Nursing Colleagues:

On behalf of the Mississippi Nurses’ Association’s Board of Directors, I am honored to welcome you to the Mississippi Nurses’ Association’s 105th Annual Convention, Roaring Into A Culture of Health: Our Vision…Our Voice! I know you’ll enjoy joining with your colleagues from across the State of Mississippi and our surrounding states as you experience this much-anticipated event!

Clinical, leadership, workshops, and trending topics – the Convention offers a plethora of continuing education sessions from which to select. Take time to connect with our numerous exhibitors during the extensive Lollapalooza Exhibitors Expo featuring the latest in products and services. Don’t miss an opportunity to network and share information with your colleagues, including the William Carey University reception on Tuesday evening and a reception hosted by the University of Mississippi Nursing Alumni Chapter on Wednesday evening. In addition, our 1920’s themed Duke’s Jazz Club on Thursday evening will keep the fun going while encouraging you to show your own 1920’s style! If you did not pack your pearls or fedoras, we can help you add some style with our Marketplace selections.

One of the key components of Convention is the House of Delegates. The decisions of the House of Delegates will be instrumental in determining the strategic direction of MNA. This year’s House of Delegates will convene on Wednesday, October 21st to elect six MNA Board positions: Vice President; Secretary; Director, Council on Nursing Research; Director, Council on Health Affairs; Director Council on Nursing Practice; and Director, Council on Advanced Practice. The House of Delegates is important to MNA and to the advancement of the nursing profession. I commend all the MNA members serving in the House of Delegates.

Continuing Education (CEs)The Mississippi Nurses’ Association is accredited as a provider of continuing nursing education by the American Nurses Credentialing Center’s Commission on Accreditation. SAMUEL JONES, PHD

Dr. Samuel Jones is a professional speaker, author, and educator. He’s the current owner of Life Changing Presentations, a seminars and presentations company that focuses on leadership development training, executive coaching, and strategic planning. He is also currently the Vice President of Student Affairs at Jones County Junior College in Ellisville, Mississippi and the leadership facilitator for the Mississippi Economic Council’s Leadership Mississippi program.

A Nursing Perspective on Dogs: Service and Therapy

K.C. Arnold is board certified as an Adult, Acute Care and Advanced Diabetes Management Nurse Practitioner. K.C. owns The Diabetes Center in Ocean Springs serving people with diabetes and a wide variety of clinical challenges in a 75 mile radius of the Mississippi gulf coast. She started a pet therapy program three years ago for children with diabetes. She has two pet partner registered dogs, Quincy and Daisy, and is a puppy raiser for two guide dogs in training.

K.C. has received numerous awards including, 2007 Nurse Practitioner of the Year from Mississippi Nurses’ Association, the Mississippi State Award for Excellence by the American Academy of Nurse Practitioners, the Advance for Nurse Practitioner Entrepreneur Award, Medtronic Diabetes Center for Excellence, and the American Nurse Credentialing Center Certified Advance Nurse of the Year. In 2010, she was the first nurse practitioner to win the HIMSS Davies Ambulatory Care Award.

K.C. graduated from SUNY-Binghamton, in New York, with a Bachelor of Science in Nursing, and she completed her Nurse Practitioner program at the University of South Alabama in Mobile, Alabama.

Carla Anderson has worked as a therapy dog handler and trainer for over 20 years. She is a Registered Team Evaluator, and serves as Area Coordinator for Southeastern Guide Dogs. Carla led the team in the development of the “PAWS” (Pet Assisted Wellness Services) pet therapy program at Singing River Health System. Although she is retired, she is still actively involved in the implementation of the program. She is also a member of the Visiting Pet Teams of South Mississippi.

Jennifer Taylor has worked in the healthcare field for over eight years. She is certified in Healthcare Compliance, and has been involved in developing ADA-compliant policies pertaining to service dogs in hospital settings, as well as implementing the robust pet therapy program, “PAWS” (Pet Assisted Wellness Services), at Singing River Health System. Jennifer has been a puppy raiser and Area Coordinator for Southeastern Guide Dogs for more than ten years, contributing to the training of eleven guide dog puppies. Her work with both programs, therapy dog and service dog, has allowed her to become a resource for others seeking guidance in these areas. Jennifer works as a System Compliance Analyst with Singing River Health System.

On a hilltop in haiti: A Journey to Self-Discovery and Professional Responsibility

Dr. Eichelberger oversees the School of Nursing, the Departments of Dental Hygiene, Health Care Management and Health and Fitness Management at Clayton State University. She holds a PhD and Master of Science degree in nursing from the University of Alabama at Birmingham. She has held a variety of positions in nursing including serving as the Assistant Dean of the School of Nursing at Auburn University and Dean of the School of Nursing at Mississippi College for eight years prior to coming to Clayton State in 1996. Dr. Eichelberger coauthors a popular textbook on nursing theory and the third edition was released in November 2016. In 1996, she pioneered one of the web’s most popular and earliest websites on nursing theory. The site has received over one and a half million hits since its creation. Dr. Eichelberger has served as Co-Lead of Georgia’s IOM’s Action Coalition since 2010. Serving as the Project Director for both of the State Implementation grants, Dr. Eichelberger helped to procure over $515,000 of funding from the Robert Wood Johnson Foundation and Center to Champion Nursing in America for Georgia’s IOM work. Dr. Eichelberger was selected from over 11,000 graduates as one of 60 Visionary Leaders by her alma mater, the University of Alabama School of Nursing. She is a Wharton Executive Leadership Fellow and serves on two hospital boards of trustees in Atlanta.

