    ORDER OF THE DAY

  • The following rules of debate are recommended for the annual meeting of the corporation to be held on January 23, 2021, via a virtual meeting. These standing rules and Robert’s Rules of Order shall prevail for the voting issues before the council in order to provide reasonable and equitable opportunity for participation. Resolved, that the following standing rules shall be adopted for use during the business session of the GSVSC Annual Meeting:

    I. DELEGATESA. Delegates must not share login information (including username and password) or the event URL

    that is provided to them to connect to the meeting.

    B. If delegates are viewing the event through a shared device, each delegate must be logged in through their own individual device (computer, notebook, mobile phone, etc.) for voting during the Annual Meeting.

    C. By logging in with their unique login credentials, a delegate is attesting that he or she is the individual to whom that unique username and password was assigned.

    D. Delegates must be able to show their video to be seen during credentialing, discussions, proposals, motions, and voting.

    E. Voting will be handled electronically and will be denoted with options for “yes” or “no.” Only delegates with voting privileges may cast a vote.

    II. ANNUAL MEETING ATTENDEES A. All attendees are to remain muted to avoid background noise and disruptions when not actively

    speaking.

    III. QUORUMA. The presence of a quorum shall be established by verification of those individuals logged in as a

    delegate to the event platform.

    B. The continuation of a quorum will be monitored to ensure that a quorum is connected to the meeting at all times.

    IV. PROPOSALS/AMENDMENTSA. All amendments must be submitted in writing and posted to the online area in the event platform

    designated for this purpose, preceded by the delegate’s name and the proposal number.

    B. Amendments dealing with grammar, spelling, or punctuation shall not be allowed. The CEO of Girl Scouts of Virginia Skyline and board chair shall be empowered to make any and all necessary editorial changes.

    V. DISPLAY OF MOTIONSA. The immediately pending question and other relevant pending questions (such as the main

    motion or the pertinent part of the main motion when an amendment to it is immediately pending) shall be displayed such that all delegates can view what is under consideration.

    VI. ASSIGNMENT OF THE FLOOR AND DEBATEA. All discussion/debate must be relevant to the questions immediately before the assembly.

    B. Only members of the council with voting privileges may introduce motions and vote.

    C. No one may speak more than once on the same question, nor longer than 2 minutes at any time unless there is no objection from the floor.

    D. All motions must be presented in writing with the name on the mover and brought to (the attention of) the secretary or the presiding officer.

    E. The presiding officer will alternate pro and con speakers

    F. You will be asked to unmute to speak, wait to be recognized by the chair. Identify yourself and state your business.

    G. These standing rules may be amended by a majority vote.

  • Diane Higgs, Secretary

    Diane is the executive director for the Roanoke Bar Association, a voluntary professional organization of Roanoke City attorneys. She is also employed by the Higgs Law firm as their billing and bookkeeper. She is a sustainer in the Junior League and was an active member of the various PTA’s at the schools her children attended. Diane grew up in Roanoke and has been married for 40 years to Steven L. Higgs. She has 3 grown children ages 27 to 32, Lydia, Matthew and Elizabeth. Both girls are Gold Award Girl Scouts and her son is an Eagle Scout. She was a leader for both of girl’s troops, Brownies through Ambassadors, for a total of 18 years. In addition, she has worked day camp for 18 years, served on the service unit team as an advisor, the unit registrar, the cookie manager and once had the cookie cupboard at her house. In recent years she assisted the council with two fundraising galas and served as a member of the scholarship committee.

