ACKNOWLEDGEMENT

The dedicated Officers and Trustees of the Whatcom County Old Settlers Association, and the Ferndale Heritage Society would like to welcome you to the 116th annual Old Settlers Picnic. The theme this year is “Golden Moments in Time.” We would like to acknowledge the city of Ferndale and the city employees, the Ferndale school district, and the many businesses and community groups that assist us in making this Whatcom County event happen each year. Please purchase your Event Ribbon for the weekend at the Headquarters building. All proceeds from ribbon sales go directly to support next year’s event. There are many events taking place this weekend, make sure to check the event schedule. One of the new events this year will be the Illusion of Elvis Show held Thursday night to raise funds for Breast Cancer Awareness. It takes many volunteers and their hard work, positive attitude, and commitment to excellence for this event. Thanks for making a world of difference. The OSA would like to give a special thanks to the corporate sponsors for their donations to this event. Please thank our volunteers if you get a chance, and support the businesses that help to support this event. We hope you enjoy your time at historic Pioneer Park this weekend and will return to this event every last full weekend in July for many years to come.

Dedication This Year’s Old Settlers celebration is dedicated to Shirley Forslof as the 2011 Grand Marshal. Shirley has been your elected Whatcom County Auditor for the past 24 years. Shirley started working in the Whatcom County Auditor’s office in 1960 and was elected to serve as county auditor in 1987. She will have completed 40 years of serving the citizens when she retires at the end of 2011. During Shirley’s time in office she has accomplished many things such as implementing the statewide voter registration system. Whatcom County was the first County in the state to join the statewide voting system. When Shirley started in the Auditor’s office there was only one personal computer and now the staff has up-to –date technology making them more efficient in their responsibilities. Shirley established the Citizens Election Advisory Committee in 2004 with representatives from political parties and many other state groups, giving them the opportunity to input their ideas to the Auditor’s office, and then they continue from the Auditor’s office to the community. WHATCOM COUNTY OLD SETTLERS ASSOCIATION

On the last day of 1895, a group gathered together in the Stenger Hotel in Bellingham and decided to form an organization that would honor the Old Settlers of the area and to preserve the history and early beginnings of Whatcom County for generations to come. 50 members signed the original role, needing to have ‘lived in the area for 10 years and have 50 cents in their pockets.’ The first picnic was held in 1896 in Birch Bay with 500 people in attendance. In 1901, 6 acres were purchased in Ferndale for $200 to establish a permanent location (Pioneer Park). The WCOSA is the oldest active organization sponsoring an event in Washington State. Today, 42 members sit on the board of trustees with the mission to perpetuate through a summer festival the memory of the early Pioneers of Whatcom County.

2011 Grand Marshal: Shirley Forslof If you’ve received a vote by mail envelope or a marriage certificate in the last few decades you will have seen a familiar name stamped on the front: ‘Shirley Forslof’. Shirley has been Whatcom County’s elected Auditor for almost a quarter of a century and will be retiring at the end of her 24 years of service in January 2012. The Old Settlers Association is proud to announce Shirley Forslof as our 2011 Grand Marshal. Shirley’s grandparents owned a thirty acre farm on the corner of Bob Hall and Loomis Trail Road in Lynden. Shirley’s Grandfather was originally from Ireland. Shirley’s Father remembered while local farmers stored their vegetables in a root cellar, his father would pile dirt and straw over them to preserve them through the winter. When others’ potatoes froze in the cellar her grandfathers were still good. Her

