On-Ramp Financial AssistanceAre you…Unemployed? Underemployed?A displaced homemaker or caregiver? A failed small business owner? The On-Ramp Program offers access to higher education and training opportunities within a one-stop service

system. We provide education and career counseling, referrals to academic support, and assistance with college admissions and financial aid applications. But most importantly, you can qualify for financial assistance for tuition, certification or licensing fees, books and supplies for both credit and non-credit classes!

- Meet all federal eligibility requirements (i.e. citizenship)- Be degree or certificate seeking.- Demonstrate financial need in the federal need analysis formula- Be unemployed or dislocated worker due to layoff- Be dislocated or underemployed (working parttime, working two jobs, working below capacity)- Be age 18 or older.- Not already receiving federal funding that covers all your tuition, fees and book costs.

You ARE STILL ELIGIBLE to participate in this program if you already possess a Bachelor’s degree.

MECC Brings on New Faculty Members

Frank Wright of Duffield is an assistant professor of mathematics. Wright holds two bachelor of science degrees from UVA-Wise, one in mathematics and one in computer information systems, and two master of science degrees, one in mathematics from the University of Knoxville, and one in physics education from the University of Virginia. Prior to MECC, Wright taught mathematics for the Scott County School System and was an MECC adjunct faculty member teaching mathematics and physics.

Renee Stanley of Clintwood is an assistant professor of practical nursing (LPN). Stanley received her associate of applied science degree in nursing from MECC, a bachelor of science degree in nursing from Clinch Valley College, and a master of science degree in nursing from Old Dominion University. She previously taught as an adjunct instructor in the RN program at UVA-Wise and as an MECC clinical instructor for the Tri-college Nursing Program. She has worked at Lonesome Pine Hospital, the Dickenson County Medical Center, and Mountain View Regional Hospital.

Nasser Maksoud of Big Stone Gap is an assistance professor of information technology. Maksoud has a bachelor of science degree in commerce from Alexandria University (Egypt) and a master of science degree in computer science from East Tennessee State University. Prior to joining the faculty at MECC, Maksoud taught at ITT Tech and managed networks, systems and information assets for diverse local governments and organizations.

Miranda Oaks of Church Hill, TN, is an instructor of mathematics. Oaks has a bachelor of science degree in mathematics and physics from Vanderbilt University and a master of arts in teaching mathematics from the University of Idaho. Previously, Oaks taught physics and dual enrollment mathematics at Gate City High School, and was an Academic Coordinator Lecturer at UVA-Wise.

Lena Whisenhunt of McClure is the new coordinator of MECC’s Practical Nursing (LPN) program and assistant professor of practical nursing. She completed MECC’s CNA certificate program, followed by an associate of applied science degree in nursing. She also holds a bachelor of science degree in nursing from Old Dominion University. Previously she taught at the Wise County Career Technical Center and has over ten years experience in the medical field, including employment at Clintwood Heritage Hall, St. Mary’s Hospital, Dickenson Community Hospital, and the Bristol Regional Medical Center.

Tom Bush is an assistant professor of sustainable energy technology. Bush is a graduate of MECC’s Air Conditioning and Refrigeration program and has 40 years of work experience, ranging from designing HVAC and mechanical systems to working for design/construction firms. He holds five certifications plus designation as an Efficiency Analyst. He has been recognized by North American Technician Excellence (NATE) as one of their Five Top Techs from across the nation. Bush was previously employed at HCE Systems, Inc. in Norton. He has been instrumental in the development of MECC’s new Energy Technology program.

It’s Old but NewMECC will offer a new course beginning Fall 2011, for personal growth or it can

serve as an elective for some curriculums. Religion 200, Survey of the Old Testament, covers the historical, social, and religious development of the people of Israel as record-ed in the Old Testament, moving from creation through the exodus, the settlement in the Promised Land and the age of the prophets. The course also considers other types of literature contained in the Old Testament. Classes will meet from 1:00 pm - 2:15 pm on Mondays and Wednesdays. Welding – fit your scheduleWelding classes for Summer and Fall Semesters 2011 will include stick, mig, tig, pipe welding and pipe fit-

ting. Upgrade skills classes for experienced welders will be available. Morning and night classes are available to meet nearly any schedule. The MECC Welding program is an

American Welding Society Testing / Training Center and Educational Institution member. During renovations on the campus, the Welding program will be located in Big Stone Gap National Guard Armory building. Space is limited and filling fast. Online licensure renewal for wastewater operators

MECC now offers online licensure renewal for wastewater operators to meet new State requirements for licensure renewal. The classes are called ENV 195: Top-ics in Wastewater Treatment Renewal I (for classes VI-IV) and ENV 295: Topics in Wastewater Treatment Renewal II (for classes III-I). PTKAwardsMountain Empire Community College’s Alpha

Delta Psi chapter of the Phi Theta Kappa Interna-tional Honor Society received three major awards at the 2011 Virginia/West Virginia Regional Con-vention in March. Awards included 3rd place in the region in Fundraising, and 2nd place in the re-gion in Communications as well as Regional Col-lege projects for 2010-2011. The Phi Theta Kap-pa awards will be on display in the trophy case

outside of Student Services in Holton Hall. Recognition certificates for Operation Green and Relay for Life were also awarded, and PTK President Andrianah Kilgore and mem-ber Crystal Barnette were elected to the Phi Theta Kappa Virginia Region Hall of Honor for their service to the organization.

