The 2012 First Semester Offic ial Prov incial Pov erty Statist ics  presents the official provincial poverty

statistics for the first semester of 2012 released to the public by the National Statistical Coordination Board

(NSCB) on 23 April 2013, in accordance with Executive Order No. 352, Designation of Statistical Activities

that Will Generate Critical Data for Decision-making of the Government and Private Sector and NSCB

Resolution No. 4, Series of 2013,  Approving the Official Methodology for the Estimation of First Semester

Provincial Poverty Statistics. The methodology for the estimation of first semester provincial poverty

statistics were based on the recommendations of the NSCB Technical Committee on Poverty Statistics

(TC-PovStat).

This Report is a milestone for the Philippine Statistical System (PSS) as it marks the release for the first

time the very first set of first semester official provincial poverty statistics cognizant of the urgent need and

demand for more timely statistics. This is in light with the recommendation of NEDA Director General

 Arsenio M. Balisacan to come up with more timely official poverty statistics through the generation of first

semester poverty statistics using the 2012 First Semester Family Income and Expenditure Survey (FIES).

This is also in line with the earlier efforts/discussions of the TC on Poverty Statistics and the NSCB

Technical Staff on this matter.

This publication contains statistical tables on important poverty information such as the food and poverty

thresholds, and the subsistence and poverty incidence. It also includes other useful poverty indicators

such as the income gap, poverty gap, and severity of poverty. Back estimates for the first semesters of

2006 and 2009 are also provided.

The NSCB acknowledges the TC-PovStat for its valuable inputs and unwavering support to the continuous

improvement of the poverty estimation methodology. Acknowledgement is likewise given to the following

data source agencies:

I. Highlights of the 2012 First Semester Official Poverty Statistics

A. National

1. Main Indicators

During the 1st

 semester of 2012, a family of five will need around PhP 5,460 monthlyincome to buy their minimum basic food needs; and around PhP 7,820 monthly fortheir minimum basic food and nonfood needs.

This represents an increase of about 11 percent for both the food and povertythresholds from the 1st  semester of 2009 and 1st  half of 2012. Such increasesrepresent inflation adjustments.

In the same period in 2012, the proportion of Filipino families in extreme povertywhose incomes are not sufficient to meet subsistence or basic food needs stands at 10percent. This figure is unchanged from the corresponding 1st semesters of 2006 and2009.

In terms of the poverty incidence, 22 out of 100 families were estimated to be poor inthe 1st semester of 2012. This figure is also practically unchanged from the 1st half of2006 and 1st semester 2009.

 As regards subsistence incidence among population, about 13 in 100 Filipinos lived inextreme poverty in the first half of 2012. This estimate has remained unchanged fromsimilar periods of 2006 and 2009.

In terms of poverty incidence among the population, 28 out of 100 Pinoys were living inpoverty in the first semester of 2012. This estimated figure of 27.9 percent ispractically unchanged from the 1st semester figures in 2006 and 2009.

2. Other Poverty Measures

In addition to the abovementioned indicators, other poverty measures generated byNSCB, which could also be used for designing poverty intervention programs includethe income gap, poverty gap and squared poverty gap.

Figure for the income gap in the 1st  half of 2012 shows that the monthly income

shortfall of a poor family was estimated to be 29.2% of the poverty threshold. Thistranslates to PhP 2,292 on the average for a family of five. This can serve as a usefulreference especially in determining the necessary budget to eradicate poverty in thecountry. Given this information, the NSCB estimates that the total cost of povertyeradication, exclusive of targeting costs, is PhP 79.7 billion for the 1st  semester of2012. It may be noted that budget allocated for CCT for the entire year of 2012 is 39.4billion.

 At the regional level, the regions with the lowest poverty incidence among families inthe 1st semesters of 2006, 2009, and 2012, continue to be NCR, CALABARZON, andCentral Luzon. On the other hand, for the same period in 2012, ARMM consistentlyfigured in the bottom (poorest) cluster of regions with the highest poverty incidenceamong families between 42 to 47 percent in the first semesters of 2006, 2009, and

2012. Note that in the first half of 2006 and 2009, Region IX and Caraga wereincluded in the poorest cluster. While it is worth noting that they did not figure in thebottom cluster during the 1st  semester of 2012, SOCCSKSARGEN and EasternVisayas were new entrants in the said cluster at around 37 percent.

While it might seem that there are no changes in poverty conditions, data shows thatCaraga improved its poverty incidence significantly from 43 percent in the firstsemesters of 2006 and 2009, to 34 percent in the 1st half of 2012. The same can besaid for Ilocos Norte which also registered significant improvement in its povertyincidence from the 1st semester of 2006 to the 1st half of 2009.

C. Provincial

 As far as provincial data is concerned, the group of provinces with the least povertyincidence among families remain practically the same namely, the 4 districts of NCR,Bataan, Benguet, Bulacan, Cavite, Laguna, Pampanga, and Rizal with the addition ofIlocos Norte in the group in the 1st half of 2012.

On the other hand, the provinces with the highest poverty incidence among familiesconsistently in the 1st semesters of 2006, 2009, and 2012 are the following: Apayao,Davao Oriental, Masbate, Northern Samar, Sultan Kudarat, and Zamboanga del Norte.

Examination of the income distribution shows that average incomes in the country rose by12.8 percent between the 1st semester of 2009 and 1st half of 2012. Across the bottom 30percent of income distribution, 1st semester incomes between 2009 and 2012 rose by anaverage of 11.7 percent, which is practically the same as inflation.

For the extremely poor, their incomes during the 1st semesters of 2009 and 2012 rose by11.1%. On the other hand, 1st semester prices of food commodities rose by 12.5 percent.

Further, in describing income distribution in the 1st  semester of 2012 as well ascorresponding periods in 2006 and 2009, it may be observed that the bottom 20 percent offamilies have a share of about 6 percent of the total income in the country; whereas theupper 20% of income distribution have a share of nearly 50% of total income.

The total income of the top 20% of families is approximately 8 times of the total income ofthe bottom 20% of families in the first semesters of 2006, 2009, and 2012.

III. Summary

In general, the poverty conditions in the 1st  semester of 2012 appear to be unchangedfrom the 1st half of 2006 and 2009. During this period, the rate of increase in the averageincomes of the bottom 10% and the bottom 30% is practically the same as the rise of foodprices and overall prices, respectively.

During the same period, the rate of increase in the prices of food and average per capitaincome of the bottom 10% (as well as bottom 30% of families) is almost the same.

Further, for the same period, the total income of the top 20% of families is approximately 8times of the total income of the bottom 20% of families.
