Section 1 Introduction

1.1 Annual Environmental Report (AER) Overview

Boliden Tara Mines Limited (BTML) operates under EPA Industrial Emissions Licence (IEL) Registration No. P0516-03. This Annual Environmental Report (AER) was prepared in accordance with IEL Condition 11.9 and with reference to Environmental Protection Agency (EPA) guidance on Annual Environmental Reporting. It relates to the calendar year 2015 and provides a summary of environmental information from the facility for the period from the 1st January to 31st December 2015. Emissions data and off-site transfers of waste have been reported through the PRTR Emissions Reporting Workbook (presented in Appendix 1). Specific environmental information is reported in the EPA summary templates (presented in Appendix 2).

1.3 Description of Facility Activities

BTML main activities include exploration, mining, processing, shipping of concentrates and the storage of related tailings waste.

BTML, the largest operating zinc mine in Europe, is located at Knockumber, 2 km west of

Navan in County Meath. The mine exploits a Zn-Pb orebody which lies between 50 and

1000 metres below the surface and extends over an area of 6.5 kilometres by 1.5

kilometers. Development of the orebody commenced in 1973 and production mining

and processing has been in operation since 1977.

In 2015 BTML produced 2.2 million tonnes of ore, resulting in 277,000 tonnes of zinc

and lead concentrate.

Ore production encompasses the drilling, blasting and removal of the ore from

underground deposits. Broken ore is delivered to one of five underground primary

crushers and reduced in size to <150 millimetres before being hoisted to the surface.

Ore is then fed to an Autogenous grinding mill which grinds the ore to a fine powder

which is then pumped as aqueous slurry to metallurgic flotation cells in the main

Processing plant.

Within the flotation cells, galena (Lead sulphide) and sphalerite (Zinc sulphide) are

differentially separated, while undesirable minerals such as pyrite are depressed. Once

the target minerals have been extracted the waste stream, otherwise known as tailings

is cycloned to separate the coarse sand fraction from the finer slimes fraction. The

coarse fraction of tailings is stabilised, chemically and physically, by mixing with cement

and is pumped underground to backfill mined out areas.

The remaining fines fraction tailings is pumped as an aqueous slime to the Tailings

Storage Facility (TSF) located 3 km north of the processing plant in the townland of

Randalstown (Grid ref: E 285,100, N 271,545 Irish National Grid). The TSF encloses a

footprint area of approximately 180 hectares. The facility serves as containment for

tailings to settle and consolidate, as well as a treatment storage area for the water which

is circulated back to the processing plant at Knockumber for re-use. On an annual basis

approximately 1.2 million tonnes of tailings are deposited for permanent storage in the

TSF.

1.4 Environmental, Energy, Health & Safety Policy Statement

Boliden Tara Mines Ltd, part of the Swedish Boliden AB group, operates Europe’s

largest zinc mine at Navan, County Meath, with approximately 570 employees. Tara

Mines’ main activities include exploration, mining, processing, shipping of concentrates

and the storage of related tailings waste.

Boliden Tara Mines Ltd. aims to achieve the highest standards in environmental, energy

and health and safety management (EEHS) and believes that good EEHS performance is

integral to the sustainability and future success of the company. This combined policy

In order to achieve our EEHS goals we will:

Section 2 Management of the Activity

2.1 Environmental Management System

Environmental Management has always been at the core of operations at Tara since the

development of the mine in 1973. Today Tara’s Environmental Management System

(EMS) ensures the company achieves best practice in all areas of environmental

management and compliance and is accredited to ISO 14001:2004 EMS. All company

activities and emissions are controlled, operated and maintained as set out in conditions

of IEL P0516-03.

Tara’s Environmental, Energy, Health and Safety Policy is the driver for implementing

and improving the Company's EMS. As part of this commitment, the company has

ensured the necessary resources have been made available. These resources include

human resources, specialized skills, organizational infrastructure, technology and

financial resources.

Tara is always looking at new ways to improve environmental management on site and

reduce its impacts on the environment. Continual improvement is managed through

Environmental Management Programme’s (EMP). A review of the EMP for 2015 is

presented in EPA summary templates in Appendix 2.

