HISTORICAL SUMMARY - RCAF STATION PENHOLD

1 JAN to 31 DEC 1965

Ma.ior Functions of the Unit

(1) Summary of Unit Activities

The period covered by this Historical Summary was very unsettledas flying training ceased during May and #4 FTS was deactivated.The final FTS course graduated on 21 May and at that time theHarvard aircraft went out of service as an RCAF trainer. RCAFStation Penhold was reduced to a supporting role for 43 RadarSquadron and the Penhold Signals Troop.

(2) Training

The principal function of RCAF Station Penhold up to 21 May wasto train Officer Cadets to basic flying standards and providestation services and logistics support to 43 Radar Squadron andthe Penhold Signals Troop. Until flying training ceased on 21May this station graduated 63 students from four flying trainingcourses during 1965.

A Refrigeration Maintenance School was established at RCAF StationPenhold in September with an output of approximately 18 RMTechstudents every 4 weeks. This school is expected to operate forapproximately eighteen months.

RCAF Station Penhold is responsible for the provision of logistics support for fifteen RCAC Squadrons and three RCAFA Wings inCentral and Southern Alberta.

(3) Technical

All remaining sections pertaining to technical functions continuedto operate satisfactorily.

(4) Administration

The administration of RCAF Station Penhold continued to operatesatisfactorily despite the mass exodus of personnel during thesummer with attendant administrative problems and requirements.

(5) Organization

The deactivation of 4FTS in May was the major organizationchange during 1965. A shadow establishment issued in Octoberreduced RCAF Station Penhold to a supporting role for 43 RadarSquadron and the Penhold Signals Troop. RCAF Station Penholdceased to be a designated flying unit on 1 December.

A standard recreation program continued to run satisfactorilyduring 1965.

(8) Public Relations

The unsettled future of RCAF Station Penhold continued to be themain topic of conversation in the City of Red Deer and in CentralAlberta. Rumors were consistently being mentioned in the localnews media regarding the future of the station, however the yearended with no definite decision regarding the future of the unitbeing made. Generally, relations with the local press, radioand TV remained satisfactory.

8 Jan CO's Ceremonial Parade. Presentation of bars, CDs and twoMarksmanship awards. Good publicity in Red Deer Advocate.

12 Jan Visit by Mr. W.H. Kaasa, Director of Recreational andCultural Development Branch; Supervisor Community Programs,Elsie McFarland; Assistant J.W. Riddell and Deputy FireCommissioner Bill MacKay, who considered the suitability ofStn Penhold as a location for the Provincial Summer TrainingProgram.

14 Jan A Mess Dinner was held in the Officer Cadets' Mess to markthe graduation of Course 64OI from 4FTS. G/C A.M. Jardinepresented the scrolls to the 15 graduates. This was thelast function to be held in the Officer Cadets' Mess. Thefilm "The Best in the West" was given its first showing.

15 Jan Graduation Day for Course 6401 from 4FTS. F/0 C. Carrington-Smith won the Honour Trophy with an average of 87.2$ as compared to a course average of 80.8$. 0/C Rorvig, Royal DanishAir Force, won the Flying Trophy. There were three studentsrecoursed to Course 64OI and five students recoursed off.Eight students were CT'd for flying; three CT'd voluntarily,one CT'd for Officer Development, and there was one academicCT.

19 Jan F/L Flewelling and WO Mosher made a one day staff visit fromthe Regional Surgeon's office for the purpose of checkingsanitation precautions on the station.

20 Jan The NORAD Briefing Team, headed by Lt. Col. Mitchell of theUSAF, with Major Davis, USAF, F/L Jenks, RCAF, and Lt. CmdrScawthorne arrived and gave two briefings in Red Deer in theafternoon and one in the Station Theatre in the evening.They presented the NORAD story, talked about the futuredefence aspects of the NORAD mission, the warning systemsand weapons in NORAD and the threat posed by the enemies ofthe free world.

25 Jan S/L F. Thompson and F/L H.P. Funk from SOAF TCHQ arrived todo a cash count.

28 Jan An anti-sabotage alert was called by Great Falls Sector,NORAD, at 1100 hrs and cancelled at approximately 1135 hrs.

28 Jan The station was visited by several officers from Stn MooseJaw. The delegation included G/C Hunt, CO; W/C Curry, OC2FTS; S/L Kruger, CAdO an well as a Supply and CE Officer.