    Katherine Coker, Director

    Katherine Coker moved to the New River Valley in 2017 from her home state of South Carolina to continue her career in higher education with Radford University. As a young girl, Katherine actively participated in the Girl Scouts from kindergarten until high school, completing her Gold Award during her senior year. After years of experience selling Girl Scout Cookies, Katherine then went on to complete a degree in marketing at the University of South Carolina, so that she could pursue a career in marketing or sales. Upon stumbling into the Higher Education Admissions field, she quickly fell in love and didn’t think twice when offered the opportunity to live in the mountains of Virginia helping to guide students through the college process. As an admissions counselor, she actively works with students and families every day to educate them on all things college. Outside of work Katherine is a Masters student at Radford University, working toward a degree in Strategic Communication. She also is involved in Junior League of Roanoke Valley, where she serves as membership advisor, mentoring other members to ensure they are finding success within the league. When she isn’t studying, Katherine enjoys hiking, farmers markets, playing tennis, and Gamecock football.

  • Charnika Elliott, Director

    Charnika Elliott is a forty-three-year-old entrepreneur and pillar of her local community. She was born and raised in Roanoke, Virginia and has been married for twenty-one years to Byron Elliott also of Roanoke. She is the proud mother of two children, Promyss and Joshua and became a legal guardian and mother to a former student, Devante. She is a licensed and ordained Elder of New Life Christian Fellowship where she actively serves and holds leadership positions as the church administrator, a member of the praise and worship team, director of the youth choir and praise dance team as well as co-teaches Sunday school. Charnika has two Associate of Arts degrees from Virginia Western Community College in General Studies and Education. She obtained a Bachelor of Arts Degree from Roanoke College in Psychology with a minor in Education and has a Master of Education degree from Regent University specializing in Curriculum and Instruction with a concentration in Christian School. She is also a certified Christian Life Coach, HIScoach and an International Author.

    Anna Moncure Muncy, Director

    Anna Moncure Muncy graduated from Hollins University in 2007 with a BA in history. A native of Richmond, Virginia, she began her career in non-profits, working for the Episcopal Diocese of Virginia. She later moved back to Roanoke to work in the development office for her alma mater. Anna now works as a business development representative for Lawrence Companies. She currently sits on the boards for the Junior League of Roanoke Valley and the Botetourt County Chamber of Commerce. Anna is also an active volunteer for Girl Scouts of Virginia Skyline Council and her church, Christ Episcopal. Anna enjoys running, reading, and exploring Southwest Virginia. She was recently married in September 2020.

  • Betsy Newton, Director (Girl Member)

    Betsy Newton is 16 years old and resides in Fluvanna County. She is a part of the class of 2023 at Fluvanna County High School. Betsy has been a Girl Scout for nine years and says she has learned so much from the many trips her troop has gone on. She has learned things from which weeds to pull in a garden, to learning about how people lived on battleships. She has received her Bronze Award and her Silver Award. She is now is working towards earning her Gold Award. Betsy says “receiving these awards has helped me gain leadership skills which have helped me outside of Girl Scouts like receiving the title of pit manager in my school’s marching band where I guide people to where they need to be.” Outside of Girl Scouts, Betsy loves playing music and studying weather and earth science. She hopes to pursue her goal of going to college and learning more about how to help people prepare themselves for dangerous storms to keep them safe and then going on to study how to predict them sooner. Betsy is looking forward to being a member of the board so that she can make every voice heard and make our council the best it can be.

    Virginia Newton, Director

    Virginia was born in Richmond and grew up between there and Fairfax. She graduated from St. Catherine’s School, attended VCU, and received her BS in Psychology from UVA.

    Virginia started at AAA of Virginia in Richmond as a call receiver while she was attending college. She has been employed by AAA Mid-Atlantic for over 25 years, has moved five times with the company and has held numerous positions over those years. The most recent move, eight years ago, brought her to Charlottesville where she has been the branch manager of the local AAA office (and briefly the manager of the Roanoke office as well) ever since. Virginia believes in continual learning and is a proud graduate of Leadership Charlottesville as well as the Dale Carnegie Skills for Success. In the past Virginia has volunteered to help the Ronald McDonald House, Festival of Cultures, the Salvation Army, and other local nonprofits. For the past three years Virginia has been involved with the largest women’s conference in Central Virginia, Quadruplicity, and served as chair in 2017.

