What is a Title 32 Special District?
• Title 32 Special Districts
• Local Government (Quasi-municipal)
• Formed under Title 32 of the Colorado Revised Statutes
• First authorized in 1949 by the General Assembly to provide certain municipal-type services in rural and unincorporated areas
• Single Purpose District
• Fire District – Fire District 6 Greater Brighton
• Metropolitan District
• Providing two or more specific services, including but not limited to: Covenant Enforcement, Architectural Control, Park and Recreation, Domestic Water, Sanitary Sewer, Roadways, Irrigation Water, Park and Recreation, Transportation, Traffic and Safety Controls

Why Special Districts Are Created• Public infrastructure can be financed over time.
• Property owners can deduct taxes paid to the district on their federal income tax returns.
• New infrastructure is funded by those who will benefit (property owners and residents within the district).
• Well-established revenue for long-term maintenance and operations of certain public improvements that are not dedicated to a municipality (public access).
• Formal government entity; governed by an elected Board of Directors.
• Architectural control and covenant compliance.

May 5, 2020 District Board Elections
• To qualify as a Director of a special district Board, a person must be an “eligible elector” which is defined as a registered voter of Colorado and either:
• A resident of the District, or
• The owner (or spouse or civil union partner of the owner) of taxable real or personal property situated in the District
• If you are an eligible elector and interested in serving on the Brighton Crossing Metropolitan District No. 4 Board as a Director a self-nomination form must be completed. Self-Nomination forms are available from January 1, 2020 to February 28, 2020. The self-nomination form must be filed with the designated election official no later than 5 p.m. on February 28, 2020.
• At the May 5, 2020 election, 2 directors will be elected to serve 3-year terms and 1 director will be elected to serve a 2-year term for the Brighton Crossing Metropolitan District No. 4.
• If the District does not receive more candidates than offices to be filled at the election, the designated election official shall cancel the election and declare the candidates elected.

2020 Venture Center Access Card Renewal
The liability waiver paperwork that is required to use District recreation facilities must be resubmitted by all residents annually.
The deadline to complete the paperwork and return it to the YMCA staff at The Cove is 03/31/20.
All access cards will be shut off beginning 04/01/20 if the liability waiver has not been received by the District. Please complete the form on the website or stop into the Cove to complete a paper copy. If you are a new resident, after completing the form please stop into The Venture Center to pick up your access cards.

Be Aware of Common Omissions
• The plan does not need to be perfect. It should however -• Be able to be read and understood.
• Contain the rear width of the lot.
• Drawn to scale.
• Identify all landscaping/hardscaping already installed, labeled
as existing.
• Identify all new landscaping/hardscaping and all materials to
be used including example pictures for unique features,
decorative rock, stamped concrete, pavers, sheds, and play
equipment.

Common Omissions Continued
• Make sure that minimum required numbers of tree(s) and shrubs are identified on the plan. These are based on the width of the lot as measured across the rear of the lot. The plot that is received in the closing process is a helpful document to reference.

• All living plant material should be labeled with the exact species of the plant/tree, the size at installation, and in a location on your plan that it will not grow over property lines as the plant material matures.
