RE: 11th Street South – 14th Avenue South Intersection

BACKGROUND The intermittent traffic and pedestrian issues adjacent to Alexander Park Elementary School, the Mountain Child Early Learning Centre and the bottom of Selkirk Hill have been revealed and discussed previously by Council and has been a topic of some debate within the community as well. Staff have entertained anecdotal complaints about illegal traffic maneuvers, student and child safety concerns, speeding, and general congestion in the area which prompted a Staff Report to Council on March 6th, 2018 (attached) outlining potential options for action on this matter. Subsequently, at its March 6th, 2018 regular meeting Council passed the following resolution (with Councillor Hambruch voting in opposition): THAT based on the March 6, 2018 report from the Manager of Operations, Proposed Partial Re-opening of 11th Street South – 14th Avenue South Intersection, Council DETERMINE a preferred option for partial intersection re-opening; AND THAT Council AUTHORIZE staff, under the 2018 provisional budget, to fund necessary works from the annual Capital Paving budget and appropriate operational budgets; AND FURTHER THAT Council DIRECT a level of community and neighbourhood specific communications to be undertaken by staff prior to project implementation.

As can be seen, the resolution was only a repetition of direction sought by staff; no concrete direction was interpreted by staff on this matter; however, there was tacit collective agreement in preferring the “right turn exit” option amongst those presented, and to seek input by authoritative agencies having an interest in this initiative before further consideration. During the summer, staff placed a prohibition on 14th Avenue South, (particularly the hill) to larger vehicles and posted signs prohibiting U-turns by eastbound traffic heading up the hill in an effort to curb this activity at the bottom. The scope of influence to traffic movement as a result is unknown at this time. Also during the summer, staff solicited positions from the local RCMP detachment, School District 6, and the Mountain Child Centre with respect to the option of re-opening 11th Street to a right hand turn from 14th Avenue South as a means to alleviate the current problems. The solicitation letter and responses are attached. No further formal Council discussion has ensued in the meantime, and the matter was purposefully abeyed during the lead up to the municipal election. DISCUSSION As a housekeeping matter, staff bring this issue back to Committee for any further recommended direction as deemed necessary, should there be a want to include this matter in the upcoming budget deliberations.

SUMMARY OF ISSUE Staff are seeking further direction from Committee/Council regarding potential road infrastructure changes in this area to alleviate safety concerns.

The original financial implications are iterated in the original Staff Report attached. There is currently no place marker or prior commitment for a budget expenditure in 2019 for this project.

Staff anticipate a minimum of 16-24 hours to administer any infrastructure changes, not including communications strategies prior to or during any implementation.

OPTIONS Recommend to Council direction as deemed appropriate by Committee addressing:

1. Depth and breadth of any future communications and consultation;

2. Preferred option for any infrastructure changes; and, 3. Timelines for the above

CAO COMMENTS I support the recommendation. BACKGROUND Several years ago this intersection was closed for unknown reasons. With the recent completion of the day care facility attached to Alexander Park Elementary School; and, based on traffic pattern observations related to drop-off and pick-up at the day care and school, staff believes it would be beneficial to partially re-open the closed intersection. Ancillary to this discussion, in 2017 it was determined by administration that a traffic calming speed bump would also be installed on 14th Avenue South. Construction of the speed bump could therefore occur with partial intersection re-opening work. DISCUSSION In the fall of 2017 a topographic survey was completed at the closed intersection to inform development of options for consideration in partial re-opening of the street and intersecting avenue. Presented herein are two conceptual options for partial re-opening that have been prepared with associated cost estimates to undertake the work. With Council’s endorsement work could take place this construction season and be completed for the fall resumption of school. Construction Options: Option 1: As detailed in the appended concept plan, works would include partial re-opening of the intersection to allow for right out turning movements from 14th Avenue South onto 11th Street South and potential inclusion of left in turning movements from Selkirk Hill Road (14th Avenue South) onto 11th Street South. This option would effectively allow parents to drop-off/pick-up students on 14th Avenue South and exit onto 11th Street South. Option 1 estimated cost: $35,500 including a 15% contingency allowance.

Option 2: As detailed in the appended concept plan, works would include partial re-opening of the intersection to allow for right out turning movements from 14th Avenue South onto 11th Street South and from 11th Street South onto 14th Avenue South. This option would effectively allow parents to drop-off/pick-up students on 14th Avenue South and exit onto 11th Street South and allow vehicles to exit east-bound from 11th Street South onto 14th Avenue South (up Selkirk Hill Road). Option 2 estimated cost: $46,500 including a 15% contingency allowance. Option 2 could be of greater impact to 11th Street South residents as it will likely result in additional two-way traffic movements over the Option 1 right-in only turning movement. Both options would require the construction of concrete curbing, paving, the addition of traffic and pedestrian control signage, and roadway traffic line markings. Communications Outreach Options: Option 1:

• Prepare and post a public notice informing the community of Council’s preferred option for partial re-opening of this intersection with an invitation to return feedback.

• Prepare and deliver residential notices outlining the preferred option to the 1300 block of 11th Street South following release of the public notice, with an invitation to return feedback.

