CES CHAIR’S MESSAGE

As Chair of the Consulting Engineers of Saskatchewan (CES), I am proud to present the 2013 edition of the CES Directory.

I know this Directory continues to be a useful resource to those who require consulting engineering services throughout Saskatchewan and beyond. Not only does the Directory provide a listing of companies providing engineering and geoscience consulting services, but it offers matrices of each company’s capabilities plus profi les of individual member fi rms.

It also provides a brief description of the best practice of engaging consultants. Using Qualifi cations-Based Selection results in reduced life cycle costs and provides the best value for the client. Finally, the CES 2013 Recommended Schedule of Fees document is now available in two formats on the CES website: a summarized version and a complete detailed version.

CES currently consists of 59 corporate member fi rms employing a combined total of approximately 2400 staff. CES also has 12 associate member fi rms that represent “like-minded” organizations within our industry. Our corporate member fi rms are as diverse as the range of engineering and geoscience consulting services they provide. From the size of the companies to the specializations they offer, member fi rms are proud to service Saskatchewan, and signifi cantly contribute to our provincial economy. Our business expertise contributes to our members being considered “Trusted Advisors” to our clients.

I want to thank the CES corporate member and associate members fi rms for their continued support of this Directory. Consulting Engineers of Saskatchewan (CES) is a non-profi t association representing the business interests of consulting engineering and geoscience fi rms in Saskatchewan. CES is the link between industry, government, purchasers, decision makers, owners and our member fi rms. One of CES’s goals is to raise awareness of the services our member fi rms offer, and one way we do this is publishing a Member Directory.

This year we are pleased to offer two versions of the Directory – a “virtual” copy (with page-turning and hyperlink features) available on our web site, in addition to a “hard copy” for those who have become accustomed to our trusty “book shelf” version. Over the course of the next two years, CES will be moving away from the hard copy version altogether, and will only be producing a virtual Directory that will be found on CES’s web site at www.ces.sk.ca. Please bookmark where to fi nd this important resource! Clients can use the Directory to determine the wide range of expertise and experience offered by individual consulting engineering and geoscience fi rms, particularly by referencing the “Fields of Specialization” section. Additionally, the “Best Practice for Selecting a Professional Consultant” section will offer clients valuable information about how choosing the right professional leads to innovation, life cycle cost savings and sustainability.

GREETINGS FROM APEGS

On behalf of Council and Staff of the Association of Professional Engineers & Geoscientists of Saskatchewan, I am pleased to extend greetings to the Consulting Engineers of Saskatchewan (CES) and the readers of this 2013 edition of the CES Directory.

APEGS, like CES, has experienced rapid growth over the past few years. Our membership now exceeds 10,000 members, of which approximately 50 percent are resident outside of our borders. Meanwhile, the growth of our province has been mirrored in the growth of the Consulting Engineering industry in Saskatchewan. CES member fi rms now employ more than 2,400 professional, technical and administrative staff across this great province. CES member fi rms have a broad range of expertise to meet the growing needs of our province.

Over the past few years, APEGS has taken a more active role in promoting our professions through involvement in organizations such as the Pacifi c NorthWest Economic Region (PNWER). We continue to meet regularly with government and other stakeholders on issues important to our professions. And through our national associations, Engineers Canada and Geoscientists Canada, our Association continues to take a leadership role on issues of national signifi cance.

We will continue to promote the strategic role of our professions through a new promotional campaign that will be unveiled in 2013. And we look forward to continuing our close working relationship with the Consulting Engineers of Saskatchewan.

CES is an association of companies comprised of engineering and geoscience consulting fi rms. Its members are companies, not individuals, who have chosen to come together to advance issues of common interest.

SERVICES OF CONSULTING ENGINEERS AND CONSULTING GEOSCIENTISTS

Introduction

A Consulting Engineer or Geoscientist is an experienced and licensed intellectual resource hired by public sector and private industry clients with a project or a problem requiring external advice, technical assistance or service. Clients pay a fee for consulting services.

Based on their knowledge and fi eld(s) of specialization, consultants provide the best possible options and solutions for specifi c projects. They are uniquely positioned to transform ideas into results, building safe communities, protecting the environment and leading technological advancement across a broad spectrum of industries.

