It is my pleasure to welcome you to the 2017 PNWA Annual Convention. I hope you are looking forward to another great PNWA event! While I am excited to see my regional colleagues and hear from our great group of speakers, this is also a poignant moment for me. This is my final event as your PNWA President, as I conclude my two-year term. I am deeply honored to have had the privilege to serve the PNWA and the region in this capacity and consider it to be the pinnacle of success in my long career in the marine industry. It has truly been a pleasure to serve in this role and I hope you have found the last couple of years as productive as I have. Although I will no longer serve as your President I plan to stay as active as always in the PNWA.

I am happy to report that our membership remains as strong as ever this year, with over 135 organizations throughout Washington, Oregon and Idaho. We have continued to be deeply involved in key issues like Corps funding, the Columbia River Treaty, small ports, and Snake River dams. And we are working closely with agency staff to develop long-term solutions for regulatory challenges in our region and beyond.

I want to thank you for your support and guidance over the past two years. It has been such a great honor to be your President and to lead an organization of informed and engaged partners. I would be remiss if I didn’t extend my heartfelt appreciation to the PNWA staff for all of their invaluable assistance over the past two years. I am constantly reminded of how fortunate we are to have such highly skilled and incredibly competent people to run our organization. Through their efforts, and yours, I am confident that PNWA’s stellar success will continue to grow as it has done for the past 83 years. Welcome to the 2017 Annual Convention! When we met last year, our nation was gearing up for an election and contemplating what changes would arrive with a new Administration. Now, a year later, we are working hard to stay current on everything happening in Washington, ensuring that your issues and projects are well positioned for success. We’ve designed a suite of topics and speakers for this meeting which will help you understand the latest twists and turns in DC, including federal funding opportunities, prospects for infrastructure investment, permit streamlining, and the outlook for our agency partners like the Corps of Engineers. It is our hope that you leave this conference with information and new perspectives.

I want to thank you for being part of PNWA. With your support, we remain a respected voice in Washington, DC and throughout the Northwest. In FY2017, we successfully advocated for an additional $21 million in workplan funding for our region’s navigation projects, for a total of nearly $156 million. In FY2018, we’ve seen strong numbers in the President’s budget and we’re laying the groundwork now for another successful workplan. We’re also working with our Northwest Congressional delegation to address issues like a possible 2018 Water Resources Development Act, the Columbia River Treaty, continued improvements to our regulatory processes and much more. Our broad membership combined with our collaborative, non-partisan approach has been a recipe for success for 83 years. Travis Brouwer, Assistant Director, Oregon Department of Transportation (ODOT) 355 Capitol Street NE MS 11, Salem, OR 97301 (503) 986-4214 [email protected] Travis Brouwer joined ODOT in 2005. He served for eight years as the agency’s Federal Affairs Advisor, working closely with Oregon’s congressional delegation and advising the Director and Oregon Transportation Commission on federal legislative, funding and policy issues. He became ODOT’s Assistant Director in March 2014. In this position, he oversees the Director’s Office, which includes Government Relations—including federal, state, local, and tribal relations—and external communications. He also oversees performance management and the Office of Innovative Partnerships, which is developing a per-mile road usage charge. Prior to joining ODOT he served as Congresswoman Darlene Hooley’s District Co-Director, running her Salem district office. In his six and a half years on Congresswoman Hooley’s staff, Travis worked on legislation and policy in a wide variety of areas. Travis graduated from Willamette University in 1999 with a degree in politics. He lives in Salem with his wife and three children. She manages all federal and state relationships in the legislative and intergovernmental arena, and is responsible for the development and execution of the agency’s legislative strategy and policy. Prior to her work with WSDOT, she spent nearly nine years in Washington, DC working as a policy advisor to three members of Congress, including four years as Professional Staff for the Committee on Transportation and Infrastructure, where she worked for the Chairman of the Highways and Transit Subcommittee, Rep. Peter DeFazio (OR-04). A native of Washington State, Allison holds a Bachelor of Arts degree from the University of Washington. Shawn Campbell, Deputy Director, U.S. Wheat Associates 1200 NW Naito Parkway, Suite 600, Portland, OR 97209 (503) 223-8123 [email protected] Shawn Campbell has served as Deputy Director of the West Coast Office of U.S. Wheat Associates, located in Portland, Oregon, since July 2009. Shawn is responsible for liaison work with the grain export trade and constituent state-level wheat commissions, hosting visiting foreign trade delegations, varied market analysis projects, as well as servicing the needs of USW headquarters in Arlington, Virginia, and their 15 overseas offices. During his time with USW Shawn has worked on numerous projects involving wheat quality, the U.S. Pacific wheat trade, Canada, world wheat trends, and Hard White wheat. Shawn holds undergraduate degrees in Agribusiness and Agricultural Systems Management and a master’s degree in Agricultural Economics from the University of Idaho. Prior to joining USW, Shawn worked as an agricultural economist for a feedlot/farming operation in Alberta, Canada where he was involved in risk management, commodity trading, and futures hedging. Prior to that he interned for Hawaii Commercial and Sugar in Puunene, Hawaii. Shawn is a native of Condon, Oregon where he took part in his family’s cow-calf operation. He has in-depth knowledge of local, state, and federal land use and environmental regulations, and has successfully navigated clients through local rezones, comprehensive plan amendments, master plans, shoreline permits, and development agreements; state 401 water quality certifications and NPDES permits, U.S. Army Corps of Engineer Section 10, 404 and 408 permits, and ESA consultations. Brent’s litigation practice before local and state administrative tribunals, and in state and federal court, includes defense of development approvals and response to environmental enforcement actions. Prior to his law practice, Brent worked for the Puget Sound Clean Air Agency in Washington State, where he helped create one of the nation’s first air pollution mitigation banking programs.

