Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The agreement between Tehreek-e-Labbaik Pakistan (TLP) and the government was facilitated by Government of Punjab at Lahore. At Federal level, Ministry of Religious Affairs was coordinating with Government of Punjab. (b) During the Dharna from 1st to 3rd November, 2018, six (06) criminal a cases were registered by the ICT Police against the protestors, who Were involved in the agitation and roads blockades. In all, 44 accused were arrested and sent to judicial custody. Challans against them were sent by ICT Administration to the concerned courts where they are facing trial.

38. *Rana Sana Ullah Khan: (Deferred during 6th Session)

Will the Minister for Interior be pleased to state:

(a) the terms and conditions of the agreements between theGovernment and the protesters made on 31-10-2018 and2-11-2018;

(b) the total number of cases registered against the protestors;

(c) the details of damage caused by protestors; and

(d) whether any compensation has been paid to injured and deadand those who sufferred property loss alongwith the details; ifnot, the reasons therefor?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The agreementbetween Tehreek-e-Labbaik Pakistan (TLP) and the government was facilitatedby Government of Punjab at Lahore. At Federal level, Ministry of Religious Affairswas coordinating with Government of Punjab.

(b) During the Dharna from 1st to 3rd November, 2018, six (06) criminala cases were registered by the ICT Police against the protestors, who Were involvedin the agitation and roads blockades. In all, 44 accused were arrested and sent tojudicial custody. Challans against them were sent by ICT Administration to theconcerned courts where they are facing trial.

(c) No damages caused by the protestors to the public and privateproperty, within Islamabad Capital Territory.

(d) Neither any body was seriously injured nor died, No damagewas caused to the public / Private property by the protestors within Islamabad/ICT. Therefore, the question of compensation did not arise.

31. *Mr. James Iqbal: (Deferred during 17th Session)

Will the Minister for Interior be pleased to state the total numberof new residential sectors launched by CDA in Islamabad sincethe start of present Government till date?

Minister for Interior (Mr. Ijaz Ahmad Shah): No new residentialSector have been launched by CDA during the tenure of present governmenttill date.

36. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 17th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Pakistan is observing a growingnumber of organ trafficking for the last many years;

(b) if so, the number of criminals arrested so far dealing in thisinhumane organ trafficking indicating also the punishmentgiven to them during the last six years?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Data receivedfrom field zones of FIA does not support this observation that the illegal organtrafficking cases are growing in the country.

(b) A list showing the number of organ trafficking cases registeredby FIA during the last six years is as below:

Total: 07 37 - -——————————————————————————————07 cases were registered during the last 3 years whereas 37 accused personswere arrested in those cases, as per table above. Since the cases are under trial,no punishment has been awarded so far.

37. *Ms. Shaista Pervaiz: (Deferred during 17th Session)

Will the Minister for Interior be pleased to state what security measureshave been placed to safeguard National security as the Governmenthas allowed passport free arrival of Indian Citizens in Kartarpur?

Minister for Interior (Mr. Ijaz Ahmad Shah): (1) It is intimatedthat no passport free entry is currently being allowed to Indian pilgrims inKartarpur Sahib Corridor as per the MoU signed between Govt of Pakistanand India. Proposal of giving concession of entry without passport, in order toattract more visitors, is under consideration, for which detailed input may besought from Ministry of Foreign Affairs. As per existing procedure, pilgrimscan visit the Corridor from dawn to dusk after producing Indian passport orOversees Citizen of Indian Origin Card alongwith passport of resident country.Same are punched by the Immigration staff at Border Terminal against thedata provided by Indian authorities 10 days in advance.

(2) Movement of Indian visitors is monitored / regulated from Bordertill Gurdwara complex and back through combination of physical and electronicsecurity system by Pakistan Rangers (Punjab) alongwith other LEAs. Indianvisitors are strictly kept inside the confines of Gurdwara complex by ensuringtheir movement through biometric systems/ turnstile gates and to avoid theirexit toward Pakistan side. Moreover, all the activities in and around the Corridorare monitored through surveillance cameras from the Control Room.

42. *Ch. Muhammad Hamid Hameed: (Deferred during 17th Session)

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) whether PCB has contributed anything in terms of finances toprovincial Government or law enforcement agencies to holdinternational and domestic cricket matches in the country;

(b) if so, the details thereof for the last three years;

(c) if not, the reasons thereof?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) PCB is a unique entity in that although established by the FederalGovernment, it is not controlled by it; neither seeks nor takes any grants,funds or monies from either the Government or Public Exchequer; and rathergenerates its own revenues to reinvest in the development of cricket in thecountry. As such, the profits and revenues generated by PCB do not fall underthe purview of ‘public resources’ or ‘public funds’. It is the responsibility ofthe State to protect its citizens and visitors in the national interest. It was onlywith the support of the government and the security agencies that Internationalcricket has started to return to Pakistan. It is essential to continue to providea safe environment for foreign teams, players, specialist technical staff andfans to come to Pakistan. As the confidence of the players in visiting Pakistangrows, the level of security arrangement required to be made will reduce and theexpenditure incurred in relation to the same will decrease accordingly as well.

(b)&(c) Over the last five years, the amounts expended by PCB to lawenforcement agencies are summarised as under, on account of meal charges,provision of fully catered hospitality boxes and free match tickets while providingsecurity during international and domestic cricket matches in Pakistan. The Civil

Government, Faisalabad is also given 50% share of revenue generated from thesale of tickets during domestic tournament i.e. Pakistan Cup 2015-16:

49. *Mr. Abdul Qadir Patel: (Deferred during 17th Session)

Will the Minister for Inter-Provincial Coordination be pleased to referto the Starred Question No.53 replied on 8-11-2019 and to state:

(a) when the Ministry requested to Federal Audit to conduct forensicaudit of Sports Federations;

(b) whether the Federal Audit responded to the request of Ministry;if so, the details thereof;

(c) the dates upon which, the draft audit reports in respect ofPakistan Hockey Federation, Pakistan Tennis Federation andVolleyball Federation of Pakistan have been received alongwithfindings of such audit; and

(d) what steps are being taken to finalize the reports of such auditat an earliest?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) Ministry requested to Auditor General of Pakistan on November 27, 2018and Federal Audit on November 30, 2018 to conduct Forensic Audit ofFederations.