The honor society is deeply grateful to all staff, faculty, and administrators who have continually supported Phi Theta Kappa and looks forward to achieving an even better 2011-2012 year.

The 7th Annual Mountain Music School will bring together youth and adults ages 10 and over for a week of learning, music, and fun. The Mountain Music School is dedicated to the preservation and continuation of Appalachian music and culture and will offer “ear training” classes in beginning “old-time” fiddle, claw-hammer banjo, folk guitar, mandolin, dulcimar, shape note, autoharp, and string band.

The faculty from MECC’s traditional music program will include well-known local musicians Todd Meade, Ron Short, Steve Souther, Audie Ratliff, Oscar Harris, and many others. The

Mountain Music School will wrap-up on Friday afternoon, July 30, with a celebration and student/instructor concert open to family and friends of students and faculty.

Tuition is $150.00 for both youth and adults and a limited number of “youth scholarships” are available. In addition, a l imi ted number of ins t ruments (ban jos , fiddles, and guitars) will be “loaned” to students. Class size is limited, so early registration is encouraged to ensure your place. 2011 “Step One” Career Camp Sponsored by Tech Prep

June 14-17, 9:00 am – 4:30 pmFor rising 7th, 8th, and 9th graders

Campers participate in one of three technical career pathways, with lots of hand-on learning activities. On the final day, campers tour area businesses and/or colleges to explore career opportunities. Parents may visit the classroom on Thursday afternoon,

June 16, to see the student projects and meet instructors.

Career pathways offered in 2011 are: Video Game Design, Health Sciences Careers, and “Green” Technologies.

Free! Free! Free! Tu i t ion , Transportation, Lunch, and Snacks. Public school buses will pick up and drop off students from several locations in each county. The only cost is a $10 application fee which is not refundable if the student’s application is accepted. Applications will be available in early May through the guidance office in most middle schools and high schools. Governor’s School

June 13 – July 1MECC’s Regional Governor’s School is a three-week program for rising

sophomores, juniors and seniors in Lee, Scoot, Wise, and Dickenson Counties and the City of Norton, with a 3.0 or higher GPA. Student can select from one of six strands: Forensic Science (CSI), Drama Theory and Performance, Exploring Regional Tourism and Appalachian Culture, Art Illustration and Animation, Rocketry, and Sociology of Appalachian Culture. Students spend time in the field, in labs, on tours, and in the classroom, and receive 8 college credits, tuition free.

Applications will be available soon at Guidance Counselor’s Offices and at www.me.vccs.edu/programs/govsch/index.html. Acceptance is on a first-come, first-served basis. Disability Services ChecklistThe Student Support GAIN Program is a federally funded program designed to provide academic support services to students who meet eligibility requirements.

Students receiving assistance from the GAIN Program must be enrolled in a degree program and meet at least one of the following eligibility requirements:1. First generation college student (neither parent has a Bachelor’s [four-year] degree.)

2. Low income as defined by federal income guidelines.

3. A student with a documented disability that impacts their ability to succeed in a post-secondary course of study. Students must provide documentation from a school or clinical psychologist verifying the specific disability. These may be requested from the high school the student attended.

How to Enroll in ClassEs

Apply for Admission to the College – New students should complete the online application for admission available at www.mecc.edu. If you are unable to access the online application, you may contact Enrollment Services on the first floor of Godwin Hall for an admission application form.

Returning students who have not been enrolled at the College anytime during the last three years, must submit an updated application for admission to the College (online applications available at www.mecc.edu).

Complete Assessment if Enrolling in a Plan/Program –If you are enrolling in a plan/program leading to a certificate or degree, you will need an assessment of your basic skills (reading, writing and math). There is no cost for this assessment, which is conducted in the MECC Testing Center in the Student Services Office in Holton Hall. Students with SAT scores of 500 or better in reading, writing, and math or ACT scores of 21 or better in English, reading, and math may submit these scores in lieu of the assessment. Students who are not enrolled in a certificate or degree plan/program are not required to take the assessment unless they are enrolling in a mathematics or English class.

Apply for Financial Aid – If you are applying for financial aid, contact Financial Aid on the first floor of Godwin Hall. An application should be made at least two weeks prior to the start of your classes to allow processing of the application. Financial assistance information is available at http://www.mecc.edu/dept/finaid/main.htm. Students applying for financial aid less than two weeks prior to the start of classes will need to pay for their tuition and books and be reimbursed by financial aid later in the semester.

Meet with Advisor –Meet with your advisor, who will assist you with selecting classes. Check with the Student Services Office if you do not know the name of your advisor.

