central Asian Affairs.

Andrey Kurilin | Citigroup, Country Manager for Kazakhstan

Andrey has been with Citigroup for over twenty years in various assignments in Moscow and New York. He was appointed to his current position in 2014 after serving as Chief Operating Officer for Russia.

Shigeo Katsu | President, Nazarbayev University

Shigeo Katsu is President of Nazarbayev University, a position he has held since December 2010. Mr. Katsu previously worked as Regional Vice President at the World Bank. He also served as Advisory Panel member of the ASEAN Plus 3 Macroeconomic Research Office and as advisor to governments, international organizations, and NGOs

Margery Kraus | APCO Worldwide Founder

Ms. Kraus is the founder and Executive Chairman of APCO Worldwide, a multinational consulting firm with offices in the Americas, Europe, the Middle East, Africa and Asia. Ms. Kraus also chairs the USA Pavilion at EXPO 2017 that will be set up in Astana, Kazakhstan.

Richard Hoagland | former U.S. Ambassador to Kazakhstan (2008-2011)

Richard Hoagland was the U.S. Ambassador to Kazakhstan from 2008 to 2011. He had previously served as the Ambassador to Tajikistan and as the Chargé d’affaires to Turkmenistan. He was the United States Deputy Ambassador to Pakistan from 2011 to 2013. Mr. Hoagland was the Principal Deputy Assistant Secretary of State for South and Central Asian Affairs from October 2013 to August 2015.

Daniel Runde, William A. Schreyer Chair and Director, Project on Prosperity and Development, CSIS

Daniel F. Runde served in the Bush (43) Administration at USAID. He also worked at the World Bank Group (IFC). He currently holds the William A. Schreyer Chair at CSIS. In a personal capacity, he was a foreign policy adviser to Governor Romney’s 2012 campaign.

Anthony Nobles, Chairman of Board of Directors and CEO, Heartstitch

Professor Anthony Nobles is an inventor and biomedical engineer. He serves as the Chairman and Chief Executive Officer and Chief Clinical Specialist of HeartStitch, Inc. and Nobles Medical Technologies II, Inc. Professor Nobles developed 156 medical devices, covered by more than 70 patents worldwide. His inventions include a patented heart suture technology that has become revolutionary in cardiology.

Rakhim Oshakbayev, former Vice Minister of Investment and Development of Kazakhstan

Rakhim Oshakbayev is a Head of the Center of applied research “Talap”, a think tank focused on macroeconomic research and economic policy. From 2015 to March 2016, he served as a Vice-Minister for Investments and Development of the Republic of Kazakhstan, where he was responsible for the development and implementation of investment policy and international cooperation in this area. He also served as a First Deputy Chairman of the Board of the National Chamber of Entrepreneurs of Kazakhstan “Atameken” from 2011 to 2015.

Todd Levy | President, Europe, Eurasia and Middle East Exploration & Production Company, Chevron Corporation

Todd Levy is the President of Europe, Eurasia and Middle East Exploration & Production Company at Chevron Corporation. Mr. Levy was appointed to his current position in January 2014 after leading key projects of Chevron Corporation in Kazakhstan, Angola, Australia and the United States. He has also been the General Director of Tengizchevroil, LLP since April 1, 2006.

Daniel Witt, President, the International Tax and Investment Center (ITIC)

Daniel A. Witt has been working to promote free markets and helping to lower the barriers to tax, trade, and investment in transition economies for nearly 30 years. The Republic of Kazakhstan has recognized Mr. Witt for his contribution to economic development. In 1999, he was elected an Honorary Professor of Economics at the Kazakh State Academy of Management. In 2011, Kazakhstan President Nursultan Nazarbayev presented Mr. Witt with the Order of Dostyk (Friendship), the highest honor bestowed to a foreigner.

Joshua W. Walker, Transatlantic Fellow, The German Marshall Fund of the United States

Dr. Joshua W. Walker is the vice president of Global Programs at APCO Worldwide and CEO of the USA Pavilion at EXPO 2017 that will take place in Astana, Kazakhstan. Dr. Walker is also a transatlantic fellow at the German Marshall Fund of the United States. He previously worked at the U.S. Department of State in Secretary Kerry’s Office of the Chief Economist in 2013 and served in Secretary Clinton’s Global Partnership Initiative as the senior advisor on the Middle East and North Africa in 2012.

Kairat Umarov, Ambassador of Kazakhstan to the United States

H.E. Kairat Umarov was appointed the Ambassador of the Republic of Kazakhstan to the United States in January 2013. He previously served as the Deputy Foreign Minister of Kazakhstan. H.E. Umarov was also the Ambassador of Kazakhstan to India & Sri Lanka in 2004-2009.

Michèle Small, Director, EBRD’s Representative Office for North America

Michèle Small is the Director of the EBRD’s Representative Office for North America. She was previously the Acting Director and Senior Banker of the Property and Tourism team at the European Bank for Reconstruction and Development (EBRD).

ASTANA EXPO 2017

50 % of energy consumption from Green Sources by 2050

President Nazarbayev’s Kazakhstan 2050 Strategy sets the goal for 50 percent of Kazakhstan’s energy consumption to come from renewable and alternative energy sources by the year 2050.

Green Bridge Initiative

Kazakhstan’s Green Bridge Initiative was adopted by the United Nations Rio+20 Sustainable Development Conference in 2011. Green Bridge addresses sustainable resources development in the areas of green growth, low-carbon development, climate change.

Reduction of Greenhouse Gases

Kazakhstan is committed to decreasing GHG emissions 15 percent by 2050 returning to 1992 levels.

Water Conservation

President Nazarbayev’s 2050 Strategy also focuses on water resource management as a key component of the green revolution.

During the summer of 2017 more than five million visitors are expected to descend upon Astana for the “Future Energy” themed world’s fair. Tourists, businesspersons and investors attending Astana Expo 2017 will witness the energy innovations and equipment solutions that will power and sustain our communities.

Country-specific pavilions will showcase the innovations that private- and public- sector research & development initiatives have created.

These energy innovations from around the world will provide visitors a front row view to technologies of the future. The vision of Future Energy is to highlight solutions and paths that ensure sustainable energy management.

These paths are aimed at:

Combating climate change and reducing CO2 emissions

Promoting energy alternatives and driving energy efficiency

Ensuring energy security; managing its production, storage and use

And importantly guaranteeing universal access to sustainable energy

Kazakhstan is already a Future Energy leader with following initiatives and commitments:

As a legacy of the EXPO-2017, Kazakhstan together with international organizations and partners will establish the International Center for Green Technology and Investment under the auspices of the UN. The Center’s main objective is to assist in practical implementation of the transition to a green economy by providing a framework for necessary support for renewable energy, green technologies and sustainable development, as well as strengthening international cooperation in the Green Bridge Partnership Program. In particular, the Center will ensure international cooperation on transfer of green technologies.

The overall mission of the Center is to contribute to global sustainable development through promoting green growth and principles of the Green Bridge. The Center will serve as a strategic Hub for long-term capacity development, innovation, and linkages with best practices and sources of global experience and solutions as Kazakhstan and the whole region make the transition to a green economy.

Renewable & Alternative Energy

There are already more than 25 large renewable energy projects in Kazakhstan generating solar, wind and hydro-electric power, with more projects scheduled to break ground over the next year.

Green Economy

Kazakhstan is committed to a transition to a green economy. Kazakhstan projects to create more than 500,000 jobs and derive 1% of annual GDP from the green economy.