ThURSDAy LUNChEON SPEAKERDr. Scharmaine Lawson-Baker, NP is a nationally recognized and award-winning nurse practitioner in New Orleans, LA. She was featured on the CBS Evening News with Katie Couric; and media outlets such as the Washington Post and Forbes have reported on her practice. This recognition was prompted by Dr. Lawson-Baker’s passion and unwavering dedication to caring for homebound patients in her home town of New Orleans. Dr. Lawson-Baker is a fellow of the American Association of Nurse Practitioners (AANP), winner of the 2013 Healthcare Hero award (New Orleans City Business Magazine), and 2008 Entrepreneur of the Year award (ADVANCE for Nurse Practitioner magazine), among many other honors and awards for her contributions to healthcare in New Orleans.

Dr. Lawson-Baker became a family nurse practitioner in 2000. She was inspired to make house calls while caring for her grandmother who was ill and needed an in-home doctor. This inspiration led to her launching the first NP-owned housecall practice in the state of Louisiana, where she serves a large geriatric population in the comfort of their private homes, group homes, or assisted living facilities. She also developed The Housecall Course which is designed to assist other NPs in starting and maintaining a housecall practice in their state, another first for Dr. Lawson-Baker, as this is the only such course of its kind in the nation. After Hurricane Katrina, Dr. Lawson-Baker was instrumental in caring for the sick and disabled in New Orleans.

Dr. Scharmaine Lawson-Baker received her Bachelor of Science in Nursing from Dillard University in New Orleans, LA, Master of Science in Nursing, Family Nurse Practitioner from Tennessee State University, Nashville, and her Doctor of Nursing Practice from Chatham University in Pittsburgh, PA.

human TraffickingLexie Smith is a dynamic speaker with a purpose-filled life that developed from overcoming child sex trafficking, exploitation, and incest. What was meant to destroy her is now being used to inform communities on how to better protect the vulnerable, and properly respond to human trafficking. She began her healing journey as a student studying at Lee University, where she was the first in her family to graduate with a degree in Psychology. Her expertise has been utilized all over the country by various law enforcement agencies, clinicians, social workers, schools, and faith communities. She is an active member of the Rebecca Bender Initiative speakers team.

Paula Broome is a Special Assistant Attorney General with the Mississippi Attorney General’s Office, Bureau of Victim Assistance, and also serves as the Deputy Chief of the Bureau. She develops and conducts statewide training for law enforcement, prosecutors, judges, court clerks, advocates, and community groups on the topics of domestic violence, strangulation, sexual assault, stalking, and human trafficking. She was instrumental in developing a 20-hour domestic violence course for law enforcement cadets that has been implemented in all Mississippi Law Enforcement Academies. She also developed and teaches a multi-day course on domestic violence, sex crimes and human trafficking that has been added to the curriculum for the Certified Investigators Courses offered at two state law enforcement academies. Paula provides prosecution assistance to Mississippi prosecutors, and has played a key role in the development and passage of state legislation dealing with domestic violence crimes, stalking, felony strangulation, human trafficking, and civil and criminal domestic abuse protection orders. Paula is a sought-after presenter having been a speaker/trainer for numerous groups and conferences. Paula has also partnered with the United States Department of State and the U.S. Embassy in the Dominican Republic to provide legal instruction on the prosecution of human trafficking and smuggling for Dominican prosecutors. She also serves as a faculty member for the Sexual Assault Nurse Examiner Course, providing instruction to nurses on the topics of trial preparation and expert witness testimony in sex crime cases.

Paula has received numerous honors for her work, including being presented with the Harvard University’s “High Honor Award” for outstanding contributions in the governance of American Indian Nations for her work in developing the Mississippi Band of Choctaw Indians Family Violence & Victim’s Services Program. She was also selected by the American Bar Association, Commission on Domestic and Sexual Violence, as the recipient of the 2016 “Sharon Corbitt Award,” which recognizes outstanding contributions by an attorney in the field of domestic violence. She is the author of a chapter entitled “Domestic Violence” which was published by the West Group in 2001(revision 2016) for itsMississippi Practice Series, Encyclopedia ofMississippi Law, and compiled a domestic violence manual for prosecutors entitled “Domestic Violence: State and Federal Laws; A Reference Guide for Prosecutors,” (2010 edition).