LTC Damon A. Delarosa, Commander, U.S. Army Corps of Engineers, Walla Walla District 201 N. Third Ave, Walla Walla, WA 99362 (509) 527-7700 Staff email: [email protected] As the Walla Walla District Commander, Lieutenant Colonel Damon Delarosa oversees Corps of Engineers water resource projects throughout the Snake River Basin, spanning 107,000 square miles in parts of six states. The District includes eight projects: four dams on the lower Snake River, McNary Lock and Dam on the Columbia River, the Mill Creek project near Walla Walla, and Dworshak and Lucky Peak dams in Idaho. This Civil Works District, employing nearly 900, has missions that include hydropower generation, navigation, flood risk management, recreation, environmental stewardship, and the Corps of Engineers’ regulatory program in the State of Idaho.

LTC Delarosa was commissioned in the U.S. Army in 1998 following graduation from the U.S. Military Academy at West Point. months and Assistant Director for 4 ½ years. She previously worked at the Oregon Water Resources Department, where she worked

extensively with the Department’s stakeholders and staff on water supply, water conservation, agency budget, and legislative issues.

Before working in the natural resources sector, April provided tutoring and career counseling services to learning disabled college

Curtis Robinhold, Executive Director, Port of Portland 7200 N.E. He joined the Port as Deputy Executive Director in February of 2014. The Port, governed by a nine-member Commission appointed by the Governor, consists of four marine terminals, two general aviation airports and Portland International Airport (PDX). The Port has about 800 employees and annual operating revenues of approximately $310 million. The value of foreign trade moving through the Port is $12 billion annually. PDX handled over 18 million passengers in 2016 aboard 15 domestic and international airlines, including all major U.S. carriers and five foreign flag airlines. The Port’s Marine and Industrial Development Division comprise several diverse lines of marine cargo operations as well as acquisition, development and management of an extensive industrial real estate portfolio. Portland is one of the major ports of entry and exit in the United States for finished automobiles and remains a significant export load center for grain and other bulk commodities. Prior to joining the Port, Robinhold was Chief of Staff to Oregon Governor John Kitzhaber, where he oversaw the Governor’s policy agenda, staff and policy advisors. Before joining the Governor’s team, Robinhold was CEO of an energy efficiency finance company in Portland, Oregon. Until 2010, Robinhold was Managing Director of BP Alternative Energy’s global gas-fired power business. Robinhold was raised in Eugene, Oregon. 2017 PNWA Legislator of the Year U.S. Senator Jeff Merkley (D-OR)