These professionals may practice as independent consultants, within a partnership, or in a consulting engineering company.

They are:

• legally registered and authorized to practice engineering or geoscience under the laws of the province in which they reside

• subject to a strict code of ethics and accept personal responsibility for their professional acts and those of their staff

• required to provide technically-sound direction, taking into account socioeconomic and environmental factors of all projects for the benefi t of society

Types of Professional Services

Professional services constitute the whole activity of the consulting engineer or consulting geoscientist, ranging from consultation advice to the provision of complete project management services. A consulting engineer or consulting geoscientist is also skilled in human resource management and, depending on the specifi c scope of work, is able to assign an individual engineer or geoscientist, a team of specialists or a full project group to service the particular needs of the client.

The general scope of their services can be grouped into fi ve areas of activities:

• Advisory services may include management, production, inspection, testing and quality control together with expert testimony or the provision of professional opinions

• Investigations and reports on economic and fi nancial feasibility, general layout and design, cost estimates and scheduling

• Design services, including preparation of detailed drawings, specifi cations and contract documents

• Construction-related engineering or geoscience services, project and construction management, commissioning of a facility

• Specialized design and development services related to industrial processes and equipment of science-based services such as cadastral or geological surveys and hydrographic investigations.

The Contract

The services to be provided by a consulting engineering or consulting geoscience fi rm should be clearly defi ned in written contract form before the work is started. The contract should be fair and equitable, with all matters clearly specifi ed and agreed to by both parties. Industry standard contract forms based on Canadian Construction Documents Committee (CCDC) are available from the Association of Consulting Engineering Companies – Canada (ACEC) website at: www.acec.ca.

For international work, standard forms issued by the International Federation of Consulting Engineers (FIDIC) and ACEC-Canada for projects funded by the Canadian International Development Agency (CIDA) may be purchased from ACEC at www.acec.ca.

Consulting Fees and Methods of Payment

ACEC and CES strongly promote the use, by consulting fi rms and clients, of provincial fee guidelines or recommended schedules as a basis for negotiation. These take into account a number of different methods of remuneration depending on preferences and the type of project. It is important that all arrangements regarding fees to be paid be stated in the contract.

Here are the most common methods of remuneration:

1. Per diem, plus out-of-pocket expenses – Applies to all types of projects except project and construction management

2. Payroll cost multiplied by a factor, plus out-of pocket expenses – Applies to all projects and to construction management

3. Payroll cost multiplied by an overhead factor, plus a small percentage fee, plus out-of-pocket expenses – Applies to all projects except surveys and exploration and reports; advisory services; short assessment studies and preparation of terms of reference

THE CONTRACTING PROCEDURE AND REMUNERATION FOR SERVICES

4. Unit or global lump sum – can only be used for projects with a clearly defi ned scope of work

5. Unit or global lump sum, plus out-of-pocket expenses – can only be used for any project with a clearly defi ned scope of work

6. Percentage of cost of project, plus out-of-pocket expenses – Applies to preliminary and detailed engineering studies and preparation of plans and specifi cations; supervision of actual construction work; project and construction management

7. Target Price (could include a bonus and penalty clause) – The applications are the same as (4) or

8. A combination of these methods.

The client may also consider an hourly rate which includes payroll and overhead costs only, and fi x the profi t margin by a lump sum or percentage of the construction costs. This method creates an incentive for the consulting engineer or consulting geoscientist to expedite the work and it also permits an innovative working arrangement with the client’s technical staff.

Per Diem and lump sum fees are generally for short term commissions of experts. Other types of fees are for intermediate to long-term projects. A full discussion is contained in the Schedule of Recommended Fees to be Charged by Consulting Professional Engineers and Geoscientists and its companion document.

There is a “Best Practice” for Hiring Engineering Firms

Public sector experts emphasize qualifi cations and long-term savings for taxpayers

Th e National Guide to Sustainable Municipal Infrastructure (InfraGuide) released the Best Practice for Selecting a Professional Consultant promoting the principles of qualifi cations-based selection (QBS) rather than priced-based selection as a method for selecting professional engineers and other consultants. Th is Best Practice was developed predominantly by the public sector for the public sector based upon extensive interviews and research.