She has attended and completed course work at the AEquitas Institute on the Prosecution of Sex Crimes, the AEquitas Institute on the Prosecution of Domestic Violence, and the National Family Alliance Strangulation Institute. Mrs. Broome recorded a webinar on Mississippi sex crimes and reporting requirements for Aequitas, for nurses interested in becoming a sexual assault nurse examiner. Debra Swan is Associate Vice President of Federal Government Affairs at the American Association of Nurse Practitioners (AANP). She is the lead lobbyist for the American Association of Nurse Practitioners and works with the CEO, Board of Directors, AANP Policy Committee, and other internal groups to develop a comprehensive strategy and approach to address the legislative and regulatory issues and concerns of nurse practitioners, and continually strives to increase the involvement and awareness of nurse practitioners and AANP’s members in these areas. Debra is the primary logistical manager of the annual AANP Health Policy Conference in Washington, DC, and works with the committee to plan and implement the program. She proudly serves as AANP’s liaison to the White House Joining Forces Initiative. Having lived in Washington, DC for over two decades, Debra has developed a wide network of bipartisan contacts in the U.S. Congress. She served as a Capitol Hill Staff member for former Indiana Congressman and House Majority Whip, John Brademas and was appointed by former Virginia Governor and now Senator Mark Warner to the Citizens Advisory Council for Furnishing and Interpreting the Executive Mansion in Richmond, VA for a five year term. Debra has a keen ability to deliver a passionate message on behalf of Nurse Practitioners to Congressional members and their staff as well as Government agencies and The Administration.

MNA Convention Policies and ProceduresPOLiTiCKiNG:Convention Center walls may NOT be used for campaign materials. Candidates are responsible for securing their own materials (including easels) and removing signs.

SESSiON CREDiTS & EVALUATiONS ON-LINE ONLY: To receive contact hours for a session, each attendee must: 1) attend the entire session, 2) scan your name badge, and 3) complete the evaluation on-line–available 72 hours after the conclusion of the Convention. Once a session evaluation has been successfully completed, you will be able to print your certificate for that session–available 24 hours after completing the evaluation.

MNA MObiLE APPMNA has launched its Mobile App. It includes session information and updates, speaker information and photos, speaker presentations, networking opportunities, and much more.

PRESENTATiON hANDOUTS:In keeping with MNA’s green policy, all available handouts will be posted to the MNA Mobile App.

Wi-Fi ZONE:Registered attendees will have access to standard free Wi-Fi within the MNA Convention designated areas of the Convention Center.

NAME bADGES:Registered attendees MUST wear their official Convention name badges at all times to access Convention events. Convention name badges must be scanned when attendees enter Convention events where continuing education hours are available.

FiREARMS/WEAPONS:Firearms are prohibited on the premises of the Mississippi Coast Coliseum and Convention Center and the Beau Rivage Resort and Casino. FORCE MAJEURE:In the event MNA should find it necessary to cancel or postpone the 2016 MNA Annual Convention for any reason, including but not limited to, acts of nature or terrorism, low registration or other circumstances beyond MNA’s control, MNA’s liability shall be limited to the refund of registration fees paid to MNA.

CONFERENCE ATTiRE:Attire at the MNA Convention is business casual. The Mississippi Coast Coliseum and Convention Center strives to keep meeting rooms at a comfortable temperature, but layered clothing is strongly suggested and comfortable shoes are highly recommended.

ChiLDREN: Children (including infants) under the age of 16 are not allowed in Convention sessions or the Exhibit Hall due to safety concerns, audio recording, and maintaining an appropriate learning environment.

By registering, presenting, volunteering, or participating in the MNA Convention, you grant MNA the right to use your name, photograph, and biography for such purposes.

house of Delegates Rules & Procedures

1. Only delegates shall be seated in the section reserved for the House of Delegates. All delegates must wear their official name badge to all sessions of the House.

2. Delegate substitutions by an alternate must be authorized by the appropriate District President prior to the participation of the alternate.

3. All questions concerning those entitled to vote shall be referred to the Credentials Committee. Final seating of contested delegates shall present his/her voting ticket to election officials before being issued an official ballot.

4. A one minute speech may be allowed for each nomination from the floor of the House.

5. Any resolution presented by a delegate to the House of Delegates not approved by an appropriate MNA structural unit or the Committee on Resolutions must receive a majority vote by the House to reach the floor and a three-fourths vote to be adopted.

6. Emergency resolutions may be submitted to the MNA Committee on Resolutions at Convention by 4:30 p.m. on October 18, 2016. Resolutions should be given to a MNA staff member at registration. These must be signed by an official representative of the group submitting the resolution. If the Committee is in doubt about the emergency nature or advisability of the resolution submitted in the prescribed manner, the resolution is referred to the MNA President, who may refer it to the Board of Directors for a final decision.

7. The delegates shall act initially on the resolves and then on the enabling clauses of any resolution being presented to the House.

8. To obtain the floor, a delegate shall approach a floor microphone and address the chair, “Madam President.” Upon recognition by the chair, the delegate shall give name and district, and may speak.