(b) The Federal Audit deputed team to conduct Forensic Audit ofPakistan Tennis Federation (PTF) and informed that team will start the fieldwork w.e.f April 01, 2019.

(c) Draft Special Audit Reports alongwith findings in respect ofPakistan Hockey Federation (PHF), Pakistan Tennis Federation (PTF) andPakistan Volleyball Federation (PVBF)was received in Ministry of IPC onSeptember 23, 2019.

(d) Draft Special Audit Report has been shared with Pakistan SportsBoard (PSB), Pakistan Hockey Federation (PHF), Pakistan Tennis Federation(PTF) and Pakistan Volleyball Federation (PVBF) with the request to furnishannotated replies to these Audit Observations within two weeks on October09, 2019 followed by reminders dated December 03, 2019 and December17, 2019, however, response from Federations is still awaited.

2. *Mr. Muhammad Alamgir Khan: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state whether there isany proposal under consideration of the Government to givenationality to Bengalis residing in Pakistan; if so, the detailsthereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): The Nationality ofPakistan is governed under the Pakistan Citizenship Act, 1951 and theNaturalization Act, 1926. So far no special package or policy has been devisedfor providing the right of citizenship by birth to Bengali refugees residing inPakistan.

6. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that illegal labour agents or sub-agentsof licensed Pakistani Overseas employment promoters entrapPakistanis into sex trafficking and bonded labour; if so;

(b) the steps taken by the Ministry to stop the said practice?

Will the Minister for Interior be pleased to state:

(a) whether there is any proposal under consideration to install theStreet lights in sector I-16/2, Islamabad;

(b) if so, the time by which the said work will be started?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes.

Estimate for the installation of LED street lights in Sector I-16/2 has beenprepared and case is in process for approval. Street lights in sector I-16/2 will beinstalled after necessary approval and allocation of funds.

(b) The said work will be started within 06 months positively aftercompletion of all codal formalities and funds allocation.

11. *Mr. Muhammad Aslam Khan: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state whether it is a factthat the business of washing vehicles, after breaking water supplylines near nullahs in Islamabad is on peak; if so, the steps being takenby CDA to overcome water theft and wastage?

Minister for Interior (Mr. Ijaz Ahmad Shah): It has been observedthat some persons are washing vehicles at the banks of nullahs/ natural streamscoming from Marghalla hills. However, in case of breaking water supplypipelines, strict action against the culprits are taken and leaking portion of saidlines is immediately repaired. Monitoring teams visit such sites from time totime as counter measure.

12. *Mr. Murtaza Javed Abbasi: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state:

(a) whether FIA has taken notice of cancellation of 93 air ticketsthrough fraudulent means of Umrah Zaireen by Mux AviationTravels and Tours, Fly Connectors Travels and Tours Pvt Ltd,

(b) whether it is a fact that a complaint in this regard has alreadybeen forwarded to Deputy Director, FIA, Multan by RPO,Multan;

(c) if so, whether it is also a fact that relevant office of the FIA hasfailed to investigate the matter to make the responsibleaccountable and reimburse the looted money to peopleconcerned; if so, the reasons thereof; and

(d) what remedial steps are being taken in this regard?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes. Enquiry No.693/2019 has been registered at FIA AHTC Multan. Upon transfer of enquiry officerinstant enquiry was transferred to Muhammad Zubair, Sub-Inspector for finalizationon merit.

Complainant: Qaswar Hussain, Owner of M/S Mehar Al-Qamar Travel Agencyregistration No.7944, Madni Chowk Multan.

Alleged persons:

(b) Yes. Upon receipt of reference from RPO Multan above mentionedenquiry has been initiated.

(c) No. Enquiry is in final stage and will be finalized within a fortnight assome important incriminating evidence is being collected to strengthen theprosecution evidence and all out efforts are underway to recover the looted money.

(d) Enquiry has already been registered and after finalization a criminalcase shall be registered against the individuals/firms involved.

Will the Minister for Interior be pleased to state whether it is a factthat garbage boxes placed in certain sectors of Islamabad especiallyG-7/2, Islamabad are broken and causing pollution; if so, why theseare not replaced?

Minister for Interior (Mr. Ijaz Ahmad Shah): Yes, it is fact that thegarbage boxes placed in certain sectors including G-7/2 are dilapidated as thesame were purchased in past and outlived their useful life. At present, the repair /replacement of these boxes / Trolleys is not possible due to financial crunch. Thefunds have been demanded for the repair / replacement from CDA. On provisionof the funds the same shall be repaired / replaced immediately.

18. *Mrs. Shahida Akhtar Ali: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state:

(a) the number of members of Jammu and Kashmir CooperativeHousing Society Zone-2, G-15/4, Islamabad to whom possessionof the plots have not been given alongwith names, size andnumber of plot thereof;

(b) since when the matter of remaining plots in G-15/4, Islamabadis under litigation and the reasons therefor; and

(c) the steps being taken by the administration of the societyfor out of court settlement of the matter alongwith the detailsthereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Possessions of128 plots in Sector G-15/4 has not been given to allottees/members. Listindicating the required information is enclosed herewith.

(b) In this regard a case titled “Sultan Ahmad Qureshi Vs Collector”is pending in Court of Civil Judge Islamabad since 19-04-2002. Presently thecase has been transferred to Mr. Sohail Taheem, Civil Judge, Islamabad.

Moreover, in Sector I-8 and F-7 some of these Guest Houses werevacated by Building Control Directorate of CDA, in which ICT Administrationprovided Magisterial and Police support.