A proposed Programme of environmental objectives and targets for 2016 is presented

in Tables 2.1 below.

2.2 Environmental Complaints / Incidents

There were a total of 9 complaints received during 2015. All complaints are responded

to in an appropriate manner. Of complaints received; 6 were in relation to ground

vibration resulting from underground blasting and 3 in relation to potential noise

sources arising from site activity. Details of complaints received are presented in AER

summary templates in Appendix 2.

There were two incidents with environmental impact during 2015 and one exceedance

of an ELV; details are presented in AER summary templates in Appendix 2. All

environmental incidents are reported to the Environmental Department who in turn

deals with the notification to the necessary regulatory bodies. All incidents are

investigated and appropriate corrective and preventative response carried out.

2.3 Compliance with IEL Conditions

There were two Compliance Investigations during 2015;

C1000975 in relation to IEL Condition 12.3.1, failure to having a fully detailed and

costed CRAMP to the satisfaction of the Agency. A full review of closure plan and closure

costings for both the TMF and mine site was carried out and submitted to the Agency in

May 2015.

CI000893 in relation to IEL Condition 6.10 and not performing integrity testing of the

reclaim water and tailings pipelines. Hydrostatic testing of both pipelines will be

performed in 1 and 2 Q 2016 respectively.

There were two non-compliance noted by the Agency in relation to a site visit

(Reference No SV02544) both relating to outstanding reports;

NC0004056 with IEL Condition 6.17.2, failure to submit a proposal for a Mine Water

Management Plan for management of all mine and groundwater in the Nevinstown

mine area. This plan has subsequently been submitted to the Agency and deals with the

prevention of contamination of groundwater prior to its discharge at SW2.

NC004500 with IEL Condition 8.12.13, a compliant Safety Manual for the operation of

Tailings Facility. The operating manual entitled "TSF Operation, Maintenance and

Surveillance Manual" was not in date and did not include the recent Stage 5A and 5B

developments. This manual has since been updated and is available for inspection.

2.4 New Developments during 2015

A technical amendment in relation to dissolved Antimony in the primary discharge SW1

to the River Boyne was approved in October 2015.

A second point source emission of groundwater, Emission Reference Point SW2, to the

River Blackwater was commissioned during 2015.

2.5 Energy Efficiency / Resource Usage

BTML became a member of the Sustainable Energy Authority of Ireland's LIEN network

in 1995 and joined SEAIs' Energy Agreements Programme in 2007. Tara became

certified to the international energy management standard ISO 50001 in 2012 putting

Tara at the forefront of Energy Management Systems (EnMS) in the mining sector.

Energy efficiency and reductions in CO2 emissions are an essential part of the

Company’s campaign towards sustainable development and through our ISO 50001

certified energy management system, energy efficient improvement projects are

continually identified, evaluated and implemented where feasible.

In 2015, Tara developed and implemented an innovative ESCO energy efficiency project

in the Mine Dry as part of SEAIs’ Exemplar Programme under the National Energy

Services framework which is aimed at establishing energy performance contracting

(EPC) model for energy efficiency projects in Ireland. The project, commissioned in

October 2015, over the period October-December 2015 made energy savings of 89%.

The project is on target to deliver annual energy savings in excess of €100,000 per year.

Energy spend at Tara Mines is forecast to be in the region of €20 million for 2016.

Section 3 Summary of Monitoring Information

This section of the AER presents information on environmental monitoring carried out

during 2015. All monitoring is undertaken in accordance with IEL Condition 6.

3.1 Pollutant Release and Transfer Register (PRTR)

A PRTR report has been prepared for 2015 in conformance with the EPA’s guidance

document and has been uploaded to the EPA’s AER/PRTR database. The relevant pages

from the PRTR form Appendix 1 of this AER.

3.2 Emissions to Atmosphere

In accordance with IEL P0516-03 control and monitoring of emissions to atmosphere

are carried out as per Schedules C.1.1 and C.1.2. Monitoring of emissions to atmosphere

is carried out at emissions reference points listed in Table 2.1 below:

Emissions from the processing plant are from a single remaining point source

ventilation stack on the concentrate storage building (A2-4). The remaining 6 air

emission sources are from mine return air shafts which serve to ventilate the

underground workings in the mine.