• Provide Notice of Construction to the street prior to construction commencing. Option 2:

• Prepare and post a community survey inviting feedback on Council’s preferred option for partial re-opening of this intersection and return results of the survey to Council for confirmation or change of the preferred construction option.

• Prepare and deliver residential notices outlining the preferred option to the 1300 block of 11th Street South following release of the public notice, making residents aware of the online survey.

• Provide Notice of Construction to the street prior to construction commencing. Option 3:

• Invite residents of the 1300 block of 11th Street South to a meeting to discuss and determine an acceptable option for partial re-opening of the intersection and schedule construction.

IMPLICATIONS Strategic (Guiding Documents Relevancy -Strategic Plan, OCP) From a traffic management

perspective and with the construction of the day care resulting in additional drop-offs/pick-ups, it makes sense to provide for additional safe vehicle movements in this area.

Financial (Corporate Budget Impact) This work can be funded from the 2018 capital paving budget, as well as the operational traffic control and signage, and streets budgets as appropriate based on component work items.

Administrative (Policy/Procedure Relevancy, Workload Impact and Consequences) If approved, this project will become part of the 2018 Corporate Work Plan and is anticipated to require approximately 16-24 hours of combined staff time to administer the project to completion depending on determined communications outreach.

OPTIONS Option 1: Council to determine preferred construction and communications options and

Betty Watson, Detachment Commander Royal Canadian Mounted Police Golden/Field Detachment 1419 11th Avenue North Golden, BC V0A 1H0 SENT VIA EMAIL TO: [email protected] Dear Betty: As you are well aware, the issue of traffic management and safety in the vicinity of Alexander Park Elementary School in Golden has been an ongoing observation of multiplicity in legal and illegal traffic movements, periodic and recurring congestion, pedestrian (child) safety, changes to both vehicular and pedestrian patterns, and infrastructure development affecting both. At this juncture I would position that a traffic and pedestrian change aimed at entirely re-structuring current patterns is an impractical short term endeavour. Having said this, under the auspices of one of its strategic priorities, being community connectivity, Council has continued to muse about this situation which has informally been communicated by you as less than ideal as well. While there may be a number of practical solutions over time that will help alleviate the ongoing issues of the area, one that has been pondered previously is the re-opening of the 14th Avenue South and 11th Street South intersection. In the attached conceptual drawing, we have contemplated a renewed intersection permitting a right hand turn down 11th only. Our position at this time is that allowing any other traffic movement at this juncture would be unsafe and unnecessary; it would serve in this way as an ‘outlet’ for those parents dropping off their children thereby alleviating congestion and unwanted traffic movements (u-turns), and creating a safer environment. The proposition also includes a crosswalk at the intersection, a widened and curbed boulevard to its north, and a speed bump, which we feel would adequately address speeding traffic coming down Selkirk Hill. Moreover, we have proposed a second speed bump immediately south of the entrance to the new school parking lot (so busses can avoid it) and a crosswalk south of it to also slow traffic in both directions.

We feel this partial solution may meaningfully alleviate some issues in this area with respect to traffic flow and pedestrian safety. It also re-opens an intersection for which we have no file evidence rationalizing its original closure. It is the purpose of this letter to garner your thoughts and comments on this matter and tell me if you support this initiative or if there are better, more appropriate, and added initiatives that could be undertaken, or if you feel this will not sufficiently address the issues present at all. Notwithstanding, we recognize there are even more tools in the context of road design that could further traffic calming and will be considering them in the future. As you may know, Council set direction for staff to formalize this design and undertake a measure of consultation. Following this directive, several parents living on or in the vicinity of 11th Street have voiced informal opposition to it, generally citing disapproval of increased traffic down this street. It is our intent to conduct a limited public consultation process on this matter, but more importantly is the establishment of a level of solidarity and position between and amongst the Town of Golden, School District 6, the RCMP detachment, and the Early Learning and Care Centre prior to doing so. If this design is supported by you, it will inform our approach to the public on the matter. If it is deemed not a practical approach, it should be for sound technical and safety reasons whether iterated by you or the general public – but not for those self-motivated, spurious, or invalid in nature. I would like to thank you in advance for your attention to this matter and look forward to not only your thoughts and comments but any meeting you may wish to have with my staff and I to speak to it. Re: Traffic management near Alexander Park Elementary School.

Thank you for your letter dated June 14th. The traffic pattern at Alexander Park

Elementary has been an on-going concern. As you know during the

renovation/construction of the Early Learning Centre we relocated staff parking to

the north end of the school to improve safety on 14th Ave.

Our Senior Staff, Principal and Operations Supervisor have reviewed your

proposal to re-open 11th street as a one-way road. In our opinion, the proposed

change to the traffic pattern along with new speed bumps would ultimately

enhance safety of our students attending Alexander Park Elementary.

Parents would be able to drop off students safely on 14th Ave. then proceed to exit

the school area by turning right on 11th Street thus decreasing congestion in front

of the school and eliminating the temptation to make a u-turn at the bottom of

Selkirk hill. The speed bumps would have a positive result, they have been

deployed in front of other schools in our District with positive outcomes.

We are in support of the proposed change as described in your letter and as

indicated on the sketch provided by Urban Systems.