Will the Minister for Interior be pleased to state whether it is a factthat Sikh pilgrims are allowed to visit Kartarpur without getting visa;if so, the reasons thereof?

Will the Minister for Interior be pleased to state:

(a) whether the forensic audit of the Jammu and KashmirCooperative Housing Society for the period from 1st July 2011to 30 June 2016 has been completed in the light of SupremeCourt’s orders;

(b) the action taken against the persons involved therein and whetherthey will be eligible to participate in the Society election; and

(c) the time by which the forensic audit of the society for the periodof 1st July 2016 to 1st June 2019 will be carried out; if not, thereason thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The forensic auditof the Jammu & Kashmir Cooperative Housing Society for the period from1st July 2011 to 30th June, 2016 is in progress as per orders of the Hon’bleSupreme Court.

(b) Requisite action will be taken in the light of final report receivedfrom quarter concerned / auditor. The incumbent Managing Committee hastaken the charge on 02-09-2019 and scrutiny of record is in progress. Actionwill be taken in accordance with law against any irregularity found.

(b) The subject of Law & order has been devolved to provinces.Details have been requisitioned from concerned Provincial Governments. Replyis still awaited. In ICT, during the year 2018, a total number of 66 cases wereregistered whereas in year 2019, a total number of 60 cases were registeredof child abuse within Federal Capital.

convicted in year 2018. 01 accused have been convicted in year 2019,whereas, remaining accused persons are facing trial.

Will the Minister for Interior be pleased to state whether it is a factthat certain people are driving Motorcycles without wearing helmetsand vehicles are being plied without proper lights causing accidents;if so, the steps being taken to check the said practices?

Minister for Interior (Mr. Ijaz Ahmad Shah): Islamabad TrafficPolice is duty bound to regulate the traffic and striving hard for strict enforcementof traffic rules and regulations. During the year 2019, total 8, 39,256 trafficviolation of traffic laws. The motorcyclists were issued 1, 09,214 tickets fornot wearing helmet while riding. Moreover, 8561 violation tickets have beenissued to the drivers of vehicles plied without proper lights. ITP has takenfollowing steps to control the above mentioned violations:-

ITP has started awareness campaigns at all major roads. ITPEducation team along with special Nakajats have beenestablished/ deployed at prominent places to educate road users.So far, total 7, 01,077 road users have been educated during thecurrent year.

70,000 pamphlets / leaflets have also been distributed amongstroad users to acquaint them with road safety tips and safer drivingtechniques.

800 streamers have been displayed at following locations duringthe year 2019:-

Special Campaign:-

A special one-week campaign against motorcyclists having without sidemirrors and helmets was launched on 15-07-2019, wherein, 5589 violation ticketswere issued to the violators.

ITP regularly airing the road safety tips including wearing of helmetsand use of proper lights through ITP FM 92.4 radio station.

143. *Mr. Mohsin Dawar: (Deferred during 18th Session)

Will the Minister for States and Frontier Regions be pleased to state:

(a) year-wise funds, reserved, released and utilized in erstwhile FATAduring the last seven years, including the details of suchallocation, release and utilization;

(b) whether Federal Government has conducted audit of utilizationof funds in earstwhile FATA; if so, the details thereof?

Minister for States and Frontier Regions (Sahibzada MuhammadMehboob Sultan): (a) SAFRON Division released funds to the erstwhile FATASecretariat for the tribal region on account of the now provincialized Federal Leviesand Khassadar Forces. The details of released funds from 2012-13 to 2018-19are placed at Annex-I. Secondly, SAFRON Division provided funds to ex-FATASecretariat for the PSDP projects. It used to be released on quarterly basis, whichwas further utilized by ex-FATA Secretariat with the approval of Governor KhyberPakhtunkhwa. Details of such releases commencing from 2015-16 to 2018-19 isat Annex-II.

Thirdly, Federal Government has provided ADP and Revenue Budget toFATA Secretariat annually outside the PSDP as one liner budget. These fundswere utilized through the FATA Development Working Party (FDWP) andAdditional Chief Secretary (ACS), FATA was the Principal Accounting Officer(PAO) for the same. Details for the required period are at Annex-III.

(b) The Auditor General of Pakistan is the relevant authority in thiscontext, which has regularly conducted audit of the released funds during the saidperiod. The details may be obtained from the Auditor General of Pakistan and the

Minister of State for Narcotics Control (Mr. Shehryar Afridi): TheMinistry of Narcotics Control (MNC) being the lead Ministry on the subject ofNarcotics is taking various steps to stop the menace of narcotics in the society,particularly, the youth. The steps are as under:

Establishment of Canine units (sniffer dogs) at each RegionalDirectorate.

Expansion of Intelligence network of ANF to main cities.

3. Formulation of revised comprehensive National Anti Narcotics Policy,2019.

4. “National Drug Use Survey” was carried out in 2013. Fresh surveyis underway and likely to be completed in 2020.

5. On Pakistan’s Initiative, United Nations Commission on NarcoticsDrugs (UNCND) adopted resolution titled “Strengthening Efforts toPrevent Drug Use in Educational Settings” in its 61st Session (March2018) in Vienna, Austria. To implement this resolution, a Nationalstakeholders meeting was held on 18-10-2018 whereinrepresentatives of Federal/Provincial governments (including AJK& GB) participated. The objective of the meeting was to prepareNational Strategy on prevention of drugs in educational settings.

6. The Master Plan for Drug Abuse Control 2019-20 has beenprepared by the Ministry of Narcotics Control and the AntiNarcotics Force, through the above mentioned consultativeprocess while keeping in view the global, regional and domesticnarcotics environment in view to identify future challenges. TheMaster Plan provides for a clear outline; and establishes a basefor national consequences, so that implementation parameters canbe derived for fine tuning of working modalities.

