Launch the Inaugural SCA (WA) Inc Annual Awards!

I’m thrilled that this year SCA (WA) will confer formal awards to 3 of our members in recognition of

excellence in service to our industry. And it’s about time. For years our members have demonstrated

a commitment to professionalism and growth in our industry. Now we will recognise and celebrate

those contributions.

We believe we should showcase to the public the fantastic work that our members are doing in WA.

We also believe our members deserve the prestige that comes with formal recognition. If you agree,

get behind it!

There will be 3 categories of Awards for Strata Manager of the Year, Young Strata Manager or the

Year and Strata Management Business of the Year. Nominations will open soon with further details

of how to nominate and when and where to join in the celebrations. In the meantime, think about

How Cyber Thieves Embezzle Your Bank Account

And defeat your bank’s Fob security device The Problem Imagine: You’ve logging into your bank account to do a funds transfer. You enter the temporary 9-digit code from the Fob security device your bank issued … But, your bank account is empty!

You’ve become a victim of cyber theft. It could take months for your bank to investigate and even a short delay may trigger technical insolvency. If the weakness was your PC or smartphone then you might not be reimbursed at all. Cyber-attacks like these are completely automated. Our government has issued warnings with examples of local businesses who have been defrauded. In every example “2 Factor Authentication” using the Fob or SMS text message was defeated.

How it Happens

The set-up happens days or weeks in advance and begins with an innocent email or click bait on Facebook. The hack is embedded in an image on a landing page. Your browser appears to crash so you relaunch. Everything thereafter is recorded by the hacker’s including your bank login and everything else about you. Automated systems monitor daily spikes in your bank balance. Each time you login the hacker’s system does too and shadows you. The Man-in-the-Browser allows them to insert additional fields into your browser when you login to the bank which ask for your Fob pass code. It appears to be from your bank so you offer it up. Seconds later all your money transfers to a Mule account (somebody who fell for the $10m Nigerian Princess scam) which is cleared minutes later to banks along the Sino-Russian border. It can never be clawed back.

Man-in-the-Browser is a new threat which anti-virus software cannot detect. It’s not a virus.

2 Factor Authentication is NOT bullet proof and is being easily defeated.

Clean out your guttersNow is a perfect time to clean out your gutters, all that leaf litter will make great pre-summer leaf mulch and your gutters will be clean for those spring and summer showers we will still get.

Check and Fix your DrivewayCleaning your driveway and checking for cracks, loose brickwork and potholes is really important. Heavy winter rains may have opened up some holes and these should be fixed straight away to ensure that no-one trips over any cracks or holes. Damage left untreated may cause greater problems in the future. Plus, when you are outside more in spring you don't want to constantly look at a crack or hole, so get to and get these fixed up.

Mulch and PruneSpring is a great time to mulch your gardens ready to protect them from the harsh summer sun and ensure you can keep your water use down as well. Mulched gardens need less water because the water doesn't evaporate as quickly as untreated gardens. Ensure that mulch does not obstruct weep holes from the house otherwise you may have damp issues. Using the leaves from your garden clean up is a great way to keep your organic matter in your garden. It is also a great time to check any surrounding trees and ensure they are in good condition and away from buildings and power lines, prune back where required. Ensure garden beds against the walls of your property are not raised above the foundation and that there is adequate drainage.

Check Your RoofOut of sight out of mind can sometimes be said of your roof. But your roof is one of the most important areas to check following the winter weather. Replace cracked roof tiles, check air conditioner units and ensure your solar panels are free from any obstructions so you are all ready for the summer sun.

Swimming PoolGetting ready for summer always makes us think of our pools, but cleaning the filter box and turning on our heating isn't all we need to check. If your filter was turned off or down to reduced hours during winter, now is the time to make sure that your filter is back onto summer times and check the pH levels and balance your pool before anyone decides to jump in.

General Check UpWhile you are in the cleaning mood, why not also clean any filters in air conditioners, pool pumps or range hoods. Clean filters reduce stress on the motor and diminish associated fire or burnout risk.

Check any electric cords for damage and replace if requiredCut or frayed cords can pose a serious risk of injury or electrical fire.

Emergency Fire SafetyReplace batteries in smoke detectors and test hardwired devices. Adding additional smoke detectors to all sleeping areas/bedrooms will provide assistance warning occupants in the event of fire starting within a bedroom and minimise the risk of fatal smoke inhalation.

