I especially congratulate our Gawad Chancellor Awardees—faculty, REPS, administrative staff, and students and student organizations— our honored retirees, and our Service Awardees for this year. On behalf of the UP community, I offer you my heartfelt gratitude for the dedication, integrity, industry, and resourcefulness you have shown, and for the years of faithful and selfless service you have rendered to the University, but more importantly, to our nation. And most of all, thank you for being a living demonstration of UP’s principles of honor, excellence and service to the Filipino people, especially the marginalized and underrepresented. Congratulations, colleagues in the university and fellow workers, on the commemoration of twin milestones in the life of our beloved institution. The first is the year when it was granted autonomy as the Health Sciences Center (HSC) and the second was the HSC’s renaming as UP Manila.

These aspects in our history are significant because the creation of the HSC integrated all health profession colleges and units under one roof with the College of Arts and Sciences providing the liberal arts and humanistic foundation. Meanwhile, the renaming conformed to the system of naming the UP autonomous campuses based on their geographical location.

This is why these occasions are special and meaningful to every member of our community. We view these milestones as an opportunity for thanksgiving for the blessings of the past and reflections on and charting of the university’s broader roles. Such tasks are hinged on our struggles during those years and how we were able to overcome the challenges that came our way to become the leader in health science education, research, and public service that UP Manila is today.

The celebrations pay tribute to the loyal, devoted, and exemplary service of the faculty, research staff, administrative employees, and students in varied aspects of work and how these have enriched the university and even the country.

To the Gawad Chancellor awardees, retirees, and service awardees, congratulations. Mabuhay kayo!

Malugod kong binabati ang mga guro, research at administrative staff, mag-aaral, at alumni ng UP Manila sa pagdiriwang ng dalawang okasyon sa buhay ng unibersidad – ang ika-37 taon ng paggagawad dito ng awtonamiya bilang Health Sciences Center (HSC) at ika-34 taon nito bilang UP Manila.

Malaking karangalan ang maitalagang pinuno ng komiteng magpaplano at magsasakatuparan ng programa para gunitain ang mga mahalaga ng pangyayaring ito sa kasaysayan ng unibersidad. Nauna nang pinamunuan ng komite ang pagdiriwang noong Hunyo ng ika-108 taon ng mother university, ang Unibersidad ng Pilipinas. Makahulugan ang okasyong ito sa UP Manila dahil dito sa atin nagsimula ang lahat. UP Manila ang orihinal na kampus at birth place ng UP.

Mula sa pagiging HSC hanggang sa naging UP Manila, marami nang pinagdaan ang taon at pagsubok ang UP Manila na lalong nagpatatag ng hangarin nitong matupad ang misyon at adhikaing mapagsilbihan ang sambayanang Pilipino. Malaking bahagi ng pagsisikap nitong maging makabuluhan at mahusay na institusyon ng edukasyon, pananaliksik, at serbisyong pampubliko ang mga guro, kawani, at mag-aaral na bumubuo dito.

Sa programang gaganapin sa Oktubre 28, pararangalan ang matagal, tapat, at mahusay na paglilingkod ng mga miyembro ng UP Manila sa ibat-ibang kategorya. Payak ngunit taos pusong pamamaraan ito ng pagkilala sa mga nagawa at kontribusyon ng bawat awardee sa paglago at pag-unlad ng unibersidad.

Nagpapasalamat ako sa mga miyembro ng komite sa inyong pagdalo sa mga miting, sa mga ideya kung paano mapapaganda ang programa, at iba pang tulong na inyong ibinahagi sa tagumpay ng pagdiriwang. The Gawad Chancellor Award recognizes the exemplary accomplishments and contributions of the members of the UP Manila community to the University and the country.

Since she joined the university in 1992, Dr. Panganiban has consistently demonstrated commitment and passion for teaching in the areas of pharmacology, toxicology, and public health to both medical and allied medical undergraduate and graduate students.

Her pedagogical approach and instructional materials such as course syllabi/design, lectures, self instructional modules, illustrative case studies, preceptorials and hands on supervision sessions reflect her teaching philosophy, TEACH: T (Track and Task) , E (Engage and Encourage) , A (Act and Acknowledge), C (Catch and Champion) and H (Hats Off and Hand Over). For all of these, Dr. Panganiban has consistently obtained an OUTSTANDING rating from students.

Her dedication to teaching is not only confined to the classroom but has been extended to specialty societies, government and regulatory agencies and the general public in various capacities as consultant, lecturer, resource person, trainor, and writer. The most notable of these extension services is her involvement in the preparation of training manuals on toxicology for WHO, DOH and DENR. She is also one of the adapting editors of Rang and Dale’s Pharmacology and author of several chapters on the Philippine Textbook of Family Medicine.

