UNOFFICIAL  MINUTES  MUSCATINE  SCHOOL  BOARD  OF  EDUCATION  

REGULAR  SESSION  July  13,  2015  

 The  Board  of  Education  of  the  Muscatine  Community  School  District,  in  the  County  of  Muscatine,  State  of  Iowa,  met  in  regular  session  on  Monday,  July  13,  2015  at  7  p.m.  at  City  Hall.  President  Nathan  Mather  called  the  meeting  to  order.  Directors  Tim  Bower,  Tammi  Drawbaugh,  Brenda  Garcia,  Tom  Johanns,  Randy  Naber,  and  Mary  Wildermuth  were  present.  Also  present  were  Superintendent  Jerry  Riibe  and  Director  of  Finance  Jean  Garner.    The  board  recited  the  Pledge  of  Allegiance.    President  Mather  welcomed  visitors  and  media  representatives.    No  one  spoke  during  Citizens  Speak.    Director  Bower  asked  that  Employment  Recommendations  be  pulled  from  the  Consent  Agenda.      Superintendent  Riibe  asked  that  line  item  #88  for  Bi  State  Contracting  for  payment  of  Jefferson  Elementary  Construction  costs  be  pulled  from  the  Bills  and  Claims  due  to  the  rain  damage  to  the  gym  floor.    

A  motion  was  made  by  Director  Garcia  and  seconded  by  Director  Johans  to  approve  the  consent  agenda  which  includes:  the  minutes  of  the  June  8,  2015  Regular  Meeting  and  the  June  12  and  24,  2015  Special  Meetings  and  the  bills  and  claims  dated  June  30,  2015  and  July  13,  2015  excluding  line  item  88  to  Bi-­‐State  Contracting.  All  ayes;  motion  carried.    

Employment  Recommendations  were  discussed,  specifically  the  Project  Lead  the  Way  (PLTW)  hires  and  their  backgrounds,  hiring  procedures,  and  reasons  for  leaving  the  district.    

A  motion  was  made  by  Director  Naber  and  seconded  by    Director  Wildermuth  to  approve  the  Employment  Recommendations  as  follows:    Resignations:  Kathrine  Rogers  –  WMS  Teacher  Librarian,  Angela  Reaves  –  MHS  Language  Arts,  Andrea  Martinez  –  WMS  Science,  Tenneil  Register  –  TAG.    Schedule  C  Resignation:  David  Moeller  –  Middle  School  Football.    2015-­‐16  New  Hires  Certified  Staff:  Melissa  Ramsey  –  Washington  Kindergarten,  Katelynn  Jacob  –  Washington  3rd  or  4th  grades,  Mark  Rusch  –  MHS  Language  Arts,  Nicole  Bradley  –  WMS  Special  Education,  Audra  Hawkinson  –  MHS  PLTW.    2015-­‐16  New  Hires  Administration:  Joelle  McConnaha  –McKinley  Principal  and  John  Wesson  –  MHS  Assistant  Principal.    All  ayes;  motion  carried.

Scott  Comstock,  Technology  Supervisor,  reviewed  the  three  bids  received  for  Chromebooks  for  the  middle  school  1:1  laptop  project  and  presented  his  recommendation  to  the  Board.    

A  motion  was  made  by  Director  Bower  and  seconded  by  Director  Drawbaugh  to  approve  the  purchase  of  1,350  Chromebooks  from  Tierney  for  a  total  cost  of  $410,400.  All  ayes;  motion  carried.    A  motion  was  made  by  Director  Wildermuth  and  seconded  by  Director  Drawbaugh  to  approve  the  middle  school  student  handbooks  with  the  addendum  to  include  the  middle  school  schedule  and  the  high  school  student  handbook.  All  ayes;  motion  carried.  

 Don  Krings,  Transportation  Supervisor,  provided  the  board  with  a  comparison  of  the  cost  to  operate  and  maintain  propane  buses  versus  diesel  buses  noting  a  substantial  cost  savings  for  the  propane  buses.  Board  members  also  had  the  opportunity  to  tour  a  propane  bus  prior  to  the  meeting.    