9. All main motions and amendments shall be in writing on the official motion form, signed by the maker and the seconder, and shall be sent directly to the Monitor for immediate processing and forwarding to the Chair as soon as the speaker is recognized.

10. No delegate shall speak more than twice to the same questions on the same day. The second opportunity may be granted only after every other delegate desiring the floor has spoken.

11. Debate shall be limited to three minutes per person. Extension of time may be granted by a majority vote of the House.

12. Any member of MNA who is not a delegate may be granted the privilege of the floor, but shall speak only once to a question and only after all delegates wishing to speak have had the opportunity to speak. When giving name and district, such member shall indicate that he or she is not a delegate.

13. Business interrupted by an adjournment of the meeting of the House of Delegates shall be resumed at the next meeting of the House of Delegates at the point where it was interrupted.

14. To minimize disruption of the work of the House of Delegates and all related meetings, all electronic devices shall be set to vibrate.

15. These Convention Rules shall be amended or suspended by a two-thirds vote of the House.

Tonya Moore, PhD, RNBiographical Profile: Dr. Tonya Moore is a motivated professional with 20+ years of nursing experience.

She is a proven leader, collaborator, and strategic partner. Dr. Moore has a track record of success in creating and expanding programs to achieve organizational goals. Moore was appointed by the MNA Board of Directors as Vice President after effectively serving one year as Secretary. Additionally, she has served as president of MNA District 13 and lead efforts to increase membership by more than 100 members, improved the operational budget by more than $6,000, instituted the first on-line electronic voting process in 2008, and more. Dr. Moore also served as a delegate at the state and national levels. She is a member of the Eliza Pillars Registered Nurses of Mississippi and the Mississippi Hospital Association Organization of Nurse Executives. Dr. Moore currently serves as the Administrator for Community Health Services at the University of Mississippi Medical Center.

Statement of Intent: As your current Vice President, I pledge to continue to work collaboratively and responsibly with the MNA’s Board of Directors, Executive Director and other key stakeholders to resolve matters affecting the nursing profession.

In terms of demonstrated leadership and collaboration, I was appointed to serve on the MNA Board of Directors as Vice President after effectively serving one year as Secretary {2015-2016}. Additionally, I’ve served as president of MNA District 13, chairperson of MNA’s Developing Nurse Leader program, member of search committees for the Executive Director of MNA [2012], and Dean for the University of Mississippi Medical Center School of Nursing [2010]. I have also served on many councils and boards. In 2009, I served as an inaugural member of the Board of Directors for the Mississippi Hospital Association’s Health, Research, and Education Foundation where I served two consecutive terms. As a lifelong learner, I earned a doctor of philosophy degree in nursing research from the University of Alabama at Birmingham.

I am a leader that Mississippi nurses will be proud to name Vice President. My talents and commitment to nursing have earned me recognition in several distinguished and respected organizations. I have received national recognition as a 2011 Up and Comer, one of 12 people in the United States chosen by Modern Healthcare magazine. In Mississippi, I was named as one of Mississippi Business Journal’s 2013 Top 40 Under 40 and 2012 Healthcare Hero. Additional awards include the

Sandra “Sandi” Arnold, MSN, bSN, RNBiographical Profile: I am Sandi Arnold, a registered nurse from Petal, Mississippi. I was appointed in 2011

as Director of the Council on Nursing Practice. I was then elected in October 2012 to continue serving MNA as Director of the Council on Nursing Practice. I served as Director of the Council on Nursing Practice through November 2015. At that time, I was appointed Secretary, and I am currently serving in that capacity. I am employed at Hattiesburg Clinic in Hattiesburg, MS as the Director of Clinical Education.

During my career of 32 years, I have been employed at Rush Hospital in Meridian, MS, St. David’s Community Hospital in Austin, Texas, and at Hattiesburg Clinic. I have served as a staff nurse, nurse manager, satellite director, and in my current position as director of education. I started my nursing career with an ADN from Meridian Community College and then received a BSN and MSN in education from William Carey University.

Lorraine Gaddis, PhD, FNP-bCBiographical Profile: My deepest passion as an educator lies in helping students grasp the importance

of research as the cornerstone of evidence-based practice and in guiding them as they begin to engage in original research. My Masters and DNP students have gained national recognition and have produced publications based on their original research and evidence-based projects. In addition to teaching research, my experience includes ongoing personal research trajectories in the areas of LGBT health and interpersonal violence, and I have disseminated that research in national presentations and publications. Because I hold a PhD in a field other than nursing, I am well versed in research process and interprofessional theories that are increasing in importance as nursing becomes more diverse and more vested in improving not only individuals’ health, but the health of populations, the nation, and the world.