Spring Clean Your Strata

The weather is finally warming up and we are starting to see those glorious spring days that Western Australia is so well known for, you are likely to be spending much more time outdoors with gardening, entertaining and just relaxing. Regular maintenance is important in protecting your asset. It will reduce hazards, minimize claims and save you money. Early attention to repairs will help avoid larger expenses in the future. To ensure that you can truly relax and enjoy your outdoor time, here are some tips we suggest to get your Strata spring ready.

Are your Strata properties in good health? Just like having a healthy diet and exercise in your personal life is important, ensuring well maintained and “healthy” strata properties is essential for the continued wellbeing of the property owners and tenants in your Strata complexes. Insurance claims can be complicated by questions of what was weather damage and what was existing damage to the building, so owners and Strata Managers should ensure all repairs are up to date, and any maintenance required is reported to the body corporate. Houspect have found on a few occasions when inspecting Strata properties that there have been certain issues where repairs were not made to leaking roofs and the result has been an extensive amount of damage and the roof repair bill being footed by owners conducting regular building and property maintenance reports for your

Strata portfolios, will give you an accurate indication of the current state of the property as well as ensuring your current maintenance schedule is effective. Special purpose reports can also be requested that include building advice as well as cost estimates. Although building materials used in buildings today are more durable than in

the past, all buildings deteriorate over time. A regular building inspection and building condition survey by Houspect Building Inspections is highly recommended to identify issues before they become structural in nature or life threatening.

Particular emphasis needs to be given to balconies and patios in all building

inspections as there have been some instances of balcony collapses resulting in loss

of life or serious injury.

On Strata properties, the need for a Strata Building Inspection is critical as the

governing legislation requires all Strata Companies to “keep in good and serviceable

repair, properly maintain and, where necessary, renew and replace.” (Section 35 of

the Strata Titles 1985).

through to building inspections in Albany and of course the Perth Metropolitan area.

A recent survey of a unit complex identified major structural problems with

structural support posts to the stairs, landings and balconies. The steel supporting

posts were rusted completed through in many areas meaning that the concrete

stairs were self-supporting and unstable.

The repair build could be in excess of $100,000. Had a building inspection been

conducted regularly over the previous years, then the rusting to the steel support

posts would have been identified and remedial actions proposed to treat the rust

before it became a structural fault. The saving of many thousands of dollars would

have resulted.

By having a building inspection today, Houspect will identify the often missed and

neglected small issues that need to be treated to ensure they do not deteriorate into

structural faults, as well as the major faults that are readily identifiable.

The most common faults Houspect come across are internal water leaks, cracking to

internal or external structures, water penetration from outside, guttering faults,

defective roof coverings, defective balcony balustrades.

Another common fault is rusting. Generally any rust is a

deterioration of the structural building element and

requires immediate and regular treatment to stop the

spread and further deterioration. Rust showing in

concrete structures could be the rusting of the structural

steel reinforcing. Referred to as “concrete cancer” this

rusting is a serious structural defect and requires

immediate action. Without early intervention, small

repairs jobs costing hundreds of dollars quickly turn into

major repairs costing many tens of thousands of dollars.

SCA (WA) WEBSITE For many months we have been resisting the expense of improving SCA

(WA)’s website with the knowledge that SCA National are producing a

new website for each State. SCA (WA) website is due to be rolled out in

September through to November and will include:-

- improved navigational tabs

- a members log in password and members only information

- On-line registrations and payments!!!

- Update your personal information

- Keep track of your CPD points and events attended

- Upload your current PI Insurance record and a whole lot more

Requirements for SCA (WA) Accreditation Level 2

It’s easy, here are the minimum requirements:

1. Two years membership with SCA (WA) and adherence to SCA (WA) Code of Ethics

2. Certificate IV Property Services (Operations)

3. Minimum of 30 CPD Points acquired over 2 years through ongoing professional development (min. 15 points per annum)

Applications for Level 2 must also include the following documents:

1. Application form

2. Referral letter from employer; (self-employed or sole traders - letter required from SCA Council Member or strata company principal)

3. Statutory Declaration (or for 1st time applicants to Accreditation - Police Clearance form, not older than 3 months)

4. Certificate of Currency Professional Indemnity Insurance

5. Certificate of completion of Certificate IV Property Services (Operations)

6. CPD Points accumulation record over the last 2 years

7. Relevant experience

8. Payment of application fee $250.00

As a business and employer it is your responsibility to ensure that any risk of injury from electrical

equipment, electrical work or installation is eliminated.