A  motion  was  made  by  Director  Johanns  and  seconded  by  Director  Garcia  to  approve  the  request  to  seek  bids  for  the  purchase  of  two  buses  and  one  van.  All  ayes;  motion  carried.    A  motion  was  made  by  Director  Johanns  and  seconded  by  Director  Naber  to  approve  the  2nd  round  of  early  retirees.  Those  employees  are:  Teachers-­‐  Paul  Hein,  Anne  McNelly,  and  Norberto  Ibarra,  Jr.;  SCAP-­‐  Terri  Curry,  Elaine  Alberding,  Trina  Curtis,  and  Janie  Swailes;  Food  Service-­‐  Jeannie  Neipert  and  Janet  Iwanoski;  Drivers-­‐  Neil  “Ken”  Greenwald.  All  ayes;  motion  carried.    A  motion  was  made  by  Director  Wildermuth  and  seconded  by  Director  Bower  to  approve  the  following  contract  settlements:    SCAP  –  2.75%  (year  one);  +$0.40  (year  two)  CM  –  1.89%  (one  year)  FNW  –  2.77%  (one  year)  Drivers  –  .43%  (year  one);  5.73%  (year  two)  Classified  Professionals  –  3.5%  (one  year)  Administrators  –  3.5%  (one  year)    All  ayes;  motion  carried.    A  motion  was  made  by  Director  Johanns  and  seconded  by  Director  Garcia  to  approve  the  award  of  bid  for  the  West  Middle  School  Boiler  Replacement  Project  to  Crawford  Company  in  the  amount  of  $155,000.  All  ayes;  motion  carried.    

Superintendent  Riibe  and  Director  of  Finance  Jean  Garner  reviewed  the  FY16  budget  noting  that  the  estimated  maximum  authorized  budget  for  FY16  is  $63,518,561  with  total  expenditures  of  $56,017,631  (of  which  $46,471,554  include  salaries  and  benefits)  and  11.81%  of  budget  authority  that  is  unspent.

Superintendent  Riibe  provided  information  regarding  the  possibility  of  selling  Garfield  Elementary  and  moving  East  Campus  to  the  Administration  Center.  He  noted  that  the  area  of  the  gym  could  be  utilized  and  re-­‐purposed  as  classrooms.  He  further  noted  that  savings  would  be  realized  in  the  long-­‐term  due  to  the  district  having  to  maintain  one  less  building.  

Superintendent  Riibe  shared  information  about  the  water  damage  that  the  new  Jefferson  Elementary  construction  project  sustained  with  the  large  amount  of  rain  that  the  area  received  a  week  ago.    

Mrs.  Garner  provided  information  regarding  the  Food  Service  Pizza  Bid.  A  Request  for  Proposal  was  released  at  the  beginning  of  July  with  a  deadline  of  July  31,  2015.    

Mrs.  Garner  reviewed  the  June  financial  statements.  

President  Mather  provided  the  following  announcements  of  upcoming  meetings  and  events:  

July  13,  2015  -­‐  Online  Student  Registration  Opens.  July  30,  2015  -­‐  Board  Candidate  Papers  Due  at  5  p.m.  at  the  Administration  Center.  August  3,  2015  -­‐  Student  Registration  Day  from  8  a.m.  to  6  p.m.  All  grades  and  buildings  register  at  Muscatine  High  School  (for  those  that  have  not  registered  online  and  new  students).  August  10,  2015  -­‐  Regular  Board  Meeting  at  7  p.m.  at  City  Hall.  August  31,  2015  -­‐  First  Day  of  School.  The  Progress  Breakfast  is  tentatively  scheduled  to  be  held  in  late  September  at  the  new  Jefferson  Elementary.

Muscatine Preschool Alliance Contract

This Contract is entered into between the Muscatine Community School District, located at 2900 Mulberry Avenue, Muscatine, Iowa, herein referred to as the "District" and Happy Time Preschool, located at 2107 Cedar Street, Muscatine, Iowa, hereinafter referred to as "Center."

Program: The District and Center are entering into this Contract for the purpose of providing an educational four-year old program. The Program shall consist of four half-day classes providing services to students in two morning session from 8:30-11:00 and two afternoon sessions from 12:30-3:00 Tuesday - Friday per the agreed upon preschool calendar.

Term: The term of this contract shall be during the 2015-16 school year. The parties may renew this contract for subsequent school years upon the written agreement of the parties. Either party may terminate the contract with or without cause upon sixty (60) days written notice to the other. Notice shall be deemed to have been given if delivered or mailed to a representative of the party at the address set forth below.

I. Staffing/Programming

The Center agrees to:

1. Provide teachers fully certified to teach with an early childhood endorsement valid in the state of Iowa. Class B conditional licenses are acceptable.

2. Provide a fully certified teacher as defined in paragraph 1 for the first 10 children in a classroom during instructional time.