Statement of Intent: If elected Director of the Council on Nursing Research, it is my intent to advance the profession of nursing in the state of Mississippi by ensuring that research and other evidence-based initiatives by nurses are supported and disseminated. I will strive to improve the profile of the profession by working closely with academic programs and health care institutions to encourage the pursuit of empirical initiatives by nurses at all levels of practice. Already I see these types of endeavors increasing as today’s nurses become increasingly involved in clinical scholarship, quality and safety projects, and evidence-based interprofessional endeavors. I want to see nurses get more accolades for this vital work that improves the health care of individuals and populations.

I am eager to lead the Mississippi Nurses Association in becoming a progressively vital vehicle of dissemination for the excellent scholarly work nurses are conducting. As a third year member of the Council on Nursing Research , I have consistently participated in all efforts aimed at promoting high standards in research methods and evidence-based projects disseminated through MNA’s poster and round-table sessions. I stand proud of these efforts by the Council, and I will strenuously endeavor to assure that this organization continues to disseminate distinguished scholarly work, not only at the fall convention, but at all MNA educational conferences where the presentation of empirical work is appropriate. Specifically, I recommend consideration of the following changes to increase participation and encourage scholarly work at all levels of education and in a larger variety of job settings:

1) an increase in participation in poster and round-table sessions by ensuring that these sessions are offered during high-attendance hours,

2) consideration of separate sessions for Masters’ projects, DNP projects, and empirical research so that more participants have an opportunity for special recognition and awards, 3) publication of scholarly work in MS-RN and other publications of the organization; 4) encouraging employers of nurses to recognize research and other evidenced- based endeavors of employees.

John hodnett, DNP, M.Ed, MSN, RN, LPCBiographical Profile: John Hodnett has served as the Director, Council on Nursing Research for the

past two (2) years, is the Director of Clinical Operations at Sharkey-Issaquena Community Hospital, and is an Assistant Professor for the School of Health Related Professions at The University of Mississippi Medical Center. He has a Doctor of Nursing Practice and Master’s of Science in Nursing from The University of Alabama, a Master’s of Education in Community Counseling from Delta State University, and has been a Licensed Professional Counselor since August 1993. His clinical area is geriatric psychiatric nursing and he has experience conducting psycho-therapy with multiple age groups. His research interests have been Alzheimer’s Disease and other dementias and how they relate to healthcare ethics. He has also co-authored a textbook chapter on community mental health nursing.

Statement of Intent: I would like to be considered for re-election to the position of Director, Council on Nursing Research.

Research can be an intimidating task. There is a chasm between nursing research, including direct-theory application, and nursing practice that takes place at the patient’s side. I believe that most nurses in direct-patient care roles do not read nursing research, have difficulty interpreting it, and/or have difficulty applying it to the patient care. With the continuous changes to health care delivery directed by accrediting and certification agencies, e.g., Centers for Medicare and Medicaid Services and The Joint Commission, nurses need to be adept in reading applicable research and applying it to practice to maintain his/her daily functioning. The Mississippi Nurses’ Association is a prime conduit through which nurses can collaborate and educate each other on the rapidly changing environment of health care delivery.

If re-elected to this role, I will continue encouraging nurses to present issues from his/her area(s) of specialty that will enhance the practice of nurses in similar roles. As a learner, I greatly appreciate learning from someone who provides hands-on care and is passionate about his/her area of specialty.

My educational experience has given me the tools and knowledge to conduct, read, comprehend, apply, and disseminate formal research and to comprehend and interpret abstract constructs and theoretical components in nursing and psychology. As an educator, I utilize multiple venues through which learning can be obtained and retention can be enhanced. Nurses possess a wealth of knowledge that can be disseminated among the group. Eliminating the fear of presenting to others is a remarkable challenge; however, utilizing the Council of Nursing Research forums of round-table discussions and poster presentation is a method through which those fears can be overcome and speakers can be honed.

Alice Messer, DNP(c), MSN, RN, FNP-bCBiographical Profile: I am running for the Director of the Council on Health Affairs position with the

Board of Directors for the Mississippi Nurses’ Association. I received a Bachelor’s Degree in Nursing from Mississippi College in 1992 and graduated with honors from the Mississippi University for Women with a Master’s Degree in Nursing in 2003. I am also currently seeking a Doctor of Nursing Degree from the Mississippi University for Women with a current grade point average of 4.0.

My career has focused primarily on adult health and I have experience in Emergency Room, Intensive Care, and Physical Medicine/Rehabilitation. My position as nurse manager at the Mississippi Methodist Rehabilitation provided me with leadership and management skills as well as treating patients with a wide range of physical disabilities. With my current position as nurse practitioner with Newsouth Neurospine I have facilitated collaborative relationships with the Drug Enforcement Agency, Mississippi Bureau of Narcotics, Pharmacy Board, and the Mississippi Division of Medicaid. I have also been appointed by the Governor of Mississippi to serve on the Drug Utilization Review Board for the Mississippi Division of Medicaid.

As an advocate for both patients with chronic pain and those with substance use disorder, I solicited local law enforcement to hold drug take back days for the disposal of unused medications. This included meeting with the Rankin County superintendent of schools to distribute educational material to every child in the Rankin County school district as well as several private schools in this area.