PNWA is honored to announce Senator Jeff Merkley (D-OR) as our 2017 Legislator of the Year. Senator Merkley is a leader for our region in Washington, DC and is a champion on issues of great importance to the PNWA membership. In his role on the Senate Appropriations Committee’s Energy & Water Development Subcommittee, he helps draft the annual Corps of Engineers spending bill and helps to prioritize projects of importance to Oregon and the entire Northwest. Senator Merkley is the only Oregon member of Congress from either chamber since Senator Mark Hatfield to serve on Appropriations, and fought to join the committee in 2013 so that Oregon could have a strong voice in decisions about our nation’s spending.

Senator Merkley understands the importance of navigation to the Pacific Northwest and has

advocated for our region’s infrastructure. His support of the FY2017 Omnibus bill provided critical funding for the annual dredging of our deep draft, inland and coastal ports, construction of our jetties at the Mouth of the Columbia River, and for completion of the Seattle Harbor channel deepening study. In addition, the Senate’s FY2018 Energy & Water Development bill provides $1.2B in programmatic funding for the Corps of Engineers, and hits the annual HMT target to provide for operations and maintenance of our deep draft and coastal harbors. Senator Merkley’s leadership is vital to ensuring that our navigation projects continue to receive additional funding year after year.

Senator Merkley has positioned himself as a fighter on behalf of our region’s small ports. Each

year, he joins with his colleagues in the region to urge the Administration to fund continued maintenance dredging of Oregon’s small coastal ports. In addition, as a member of the Senate Environment and Public Works Committee (EPW) since 2009, he has helped to draft the past two Water Resources Development Acts (WRDA), both of which included important language for small ports around the nation and codified the annual 10% set aside for these emerging harbors. WRDA 2016 also included the Senator’s legislation titled the “Columbia River Basin Restoration Act (CRBRA)”, which established a voluntary grant program to remove toxins in our rivers, and ultimately help both ports and environmental stakeholders perform critical clean-up activities in the Northwest. The Senator was a leading force for its inclusion in the final bill.

PNWA is grateful for the Senator’s many years of service to Oregon and the Pacific Northwest,

and for his continued support of our regional infrastructure. Though Senator Merkley will be unable to attend our conference due to the Senate schedule, we look forward to presenting him with this award at our 2018 Mission to Washington next March.

The Columbia River Pilots are an association of 44 professional mariners licensed by the State of Oregon to provide safe and efficient maritime pilotage services to all ports on the Lower Columbia and Willamette Rivers. Jeffrey Ament, PE, Project Manager, Portland District, U.S. Army Corps of Engineers

Jeff Ament is a Project Manager in the Planning, Programs and Project Management Division of the Portland District, U.S. Army Corps of Engineers. In 1983, he earned a BS degree in Electrical Engineering Technology from University of Pittsburgh at Johnstown. Upon graduation he worked for General Dynamics designing test equipment for Stinger Missile System. In 1995 he earned a MS degree in Civil Engineering with an emphasis in Structural Engineering from California State University, Fullerton. Upon graduation he worked for two small consulting firms designing sawmills. Jeff began his career with the Corps in September 2000 as a Structural Engineer in Portland District, performing structural design on projects like the Cougar temperature control tower. Jeff progressed into a Technical Lead position where he led teams that designed and built, among others, The Dalles Spillwall, The Dalles Navigation Lock Miter Gate Replacement, and Foster Adult Fish Facility. Jeff currently serves as a Project Manager leading teams like The Dalles 2016-17 Extended Navigation Lock Outage, and Detroit Temperature Control and Downstream Fish Passage. He is a registered professional civil engineer in the states of Oregon and California and a member of the Structural Engineers Association of Oregon. Doug Clarke, Chief, Civil Works Integration Division, U.S. Army Corps of Engineers Northwestern District

