Preface This event is in dedication to the men and women who put their lives on the line each day, and to those

who have perished in order to Protect and Serve our communities. The world of Emergency Services is

an extraordinary field that encompasses many career opportunities. The 2018 SSFC Spring Camporee

will have five different areas in dedication to five different Emergency Service Agencies, both

professional and volunteer. Scouts will be participating in activities that are themed in Law Enforcement,

Fire Fighting, Emergency Medical Services, Search and Rescue, and Emergency Services. All of the

event areas will have representatives from many different professional and volunteer agencies.

Registering for Event

All units are responsible for their own meals for the entire

weekend. No meals will be provided for the event except for

long term event staff, and Uniformed Emergency Personnel.

Units participating in Saturday only option will need to provide their own lunch and dinner. There

will be no discount for Saturday only participants.

WEBELOS: Troops may invite WEBELOS but they may be limited in

some events due to safety concerns. Please follow Guide to

Safe Scouting.

Patrol Information Patrols will need to work together to accomplish most activities. Patrols are expected to carry an

Emergency Service Pack in order to assist them with activities. Can be a single, or multiple packs.

BE PREPARED! Some activities may get Scouts wet! The following will explain what is

expected of Patrols:

Patrol defined: Patrols are not more than 8 scouts.

Patrol Emergency Service Packs:

Patrol Awards: Patrols who participate can earn up to 20 points per activity.

The Top 3 Scoring Patrols will place.

Each area will have a number of activities where Patrols will

have to complete the following number of corresponding

level of activities:

2 – Red Activities (Critical Activity)

2 – Yellow Activities (Basic Activities)

1 – Green Activity (Instructional Activity)

There are a total of five activity areas. Each patrol must

complete the (2) red, (2) yellow, and (1) green activity. Keep

in mind that most activities are timed, and will reflect in

points.

The start of an activity time will be when the judges are

finished with the activity description, and inform the patrol

when the time begins.

Score Cards: SPLs will be issued score cards for their patrols at the

leaders’ meeting at 21:00 on Friday, or upon arrival at

Saturday Only Participant check-in.

Score cards must be filled out by the judges and signed by

them as well. Once patrols have completed their score cards,

they must turn them into Incident Command by 17:45. This

also includes partial score cards.

Score Cards will be added by the Incident Command Staff

and will be returned in unit packets with patches.

Be Aware: ACTIVITIES SUBJECT TO CHANGE This is an event that

requires many resources that involve on duty emergency

personnel. In event of an actual emergency, either at

camporee or in town, emergency personnel may need to

leave causing some activities to be put on hold until they

return. We will have back up plans in place. If major

activities change prior to the event, a notice will be sent

out via email.

Troop Aspect of Event

Simple Expectations: Scout Oath, Scout Law, Scout Motto, Scout Slogan, Outdoor

Code, WWW, Guide to Safe Scouting

Checking In: Check In will be located at the Incident Command building.

Two rosters will be required to be turned in. Roster form can

be found on page 13. From check-in, units will be directed

to their sub-camp with parking. See PARKING on page 12.

Friday Check-In begins at 1700 at Incident Command

Saturday Check-In begins at 0730 at Incident Command

Adult Participation: In order for the event to be successful Adult participation is

requested.

Adults can sign up to help run activities, or general camporee

functions, with their Sub-Camp Commissioners. Troops

will earn 2 points per adult, per shift. There is a maximum

of 20 points per Troop unless additional help is required by

Incident Command. There are two shifts to choose from;

morning and afternoon.

Adults, who follow Patrols and disrupt the Patrol Method

(Coach/Help), will cause Patrols to be docked 10 points for

each occurrence. Remember that Scouting is mostly a self-

learning opportunity. “Scouting is a safe place to fail.”

Troop Participation Awards: The Top three scoring Troops will place for the Fall

Camporee. Please see “Troop Participation Sheet” on page

14 to see what will be scored.

Camp Ground and Fairgrounds: The Camporee Committee was granted permission to

host the event at the Calhoun County fairgrounds, and to

utilize private property for our camping needs. Above

ground fire pits are the only type of fire permitted at the

event. Please be sure to have plenty of water, and a “Fire

Guard Chart” available. Units may purchase from the Scout

Office or create their own Fire Guard Chart.

Remember to follow Leave No Trace Principles at all times

and help by keeping fairgrounds clean of trash. If you see

trash please pick it up and throw it away.

Above Ground Fire Pit: Defined:

Minimum 8 inches off ground and not burning the grass.

PARKING: Due to limited space it is asked that all units attempt to

coordinate with parents on minimizing the number of

vehicles brought to the Camporee. One trailer per site is

permitted. No vehicles are permitted in sites or on grounds

during the weekend due to safety reasons unless it is an event

emergency vehicle. Only 2 vehicles will be permitted to the

camp site during Friday arrival, and Sunday departure. Once

all equipment has been delivered to the camp site, all

vehicles must return to the designated parking areas.