Statement of Intent: I, Alice, Messer, request consideration for the position of Director of the Council on Health Affairs. I believe I possess the necessary skills needed to serve in this position effectively. I have worked with government officials and committees with the Centers for Disease Control in Washington, DC regarding opioid abuse, and also serve on the Drug Utilization Review Board of the state of Mississippi.

If elected, I will pursue further legislative issues that pertain to the state and national health affairs and policies. I believe through my contacts with other agencies I will be effective in keeping the highest standard of care possible for our state.

I am very self-motivated, and when a challenge is presented I go full force in pursuing options to address these challenges. In the area of opioid abuse, I took it upon myself to establish a collaborative relationship with local law enforcement, the DEA, MBN, the Mississippi Board of Nursing, MNA, and the Pharmacy Board. I also took it upon myself to better my community by contacting the police department in my community and arranging a drug take back day. In setting this up I met with the superintendent of Rankin County schools to discuss the issue and was allowed to send educational material home to every student in the Rankin County school

district. We have held 5 Drug Take Back Days and received over 1000 pounds of unused medications that were destroyed by the DEA.

Tonya harbison, PhD, RNBiographical Profile: The position of Director, Council on Nursing Practice requires a highly skilled,

dedicated nurse who desires to advance the practice of health care in a positive direction for nurses and the people that we care for. Currently, I have been a practicing RN within the state of Mississippi for approximately 36 years. Nursing has been a passion of mine, and I am dedicated to providing the care to patients that I would wish to be provided to my family. My nursing skills have mainly included working within the hospital setting: Intensive Care Unit, Operating Room, Post Anesthesia Care Unit, Senior Care, and Out-Patient Surgical Care Unit. Maintaining my skills and advancing my own profession, I have completed my second Master’s Degree in Nursing Education, and recently graduated with a PhD in Nursing Education & Administration from William Carey University. My strongest asset is my faith in God; I know that I can do anything with his blessings. If elected, I will serve the nurses of Mississippi with good faith, hard work, and dedication to making Mississippi a place where the community values nurses and their profession.

Statement of Intent: “Serving” and being a “servant” to the nurses of Mississippi Nurses’ Association has been the Heart of my intention by representation through the Director’s position on the Council of Nursing Practice. This has also been a very productive past four years. In 2013, MNA’s Health Affairs Committee focus was on the Patient Protection and Affordable Care Act (PPACA) legislation and review of the proposed changes to the Mississippi Nurse Practice Act. Nationally, the challenge is to have a universal Nurse Practice Act to enable nurses to practice within any state of our great nation. We also promoted legislation for Full Scope of Practice Authority for Nurse Practitioners and increased salaries for Certified School Nurses. In 2014, MNA Health Affairs Committee also focused on promoting legislation for Nurse Practitioners Full Scope of Practice Authority. Presently, 22 states plus Washington D.C. have Full Scope of Practice Authority and Veteran’s Administration Hospitals are currently promoting NP independent practice through Federal Legislation. We supported an increase in the number of school nurses who received salary increases upon passing of “Certification” again this year, as school employees were given recognition and salary increases. We monitored every legislative bill pertaining to Health Affairs. Also, in 2015 at MNA convention, the House of Delegates passed a resolution to “Cease distracted driving,” this was supported at the Capitol Day in Jackson, and a texting bill was passed by the legislature in 2015.

Some future goals of serving in this important position would include: promoting

the image of nursing & MNA through advertisement and billboards which would include safety messages such as “Stop texting and save lives!.”

Being a servant to the nurses of Mississippi has been the heart of my intention in serving as MNA Director of Health Affairs Committee. It has been a pleasure, privilege and honor to serve and I hope that members of MNA will elect me to the position of Director, Council on Nursing Practice.

Shonda Phelon, DNP, FNP-bCBiographical Profile: Nursing has been my passion for the past 29 years. I have been a RN for 27 years

and an APRN for 24 years. My nursing experience includes veteran’s affairs, nursing home, rural health, corrections, public health, and community mental health. I currently am an Assistant Professor of Nursing at Mississippi University for Women and practice as a FNP/Psychiatric NP. My involvement with MNA began as a student in 1987 when I was elected to state office. I have been a strong nursing advocate my entire career and serve as a mentor to nurses, as well as other NP’s. I have presented extensively on geriatric and psychiatric issues at the local, state, and national levels. I was appointed as the Director of the Council of Nursing Practice in April 2016 and wish to use my experience to continue to serve my association and promote nursing practice in Mississippi.