7. To increase reach out support for youth, an app has been developedentitled “Zindagi” through which all inclusive information regarding

8. M/o Narcotics took the matter of inclusion of drug awarenesschapters in the curriculum of students with all provincialgovernments. Khyber Pakhtunkhwa has included drug awarenesschapters in curriculum from 6 to 8 grade. Anti Drug Awarenesschapter has also been included in 9th class English subject ofPunjab Curriculum & Textbook Board, Lahore. Moreover, Govtof Sindh has included drug awareness lessons from class 6-12.However, response from Govt. of Balochistan is still awaited.

9. A meeting of the Federal Minister for Narcotics Control with theowners of 24 private schools system held on 11th September,2019 for creating awareness among the students in schools againstthe menace of drug use and its harmful effects on life. In thiscontext, the second phase of the meeting has been conducted on3rd October, 2019 chaired by the Federal Minister for NarcoticsControl with the owners of the private schools system to devisethe strategy for coping with drug problem.

10. M/o Narcotics Control has launched the Project “Amaan,”Pakistan’s Indigenously Developed Artificial Intelligence Driven,Database of Criminals Related to Narcotics & Money LaunderingWorldwide.

145. *Dr. Mahreen Razzaq Bhutto: (Deferred during 18th Session)

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) Details are attached as Annexure A.

(b) The office of the Chairman is an elected position. As such the PCBChairman draws no salary in lieu of his services. However, pursuant to Clause7(7) of the PCB Constitution, the Chairman is entitled to such allowances andprivileges as determined by the BOG, who are fully empowered to formulate rulesand regulations under the PCB Constitution. Accordingly, by virtue of the Rulesfor PCB Chairman’s Allowances and Privileges, the Chairman is entitled to allallowances listed under Annexure B. These payments are only on account ofreimbursements and not treated as remuneration. Nonetheless, it is important tohighlight that the incumbent Chairman, from the commencement of his tenure tilldate, has regularly declined to claim/avail some of these allowances. Till September2019, the incumbent was entitled to Rs. 21,463,997/- of which he has not claimedRs. 8,607,749/-.

(c) The information sought through the Starred Question is by its natureis sensitive and confidential. PCB previously provided some delicate and sensitiveinformation with regard to employees in February 2015, but regrettably theconfidential information ended up with the media and the same information wasdistorted and used to cast aspersions on PCB. Resultantly, substantial energy,resources and effort were wasted on responding to disparaging and slanderousallegations by the media. In July 2015 again the same information was sought andPCB, whilst showing its extreme reverence, advised that it would be available tophysically show the relevant record to the relevant Honourable MNA in order toavoid the aforementioned negative outcome. This stance was understood andupheld by the then Members of the National Assembly. In order to avoidunnecessary public scandals and adverse exploitation of sensitive and confidentialinformation pertaining to PCB in the media, we hereby make a humble submissionto the Honourable MNA requesting that the process of seeking information benarrowed down and the physical record available with PCB be shown to/scrutinizedby Dr. Razzaq in person.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) To eradicatecorruption and bribery, the lead agencies are NAB and Provincial Anti-CorruptionDepartments. FIA has minor role in this regard with reference to Government

i. Amendments have been proposed in Anti Money Laundering Act,2010, Foreign Exchange Regulation Act, 1947 and FIA Act, 1974to enhance punishments and to empower FIA for the collectionof bank record to ensure timely completion of the investigation ofthe corruption cases.

ii. For efficient and effective management of affairs of the agencyand to curb with Corruption, the jurisdiction of FIA has beendivided into two zones, i.e. North and South Zone.

iii. Encouragement of Red Handed Trip raids.

iv. Amendments in legislation for strict punishment on corruption.

(b) FIA has registered 335 cases from 1st January, 2019 up till 30thSeptember, 2019.

(c) Rs.l 4.4 Million recovered during the said period.

(b) NO. CDA has already approved the Layout Plan of the scheme (on05-06-2013) over land measuring 3090.07 KANALS in Mouza Phulgraan,Sakreela and Bobri, Zone-4, slamabad.

(c) The Layout Plan approved on 05-06-2013 is intact. The sponsorsM/s FGEHF have submitted revised and extended layout plan on 24-02-2016over 3375 kanals. CDA has examined this revised Layout Plan and furnished theshortcomings which are yet to be attended by the sponsors. As per CDA BoardsDecision CDA is bound to process the approval and NOC in 30 days providedall documents are as per planning parameters.

149. *Ch. Muhammad Hamid Hameed: (Deferred during 18th Session)

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) whether Pakistan Cricket Board (PCB) has conducted or intendsto conduct an independent performance audit of Australian tourof Pakistan Cricket Team, including the performance and roleof team’s management in the tour; if so, the details thereof;

(b) who was part of touring party in Australia except the team; andjustification of each of such tour;

(c) whether expenditure of the tour of such persons was borne bythe PCB; if so, the details thereof; and

(d) what steps are being taken to introduce the concept ofaccountability in PCB, particularly with reference to conclusionof each tour/series of Pakistan Cricket Team?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) It is standard practice for PCB to seek the Team Management’s feedback inrelation to the performance of the Team after conclusion of the relevant Tour onthe basis of which corrective measures, if and where required, are implemented.With respect to the Australia tour, it is important to highlight that the Pakistan Team

The selection committee did notwant to go in with a short-term solution; therefore,youngsters were selected topave a path for a long-term solution. Considering the Team Management was alsosomewhat new, the Team Management did a good job working with the newplayers in difficult Australian pitch conditions. There were glimpses shown in theTeam’s performance on-ground which reflected the Team Management’s workand development of the new players. The same was also reflected in the later Testseries against Sri Lanka which was played in Pakistan. The Australia tour was adifficult tour in terms of the results but it is pertinent to mention here that any newdevelopment needs time to mature and results shown in the Sri Lanka Test seriesplayed after the Australia tour were promising and reflected that the Team is on theright track.