Adopting the Best Practice encourages innovation, lifecycle cost savings and sustainability by selecting the right engineering team - resulting in better value to taxpayers. In developing the current Best Practice for procurement, InfraGuide concluded that the long-term savings that can be gained from selecting engineering services using the principles of QBS are far more signifi cant than short-term savings provided by the lowest-price design. InfraGuide recognized that improving public infrastructure is a long-term and sustainable investment in a municipalities’ economic, social and environmental quality of life.

Decisions made during the project planning and design have ramifi cations over the entire service life of a project. Th e public will have to live with those decisions for decades, even generations. An appropriate investment in professional services at the onset of a project can potentially reduce capital, maintenance and operating costs while improving reliability and extending service life. Conversely, reducing the investment at the design stage can result in signifi cant higher capital, operating and maintenance costs throughout the service life of the project.

InfraGuide was a collaboration of the Federation of Canadian Municipalities, Infrastructure Canada, the National Research Council and the Canadian Public Works Association, to help municipalities make informed decisions and promote sustainable infrastructure investment. InfraGuide created both a national network of experts and a collection of published best practice documents for use by municipal decision makers and technical personnel in public and private sectors. InfraGuide published over 50 Best Practices.

Benefi ts already being realized

Procurement methodologies consistent with the Best Practice proposed by InfraGuide are already in use in many public sector organizations throughout the United States and Canada,

including the province of Quebec where it was mandated by law. “Selecting the right team based on qualifi cation, not lowest price, ultimately provides the best value for the best return on investment,” Peter Steblin, former general manager and implementer of QBS at the City of London.

InfraGuide’s Best Practice is also important to the consulting engineering sector, allowing engineering fi rms to provide the necessary resources to meet their client’s expectations, to innovate and to add value. To taxpayers, this means better services and savings.

It is time to take action

Still, in order for taxpayers to realize the benefi ts of the Best Practice, the public sector must demonstrate leadership by adopting Best Practice. For its part, the consulting engineering sector will then have the necessary resources to ensure taxpayers receive the best possible return on infrastructure investments.

Our economic, social and environmental quality of life is directly related to the state of our public infrastructure.

Th erefore, when public sector infrastructure experts from across Canada conduct one of the most extensive reviews of procurement practices ever undertaken in this country, we should take notice. When they make such strong and specifi c recommendations, we should act – and implement the InfraGuide Best Practice for Selecting a Professional Consultant.

The InfraGuide “Best Practice” for

Selecting a Professional Consultant

Executive Summary

This executive summary is excerpted from the InfraGuide to Sustainable Municipal Infrastructure: Best Practice for Selecting a Professional Consultant.

Th e quotation above by John Ruskin captures the reality faced by public offi cials engaged in commissioning the services of the professional consultants. Often cheapest price gets mistaken for best value. Th e need to re-introduce the concept of value to procurement of consulting services was the impetus for this document. Th e best practice was written for four primary audiences:

•Decision makers: senior staff responsible for administrative policy and processes;

•Technical staff: those responsible for implementing policy and administrative processes:

•Procurement staff and auditors: those responsible for conducting or monitoring procurement processes; and

•Policy makers: primarily elected offi cials.

Adoption of this best practice will create a common ground of understanding between professional consultants and governments seeking their services. Th e knowledge that a fair and transparent process is being used, in which all proponents are given proper consideration, should contribute to reducing the tendency for consultants to seek advantage by lobbying senior and elected offi cials.

Th ere is a large body of knowledge on worldwide practices to select professional consultants. Th e most common method recommended is qualifi cations-based selection (QBS). Th is

procedure facilitates selection of professional consultants based on their qualifi cation, experience and competence as it relates to a particular agreement. Th e United States Brooks Act, enacted in 1972, requires all federal procurement of architectural and engineering services to incorporate QBS. Forty-seven states and many local jurisdictions have adopted similar legislation since.

Th e procurement of goods and services in the Canadian public sector is most often obtained through a public tendering process. Government purchases are guided by policies designed to ensure transparency and value. Th e product of service is described in detail in a tender document and sealed bids are invited. Th e lowest bid normally receives the contract. Th is approach is not appropriate for professional consulting services because it is frequently not possible to provide suffi cient detail about the services required to ensure that all fi rms are bidding on equal footing. Th is is because part of the undertaking may be an exploration for the most appropriate solution.

