A Letter from the ChairmanJanuary 24, 2013

Dear Members/Investors:

By most measurements, 2012 was a year of recovery as we inch further away from the “great recession.” Unemployment levels began to show signs of improvement, manufacturing continued its positive trends in most sectors, energy and min-ing were strong, crop prices remained strong, home sales and values increased, residential inventory decreased, commercial

vacancies began to drop, and we began to see new construction projects sprouting up. Optimism returned!

The year 2013 begins with momentum - momentum in the economy and momen-tum in the Partnership. Your Partnership strengthened its bonds with Greater MSP (www.greatermsp.org), increasing the opportunities for Wright County communities to attract national and international businesses looking to expand. Greater MSP provides marketing horsepower to this region, and WCEDP members are active on Greater MSP committees. This alliance, and our presence within their organization, puts Wright County directly in front of site selectors from all over the world.

Your Partnership now provides small business development resources and consult-ing, as it has now become an SBDC satellite office. From new startups to existing businesses looking for advice, this added value brings the vast resources of the Small Business Administration right to our members. Ted LaFrance, our energetic Execu-tive Director, has trained with the SBDC in St. Cloud and earned the Partnership a designation as a satellite office. We applaud Ted’s efforts, and we strongly encour-age you, as a member/investor, to take advantage of this valuable resource.

Throughout 2013, you will see opportunities to participate in Partnership events. Please take advantage of those. From State of the Cities to the annual golf outing, each month brings opportunities to learn, network, and reap the benefits that the Partnership offers. Mom always told me that I would only get out of life what I put into it. This holds true with your Partnership. Come to the events, consider joining a committee, and bring your talents and wisdom to the group. The benefits will be mutual, and you might even have some fun!

CommitteesThe Wright County Economic Development Partnership’s Board of Directors has created the following committees to further enhance and facilitate its greater mission:

Marketing CommitteeMission: To assess, develop, and implement strategies and tactics to effectively differentiate and promote Wright County, the Partnership, and its investors.

Membership and Events CommitteeMission: To promote membership and investment in the Partnership, manage the directory, support member investors through Partnership resources, monitor needs of member investors, and provide events and development seminars.

Management CommitteeMission: To carry out essential business as assigned by the Board of Directors; a committee that directly supports the Board on request.

Finance CommitteeMission: Oversee the fi nancial operations of the Partnership including its annual budget, Enterprise Revolving Loan Fund, and fi nancial decisions and/or insight requested by the Board of Directors.

Location: Albertville is located just 20 miles west of Maple Grove and 30 miles east of St. Cloud.

Development Incentives: Wright County Enterprise Revolving Loan Fund, TIF, shovel ready sites, and willingness to work together to move a project forward for the benefit of all involved.

Community Amenities: Albertville has been growing at a phenomenal rate from 1,251 people in

1990 to a population of 7,044 in 2010. This rapid growth has been aided by the retail shopping amenities, which became substantial with the addition of the Outlets of Albertville. Today there are numerous retail stores on the south side of the Interstate also. In addition, a new health care clinic with a variety of services including urgent care is being built in Albertville. Because retail and indus-trial businesses are occurring on both sides of the Interstate highway, plans are underway to add additional infrastructure and access in I-94.

Location: Clearwater is located at the extreme northern tip of Wright County, near the junction of the Clearwater and Mississippi River on I-94 about 15 miles east of the St. Cloud metropolitan area and 30 miles west of the Twin Cities metropolitan area.

Location: Located in the midst of two metropolitan areas 50 miles west of Minneapolis/St. Paul and 40 miles south of St. Cloud, Cokato has many economic and geographic advantages. Located along Highway 12 in Wright County, Cokato boasts the presence of approximately 150 businesses.

Development Incentives: The Cokato EDA is willing to provide economic development incen-tives for qualifying projects including a low interest loan program and tax increment financing. The EDA is also willing to serve as a conduit to obtain state and federal grants and loans.

Community Amenities: The City of Cokato was named the Best Place to Raise Children in MN by Bloomberg’s Businessweek.com, December, 2010, “With a country club, library, and award-winning schools, Cokato stands a step above most small towns. More than an hour from Minneapolis, Cokato shares many amenities with nearby (and runner-up) Dassel, including schools and a performing arts center. Cokato also boasts a museum and photography studio built in 1905 that is on the National Register of Historic Places.”

Cokato offers a variety of parks, trails, golfing, beautiful lakes for fishing with camping opportunities, an outdoor community swimming pool, a quality education system (Dassel Cokato Schools), health care facilities, a wide range of civic organizations, churches and business opportunities.

The Cokato Corn Carnival is an annual celebration with a kick-off parade on August 13th and activi-ties August 14th – 15th, 2012.

Location: Delano is located along US Highway 12 in Wright County, bordering Hennepin County to the east. The City of Delano is less than 30 minutes from downtown Minneapolis.

The following consists of two local incentives offered to pro-spective businesses of Howard Lake:Tax Increment Financing: The City of Howard Lake has used Tax Increment Financing to stimulate redevelopment within the Downtown area and promote jobs in the City’s Industrial areas. The City currently has TIF available in Howard Lake Industrial Park West and will consider this type of incentive for redevelopment projects that promote the revitalization of the Downtown area.Low Interest Loan Program-Voyager Fund: The City has established a low interest loan program called the Voyager Fund and is available to assist businesses of Howard Lake. The Fund was created for the purpose of assisting a variety of businesses, primarily by providing financial assistance for growth and expansion. To qualify, a business must be creditworthy, be locat-ed within the city limits, and have a project that meets one of the following objectives:Creation or retention of permanent private sector jobs in order to create above-average economic growth; Stimulation or leverage of private investment to ensure economic renewal and competitive-ness; Increase to the local tax base Improvement of employment and economic opportunity for residents of the city that will increase their standard of living; and Stimulation of productivity growth through improved manufacturing processes or new technologies.

Community Amenities: Waverly is home to two lakes - recreational Big Waverly Lake and the scenic environmental Carrigan Lake. There are several other parks with playground equipment located in newer housing develop-ments. Waverly has a series of trails connecting newer housing developments with the elementary school, downtown, and the lake front park.