Doug Clarke is the Chief of the Civil Works Integration Division and has been in this position since January 2010. He oversees development, defense, and execution of NWD’s Civil Works Program. He is certified as a Project Management Professional by the Project Management Institute, Level 3 Program Manager in USACE, and has a degree in Civil Engineering. He worked for the Department of the Navy for two years from 1984 through 1986 as a naval architect. He has worked for USACE since 1987, and began working for the Portland District in 1987 in Engineering Project Management. He moved to the Project Management Division in 1989 as a project manager. From 2003 – 2009, Doug served as the Assistant Chief of Planning Programs and Project Management Division and the Chief of Programs and Project Management Branch in Portland District and the District’s congressional liaison. He has worked closely with PNWA and other stakeholders since 2003. Doug is married, with two girls ages 20 and 22.

Nic Ivy, Electrical Engineer, U.S. Army Corps of Engineers, Walla Walla District

Nicholas J. Ivy joined the U.S. Army Corps of Engineers, Walla Walla District, in June 2008 as an electrical design engineer through the Department of the Army intern program. He served as a project manager for two years before returning to electrical design as a small project engineer. In 2016, he became the senior engineer for the District’s electrical design section. Currently, Mr. Ivy is responsible for guiding the electrical designs for the District’s industrial control systems, including those for operating navigation locks and spillways. In addition, he provides technical mentoring for junior engineers and technicians. Other responsibilities include facility assessments, design reviews and recommendations, and construction support.

Mr. Ivy grew up near Rochester, Minnesota. He earned a Bachelor of Science degree from Walla Walla University (electrical engineering) and a master’s degree from Walden University (systems engineering). He is a registered Professional Engineer in the State of Washington and is a licensed foster parent.

Robert D. Larson, President, Port of Benton Commission

Robert D. Larson is the President of the Port of Benton Commission and was elected to serve on the Port of Benton Commission in 1994. His previous experience includes over twenty-five years of procurement experience with the United States Atomic Energy Commission and its predecessor Agencies. He was the former Director, Procurement Division, Richland Operations Office, United States Department of Energy, with a staff of 24 employees and was responsible for 250 million dollars of procurement per year. He was the Procurement Manager for six years in a Project office for design and construction of the Fast Flux Test Facility Nuclear Reactor. Commissioner Larson is active in the Benton Franklin Council of Governments, Washington Public Ports Association, Pacific Northwest Waterways Association, Richland Rotary Club and serves as a representative on the Hanford Advisory Board. Commissioner Larson has received his Bachelor of Science in Marketing, Masters in Business Administration and Bachelor of Law. Commissioner Larson is a Colonel in the Army Reserves, a previous commander of the USAR School in Spokane, Washington, and the United States Military Academy (West Point) liaison officer, for recruitment of cadets for the southeast portion of the state of Washington.

Commissioner Larson is married. He and his wife, Shirley, have two children and three grandchildren. He is an avid snow skier and golfer.

Andy Rajala, Upper Snake/Clearwater Resident Engineer, U.S. Army Corps of Engineers, Walla Walla District Andrew Rajala grew up in Ely, Nevada. After high school, he attended the University of Idaho where he received his Bachelors and Masters of Science in Mechanical Engineering. After college, he continued his education by achieving his Professional Engineering License, Level II Contracting Certification, Walla Walla District’s Leadership Development Program (Class of 2009), and a Master’s in Business Administration from Bellevue University.