Th e most appropriate solution is not necessarily the cheapest design solution. Furthermore, the consultant’s ability to devise the most appropriate solution depends on expertise, training, and most importantly, experience. It follows that purchasers wishing to identify the most appropriate solution should implement a selection process that:

•leads to the selection of the individual or team that is best qualifi ed to undertake the particular assignment, and

•employs the experience of this team to develop the scope of services to ensure that all opportunities for adding client value are provided for within the project.

Th is approach does not preclude the consideration of price in the process. Rather, it encourages consideration of price within a more meaningful context by bringing the fee into the equation after the scope of work has been jointly established and agreement reached with the top-ranked fi rm. Understanding the relative contribution to overall costs 1) engineering required to solve a problem, 2) the cost of construction, and 3) the future operation and maintenance costs of the solution, underlines why it is so important to start with the “right” or “best” consultant.

“Engineering design” typically represents 1-2 percent of the overall lifecycle cost of a project, with construction accounting for approximately 6-18 percent of the cost. Th e remaining 80-93 percent of the cost, is accounted for by the operations, annual and capital maintenance, and decommissioning. Th is cost relationship is apparently well understood by engineers working in the public sector, but its consequences may not be applied during the tendering process. Th e appeal of the lowest-price design solution appears to override the value that can be gained from considering lifecycle costs.

Best Practice Principles

Th is Best Practice incorporates principles that ensure a sound and fundamentally fair process and one that will achieve the goal of adding the greatest value for the client.

Th e recommended consultant selection practice is a competitive qualifi cation-based process that is principle-based and meets the following objectives:

•selecting a consultant who is best qualifi ed for a specifi c project, and

•providing a client the benefi t of the consultant’s skills, knowledge and experience to jointly develop scope of services that considers all opportunities for adding value.

Th e recommended method encourages clients to view consultants as “trusted advisors” who share their priorities and interest in achieving the best outcomes for their project. Th e Best Practice diverges from price-based selection practices in that it frees consultants to demonstrate how they can add maximum value to a client’s project rather than focusing on how to minimize their fees to ‘win’ an assignment.

In 2001, CES established the Awards to:• raise the profi le of the consulting engineering industry in Saskatchewan• provide a forum for recognition of the work done by CES member fi rms• promote the consulting engineering industry through publication of the awards.

In 2002, CES expanded the Awards to include consulting geoscience fi rms; a CES Road Show; and established the Lieutenant Governor of Saskatchewan Meritorious Achievement Award. Effective 2002, the CES Brian Eckel Awards focus was changed to promoting the talent, expertise and innovation of the member fi rm entries rather than the competitive aspect of the awards.

The CES Awards were renamed the CES Brian Eckel Awards in recognition of the contribution and dedication of the late Brian Eckel to the consulting engineering and geoscience industry.

In 2010, the inaugural CES Young Professional Award was introduced. This award recognizes achievements of a young professional who demonstrates excellence in: his/her fi eld of expertise; the business of consulting engineering/geoscience; dedication to his/her consulting engineering/geoscience association and community; as well as increasing awareness of the value of young professionals in the Saskatchewan consulting engineering/geoscience industry.

The Lieutenant Governor of Saskatchewan Meritorious Achievement Award recognizes a Saskatchewan consulting engineer or consulting geoscientist for the individual’s outstanding achievements and contributions to the industry, and takes into consideration the individual’s service to the community.

The CES Road Show provides an opportunity for entries to be displayed in a number of public venues such as the Regina and Saskatoon airports; the Saskatchewan Legislative Building; and various meetings, conventions, trade shows, and conferences in which CES is a participant. In addition, the entries receive media coverage in a number of newspapers, magazines and newsletters.

AECOM Canada Ltd.City of Saskatoon Raw Water Pipeline River CrossingAward of Excellence – Municipal Infrastructure & Water Resources Category

Project Description

The design-build project team of Hamm Construction Ltd. and AECOM were selected by the City of Saskatoon to design and install a 1500 mm pipeline across the South Saskatchewan River to connect an intake pump station on the east bank of the river to the existing raw water supply system on the west bank. The team used the cofferdam method to cross the river and install the pipeline. They used some innovative solutions to solve challenging issues and successfully completed the project under budget and within the specifi ed schedule.