(b) The following PCB officials, other than the Team, were required totravel with regard to following commitments:

It is important to highlight that with the promulgation of the new PCBConstitution vide SRO No. 1045(I)/2019 dated 19th August 2019, the ManagingDirector was re-designated as the Chief Executive Officer pursuant to Clause49(3) thereof.

(b) The incumbent CEO, Mr. Wasim Khan, holds an MBA Degree fromWarwick Business School, UK, is a recipient of MBE (Member of the MostExcellent Order of the British Empire) bestowed by the Queen of England. Thisaward is given in recognition of community achievements or for local hands-onservice that has set an example to others. On the cricketing side, till the time of hisappointment at PCB, he had been working as the CEO of Leicestershire CountyCricket Club; has been a non-executive Board Director of Sport England, Chairmanof ECB Domestic Playing Program Working Group, ECB MOU Working Group;also been on the England and Wales Cricket Board Anti-Corruption Unit; and hasplayed as a professional cricketer since 1990 to 2001.

Mr. Khan’s experience on business and commercial sides in different arenasare in addition to his extensive cricketing and sports management experience.

The credentials described above, and more particularly listed under(Annexure A), are but a few achievements on the basis of which Mr. Khan hasbeen appointed by PCB.

Will the Minister for Interior be pleased to state the total number ofnew trees planted in Islamabad in the last three years alongwith thelocations thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): According to theclean and green initiative by the Prime Minister of Pakistan, a plantation drivewas launched by ICT Administration in collaboration with different sectors ofsociety. The salient features of ICT plantation campaign 2019 are as follows:

(a) For faster impact and success, large size trees have been planted.

(b) Housing Societies & Corporate Sectors have been involved.

(c) No money from Government exchequer or any private party hasbeen spent to finance the plantation drive in Islamabad in 2019. Theofficers of the ICT Administration have involved different strata ofsociety for contribution of plants only, as philanthropic & CSR activity.

(d) 70% survival of the plantation done has been reported by the thirdparty evaluation.

(e) The different stakeholders involved by the ICT Administration fortree plantation in 2019 include registered Cooperative HousingSocieties, students from Colleges, Universities, Schools, IslamabadChamber of Commerce and industry, youth volunteers and all theplantation was done under Corporate Social Responsibility (CSR)Program.

(f) The details of trees plantation sites along with number of treesplanted are as follows:—

After detailed deliberations and number of meetings with relevantstakeholders a comprehensive action plan to curb smuggling was approved by thePrime Minister on 17-10-2019. National / Provincial / Crossing Points task forceshave been constituted for overseeing the work performed by the relevantstakeholders.

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) & (b) The detail of foreign tours of each person who was or is on payroll ofPakistan Cricket Board (PCB) since August, 2018 along-with justification ofeach tour as desired (Annex-A). The detail covers the information from July2018 to October 2019. The figures are based on unaudited account sinceaudit is still in process. Moreover, the detail contains information of PCB staffand others that are not travelling with the team. Details/info of players andplayer support personnel has not been included.

Moreover, the amount on foreign travelling which was not claimed byChairman and CEO is highlighted in the attached detail.

(c) & (d) PCB does not take any funds/grants from the governmentor the public exchequer. PCB generates its own revenues especially fromvarious means pertaining to cricket including but not limited to commercialexploitation of media rights, sponsorship rights, participation in internationalevents/tournaments and organization of tournaments such as PSL and sale ofassociated rights such as for e.g. franchise rights of teams.

The PCB has a system whereby the Board of Governors approves anannual budget which includes the tours and such tours are undertaken afteracquiring proper sanctions. As per the information provided for each visit itmay be noted that the tours were undertaken for meaningful purposes includingfor generation of revenue and promoting Pakistan cricket with keen oversightby senior management. Furthermore, PCB has instilled a robust financialmanagement system and undergoes regular external and internal audits whichare conducted by internationally acclaimed firms of Chartered Accountantssuch as Deloitte Yousaf Adil and Ernst & Young Ford Rhodes Sidat Hyder.

Nature of contract, Job Title, Salary, duration of contract,accommodation, food and other relevant details.

Acknowledgment from Overseas Employment Promoter (OEP)on behalf of employer that the emigrant has been providedemployment as per mentioned detail in FSA and from emigrantthat he is agreed on the employment offered by the OEP.

(b) Since, 2013 to December 2019, more than 4.6 million emigrantshave been registered with Bureau of Emigration & Overseas Employmentthrough its Regional Protectorate Offices. The country-wise detail of emigrantsis attached as Annexure-A. Moreover, since 2013, Pakistan signedMemorandum of Understanding on manpower export with countries such asUAE, Oman, Bahrain, Korea and Memorandum of Cooperation (MoC) withJapan. Minister for Interior (Mr. Ijaz Ahmad Shah): In this regard,Islamabad Capital Territory (ICT) Administration have imposed heavy finesof Rs. 33,70,100/- to 670 food points particularly Mess of Hostels andPublic Restaurants of ICT for sub-standard and poor hygiene and they havebeen strictly warned to improve quality of food being served.

It is further highlighted that legislation in this regard is under process inthe Parliament under the Bill “The Islamabad Capital Territory Food SafetyBill, 2019.”

Will the Minister for Interior be pleased to state whether it is a factthat innocent poor children are forced to work in different factories; ifso, the action proposed to be taken against the factory owners?

Minister for Interior (Mr. Ijaz Ahmad Shah): As per report of allPolice Stations, no innocent poor children are forced to work in differentfactories in Islamabad Capital Territory (ICT), Islamabad.

There exists a law by the name of Bonded Labour System (Abolition)Act, 1992 which clearly stipulates that no one can be forced for labour. Fiftythousand fine and 2 to 5 years imprisonment or both under Section 11 of theBonded Labour System (Abolition) Act, 1992 has been given in penalties forcurbing forced labour.