Dr. Panganiban is also an avid researcher, having been either Principal Investigator or Co-investigator in various toxicology researches and for which several articles have been published in local and international journals.

Dr. Lydia Leonardo is currently the chair of the Department of Parasitology of the College of Public Health. She is a recognized authority in schistosomiasis both locally and internationally. Her researches on schistosomiasis dates back to 1993 and cover various aspects of the disease, such as epidemiology, snail intermediate host, development of botanical molluscicides, new approaches to control and prevention, development of surveillance system, and development of diagnostic tools. The results of these researches have been published in ISI and local peer-reviewed journals and continue to seek cheaper alternative methods of snail control..Her research and publication on the national survey of schistosomiasis in 2005-2008 have remained the only work of its kind up to the present.

Her expertise as a researcher is recognized in her assignment in the World Health Organization-commissioned works to review the national schistosomiasis control programs in the Philippines, Laos, and Cambodia and Japan International Cooperation Agency-commissioned work to review one of its water development projects.

She had served in varied positions of national and regional networks and technical working groups on the control of neglected tropical diseases and has served as DOH consultant and resource person in several training workshops for local program implementers. She was recently appointed by WHO as member of the Strategic and Advisory Group for Neglected Tropical Diseases.

Currently an Assistant Professor of Political Science, he was the former Chairperson of the College of Arts and Sciences Department of Social Sciences from 2010 to 2013. An excellent faculty member of the University, he also excels in public service and extension work.

He currently serves as the indefatigable President of the All-UP Academic Employees Union (AUPAEU) at UP Manila and being one of the Board of Directors of AUPAEU in the UP System where his youthful energy and dedication contributes to the current dynamism of the organization;

He is the Union Representative to the Academic Personnel and Fellowships Committee (APFC); and Editor-in-Chief of the Academic Union Newsletter;

He is one of the founding members of the Kabataan Partylist in 2001 which is the sole youth party in the Philippine Congress, serving as its National Executive Vice Chairperson until 2010;

He is a fellow at the Center for People Empowerment in Governance (CenPEG), a good governance think-tank, where he contributes his valuable skills and expertise in its various policy studies;

He is a National Council Member of the Alliance of Concerned Teachers (ACT) and National Chairperson of the Alliance of Concerned Teachers – State Universities and Colleges (ACT-SUC), a national, progressive and non-traditional organization of faculty and workers in the educational sector in public higher education institutions in the Philippines.

Mr. Malimban has served the College of Public Health Department of Nutrition for 22 years starting as a Research Assistant to being University Researcher II at present. He has been providing a vital role in and significant sustenance to the teaching, research, and extension activities of the department.

In teaching, he took on a lead role in all the laboratory courses at the undergraduate and graduate levels. In research, he was part of several completed researches, particularly in the fields of nutrition and public health. His most recent publication as co-author was at the Acta Medica Philippina in 2012 entitled “Dietary Diversity Score as an Indicator of Nutritional Adequacy of Diets Among 16 to 19-Year Old Adolescents.”

In extension service, he is active in espousing the rights and privileges of UP Manila employees as treasurer of the All UP Academic Employees Union. He champions the role of REPS in the university as past president of the UP Manila REPSA and as the REPS representative to the UP Manila Academic Personnel and Fellowship Committee. He is a member of the Health and Safety Committee and UP Manila Research Ethics Board.

To enhance his professional knowledge and competence, he finished the Master of Public Health from CPH in 2002 and a postgraduate course on nutrition in 2012. He attended numerous seminar workshops which he used in good stead to oversee the department’s laboratory and research activities.

Ms. Venturina has been working at the Office of Student Affairs (OSA) for more than 25 years, currently holding a plantilla position of Senior Scholarship Affairs Officer. Her main task is to supervise the implementation of all scholarship programs administered by OSA. She also functions as an Administrative Officer of the frontline office for students. She possesses the skills and traits needed to fulfill the tasks and services required of a student unit. These are integrity, resourcefulness, trustworthiness, positive attitude, and dedication to work.

As Administrative Officer, Ms. Venturina renders services that include planning and conduct of student activities, coordination of annual physical examinations for students, physical and dental examinations for incoming first year students, orientations for new students, scholars convocations, election of University Student Council officers,and implementation of the socialized tuition program of the university.

She is likewise responsible for OSA’s budget and financial management; purchasing, procurement, and contract administration; general administrative services; facilities, property, safety, or space management; and human resource services.