Associated Engineering (Sask.) Ltd. City of Saskatoon Raw Water Intake & Pump Station FacilityAward of Excellence – Municipal Infrastructure & Water Resources Category

Project Description

In response to ongoing infrastructure planning and population growth, the City of Saskatoon has enhanced the security of the raw water supply to its Avenue H Water Treatment Plant with the construction of a new Raw Water Intake and Pumping Facility on the South Saskatchewan River. The innovative and effi cient intake design integrated physical and computational modelling to demonstrate compliance with regulatory requirements while minimizing impact on the aquatic environment. The facility provides an immediate raw water supply capacity of 350 million litres per day (MLD) to the treatment plant with capability of increasing this to 545 MLD in the future without additional costly and high risk ‘in-river’ construction.

MDH Engineered Solutions Corp., Member of SNC-LAVALIN Group

Emergency Culvert Replacement Highway No. 1 – Maple Creek Award of Excellence – Transportation Category

Project Description

In June 2010, outfl ows from Maple Creek exceeded the capacity of two existing culverts under Highway No. 1. Water overtopped Highway No. 1, washing out 100 m of the westbound lanes and damaging 200 m of the eastbound lanes, leaving an 11 m high crater.

MDH and the Saskatchewan Ministry of Highways and Infrastructure worked quickly to obtain all necessary environmental approvals from several regulatory agencies and fast-tracked the design approvals, tendering process and construction of one 11.8 m span and 4.8 m rise single arch culvert. This complex design and construction project was completed in less than 18 months.

PINTER & Associates Ltd.Direct Injection Remediation of Petroleum HydrocarbonsAward of Excellence – Environmental Category

Project Description

PINTER & Associates Ltd. (PINTER) designed and implemented an innovative and cost-effective direct injection remediation technique to treat PHC impacts onsite with minimal disturbance to the surrounding environment. A cost savings of more than 30% was achieved compared to conventional ‘dig and dump’ methods. PINTER successfully installed interception trenches to protect Pelican Lake from PHC migration before advancing single and multi-point injection rods at specifi ed spacing and depths within the zone of PHC impact over three (3) injection events, eliminating a residual plume with a single pump and treat program. PINTER achieved a full remediation onsite, while safeguarding Pelican Lake.

AMEC Americas Limited Milestone Prefeasibility Study Award of Merit – Studies and Soft Engineering Category

Project Description

AMEC has been involved with the development of Western Potash Corp.’s Milestone project since 2010. The Milestone project is a greenfi eld potash solution mine near Regina, Saskatchewan, with ultimate potash production of 2.8 MTPY. AMEC provided a scoping study in 2010, a prefeasibility study in 2011, and is currently completing a feasibility study for the Milestone project. AMEC’s Milestone project team has handled all project management, estimating and the vast majority of the plant engineering and design.

A potash solution mine requires a large quantity of water to operate. Western Potash Corp. has arranged to use treated effl uent (waste water) from the City of Regina, which is normally discharged into Wascana Creek. This innovative solution will greatly reduce the burden on Saskatchewan’s water supply – a positive environmental impact on the province.

AMEC’s prefeasibility study was completed in late 2011. The project was completed on time and under budget, and delivered a robust set of deliverables. The overall capital cost estimate for the Milestone project was $3.3B, and the project demonstrated attractive project economic returns.

AECOMWest Regina Bypass Functional DesignAward of Excellence – Transportation Category

Project Description

In 2008, the Ministry of Highways and Infrastructure (MHI), initiated a plan to design a new roadway connection between Highways No. 1 and 11 on the west side of Regina, informally known as the West Regina Bypass (WRB). The new roadway will form a portion of the long term bypass around the City. There was a need to quickly establish a high-quality connection to the National Highway System from a major logistic and communications area and MHI engaged AECOM to provide functional planning study and detailed design services.

AECOM completed the project in 2011 with construction completion scheduled for October 2013.

Associated Engineering (Sask.) Ltd. Dundurn and Area Wastewater UtilityAward of Merit – Municipal Infrastructure & Water Resources Category

Project Description

Development in the Rural Municipality of Dundurn and surrounding areas has created a demand for sustainable wastewater disposal.