A permanent mechanism for implementation of different labour laws /bonded labour has been established in lCT. The field staff of Labour WelfareDepartment, ICT regularly visit their respective areas for implementation oflabour laws.

Furthermore, strict watch is observed in shops, commercialestablishments and factories regarding curbing forced / bonded labour andany violation is dealt with in accordance with law. Due to incidence of childlabour in brick kilns, as the child labour is prohibited under shops andcommercial Establishment Ordinance and Factory Act so brick kilns operationshave been sealed.

As per report of all Police Stations, no children have been working inbrick kiln located in the ICT. All the SDOP’s / SHO’s have been strictlydirected to:—

Ensure the prompt registration of FIR upon any complaintregarding hiring of children for above said purpose.

Issue further direction to their patrolling officers to check the brickkilns in their AORs and ensure that no small child is being hiredfor working at these places.

Hold meetings with the owners of above private entities and directthem not to employees any small children for working at theseplaces as the same act is against humanity and a kind of crueltywith this fragile folk.

Invite the attention of private NGO’s working in their areas topoint out if any illegal act of above kind is being done by anyonewith small children.

However, funds allocated for TravelingAllowance are being utilized on regular basis for payment of TA to the retiredemployees. Due to limited budget allocation during last consecutive years,payment to all of the retiring employees could not be made. Payment is madeon the basis of seniority being maintained at Logistics Division of ICT Police.Cases for encashment of leave preparatory to retirement are pending sinceMarch 2018.

(b) List of retiring employees containing date of retirement and dueamount is at Annexure-II.

(c) The case for supplementary grant of Rs. 106.000 Million forpayment on account of transfer TA and encashment of ICT Police has beenprocessed for approval of ECC of the Cabinet. Primarily, ANF is solelyresponsible for enforcing the law of land in order to seize the drug trafficking.Beside this, it is also running only 03 Rehabilitation Centers:

In routine, parents/ relatives of drugs addicts approach MATRC’sthrough applications and on term wise drug addicts are treated. However,Management/ rehabilitation of all drugs addict’s (present/ lying on roads andat public places) are beyond the capacity of ANF due to limited resources.

The efforts are underway to bring all treatment and rehabilitation centersin the ambit of proposed regulatory framework. In this connection, a draft billhas been prepared by the Ministry which will soon be presented before theparliament for its approval. This bill envisages:

To regulate for quality assurance of drug prevention, treatment andrehabilitation services in the country;

• After the 18th amendment, the treatment of patients has beendevolved to the provinces. In Islamabad Capital Territory, it isdealt by M/o National Health & Regulations.

• The Anti Narcotics Policy of 2019 has advised all the provincesand regional governments to dedicate 10 beds for the drugdependents in the big hospitals to be built in future.

b. These LEAs have also Intelligence system and they carry outIntelligence based operations and the results are fruitful.

c. Establishment of National Task Force, Provincial Division TaskForces and Border Terminal / Crossing Points Teams on AntiSmuggling are also another forums. All LEAs are working in closecoordination and meet regularly to monitor the progress anddevise future course of action.

d. In 2018, ANF had seized 104 MT and National Seizure (ANFand IATF agencies) was 288 MT. Moreover, in 2019, ANF hasseized 153 MT and National Seizure was 287 MT.

e. Special Campaigns against Drug Street Peddlers ProvidingDrug to Youth ANF has conducted various crackdown campaignsagainst drug suppliers to educational institutions and youththroughout the country in order to prevent youth from the menaceof drugs. Various operations were carried out in vicinities ofeducational institutions throughout the country, resultantly differenttypes of drugs were seized. Special focus was paid on eliminatingdrug supply to educational institutions i.e. universities, collegesand schools with well planned, coordinated and result orientedoperations, so that this menace can be eliminated from the society.Special campaigns were conducted as under:—

It provides platformfor projecting young talent to channelize the role of youth, thusserving humanity and society.

(d) FM-101. Dedicated time from 03:00 pm to 04:00 pm has beenearmarked for ANF where masses are being given awareness ondrugs and its adverse effects.

(e) To increase reach out support for youth, an app has beendeveloped entitled “Zindagi” through which all inclusiveinformation regarding drug hazards can be approached alongwithinformation of Treatment Facility.

(f) The efforts are underway to bring all treatment and rehabilitationcenters in the ambit of proposed regulatory framework. Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):(a) National Sports Federations are the sole organization working for thepromotion of respective sport in the country. It is also recognized by AsianFootball Confederation (AFC) and Federation International De FootballAssociation (FIFA).

(b) FIFA & AFC has appointed a Normalization Committee headedby Mr.Hamza Khan comprising two members each from both the groups. It isa known fact that the normalization committee was put in place because thesituation of football in Pakistan was not perfect. FIFA has set a deadline to theNormalization Committee for solving all the problems.

(c) In the wake of 18th Constitutional Amendment Ministry of Sportshas been devolved and now provinces are mainly responsible for strengtheningsports through provision of adequate funds and other measures. However, theFederal Government has constituted a “Federal Sports CoordinationCommittee” headed by the Federal Minister for Inter Provincial Coordinationand all the Provincial Ministers for Sports as Members, to facilitate andcoordinate the promotion of sports through pro-active engagements ofprovincial governments, private sector and concerned sports organizations.The recommendations of Task force on Institutionalizing of sports have alsobeen conveyed to the provinces. The provincial Governments should focus ondevelopment of sports infrastructure at each Tehsil besides provision ofadequate sports facilities in all schools in order to promote / strengthen sportsat grass root level. Besides Chairman Senate has also constituted Senate SpecialCommittee headed by Senator Dilawar Khan for promotion and developmentof football in the country.