Workbook in Appendix 1 and EPA summary templates in Appendix 2.

All emissions to atmosphere during 2015 are in full compliance with emission limit

values set out in IEL Schedule B.1.1.

In April 2015 a Reconnaissance Visit was carried out by Fitz Scientific on behalf of the

Agency to assess the suitability of the sites air monitoring locations, for safety and

access (Reference No SV03458).

In July 2015, air emissions monitoring was carried out by Fitz Scientific on behalf of the

Agency as part of compliance monitoring of an IEL. During this site visit (Reference No

SV01943) monitoring at air emissions reference points A2-4 and A2-6 was carried out.

3.3 Emissions to Water

Tara has two ‘point source emission’ to surface water, Emission Point Reference SW1 of

process effluent to the River Boyne and SW2 of groundwater to the River Blackwater.

Discharge at SW1 includes treated waste water from the process plant, drainage water

from the mine and surface drainage water captured in the site water management

system. This excess, treated water is discharged through a diffuse pipeline to the River

Boyne at a flow dilution ratio of >100:1. Discharge is recorded and controlled from the

Processing Departments automated ABB system.

Discharge at SW2 is clean groundwater, derived from the Nevinstown mine area which

has minimal or no contact with the orebody. This groundwater is collected in a

dedicated reservoir and pumped directly to surface for discharge to the River

Blackwater. Discharge is recorded and controlled from the Processing Departments

automated ABB system.

In accordance with IEL Reg. P0516-03 control and monitoring of process effluent

emissions to water is carried as per Schedules C.2.1 and C.2.2. Emission data for 2015 is

presented in the AER/PRTR Reporting Workbook in Appendix 1 and EPA summary

templates in Appendix 2.

During 2015 there was one breech of ELV at SW1 which is detailed in EPA summary

template in Appendix 2.

3.4 Waste Management

3.4.1 Disposal/Recovery of Waste on-site

Disposal and recovery of waste on-site takes place in accordance with conditions of IEL

and in accordance with National and European legislation and protocols.

Subject to condition 8.2.1 an Extractive Waste Management Plan for the minimisation,

treatment, recovery and disposal of extractive waste was drawn up and submitted to

the Agency for agreement (Submission reference LR005650).

During 2015, following the Agency’s review of this submission, SLR was commissioned

to carry out a hazardous waste assessment of Tara’s tailings according to the European

Waste Catalogue. The assessment procedure is to identify compound present in the

tailings waste, determine the hazardous properties of these compounds (if present) and

assess the concentrations against hazard thresholds.

Results of the hazard assessment indicate that all tailings waste samples assessed (using

XRD and CISED testing carried out by British Geological Society) are classified as non-

hazardous tailings under code 01 03 06.

Maximising backfilling rates to the mine is a priority at Tara. A project has started to

implement a new continuous pour system to locations in the upper mine.

3.4.2 Waste Disposal in the Tailings Storage Facility (TSF)

The TSF has been constructed and tailings deposited in 5 stages, Stages 1, 2, 3 and the

upstream Stage 4A and 4B raises. Stage 5A, the current active dam was completed and

commissioned in 2013 (initial sliming commenced in July). Construction of Stage 5B

was completed in October 2015.

Tailings is pumped as an aqueous slime from the processing plant through a 630mm

diameter high-density polyethylene delivery pipeline and deposited in the TSF. All

waste deposited is monitored in accordance with Schedule C.4.

The volume of tailings pumped is measured continuously by flow meters. The tailings

slurry is discharged in turn from a series of spigots located at 80m intervals around the

periphery of the dam. The tailings solids settle and consolidate and a pond of

supernatant water remains over the tailings surface. Tailings discharge is controlled

manually based on daily visual inspection of the dam surface to achieve even

distribution. The quantity, tonnage and volume, of tailings distributed during 2015 are

presented in Table 3.2.

3.4.3 Disposal / Recovery of Hazardous and Other Wastes off-site

Tara is committed to environmental protection and the minimisation and prevention of

pollution that may arise as a result of on-site operations. Where practicable, waste is

managed according to the Waste Management Hierarchy where prevention is the most

favoured option and disposal a last resort when recycling and reuse is not possible.