A Ceremonial Parade, commanded by G/C A.M. Jardine, was heldto dedicate and raise the new Canadian Flag. After G/C Jardinereviewed the history of the RCAF Ensign it was lowered and F/LYates, Chaplain (P), led the parade in prayer. The newCanadian Flag was dedicated and then raised while the Guardof Honour presented arms. There was a fly-past for both thelowering of the Ensign and the raising of the Flag.

Editorial in Red Deer Advocate complains about the silence rethe future of Penhold.

Editorial in Red Deer Advocate raises the question of whatwill happen to the DOT weather office at Stn Penhold whenflying training ceases. It points out the need for a weatherforecast office in Central Alberta.

S/L E.C. Kerslake handed over command of 43 Radar Squadronto S/L A.E. Kelly at a Ceremonial Parade. (See Annex 2 toAppendix B)

A Mess Dinner was held in the Officers' Mess to mark thegraduation of Course 6402 from 4FTS. G/C A.M. Jardinepresented scrolls to the 13 graduates. This was the firsttime Officer Cadets attended a Mess Dinner in the Officers'Mess. Mr. F.P. Galbraith, President, Red Deer Advocate,was the guest speaker.

Graduation Day for Course 6402 from 4FTS. 0/C Moltzau, RNAFwon the Honour Trophy with an average of 84.7$ as comparedto a course average of 79.6$. 0/C Moltzau also won theFlying Trophy. There were four students recoursed ontocourse 6402 and Nil students recoursed off. Two studentswere CT'd for flying and two CT'd voluntarily.

8 Apr A Graduation Dinner for Course 6403 was held in the Officers'Mess. Scrolls were presented to 7 RCAF, 7 RNorAF and 9 RDAFcadets by W/C F.P. Clark, CO, Stn Penhold. The Honour andFlying Trophies were won by 0/C N. Christiansen of theRNorAF who obtained the highest academic and flying proficiencymarks among the 23 graduates.

17 Apr W/C F.P. Clark presented Safe Driver Awards to two civiliansand four RCAF Mobile Equipment Operators who between themhave amassed 68 years of accident free driving for an impressive total of nearly 3 million miles. The drivers concerned were Cpl R.A. Dean, Cpl D.C. Hassard, Mr. L.A. Yar-brough, Mr. J. Knowler, Cpl H.O. Jenkin and Cpl R.H. Ditch-field.

Long Service Awards were presented to several NCOs and airmen.Receiving Clasp to CD were: FS T. Eason and Cpl D.C. Johnston.Receiving CD's were FS A. Bannerman, Cpl K.J. Walker and LACR.T. MacPherson. The awards were presented by W/C. F.P.Clark during a station parade.

The final graduation parade (Course 6404) took place at RCAFStation Penhold to honour the last course of RCAF pilots tofly the Harvard aircraft as a trainer. The final Harvardcourse consisted of twelve RCAF cadets as follows:

6 Jun The RCAC Alberta Provincial Drill Competition was held at RCAFStation Penhold with six RCAC Squadrons participating. Thewinner of the Harold Timmins Memorial Trophy was #522 Squadron,Berwyn, Alberta, representing the Peace River region. Thetrophy was presented to the winning Squadron by Mr. Don Arnett,Chairman of the Provincial Committee. W/C F.P. Clark, CO,Station Penhold addressed the cadets during the competition.

14 Jun Approximately 70 Prep Year ROTP cadets arrived at Stn Penholdfor summer training.

14 Jun A/V/M M.D. Lister, AOC ADC arrived for an official visit to43 Radar Squadron accompanied by senior staff officers fromADCHQ.

23 Jun The G/C A.M. Jardine Award for the high school student submitting the most comprehensive essay on a subject related toaviation was won by Miss Tanis Anderson, a grade 10 studentat Lindsay Thurber Composite High School in Red Deer. Presentation of the award was made by F/L J.A.M. Whitelaw, PAdOStn Penhold.

25 Dec Officers and senior NCOs serve Christmas Dinner to airmenon Christmas Day. (See Annex 7 to Appendix B)

31 Dec Annual New Year's Balls held in Senior NCOs and Officers'Messes. The Airmen's Mess and the Corporals' Club had ajoint New Year's Ball in the Combined Mess. All functionswere well attended.