Minister for Overseas Pakistanis and Human ResourcesDevelopment: (a) Government of Pakistan is fully cognizant to the fact thatQatar is an important potential country for Pakistani workers. Ministry ofOverseas Pakistanis and Human Resource Development (OP&HRD)/Bureauof Emigration & Overseas Employment (BE&OE) are making every possibleeffort to get the maximum job opportunities for Pakistani workers from theState of Qatar. In 2015, Emir of Qatar announced 100,000 jobs for Pakistaniworkers in the context of upcoming FIFA World Cup, 2022. Since 2015, till2019, more than 74000 Pakistani workers have been registered for overseasemployment to Qatar by BE&OE. Moreover, State of Qatar selected Pakistanto be one of the eight countries where Qatar Visa Centers (QVCs) were to beestablished. The QVCs have been established in Islamabad and Karachi tofacilitate intending emigrants for completing the visa process and alliedrequirements i.e. medical, finger printing etc. before departure to Qatar. Thecost of the entire procedure is born by the Qatari employers.

(b) Since 1971, till 2019, 187,004 Pakistani workers were registeredby BE&OE towards Qatar. This office only registers the data of outgoingemigrants and it does not have the record of Pakistani workforce workingthere at present.

(c) Government of Pakistan is trying its best to get the advantage ofQatar’s labour market. In this regard, diplomatic efforts are underway andhigh level visits are being made to increase the quota for Pakistani workers.Ministry of Overseas Pakistanis and Human Resource Development/ Bureauof Emigration & Overseas Employment are in active coordination with Qatar’sMinistry of Administrative Development, Labour and Social Affairs (ADLSA)to create online linkage between the job portals of BE&OE and Qatar forrecruitment of Pakistani workers.

All the SDPOs / SHOs have been strictly directed to arrange meetingswith the local Ulema, Teachers and notables of the Society and they will beasked to impart lectures amongst the public about the importance of femaleswithin the society being sensitive gender deserving for special attention.

ICT Police has formulated an SOP for education of police officerswhile dealing with victim of above issues.

A model desk at women Police Station has been established with thehelp of NGOs and volunteers in a productive manner.

Capacity building programme for Police officers have also been started.

An awareness campaign has been launched in Social Print andElectronic Media.

The National Assembly Standing Committees on IPC has taken up theissue of performance of National Sports Federations and also of NationalTeams.

Senate Sub-Committee of Standing Committee on IPC has prepareda report on the performance of Hockey Federation and report will be laidsoon.

Pakistan Sports Board is providing maximum support to the nationalathletes through organizing training camps, provision of coaches and othertechnical facilities for grooming the talented players.

(d) The Cooperative Societies registered with Cooperative SocietiesDepartment, ICT, Islamabad are regulated under Cooperative Societies Act,1925 and Islamabad Cooperative Societies Rules, 2018. There is no suchprovision of handing over Cooperative Societies to other departments,autonomous bodies or private entities or authorities in the CooperativeSocieties Act, 1925. Any discrepancy or violation committed by ManagingCommittee is dealt under Cooperative Societies Act, 1925. The brief summaryabout regulation of Cooperative Societies as per Cooperative Societies Act,1925 & Islamabad Cooperative Societies Rules, 2018 is as under:—

(i) Section 10 of the Cooperative Societies Act 1925: Registration ofSociety.

(ii) Section 43 of the Cooperative Societies Act 1925: inquiry byRegistrar.

(iii) Rule 48 of the ICT Cooperative Societies Rules, 2018: Supersessionof Managing Committee due to lieu of corruption/ mal practices ormis-management.

(iv) Section 50A of the Cooperative Societies Act 1925: Recoveryproceedings.

(v) Section 54 of the Cooperative Societies Act 1925: Arbitration processto resolve issue / complaints of cooperative society members.

(vi) Section 44-C, D&E of the Cooperative Societies Act 1925: Specialmeasures of Registrar to operate society functions.

The cases of all the irregularities pointed out are already under actionon various forums i.e. Registrar Cooperative Societies, ICT, Islamabad,Secretary Cooperative etc. Moreover, the subject of societies also falls in thejurisdiction of FIA / NAB where cases are under trial.

At present a reference against M/o Commerce Employees CooperativeHousing Society, Islamabad is under trial in the Accountability Court No. IIIslamabad and a case against Federal Employees Cooperative Housing Society,Islamabad is also under investigation in the FIA Islamabad.

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):In the wake of 18th constitutional amendments, sports has been devolved andnow Provinces are mainly responsible for strengthening of sports throughprovision of adequate funds and other measures. Besides, National SportsFederations are autonomous bodies who are mainly responsible forperformance of athletes in their respective sport. Pakistan Squash Federation’smain areas of concentration includes holding of in-country tournaments, sendingof Pakistani players for overseas events, participation of Pakistan team inmajor events of Asian and World level, holding of regular training camps anddevelopment of squash at grass root level.

As part of long term strategy to develop junior players has been sendingits players overseas to represent Pakistan in international events.

Pakistani senior men and womensquash players have also won 21 titles in various international tournaments/championships.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Water to all theBlocks in Sector I-9/4 is being supplied from Poona Faqiran Treatment Plant& Tube Wells. Blocks No.20 & 21 are being supplied water at par with otherblocks in the area. Problems occurred due to frequent electric power breakdowns on the Express Feeder by IESCO besides repair / replacement ofsluice valves. Additionally, the houses have designed capacity of six personsper residence to receive 400 gallons water as per available networkinfrastructure. However, due to over occupation of houses, demand increasesto 900 to 1000 gallons water per day which causes reduction in supply Vis-a-vis demand.

(b) Although CDA is supplying water to the residents of said blockson daily basis as per schedule / timing. However, the water supply remaineddisturbed due to above said constraints. Now the position of water supply inthe said area including Block No. 20 & 21 Category-IV, I-9/4 has improved.