Procedures and facilities are in place to enable the proper segregation and safe storage

of waste materials on site. Waste sent off-site for the recovery or disposal is transported

by authorized waste contractor. Prior to transfer off-site, all waste is classifies, packaged

and labeled in accordance with National and European standards.

Details of all waste materials generated on site and sent off-site for recovery or disposal

have been reported in the AER/PRTR Reporting Workbook (presented in Appendix 1).

3.4.4 Waste Disposal in the Landfill Area

The onsite landfill (approximately 8 ha) is inactive and has not been used for the

disposal of waste, since 2001.

In accordance with IEL Condition 8.13.1, CHC Environmental Solutions were requested

to develop a landfill remediation strategy, designed to be implemented as part of the

phased closure works at the Tara Mines site.

These works are on-going, programmed to be completed in Phases as outlined below,

which corresponds with EPA guidance and best practice:

Phase 1: Tier 1 - Desk Study, Conceptual Site Model (CSM) & Risk Screening

Tier 2 Site Investigation & Testing, scoping & planning

Phase 2: Tier 3 – CSM Review & Quantitative Risk Assessment

Phase 3: Remedial Options Appraisal

Phase 4: Development of Remediation Strategy

Phase 1, development of a preliminary CSM and risk screening, was completed in

February 2015 and included a desk study and collation of data related to all previous

works completed for this area of the site.

The outcome of these works determined that the southern landfill area can be classified

as low risk (Class C). The northern landfill area is classified as having moderate risk

(Class B) according to the risk screening and prioritisation process. However, because of

the potential hazardous nature of the waste disposed in the northern landfill area, this

area of the landfill is classified as high risk (Class A), in accordance with the EPA (2011)

Guidance on the Authorisation of Discharges to Groundwater.

Based on the above assessment, additional site investigation works were determined to

be required to verify the risk status, thus validating any assumptions made in the

preliminary risk assessment process.

Site investigation works were undertaken and completed in October 2015. Investigation

works included the following; 3No. overburden dual installation wells, 1No. bedrock

well, 28No. window sample investigation locations, 37No. trial pit investigation

locations as well as oil, groundwater, leachate and waste acceptance criteria (WAC)

analysis on a total of 47 soil, 18 groundwater, 17 leachate & WAC samples.

As part of these works an assessment of the waste material source type, volume and

condition was completed. The rock fill waste volume was estimated to be in the region

of 54,000m3 of waste material. The industrial waste material was estimated to be in the

region of 29,150m2. This can be compared to the findings of the geophysical survey

which estimated the rock fill waste to be in the region of 63,000m3 and the industrial

waste to be in the region of 28,000m3.

Phase 2 works including generic and detailed quantitative risk assessment (DQRA) as

well as supplementary environmental assessment works are complete and were used to

prepare an updated CSM, which identified a total of 5 sensitive receptors, 15 pathways

and 2 sources, each of which requires further assessment in the form of a generic risk

assessment.

The current work in progress is Phase 3 & 4, Remedial Options Appraisal and Remedial

Strategy Document with a view to implementing remedial measures to mitigate against

any potential risk to groundwater and surface water.

3.5 Summary of Monitoring Information

3.5.1 Surface Water Monitoring

Surface water monitoring is carried out in accordance with Schedule C.8 of Tara’s IEL. A

summary of 2015 surface water monitoring data is presented in Appendix 3 (values are

based on annual average (AA) concentrations).

River and stream samples are taken monthly from 13 locations on the River Boyne,

River Blackwater and its tributaries representing locations both upstream and

downstream of the TSF, the mine site and the discharge point (SW1) to the River Boyne

and SW2 to the River Blackwater.

The EC Environmental Objectives (Surface Waters) (Amendment) Regulations 2012

Environmental Quality Standards (EQS) values are used as a guide for comparison with

measured concentrations in surface waters.

3.5.2 Groundwater Monitoring

Groundwater monitoring is carried out in accordance with Schedule C.7 of Tara’s IEL. A

summary of 2015 groundwater monitoring data is presented in Appendix 3 (values are

based on annual average (AA) concentrations).