The Dundurn and Area Wastewater Utility was formed in an effort to be environmentally responsible and responsive to the region’s growing infrastructure needs. Associated Engineering was retained to investigate wastewater collection, treatment, and disposal alternatives using a regional approach. The new facilities will serve up to 5,000 people.

The success of the regional system was a result of the partnerships and open lines of communication between stakeholders and the engineering team. Each community will have an affordable, sustainable wastewater management solution.

ENGCOMP Engineering & Computing Professionals Inc. Ammonium Sulphate Plant Structural Audit

Project Description

The structural steel and concrete in the Ammonium Sulphate Plant at AREVA’s McClean Lake facility is exposed to a by-product which can create extremely harsh conditions contributing to steel and concrete deterioration. Identifying which elements need to be repaired or replaced can be a challenge for maintenance personnel.

ENGCOMP provided a comprehensive structural audit supported by a technically-founded report that outlined the priority for replacement and repair for the deteriorated structural steel and concrete. This information allowed AREVA to develop an appropriate remediation plan which ENGCOMP also supported.

J C Kenyon Engineering Inc. The Leader Building RedevelopmentAward of Merit – Buildings Category

Project Description

The redevelopment of the Leader Building was complex, complete with major structural modifi cations to the building as well as all the complexities that are involved with a restoration of an historic building. The development plan included enclosed parking, retail space and offi ce space as well as condominiums on the upper fl oors.

The structural modifi cations included supporting the upper fi ve storeys of the building to maximize the parking in the parkade as well as providing reinforcement and innovative scaffolding solutions for the terracotta cornice of the building.

MDH Engineered Solutions Corp., Member of SNC-LAVALIN Group

Regional Groundwater Mapping and Characterization Procedures

Project Description

MDH Engineered Solutions Corp. (MHD) was contracted by Saskatchewan Watershed Authority to develop a standard for hydrogeologic mapping across the province using a GIS data management system to better facilitate groundwater knowledge-building and to improve effi ciency and timely dissemination of data to the public.

Groundwater mapping forms the fundamental basis for all knowledge development by providing the regional context to any site within the mapsheet. Built from raw data, Mapsheet 73B provides information on groundwater resources in the area, facilitating development and aiding effective management and protection of the areas groundwater at a time of increased growth and water demands.

Stantec Consulting Ltd. Engineered Biostimulation: Successful Remediation of a Residential PropertyAward of Excellence – Environmental Category

Project Description

Stantec designed an engineered biostimulation program to remediate a residential property that was adversely impacted from adjacent fuel related activities. An investigation identifi ed the potential for vapour intrusion of the petroleum hydrocarbons from the subsurface into the occupied residential building. The project team was challenged to remediate the property in a short timeframe, allowing human health to be protected and restoring the value of the property. Post-remediation sampling confi rmed that the residential property was successfully remediated to the applicable risk based guidelines in less than two years and at a cost of less than half of other viable options.

APEGS is the governing body responsible for regulating the practice of engineering and geoscience in the province. With over 10,000 individual members, it is one of the largest professional associations in Saskatchewan. Membership in the Association is a legal requirement for those wishing to independently practice engineering or geoscience in Saskatchewan. The “P.Eng.”, “P.Geo.”, “Engineering Licensee”, and “Geoscience Licensee” designations conferred with membership are the recognized titles of a professional and as such create a distinction between a professional and a non-professional in the public mind.

WHO WE AREWe are the Saskatchewan Heavy Construction Association (SHCA). If something big is happening, that’s where you’ll find our members working. If the earth moved, it was us.

Our members are from all across Saskatchewan, and we represent companies large and small. Our members are working on job sites everywhere in our province and sometimes beyond.

The SHCA is a member-driven organization with a Board of Directors drawn from the membership, and a President and staff who work with the Board to provide the best representation, advocacy, and services to all members.

Originally a local chapter of the Canadian Construction Association, The Saskatchewan Heavy Construction Association (formerly the Roadbuilders’ Association) was first formed in 1919 to be a voice for members of the heavy construction industry, as well as a service centre for members to stay current with tenders, technology, regulations and other changes in the industry.

We represent heavy construction across Saskatchewan, with over 200 members and growing!