No Objection Certificate (NOC) forDevelopment for this Housing Scheme was issued on 07-10- 2010. Thedevelopment works are in progress at site. After issuance of NOC, the sponsorsof the scheme submitted an undertaking that they will abide by all terms &conditions of NOC letter dated 07-10-2010 and they will develop the schemeas per approved Layout Plan. CDA vide letter dated 7th November 2017cancelled NOC of the scheme. The NOC was restored on basis of courtorder vide letter dated 30th October 2019.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) List of 308employees with their designation who are residing in GovernmentAccommodation and also in possession of plots is enclosed. (Annexure-A)

(b) The employees who completed thier own houses cannot continueresiding in Government Houses. However, the Government quarters of thosewho sold out the plots cannot be cancelled / vacated.

(c) In term of Chapter-II - Eligibility Rule-3(5) of AAR-2002(Annexure- B), adopted by the CDA: -

“A FGS/CDA employee who owns a house in his own name or in thename of his spouse or dependent children, at the station of his posting shall notbe allowed Government accommodation and shall be allowed self-hiring of thehouse. Such FGS shall be entitled to six months grace period from the date ofcompletion of his house. All the FGSs/CDA employees who are already inpossession of government accommodation shall also be allowed period of sixmonths to shift to their own houses”.

2. In the light of the above said rule the Government houses of onlythose employees are cancelled who have their own house in their or theirspouse name in Rawalpindi/Islamabad. There is no rule where the GovernmentHouses of those employees are cancelled who had been allotted plots.

3. However, in term of above said rule and subsequent CDA Boarddecision dated 10 / 05 / 2012 (Annexure-C), the Government accommodationof 110 Nos Officer / officials had been cancelled. Authority allotted these 109Nos government accommodations to the eligible employees on the basis ofGeneral Waiting List. Out of which, majority of Government accommodationhas been vacated by the Ex-allottees. However, a few cases are subjudice inthe Courts of Law. The Honorable Courts granted the stay orders. The matter

(d) Honorable Supreme Court of Pakistan, judgment passed in CPNo. 78-K of 2015 on 24-01-2018 stipulates that Government shall not allowpermit any person who does not possess accredited engineering qualificationfrom accredited engineering institutions and his/her name is not registered asregistered engineering or professional engineer under PEC Act, to performprofessional engineering work as defined in the PEC Act.

Current charge of the post of Deputy Director in Engineering Cadrehas been assigned to both Degree and non-degree holders as stop-gaparrangement that has been carried out owing to the fact that there has been aban on fresh recruitment on different posts including Engineering posts of theAuthority for quite long. Similary, over a period of time; a lot of posts haveremained vacant due to retirement of employees. Such arrangement bears nofinancial incentive to incumbents. However, efforts are being made to fill-upvacant posts through promotion and fresh recruitment.

(c) - The occupants of all structures have been served notices underSection 49-C of CDA Ordinance to provide any valid proof of ownership andvoluntarily vacation of acquired road strip.

- in case of non-compliance, CDA will proceed for retrieving theland acquired for said road.

Minister of State for Narcotics Control ( Mr. Shehryar Afridi): TheMinistry of Narcotics Control (MNC) being the lead Ministry on the subjectof Narcotics is taking various steps to stop the menace of narcotics in thesociety. The steps are as under:

2. To curtail the supply of drugs, MNC has embarked upon varioussteps which include:

Launching of campaigns/crackdown against drug peddlersinvolving all law enforcement agencies (LEAs) including policeunder Inter Agency Task Force

Establishment of Canine units (sniffer dogs) at each RegionalDirectorate

Expansion of Intelligence network of ANF to main cities

Use of CCTV camera for effective profiling of passengers atairports.

Pre-Export Notification (PEN) online system is in practice tocheck misuse/diversion of precursors.

Deployment of ANF personnel at all international airports,seaports and dry ports.

Destruction of poppy cultivation with collaboration of Provincialand district Government to maintain poppy free status since 2001.

3. Formulation of revised comprehensive National Anti NarcoticsPolicy, 2019.

4. “National Drug Use Survey” was carried out in 2013. Freshsurvey is underway and likely to be completed in 2020.

5. On Pakistan’s Initiative, United Nations Commission on NarcoticsDrugs (UNCND) adopted resolution titled “Strengthening Efforts to PreventDrug Use in Educational Settings” in its 61st Session (March 2018) in Vienna,Austria. To implement this resolution, a National stakeholders meeting washeld on 18-10-2018 wherein representatives of Federal/Provincialgovernments (including AJK & GB) participated. The objective of the meetingwas to prepare National Strategy on prevention of drugs in educational settings.

6. The Master Plan for Drug Abuse Control 2019-20 has beenprepared by the Ministry of Narcotics Control and the Anti Narcotics Force,through the above mentioned consultative process while keeping in view theglobal, regional and domestic narcotics environment in view to identify futurechallenges. The Master Plan provides for a clear outline; and establishes abase for national consequences, so that implementation parameters can bederived for fine tuning of working modalities.

7. To increase reach out support for youth, an app has beendeveloped entitled “Zindagi” through which all inclusive information regardingdrug hazards can be approached alongwith information of Treatment Facility.

8. M/o Narcotics took the matter of inclusion of drug awarenesschapters in the curriculum of students with all provincial governments. KhyberPakhtunkhwa has included drug awareness chapters in curriculum from 6 to 8grade. Anti Drug Awareness chapter has also been included in 9th class Englishsubject of Punjab Curriculum & Textbook Board, Lahore. Moreover, Govtof Sindh has included drug awareness lessons from class 6-12. However,response from Govt. of Balochistan is still awaited.

9. A meeting of the Federal Minister for Narcotics Control with theowners of 24 private schools system held on 11th September, 2019 for creatingawareness among the students in schools against the menace of drug use andits harmful effects on life. In this context, the second phase of the meeting hasbeen conducted on 3rd October, 2019 chaired by the Federal Minister forNarcotics Control with the owners of the private schools system to devise thestrategy for coping with drug problem.