The existing groundwater monitoring network in the vicinity of the Randalstown TSF

involves monthly sampling at 40 locations in superficial deposits/ overburden (OB) and

bedrock (BR) boreholes and quarterly sampling from 10 domestic wells. All

groundwater quality data is reviewed in line with relevant water quality standards. The

EC Environmental Objectives (Groundwater) Regulations S.I. No 9 of 2010 Threshold

values are used as a guide for comparison with measured concentrations in

groundwater.

A review of hydrogeological, hydrological and water quality monitoring data collected

during 2015 is presented in the AECOM report Review of 2015 Hydro-Environmental

Monitoring Data. The report reviews 2015 data and compares with historic monitoring

data between 1996 - 2015 to identify changes and trends in hydrogeological and water

quality conditions.

3.5.3 Ambient Air Monitoring

Continuous ambient air monitoring is carried out at 6 sampling locations around the

mine site and TSF in accordance with IEL Schedule C.1.3 using Low Volume Sampling

devises for suspended particulates and metals. The sampling method is a modification

of European Standard EN 12341:1999.

There were no exceedances of Emission Limit Values (ELV) during 2015. A summary of

2015 monitoring data is presented in Appendix 3.

Dust deposition monitoring is carried out at 12 sampling locations around the mine site

and TSF. Samples are collected on a monthly basis and analysed in accordance with IEL

Schedule C.1.3. Monitoring is performed using Bergerhoff gauges specified in the

German Engineering Institute VDI 2119 entitled “Measurement of Dust fall Using the

Bergerhoff Instrument (Standard Method)” in accordance with TA Luft Standard.

There was no exceedance of Emission Limit Values (ELV) during 2015. A summary of

2015 monitoring data is presented in Appendix 3.

3.5.4 Noise Monitoring Summary Report

Continuous noise monitoring is carried out at four fixed stations around the mine site

and at one fixed station as a control measure during construction works at the TMF.

Monitoring is carried out as per ISO 1996 Part 1.

Noise emissions from the mine site plant are continuous and the same for daytime and

night time due to its continuous operation. Many individual noise sources are ‘tonal’ in

character, however when these sources operate together inside a building the resultant

emission outside the building can be described as ‘broadband’. Where significant single

noise sources are tonal, abatement measures are immediately taken.

The TSF lies in a rural setting and existing noise levels are typical of such an

environment. Normal operation of the facility does not generate any discernible noise.

The main noise sources have been associated with construction activity and temporary

noise monitoring is carried out as required during the construction phase of the tailings

facility extensions.

All site operations are at a level significantly below noise level limits set out in

Condition 5.5;

Three complaints was received relative to potential noise arising from Tara activities

during 2015 (details are presented in EPA summary template in Appendix 2).

In accordance with IEL Condition 6.18.2 an annual noise survey of the installation

operations was carried out in November 2015. A summary report is presented in the

EPA summary templates in Appendix 2.

3.5.5 Vibration Summary Report

Continuous blast vibration (and air overpressure) monitoring is being carried out at 5

fixed location stations and at a minimum of 3 temporary locations around the mine site

and SWEX area (the number of temporary locations depending on requests from

residents). Monitoring is carried out as per ISEE Field Practice Guidelines for Blasting

Seismographs.

All blasts are designed to generate low levels of ground vibration. The development

blasting periods are daily from 06:00 – 07:00 hrs and 18:00 – 19:00 hrs while the

production blasting period is from 18:00 – 19:00 hrs.

6 complaints were received during 2015 relative to blast vibration. Limits specified in

IEL Condition 5.8 were not exceeded at any monitoring location during 2015;

Daytime 8mm/sec

Night-time 4mm/sec

3.5.6 Monitoring of Tailings Management Facility (TMF)

Monitoring of the Tailings Management Facility is carried out in accordance with IEL

Schedule C.5.

A review of all monitoring carried out at the TMF during 2015 was undertaken by

Golder Associates and is presented in Annual Safety Inspection and Monitoring of

Tailings Dam Report.