Enroll OnLine from your home computer or on campus – Log on to MECC OnLine at www.mecc.edu to enroll for classes. If you do not have access to the web from home, you may enroll at Enrollment Services on the first floor of Godwin Hall.

How to Pay Tuition and FeesStudents may pay at VCCS SIS/MECC OnLine with VISA or MasterCard. Payment in person can be made by cash, check, money order, VISA, or MasterCard at the Business Office on the first floor of Godwin Hall. Personal checks are payable to MECC for the exact amount of the tuition and fees. Payment for students receiving financial aid is automatically deducted from the student’s financial aid amount. Any balance can be paid by one of the methods above.

Important NoticeStudents enrolling early:Summer - Long and 1st Short Session class space will be held until May 26. 2nd Short Session class space will be held until June 28.

Fall - Class space will be held until Aug. 12.

All tuition and fees must be paid by these dates or you will be dropped from classes. Students enrolling on or after these dates must pay tuition on day of enrollment. You may re-enroll for these dropped classes, if space is available, through the last day to add a class.

Let’s talk chemistryThe water comes downstream from the Big Cherry Lake to the water plant. Its chemical treatment begins

with the addition of potassium permanganate, an oxidizer, to oxidize organic contents to avoid the formation of trihalomethanes at the final chlorination step. Then the water is treated with aluminum sulfate and sodium hydroxide as well as a polymer carrier, which three result in a precipitate (aluminum hydroxide) that adsorbs other impurities and settles down in two huge outdoor settlers. The process is followed by the gravity filtration. Those filters are backwashed and cleaned from time to time. The final step in the process is the chlorination.

The focus of Great Expectations is to ease the tran-sition of foster youth from high school into MECC, as well as to provide support to help foster youth stay in an educational program through graduation.

The program serves foster youth, ages 18-24, and is located in the MECC Student Services office. Its location as part of student services will greatly ease the access of a number of support services and reduce the

anxiety of foster youth as they begin the task of applying to and managing their way through a higher education program.

Great Expectations is greatly assited through partnerships forged with area social services agencies, school systems, and other organiza-tions. The program, which began this past fall,

has garnered a great deal of interest around the area, according to John Bledsoe, Great Expectations Coordinator.

“We have established partnerships with lo-cal DSS Agencies, School Systems, WIA “One Stop”/ WIA Youth Council/WIB, the Western Re-gion Youth Council, Independent Living Commit-tee, other MECC offices and/or programs, such as GAIN, FA, and of course Student Services as a whole. We also have partnerships started with the Lonesome Pine Office on Youth, the Re-gional Adult Education Program, Flatwoods Job Corps, MEOC Transit, Frontier Health, Commonwealth Catholic Charities, and other Great Expectations Programs across our area, in particular SWCC and VHCC. The details about the program have been presented to many organizations by request, and that of course gives me a sense of excitement. The program is growing, and there has already been real success shown in working with par-ticipants.”

Programs within the Business & Information Technology Division now have a variety of classes available in 8-week sessions. Instead of taking two classes at the same time, students will take one class for eight weeks, followed by a subsequent class the following 8 weeks. Electronic Medical Records Technician

Through the Health Information Technology Education initiative, MECC is offering a variety of classes to students who would like to expand their knowledge in the use and support of Electronic Medical Records (EMR) systems. Individuals who are currently working in the health care industry are also eligible to participate in the program. Funding for tuition, books and certification fees associated with the program are available.

continue to grow over the next decade! In addition to EMR application training, the program includes classes for those with an interest in Information Technology, including Help Desk Support and Security Awareness. Students who are accepted into this program will be eligible to take 27 credits and earn a career studies certificate. Tuition, books and certification fees are available for approved applicants!

How to beat the rising cost of college

Although tuition at Mountain Empire Community College is less than half the cost of a four-year college or university, college costs across the nation continue to increase in response to state budget cuts. But, MECC students have options and opportunities to reduce the cost.*

Begin in high school. Students qualifying for Dual Enrollment classes can begin acquiring college

credits with an 80 percent reduction in the cost of tuition. Graduating from high school with an AIMS Higher Scholarship provides up to two years of college– tuition free. For MECC’s AIMS Scholars transferring to UVA-Wise, the free tuition continues. Students completing an AAS degree and trans-ferring to a public college or university in Virginia could receive a Transfer Grant of $1,000; this doubles for students majoring in a STEM field of study.

Approximately 80 percent of MECC’s students enrolled in programs of study receive Financial Aid

and/or Scholarships. Currently, additional assistance is being made available to provide training for unemployed, underemployed, dislocated workers to acquire new or upgraded skills in both credit and non-credit classes. Check out the On-Ramp program (see page 2 of this schedule) that has already assisted more than 150 students with financial assistance. The PluggedInVA programs also provide financial assistance; a new cohort of students will begin in Dickenson County this fall (see page 59).

Unlike many colleges, MECC does not include loans as part of its financial package. MECC can be