Ms. Venturina is a member of several university committees and sits in during ad hoc committee meetings. The success of the holding of university events, such as the commencement rites, welcome rites for first year students, and scholars convocation, can be greatly attributed to the efforts of OSA through the supervision of Ms. Venturina.

Mr. Regala has been with the university for 34 years, with almost 20 years spent as Laboratory Technician of the College of Allied Medical Professions (CAMP). He fulfills his tasks the best way and provides services beyond this post when these are needed by the College.

He functions as a Supply Officer that enables CAMP to complete and submit on time its Annual Physical Inventory and as Audiovisual Technician who sets up and trouble shoots AV equipment and other electrical concerns to prevent disruption of classes.

He demonstrates good rapport not only with the faculty and administrative employees of CAMP but also with workers in other units. He exemplifies concern for employee welfare through his involvement and active participation on issues tackled during meetings and forums conducted by the All UP Workers Union of which he is a member. He is a good role model for unity and fosters positive work attitude with his cheerfulness and enthusiasm for work.

Mr. Regala has shown commitment to continued professional development by his active participation in several trainings, seminars, workshops, and committee tasks within CAMP and UP Manila.

He has shown diligence and devotion to his work, performing his tasks with very satisfactory to outstanding ratings. He is trustworthy and generous in sharing his knowledge and skills with other employees.

Mr. Rodolfo, a member of UP Medicine Class 2020, has an outstanding academic performance and track record of leadership in the university and service to the community.

As University Student Council Vice Chairperson and former USC Councilor for Academics and Research, he has led programs and projects for the students and the university while maintaining his cum laude standing at the UPCM. These include the entrepreneurship seminars, the National Medical Admission Test review, career fair, Anti-Red Tape Act Caravan, and extension of library hours.

He has also served as resource person and participant in discussions on many pertinent national issues, like the Sin Tax Law, Patent Law and Basic Bangsa Moro Law.As an intern at the Intellectual Property Office of the Philippines, he participated in the APEC Slingshot Startup Conference. He has gone on medical and surgical missions to underserved communities.

He is one who attains balance between the integrity to fight for what he believes is right and humility and understanding to work together in the spirit of genuine service.

Guided by the pillars – Brotherhood, Leadership, Scholarship and Service –the Mu Sigma Phi Fraternity has avowed its aims of cultivating responsible leadership, advancing general scholastic and cultural welfare, and cultivating and preserving an unselfish spirit of self-denying service.

Ever-responsive to the changing demands of society on fraternities, Mu Sigma Phi has redefined its role as an exclusive brotherhood, extending its hospitality to the sectors of the university and the academe. This is exemplified through several activities, such as MU Week, Service Month, iHarana Mu, Brainstorm, MUbility, and Amputee Climbs.

Upholding its principle of initiative and accountability in leadership, the Fraternity has produced some of the nation’s top leaders in the health and medical fields, such as health secretaries and PGH directors.

The programs and activities of the Mu Sigma Phi Fraternity have made significant contributions to the community, university, and students. Aside from the activities for its members and the UP Manila students, the fraternity conducted numerous outreach programs in different areas all over the country benefitting the underserved sectors.

The organization also earned numerous citations and awards for its programs, such as “Blood Type,” “Wapak Rabis,” “Project H2O,” “MUtrition,” and FLUSH or Fostering Long-term Unity Towards Sanitation and Health.

This year’s Outstanding Artist comes from the College of Allied Medical Professions Department of Occupational Therapy which he chairs. He is Pediatric Occupational Therapist and instructor at CAMP.

He is resident organist of the Philippine General Hospital Catholic Chaplaincy.

Through his artistic works in the field of music, primarily his compositions for the PGH Catholic Chaplaincy and the Manila Cathedral Basilica, Mr. Asuncion demonstrates utmost creativity and impact on the promotion and fostering of the arts in both the UP Manila and outside communities.

He is a former member of the University of the Philippines Manila Chorale and was part of the group’s European Competition and Concert Tours in 2007, 2009 and 2011 that earned for the group several awards.

Her long years as a Physical Education teacher at UP Manila also witnessed several milestones of her life as an athlete, particularly as a fencer. Her dedication to teaching is matched by her dedication to sports. She was a double gold medalist in the 1993 Southeast Asian Games held in Singapore.

She won a bronze medal in the 1st Asian Masters Fencing Championships held at the Philsports Complex, Pasig City in August 2015. She won another bronze medal in the Women’s Epee Team and a silver medal in the Women’s Foil Team event. She bagged a bronze medal in Saber Individual and a silver medal in the Women’s Epee Individual at the Brainiac Fencing Gladiator Cup.

She is truly a model athlete and a great inspiration to students and other young people.