Section 4 Financial Provision and Environmental Liabilities

4.1 Financial Provision for Mine Closure Plan

A site visit was conducted by the Agency in January 2015 (SV00044) as part of its

programme to enforce the CRAMP and ELRA conditions. The visit took the form of a

focused meeting to discuss and review the revision of the 2014 costings for CRAMP.

Following this site visit and in accordance with IEL Condition 12.3.1 a full review of

closure costings for both the TMF and mine site was submitted in May 2015.

4.2 Environmental Liabilities

In accordance with IEL Condition 12.2.2 a fully costed ELRA for both the Tara mine site

and the Tailings Management Facility (TMF) was carried out during 2013 and

submitted to the Agency. Details are presented in the EPA summary templates in

Appendix 2.

There have been no significant changes to the operation since assessment was carried

out.

This section of the AER presents both annual and license specific reports as required

under Schedule E.

IEL Condition 6.14

Review of Pollution Reduction Plan for ERBD

Part V of the European Communities Environmental Objectives (Surface Waters)

Regulations S.I. No. 272 of 2009 requires each river basin district to establish a

Pollution Reduction Plan for the reduction of pollution from priority substances or the

ceasing or phasing out of emissions, discharges and losses of priority hazardous

substances.

As of March 2016, a Pollution Reduction Plan has yet to be prepared for the ERBD.

However it is understood that the inventory of emissions, discharges and losses has

been prepared and is currently under consultation. Therefore a review of the plan, as

required under IEL Condition 6.14 is not possible at this time.

IEL Condition 6.12.1

Toxicity Monitoring of Process Effluent Toxicity testing of undiluted final effluent as per IEL Condition 16.12.1 was carried out

in July 2015 on the following four aquatic species;

96 h LC50 to Oncorhynchus mykiss (freshwater fish - rainbow trout)

72 h ErC50 to Pseudokirchneriella subcapitata (freshwater alga)

48 h EC50 to Daphnia magna (freshwater crustacean)

30 min EC50 to Vibrio fischeri (bacteria)

IEL Condition 9.4.5 Emergency Planning for TMF Consultation Under the European Communities Waste Management Regulations 2009, Meath County

Council, An Garda Siochana and the Health Service Executive are the ‘Local Competent

Authorities’ in relation to an emergency incident at the TMF at Randalstown.

Section 6 of these Regulations require the Local Competent Authority to prepare an

External Emergency Plan to deal with effects off-site and to assist, where relevant with

mitigating action on-site in the event of a major accident at the TMF site.

This External Emergency Plan is in place and details the arrangements and the inter-

agency coordinated response for dealing with major accidents at the site.

During 2015 BTML held four meetings in relation to emergency planning for the TMF

with responsible representatives from the ‘Local Competent Authorities’ in relation to

an emergency incident at the TMF.

A copy of Tara’s Internal Emergency Plan has been distrusted to each authority.

Hydro-environmental Review of the TMF

Although not a Licence requirement an annual review of hydrogeological, hydrological

and water quality monitoring data collected at the Tailings Management Facility is

undertaken by AECOM. The 2015 hydro-environmental data is reviewed and compared

with the historic monitoring data between 1996 –2014 and is submitted to the Agency.

TMF Annual Safety Audit Inspection Report

Golder Associates (UK) Limited was commissioned by Boliden Tara Mines Limited to

undertake an annual safety audit of all monitoring data for the TMF for 2015 and

presents a discussion of results of monitoring data obtained between January and

December 2015 and observations made during a site inspection visit in January 2016.

Report is available for inspection at the Environmental Departmental Offices.

Boliden Tara Mines Limited is the largest zinc mine in Europe. 2.2 million tonnes of ore was mined in 2015 which yielded zinc and lead concentrates containing up to 242,777 tonnes of zinc and 34,400 tonnes of lead metal. This produced 2.2 million tonnes of waste, otherwise known as tailings. During 2015 there was one exceedence of an ELV, 9 external complaints received, two incidents with environmental impact, two Compliance Investigations and 2 non-compliances of license conditions for site visit. A Technical Amendment to facilitate a reduction in ELV for Antimony at surface Emission point SW1 was approved in October 2015. An additional point source emission to water, SW2, to the River Blackwater was commissioned.