For all users of your business to remain safe and ensure that your business is compliant with Work Health

and Safety Legislation here are a few safety tips:-

It is never OK to overload power points or power boards by connecting double adaptors in a piggy-back

fashion or by connecting one power board to another, this can create a fire hazard

Testing and tagging of appliances should be carried out at regular intervals. The defined time of

‘Regular’ can vary between industries but a good rule of thumb for offices is fixed equipment, such as

your computer, should be inspected, tested and tagged every 12 months

When pulling a plug out of a power point, turn it off at the switch and always pull it out by the plug

and not the cord. Over time pulling leads can expose wires which will increase your risk of electrocution

OSH regulations (Reg 3.6) requires that all RCD’s are kept in a safe working condition and are tested

regularly. Regularly is not clearly defined in the OSH regulations however the Australian Standard for

Testing of Electrical Equipment (AS/NZS 3760:2003) prescribes that fixed RCD’s be tested every 6

months

Do not do it yourself! D-I-Y Electrical work is very dangerous for you and increases the risk of fire or

electrocution for you and the visitors to your business. It is illegal for an unlicensed person to carry out

electrical work. Insurance companies will not cover damage caused by electrical work not carried out by a

licenced electrician.

Licensed electrical contractors have been expertly trained and will guarantee the work they perform.

Thai yellow strata curry with meatballs

Ingredients

Pork and veal meatballs

1 small brown onion, roughly chopped

2 garlic cloves, crushed

1/2 cup fresh flat-leaf parsley leaves

400g pork and veal mince

1/2 cup fresh breadcrumbs

1 tablespoon extra virgin olive oil

Curry

2 tablespoons vegetable oil

2 eschalots, thinly sliced

1/3 cup Thai yellow curry paste

1 1/2 cups salt-reduced chicken stock

400ml can coconut milk

200g green beans, trimmed, halved crossways

1 tablespoon grated palm sugar

2 tablespoons fish sauce

1 tablespoon lime juice

1/2 cup fresh coriander leaves

1 long red chilli, sliced

Steamed SunRice jasmine rice, to serve

Lime wedges, to serve

Method

Step 1 Preheat oven to 200°C/180°C fan-forced. Line a baking tray with baking paper. Pulse onion,

garlic and parsley in a food processor until finely chopped. Transfer to a bowl. Add mince

and breadcrumbs. Season with salt and pepper. Mix well to combine. Roll level tablespoons

of mixture into balls

Step 2 Heat oil in a large frying pan over medium-high heat. Cook meatballs, in batches, turning, for

2 minutes or until browned. Add extra oil, if needed. Transfer to prepared tray.

Step 3 Bake for 10 to 15 minutes or until cooked through. Cool.

Step 4 Heat a wok over medium-high heat. Add oil, swirling to coat. Add eschalot. Stir-fry for 6 to 8

minutes or until golden. Transfer to a plate lined with paper towel, leaving excess oil in wok.

Step 5 Reduce heat to medium. Add curry paste to wok. Stir-fry for 2 minutes or until fragrant.

Gradually add stock and coconut milk, stirring to combine. Bring to the boil. Reduce heat to

medium-low. Simmer for 5 minutes or until mixture slightly thickens.

Step 6 Add meatballs. Simmer for 5 minutes. Add beans. Simmer for a further 2 minutes or until

meatballs are heated through and beans are tender. Stir in sugar, fish sauce and lime juice.

Sprinkle curry with eschalot, coriander and chilli. Serve with rice and lime wedges.

After 10 years, we want to change the name on the strata roll but our strata manager tells us we can’t without him viewing the Certificate of Title. Last time our strata manager changed it, why is this one being so difficult? Signed Anonymous

Strata managers are unable to change the name on the strata roll without viewing the name listed on the Certificate of Title. They are bound by Section 35A of the Strata Titles Act –

Roll to be kept by Strata Company

(4) the particulars to be entered into a roll are:–

(b) the name and address of each proprietor

The name on the title is the ownership/proprietorship of that property and that name may only be a legal entity – be-ing a real person(s) or corporation (Pty Ltd). i.e. it cannot have “trading as” on the Certificate of Title.

The name can only be entered as noted within the Certificate of Title of the property. A Certificate of Title is required to show the new/correct name after which the name may be altered.