Out of college, Andrew Rajala started as a DA intern in the Walla Walla District. Following a one year internship program, he became a Project Engineer in Construction Branch. He was in this position for four years and served as the Contracting Officer’s Representative on construction and supply contracts at the hydroelectric dams on the Snake River. He was also named the 2011 Northwest Division Construction Engineer of the Year for his efforts on the Lower Monumental Navigation Lock major rehabilitation projects, which included the Lower Monumental Downstream Gate Replacement and the Monolith 15 Wall Repair.

Andrew Rajala has been a Resident Engineer in the Administrative Contracting Office since 2011. In July 2011, Andrew Rajala was made acting Resident Engineer for the Lower Snake and Columbia Resident Office, Walla Walla District. In October 2012, he took an assignment as the Resident Engineer at Kunsan Air Force Base, South Korea. Andrew Rajala worked in South Korea for about three years on infrastructure improvements for the U.S. and Republic of Korea Air Force. In June 2015, Andrew Rajala returned to Walla Walla as the Resident Engineer for the Upper Snake/Clearwater Resident Office.

Rob Rich, Vice President, Shaver Transportation Rob Rich, originally from Coeur d’Alene ID, started on the river as a deckhand with the former Knappton Towboat Company in 1979. He came ashore later that year in dispatch, and served with the upriver barging department. Rob has been at Shaver Transportation Company since 1986 in the operations and administration departments. He currently is V.P.Marine Services. Mr. Rich is Immediate Past President of the Columbia River Towboat Association (CRTA), Vice President of Pacific Northwest Waterways Association (PNWA), and Vice Chair of Columbia River Steamship Operators Association (CRSOA). He and his wife Amy recently relocated to Woodland, WA.

Mark Sawka, PE, Chief of Design Branch, Portland District, U.S. Army Corps of Engineers Mark Sawka is the Chief of Design Branch in the Engineering and Construction Division at the Portland District of the U.S. Army Corps of Engineers (USACE). Mark holds a Bachelor's degree from the University of Florida in mathematics and a Master's degree from Florida Atlantic University in civil engineering with a focus on structural engineering. He started work for Portland District in 1992 as a structural engineer in the Structural and Architectural Design Section. He was involved in concrete and steel design on many projects, including the Bonneville navigation lock and Olmsted navigation lock in Kentucky. Mark served as the Chief of the Structural and Architectural Design Section from 2006 to 2011 and Chief of Design Branch since 2011. He was a committee member on the Corps-wide Regional Navigation Design Team from 2008 to 2010 and is currently the USACE Northwestern Division liaison to the Inland Navigation Design Center of Expertise in Pittsburgh and Rock Island Districts. Mark has been involved in the long term strategic planning that led to the 2016-2017 extended navigation lock outage. As Chief of Design Branch, he supervises and leads a team of engineers that designed The Dalles navigation lock upstream submersible radial gate, the mechanical hoisting system for the gate, the PLC driven electrical system that controls all lock gates and valves, and the cathodic protection and gudgeon anchors for the downstream gate. Mark is a registered professional civil engineer in the state of Oregon and is a member of the American Society of Civil Engineers.

Brian Wolfe, Commissioner, Port of Vancouver

Brian Wolfe was elected to the Port of Vancouver Board of Commissioners in 2005. He also serves on the executive committee of the Columbia River Economic Development Council (CREDC), an organization he helped create, and served as chairman of its Board of Directors from 1983-1994.

Mr. Wolfe operates his own legal practice in Vancouver and has more than 48 years of experience as an attorney. He serves on the General Advisory Committee of the Cascade Technical Academy (formerly the Skills Center), and the Board of Directors of the Southwest Washington Community Land Trust. In addition, he has held leadership positions with the Greater Vancouver Chamber of Commerce, Leadership Clark County, the Clark County Social Services Administration, Identity Clark County, and the Vancouver Dawn Lions Club.

Mr. Wolfe holds a B.S. from Whitworth University in Spokane and earned his Doctor of Jurisprudence degree from Willamette University in Salem. Mr. Wolfe represents the Port of Vancouver’s District 1, and his current term expires December 31, 2017.