Statement of Intent: If elected to this position, I intend to use my education and experience to promote nursing practice in Mississippi. I believe my experience in a variety of nursing practice areas qualifies me for this position. Also my experience as a recent District President and years of MNA membership make me knowledgeable about nursing and the needs of our members. After serving on the current Board for several months, I know that this Board is a group that I can work well with to accomplish the goals of our association. As Director of Council on Nursing Practice, I will monitor nursing practice and any legislative issues or trends that may impact nursing practice. I will be available to the MNA Board and staff for consultation on issues regarding practice or anything that may negatively impact nursing practice in Mississippi. Since this is a somewhat broad Board position, I also will be available to take on responsibilities as assigned by the MNA Board, will be available to assist other Board Members in their particular areas, and will be available to help represent our association as needed. My daughter is a recent BSN graduate and a new Registered Nurse. I want to continue to see MNA and the nursing profession grow and prosper, as well as mentor and develop our newest members.

Some of my goals and objectives for this position include: 1. Encourage MNA members to have a stronger presence with MASN and helping facilitate the transition of these new nurses into our professional organization. 2. Assist in monitoring legislation that would promote or negatively impact nursing practice. 3. Be available to other Board members to assist as needed.

POSiTiON OF DiRECTOR, COUNCiL ON ADVANCED PRACTiCE NURSiNGCandidates who have qualified for this position:

Rebecca Cagle, PhD, FNP-bC, PMhNP-bCBiographical Profile: Rebecca Cagle has trained and worked at every level of nursing. Beginning as an

LPN and completing a PhD, she is highly motivated to maintain competency and safety in all. She has been a NP for twenty years and is board certified as a FNP and PMHNP by ANCC. In regard to Advanced Practice, she directs the only APC Fellowship in the state and is currently in the process of obtaining accreditation from the National Nurse Practitioner Residency and Fellowship Training Consortium for that program. In the development of the free-standing APC Fellowship, separate from the physician residency program of FMRC, she worked with both the BON and MNA in providing the best quality didactic offerings and with the APC providers of NMHS in providing the seasoned NP/expert clinical experience. Rebecca’s goal is to have all APCs working to their highest possible level in a safe and consistent manner to provide the level of care to meet the health needs of Mississippians.

Statement of Intent: If elected as Director of the Council on Advanced Practice, I would seek to expand statewide what I have started here at NMHS. I would seek to obtain the best and brightest to help provide support of all APCs. Though well trained in schools of nursing to become advanced practice nurses and to provide safe, quality care to the people of Mississippi, the mainlining of competency begins when the initial competency is obtained. Schools of Nursing do an excellent job in providing that initial competency by taking the RN to the advanced practice level. However, to follow the continuum of novice to expert, all APCs need additional training throughout the lifetime of a career in order to maintain current and acquire additional competencies as the health status of the individuals and technology and innovations require. The NP needs to know how to maintain the skill and the documentation of the competencies. Every individual APC is responsible and accountable for their own practice. It is exceptionally wonderful if employers are able to support the NP in this journey of lifelong learning through a program of support. At NMHS, in addition to moving the APC Fellowship into a free standing program, a committee of APCs from the system (six hospitals and 30+ clinics), has been established to oversee the practice of the APCs in regard to issues and concerns internally. This committee meets quarterly. A Leadership Development Institute was developed a few years back to allow experienced APCs to continue leadership training with CEU’s provided. Continuing education clinical presentation evening programs with a meal and a speaker has been implemented for all area NPs, employees or not, for free. Fifty-five percent of primary care in northeast Mississippi is provided by nurse practitioners. NPs are a necessary and important part of the health care delivery system and need support in the competency process by all who are able and willing to provide the safe, quality care that every Mississippian deserves. The importance of membership in professional organizations is critical and the dues and fees for the APC fellows are covered by the program.

Linda Watkins, DNP, FNP-CBiographical Profile: Linda M. Watkins, DNP, FNP-C, emergency nurse practitioner at the Jackson

Veterans Affairs Medical Center, has served as a staff nurse on floor, the emergency department, intensive care unit, and nursing supervisor. She has practiced at hospitals in several states, including St. Louis, Missouri, Washington D. C., and Jackson, Mississippi. Since 2003 Dr. Watkins has worked as a nurse practitioner at the Jackson Veterans Affairs Medical Center. In this role she not only practices as a clinician in the emergency department, but also functions as a preceptor to advanced practice nurses providing clinical experience related to acute and acute on chronic disease management, quality assurance issues, and patient safety. She has served as a Delegate to the Mississippi State Nurses Convention, and currently is a member of the Mississippi Advanced Practice Council and the Mississippi State Representative to the American Association of Nurse Practitioners which is the largest NP organization in the world.

Statement of Intent Currently Mississippi is 51st in the nation in patient hospital readmission rates, 48th in access to medical care for our residents, and has the highest patient to physician ratios (Commonwealth Fund, 2015). Many of the medical residents, with whom I work, leave the state after graduating for better opportunities in what they believe are more desirable parts of the United States. The number of nurse practitioners allowed to practice in Mississippi is indirectly controlled by the Board of Medicine, because we must have a formalized collaborative agreement. Our laws must be changed if Mississippians are to receive improved access to healthcare. As the Director of the Advanced Practice Council, I will work diligently on a state and national level to remove the barriers that patients face.