Scouts and Leaders will need to walk from parking area to

camping area.

This will be strictly enforced by Calhoun County Emergency

Management.

Special Purpose Vehicles: Those who are in of need golf carts due to medical necessity

must bring their parking permit to Check In to receive a pass

for the weekend.

Trash: There is limited trash space available at the fairgrounds. Be

prepared to pack out your trash. GFS heavy duty bags are

strongly advised.

Emergency Procedures

Due to the nature of this event it is imperative that everyone is on the same page. The use of the

words HELP, SAVE ME, or any other key words should not be used unless it is an actual

emergency. We will be adopting National Camp School’s alternative wording for activities, which

will be JENGA.

Emergencies: In case of EMERGENCY, do the following:

Stop Think Observe Plan

If a Scout or Leader is injured or sick, provide basic first aid

and send for help.

Leaders may visit or call our Emergency Medical Services

Branch as there will be licensed medical staff available for

any and all medical situations for the duration of the event.

All incidents may be directed to Incident Command

Scouts Going to Hospital: In event of a Scout going to the hospital, an adult leader, or

an event Administrator, must be present at the hospital.

It is ideal for the Health Form to be available prior to

departure from the event unless the parent will be

accompanying them.

Adverse Weather: Leaders will be informed of eminent adverse weather

conditions. A Commissioner will visit each camp site, as

other staff will roam the grounds. All participants and staff

should find the nearest structure to take cover.

In event of a storm hitting in the middle of the night, statistics

show that it is best for all Scouts and Leaders to stay in their

tents to reduce the chances of getting lost, or chance of

incident.

Fingerprint Challenge (YELLOW)

W.D. Boyce’s Scouting Medallion was taken from his residence last night. Fingerprints have

been found and there are a total of six suspects. Your patrol will be given fingerprints that were

taken from crime scene. Match the fingerprints to the individual who is responsible.

The Life of a Law Enforcement Officer (GREEN)

Talk with a local Law Enforcement Officer about what his daily life at work is like. Hear

interesting stories and life lessons that Scouting has them over the years.

FIRE SECTION

Ladder Carry (RED)

Patrols are shown three ways to carry a fire department extension

ladder. Their mission is to properly pick up and carry the ladder

from point “A” to point “B”, set it up, take it down, and carry it back

to point “A”.

Hose Line Targets (RED)

A group of first year Scouts started multiple small fires in the middle of the forest. Your patrol

must use the fire hose to extinguish the fires before they spread. Each patrol member will use

the hose line, with the support of his fellow patrol members. Each must hit the target to score.

Bucket Brigade (RED)

Two patrols are needed for this event. One patrol lines up from water supply to fire and passes

buckets up and down the line filling buckets at water supply and passing them to fire and back

again. Second patrol, each member has a bucket and each fills bucket at water supply and carries

it to fire and back for refill. Which patrol can put the fire out first?

Fire Extinguisher Use (YELLOW)

Each patrol member will have an opportunity to extinguish a live fire (controlled) using a dry

chemical fire extinguisher. Fire and extinguishing methods will be discussed as well as the Fire

Tetrahedron.

Grass Fire Fighting (Yellow)

Each patrol member will have an opportunity to extinguish a simulated fire using a Indian

Backpack Fire Extinguisher. Fire extinguishing methods will be discussed as well as the Fire

Tetrahedron.

Fire Safety (GREEN)

Each patrol member will learn basic home fire safety. Fire and extinguishing methods will be

discussed as well as the Fire Tetrahedron. Escaping a home fire, sounding a fire alarm, where to

meet, what to do if you are on fire.

O Tannenbaum (GREEN)

Each patrol member will have an opportunity to observe the burning of an actual Christmas Tree

to see how quickly a home fire can spread.

Gas Utilities Demonstration (GREEN)

Each patrol member will have an opportunity to observe and learn about how to detect leaking

flammable gases and what actions to take. For both LP Gas and Natural Gas.

The Life of a Fire-Fighter (GREEN)

Talk with a local Fire-Fighter about what his daily life at work is like. Hear interesting stories and

life lessons that Scouting has them over the years.

EMS SECTION

Newton’s Tree (RED)

While on a hike your Patrol stopped for lunch on a cool, but sunny,

day. A couple of your Patrol members were climbing a tree. One

of your Patrol members fell. On the way down, he hit his left arm

on a limb and then landed on the ground, feet first. As a result he

strained his right ankle, and broke his left forearm. He cannot move

his right leg, or his left arm, due to excruciating pain. Your Patrol must

work together to treat your injured Patrol member, and construct a

stretcher to get him back to camp.

You are on a hike with your Patrol in the Pinckney Recreation Area. You approach an elderly

man who appears to be weak, pale, and diaphoretic. You also notice he is having difficulty

breathing, clenches his chest and collapses to the ground. As you, and your patrol, quickly get to

him you find that he is unconscious.