3. Provide a minimum of one certified teacher and one staff member for 11-20 children in a

classroom. 4. Have no more than 20 children per classroom. 5. Staff members and teachers shall have reasonable line of sight supervision of all children at

all times. 6. Provide a minimum of 10 hours of instructional time per week. 7. Provide a minimum of 3 days of instructional time per week within the parameters of the

District school calendar. 8. Consult with the Muscatine Preschool Alliance before creating new openings.

II. Curriculum/Accreditation/Familv Outreach

A. The Center agrees to:

1. Meet or exceed QPPS, NAEVC, or Head Start accreditation. 2. Implement quality literacy curriculum with integrity -Creative Curriculum or other District

approved program. 3. Implement quality math curriculum with integrity - Creative Curriculum or other District

approved program. 4. Provide instructional materials and supplies consistent with the program standards and

Iowa Early Learning Standards.

5. Assess students three times a year using Teaching Strategies GOLD. Assessment documentation shall include specific evidence for each individual child in the areas of Socia 1-emotional, Physical, Language, Cognitive, Literacy and Mathematics development.

6. Provide data as requested to the District for reporting purposes. 7. Annually involve families through at least:

a. One home visit, b. One family night, and c. Two family-teacher conferences

B. The District agrees to:

1. Provide guidance to Center on meeting QPPS and NAEVC accreditation standards. 2. Provide guidance on implementing research-based or evidence-based assessment and on

assessing students. 3. Provide opportunities for professional development.

III. Professional Development

A. The Center agrees to:

1. Have all Center teachers participate in a minimum of 15 hours of Professional Development per school year, offered and approved by the District.

2. Have all Center para/teacher-associates participate in a minimum of 6 hours of Professional Development per school year, offered and approved by the District.

B. The District agrees to:

1. Offer a minimum of 25 hours of Professional Development for teachers. 2. Offer a minimum of 15 hours of Professional Development for para/teacher-associates.

IV. Information

A. The Center agrees to:

1. Provide staff information to the District upon request, to include but not be limited to certification, licensure, and professional development information.

2. Provide personal student information to the District upon request, using the District-issued spreadsheet.

3. Administer student assessment data and provide it to the District upon request. 4. Annually provide to the District conference schedules, home visit schedules, daily

instructional schedules, and related documentation upon request. 5. Annually provide documentation of Family Night.

B. The District agrees to:

1. Maintain appropriate student and staff files. 2. Write and submit necessary year-end reports to the state of Iowa.

3. Enter all necessary data into the District student database. This includes but is not limited to student name, parents, phone numbers, address, race, date of birth, etc.

V. Transportation

A. The Center acknowledges the following with regards to transportation:

1. District bussing is annually dependent on Early Childhood Iowa (ECI) funding and/or available routes provided by the Muscatine Community School District Transportation Department.

2. District bussing is dependent upon significant student need; including but not limited to lack of transportation, cost of transportation, etc.

3. All riders must complete the District transportation form by the District registration date and have approval from the Early Childhood Coordinator prior to riding the bus.

4. Students that are four-years-old by September 15, 2015 and enrolled in a four-year-old class may ride on an existing bus route that goes to preschools if space is available.

5. Students may ride on existing special education routes, if seating is available, with the understanding that the route may be changed or be discontinued at any time and the District is not obligated to continue transporting the student.

B. The District agrees to the following with regards to transportation:

1. To coordinate bussing requests between the Early Childhood Coordinator, parents, and Supervisor of Transportation .

2. To put good faith effort in providing transportation for any student who qualifies based on

significant need.

VI. Funding

1. The Center will receive 95% of funds generated by the Statewide Voluntary Preschool Grant on the District Certified Enrollment for the school year following the initial school year of participation for each child served at that Center.

2. The Center may charge tuition for preschool time exceeding 10 hours/week within the

district's calendar. 3. The Center may charge tu ition for preschool time exceeding 10 hours/week within the

Muscatine Preschool Alliance Contract

This Contract is entered into between the Muscatine Community School District, located at 2900 Mulberry Avenue, Muscatine, Iowa, herein referred to as the "District" and Guardian Angel Preschool, located at 2407 Cedar Street, Muscatine, Iowa, hereinafter referred to as "Center."

Program: The District and Center are entering into this Contract for the purpose of providing an educational four-year old program. The Program shall consist of five classes providing services to students: one all-day session from 8:00-2:50, two morn ing sessions from 8:00-11:00 and t wo afternoon sessions from 11:50-2:50 Tuesday - Friday per the agreed upon preschool calendar.