To maximize healthcare for Mississippians, I believe that all disciplines and professions should be allowed to practice to their fullest scope of training, be it medicine, physical therapy, nursing, or pharmacy. We should join forces to bring this to fruition.

During my term as Director of the Council on Advanced Practice Nursing, the free standing clinic mileage was increased from 15 to 75 miles through educating legislators and other elected officials about the critical services provided by Advanced Practice Nurses. Advanced Practice Nurses need to understand that their practice as they now know it could be lost by the stroke of a pen, through regulation or legislation. Nurse Practitioners faced such a threat in the past year. We must no longer bury our heads in the sand like an ostrich; now is the time to take action and I intend to reach out to each Advanced Practice Nurse in Mississippi to unite and speak with one voice. In 2013 the American Academy of Nurse Practitioners and the American College of Nurse Practitioners merged into the American Association of Nurse Practitioners forming the largest organization for nurse practitioners in the world, since that time their accomplishments have been many and their strength unimaginable.

Join me in speaking to the legislators, the Board of Nursing, the Board of Medicine, and the patients with one voice that is strong and invincible.

Coffee Club Application

The Mississippi Nurses Foundation Coffee Club was started in April 2009 with the support of Dr. Kim Hoover, Dean of the University of MS School of Nursing, with her donation for MNF daily operations. The coffee club recognizes individuals who donate between $300- $5,000 or more to the Foundation.

You can join today with a monthly donation of $25.00 to the Nurses Foundation. Please select your level of support for membership into the Mississippi Nurses Foundation Coffee Club. Bank draft and credit card monthly donations will automatically renew every 12 months unless notified by the donor.

MNF StaffRosalyn howard, Executive [email protected] Howard is the Chief Executive Officer of the foundation. She is responsible for securing funds in all areas of development to include MNFs annual fund, special events, planned giving and major donor activities. She implements policies and procedures approved by the board of trustees. She manages the foundation and hires staff to support the work of MNF. Rosalyn conducts presentations on behalf of the foundation to award nursing scholarships and to promote the professional image of nursing.

Kasey Dorr, MNF Executive [email protected] Dorr assists the executive director in daily executive functions. She is responsible for monthly bank drafts, following up with donors, receiving and depositing MNF donations, editing the foundation’s newsletter, and sending mail-outs from MNF. She serves as the lead contact person for the Nightingale Awards. Kasey supports the Accreditation Administrator with MNF Continuing Education applications and MNFs Board of Trustees when needed.

LaGina Walker, Development [email protected] Walker provides support with event planning and fundraising for the Foundation. She is responsible for communication with donors and supporters of MNF in securing funds that support the organization’s mission. She provides communication to the Executive Director regarding potential donors, she also manages donor relations and outreach with nursing students.

Susan hart, CE Accreditation [email protected] Hart is responsible for managing the continuing education division of MNF. She communicates and teaches the continuing education process to nurses and healthcare organizations. She is also responsible for reviewing CE applications, and making recommendations for Approved Provider status. Susan works closely with the Approver Unit members and the American Nurses Credentialing Center’s Commission on Accreditation to stay abreast of any continuing education changes and updates.

MNA StaffTeresa Malone, Executive [email protected] Malone is the Chief Executive Officer of the association. She is the liaison with the MNA Board and is responsible for carrying out the goals and objectives of the association, for management of the organization and for representing the association with the other organizations, public officials, the media, and the public. She is responsible for hiring and managing a staff to carry out the work of the association.

Laura Fraiser, Executive [email protected] is the assistant to the Executive Director, she monitors legislative issues that pertain to health affairs and circulates legislative updates and political mail-outs, she also prepares for Board meetings, special events, and assists with other executive functions. Laura assists with the management of the office information systems, and is responsible for disseminating new membership packets, membership renewals, and continuing education activities.

Dana Walker, Director of Events and Marketing / Continuing Education [email protected] is responsible for planning and organizing special events and continuing education activities. She is the point of contact for questions regarding program and workshop schedules, CE contact hours, event registration or to become a speaker for continuing education programs. She is also responsible for coordinating news releases and media relations. Dana supports the activities of the Council on Nursing Education, the MNA Provider Unit, the Council on Organizational Affairs, and the Council on Nursing Practice.

Deborah Norman, Finance Administrator / Membership [email protected] is responsible for all financial transactions including payment for membership dues, special events, and continuing education activities. She is also the Membership Coordinator and is the point of contact for any membership questions, changes, renewals, updates, etc. Deborah also supports the District Presidents with current membership information for each district.

Dionne inman, Advanced Practice Coordinator / Publishing [email protected] is responsible for working with the Director of the Council on Advanced Practice Nursing to support activities relating to Nurse Practitioners. Dionne is editor of the quarterly newspaper, TheMississippiRN and creates the E-newsletter—MembersOnly. She also creates the convention & conference preview guides, books, brochures, district emails, and uploads information to the MNA website.