2 Assesses Circulation, Airway, and Breathing

2 Begins CPR, starting with 30 chest compressions

3 Chest compressions are about 2 inches in depth

Cool Runnings (RED)

It’s a cool and damp night and your Troop is out playing capture the flag at Yankee Springs

Recreational Area in a big field. One of the older Scouts was wearing only a t-shirt and blue jeans

because of how warm he was from running earlier. You find him on his knees shivering and he

says he’s cold. His lips are blue, and his skin is pale, cool, and clammy. Treat your fellow Scout.

Scoutbo: First Blood (RED)

Your Troop just started playing capture the flag with a neighboring Troop in the middle of the

woods at night. A Scout from your troop, Jimmy, captures the opposing troops flag and runs for

it. A Scout from the opposing troop tackles him. As Jimmy is tackled, he falls onto a sharp stick

and becomes impaled. As Jimmy tries to get up, the stick is pulled out and the wound begins to

bleed profusely. The opposing team brings a first aid kit.

You, and your Patrol, are eating lunch on the trail at the Waterloo Recreation Area. The menu is

turkey sandwich, chicken ramen, and a granola bar. While eating, one of you patrol members

begins having a difficult time trying to breathe. Everyone knows that he is allergic to peanuts,

and no one checked to see if the granola bars contained nuts.

EMS Jeopardy (RED)

3-4 Patrols will compete against each other in categories that involve First Aid, and items out of

Emergency Preparedness. Patrols will only be able to answer through their Patrol Leader.

Patrols will receive 20 points for participating through the whole game. EMS Jeopardy will take

about 15 minutes.

Stretcher Relay (YELLOW)

Your Patrol must construct a workable stretcher to transport. Upon construction, two of your

Patrol members must carry the Patrol Leader. Once your Patrol gets to an orange cone, they must

switch Patrol Members to reduce fatigue.

Carry Relay (YELLOW)

While at summer camp, your Patrol was playing Football in a field. Your Patrol Leader wasn’t

watching where he was running and stepped into a hole, causing him to sprain his ankle. Your

Patrol must carry him to the Health Lodge. While taking him to the Health Lodge, your Patrol

must use 4 of the 5 Multiple Person Carries. When you get to an orange cone, you must switch

Patrol Members to reduce fatigue.

life lessons that Scouting has them over the years.

SEARCH AND RESCUE SECTION

I Live a Sheltered Life (RED)

Your Patrol is out in the Manistee National Forest doing some

backpacking. There is a storm coming in from the lake, and the

temperature is dropping. Your Patrol must build a shelter out the

provided items, plus anything that is in your pack, before the storm hit.

You must be able to fit your entire Patrol.

Your Patrol Must Build the Shelter Before the Storm Hits.

Up to 2 Patrols can play. All knots are taken from the Scout Handbook, Climbing MB Book,

Pioneering MB book, and a couple extra.

Rules: The Patrol Leaders are in control of the dice. Roll the dice and tie the knot, or lashing, that

your Patrol lands on. If you tie the knot, or lashing, correctly and give one example of what it’s

used for you gain the corresponding points. Fail to do so and you lose those points. If you go to

Jail, you must tie a knot that is given to you by the Judge. The first Patrol to 1,000 points wins.

Your Patrol must complete the compass course by retrieving the correct letter/number

combination. Course must be complete in 10 minutes or less.

Your Patrol was searching a field filled, with tall grass, for a lost Scout and lost the patrol’s

compass. Luckily, one of your patrol mates has a Wrist Watch. Use the watch to determine N, S,

Fire Water (YELLOW)

Prior to event, your Patrol must build a small raft, approximately 12” x 12”, made of sticks and

lashed with natural fiber twine/rope. The raft must be able to float. At the event you patrol must

place the raft in the water and build a fire on top of the raft, and must burn for 5 minutes. Patrol

will be responsible for bringing tinder and kindling.

Kim’s Game (YELLOW)

Your Patrol is assisting with a Search and Rescue Team. You were tasked to go out and scan the

area for items, and report back to Incident Command to inform them of what was found. A slue

of items will be presented to your Patrol. Your Patrol must remember all of the items without

writing them down.

EMERGENCY RESPONSE SECTION

Scouts of Hazzard (RED)

Your Patrol was out for a bike ride when a storm suddenly hit the community. Your Patrol took

cover, but your Patrol Leader was injured, and rendered unconscious. Your Patrol must treat the

laceration on his right forearm and must work together to safely get the Patrol Leader to safety

through what are now badlands.

Your Patrol has 10 Minutes to treat and complete the course.

Fragile Transport (YELLOW)

Your Patrol will be given an object that is large and fragile, and an object that is small and

possible. Your Patrol’s objective is to transport the items together without either of them

breaking. Items from your emergency service pack may be used.

Patrols will learn multiple ways to purify water for small and large groups in disaster and

wilderness survival situations.

are safe for rescue crews to enter, and treat any injured people you may find along the way.
