1 CASE Study ABOUT CBO/VO IN Pakistan Lecture 23 Lecture Government Projects a. Establishment of Village Organizations (VOs) IN CMPII an Example ( Abstract from PC 1) In this project, each intervention will be implemented with the active involvement & participation of farming community. To materialize it, farming community will be mobilized and organized under Village Organizations on the basis of geographical division of each village rather than WUAs in each participating village and registered under Society’s Act 1925. This VO will act as the supreme body of the farmers through which this project will be implemented. Since this project is for the help of small farmers, only those farmers who are landless and have landholding upto 20 irrigated acres in Punjab, upto 25 irrigated acres in Sindh and Balochistan, upto 15 irrigated acres in NWFP and upto 5 acres (irrigated & non-irrigated) in AJK will be entitled to become the member of the VOs. The By-laws already available for VOs established under CMP will be adopted for this project as well, however, necessary amendments will be made as deemed necessary. By-laws provide more details about the working and functions of VOs, therefore, are attached as integral part of the PC-I document. The VOs after registering under Society’s Act 1925, will attain a legal position of corporate bodies. With this position, VOs will be able to take part in various economic activities, such as running a business, buying or selling a property, hiring a property, getting into agreement with any trading partner, getting loans from banks and other credit institutions and lodge a law suit against any party/agency/ individual or defend a law suit lodged against them. In future, these VOs will play important role in marketing, providing extension services to farmers and setting up of processing industries for the benefit of farming community. Some of the main activities in which these VOs will participate during the life of the project are illustrated below. (a) Establishment and Operation of Revolving Fund (b) Establishment and Operation of Input Sale and Marketing Centers (ISMC) (c) Establish and operate Farm Services Center (FSC) (d) Establishment of Animal Health Unit Water users associations NGOs/CBOs ‘Khabrtia’ Bannu District At the beginning of 2007, a group of some committed of social workers including male and female realized the need to have a forum to address issues/problems at local level in Bannu. children and to contribute in the development of a peaceful and civil society in Khyber Pakhtunkhwa

Province of Pakistan.

To give a practical shape to their brainchild, they formed a Community Based Organization (CBO) in the

name ‘Khabrtia’ (Awareness) in District Bannu. At the beginning, it was restricted to the local areas

(several union Councils) of the District Bannu. During all this time, it underwent through different

unfavourable circumstances but managed to overcome these difficulties over the time. As a result, this

CBO not only survived but succeeded to start work as a full fledge NGO in District Bannu.

The Civil Society Organizations (NGOs/CBOs) have been playing crucial role in creating awareness

on social, human rights and environment issues