    Virginia has been married for four years to her husband Dan, and has two step-daughters who are proud members of the Girl Scouts. They live north of town in the Forest Lakes area and enjoy walking the three dogs and two cats around the neighborhood, as well as taking the kayaks out on Chris Greene Lake. They are both very thankful for living where they do: in the heart of Virginia where there is so much beauty and so much to do that they can never get to do everything they want to. 9

    Sam Bradshaw, Board Development Committee

    Sam Bradshaw Nochitta lives in Fluvanna County, and works at CFA Institute in Charlottesville. She grew up as a Girl Scout in Virginia Skyline Council and was a member from 1st through 12th grades and was the Girl Member-at-Large on the GSVSC Board of Directors in 2005. Sam worked on council staff from 2011 to 2012 in both program and fund development, and served as a volunteer from 2012 to 2014 in a variety of roles including troop leader, training facilitator, and trainer. Sam lived in Bluffton, SC from 2014 to 2019, and returned to the Charlottesville area and rejoined Virginia Skyline Council as a volunteer in 2020. Sam is mom to future Girl Scout Alba, and bonus-mom to Fabri and Mina.

    Christine Cutright Knight, Board Development Committee

    Christine is a Roanoke native who is currently working and residing in the Charlottesville area. Christine has shown her love for Girl Scouting over and over: having been a Girl Scout, raising one, attending the national convention in 2011, serving as 1st vice chair on our board of directors, and now taking on a position on the board development committee. While her skills are numerous, a few to point out include fund development, marketing and strategic planning. She is currently the senior director of campaign and development operations with the UVA Darden School Foundation. She has a BA in Psychology and Religious Studies from the University of Virginia, a MALS in Humanities from Hollins University, and a MBA in Strategic Leadership from the University of Richmond. She is excited to continue her journey with Girl Scouting at Virginia Skyline Council.

  • Paula Prince, Ph.D., Board Development Committee

    Dr. Prince was with Jefferson College of Health Sciences [JCHS] for 16 years before joining the faculty of the Sociology Department at Radford University Carilion. Her academic focus is on those issues that affect the delivery of health care, particularly to underserved populations. Dr. Prince came to academia from 10 years at the Council of Community Services, a human service planning agency, where she was Vice President of Planning and Consultation. Dr. Prince is presently Chair of the Blue Ridge Interagency Council on Homelessness which provides oversight to the Blue Ridge Continuum of Care and advocates for policies that address homelessness. She is a member of the data analysis committee of Healthy Roanoke Valley. In addition, Dr. Prince is a member of the Advisory Committee of the Salvation Army Turning Point Domestic Violence Shelter and member of the Boards of Good Samaritan Hospice and Renovation Alliance. She is formerly a member of the Board of the Girl Scouts of the VA Skyline Council. An opera lover, she recently joined the Board of Trustees for Opera Roanoke. Dr. Prince and her husband Norm, a retired steel industry automation engineer, have four children and five grandchildren.

    Lori Wimbush, Board Development Committee

    Lori Wimbush joined Roanoke County as an assistant principal in 2004 at Northside Middle School. In 2006, she was named head principal, and served for 10 years. During Lori’s time at Northside Middle School, there was a focus on making data-driven decisions; this was instrumental in helping her and her staff be recognized as a national school to watch. In the summer of 2016, Lori was named principal of Hidden Valley High School and has served in this capacity for the last three years. Lori began her teaching career as a history teacher at the former Fieldale-Collinsville High School in Henry County. She held that position for four years, before moving to Roanoke City to teach Social Studies at Patrick Henry High School for an additional two years. Lori is a 1994 graduate of Bassett High School, in Henry County. She earned her Bachelor of Science and Master of Science degrees from Radford University. She most recently obtained her Educational Specialist degree in educational leadership from Liberty University.