Grandmother was a farmer. She milked the cows twice a day and would take the cows to pasture in the morning and bring them back to the barn at night. The milk was shipped off to Darigold in small milk cans not like the large tanks today. Shirley recalls visiting her grandparents’ farm when she was a young girl. They had a very plain-front two story house with a separate outhouse; they pumped well water with a hand pump. Shirley learned to milk a cow with one hand from her Grandmother. The neighbors grew strawberries and Shirley remembers one summer they built a special four box carrier for her instead of the heavy six box carrier so she too, could pick strawberries. Shirley’s father George McClelland, was born on the farm in Lynden. As a young man he worked as a cashier for the Bellingham Darigold plant. Shirley’s mother Christine originally from Scotland, came to Whatcom County as a young girl and lived on a farm off of Rural Ave. Shirley’s mother worked as a secretary for Darigold and soon met George. Their first date was at the Tulip Festival in Bellingham (now called Ski to Sea). The two were married in 1932 and later had Shirley and her brother, Jim. Shirley and Jim still own their grandparents’ Lynden farm and lease it to a raspberry farmer. One of Shirley’s most cherished “Golden Moments in Time” is getting married to her husband Darwin (Dar). Dar and Shirley met while attending Bellingham High School. She graduated in 1952 and the two were married later that year. Dar was in the Navy reserves and was later drafted for active duty. Dar was the parts manager at Diehl Ford until retirement. The births of their four children are treasured memories and they now have seven grandchildren ranging from four to twenty-three years-old. Shirley and Dar were married for 58 years before she lost him in July 2010. Shirley began working part-time in the auditor’s office in 1960. She was election supervisor and had worked in all divisions of the auditor’s office before being elected as Whatcom County Auditor in 1987. She remembers “feeling exhilarated and excited at the chance of being in office.” She worked in the office for many years but being elected to lead was a whole different feeling. “I believe that public service is an honorable profession and is my chosen profession” she said. “It’s important that we reach people, encourage them to vote, let them know what’s on the ballot, candidate statements, and local issues. Some people say it ‘doesn’t make a different if I vote’, but it certainly does in Washington State and Whatcom County. During the 2004 governor’s race it was very close and we had to do a machine and hand re-count” she said.

Shirley made many changes during her term as Auditor and stayed ahead of technology. When she started the office had one computer. Shirley has worked hard to get computers and training for all her staff which led to high efficiency. She implemented an automated recording system for receiving official recorded documents. Also, the Auditor’s office purchased equipment for the Official Recorded Documents department to scan in documents to be easier to access and search. The Whatcom County Auditor’s office was the first in the state to redact Social Security numbers from on-line documents, and the first County in the state to join the statewide voter registration system. Shirley believes and encourages collaboration. In 2004 she established the Citizens Election Advisory Committee with representatives from different political parties, the League of Women Voters, the City of Bellingham, the technological community and a representative for persons with disabilities in order to open communication and idea sharing between the citizens and the auditor’s office. The committee is still active today and she received a “21st Century Suffragist Award” for her efforts. Shirley leaves a word of advice for her successor, ”Keep looking at the future. I wasn’t the first to implement new technology, and I don’t want to be the last. Maintain an open office, continue to do things more efficiently, and stress public service. That’s what we’re here for… to serve the public.” Shirley is serving the remainder of her term until Jan 2012. Reflecting back on her 50 years of service in the auditor’s office “It’s really serving the public that I’m going to miss, because I love what I do but I felt it was just the right time to retire. The office is in good hands. I will miss my employees, other elected officials, people I serve every day at the counter, peers that I work with at the state level, other auditors and elected officials and department heads.” After retirement Shirley plans to stay active and continue to volunteer in the community. Shirley volunteers on the board of the Samish Neighborhood Association, serves breakfast at Rome Grange, and holds a leadership role at Garden Street United Methodist Church in Bellingham which she has attended since infancy. She looks forward to spending time with her children and grandchildren, gardening, walking, reading, and knitting. Shirley has participated in the Old Settlers Parade for many years. “She’s usually one of the first entrant forms I receive” said Nancy Reilly, Old Settlers parade committee chair. Shirley used to ride in antique cars when the owners would drive. Later, her husband Dar drove her in their white truck. Lately, Shirley has driven her 1978 Fiesta which she calls ‘Orange Blossom’. “A lot of people recognize that car” Shirley said “They don’t think I’m at work if I don’t have that car.” Participating in the Old Settlers Parade most years she served as auditor, her fondest parade memory is during the 1996 Old Settlers Parade when her parents, then 89 and 90 years old rode with her. “My parents were proud I was elected auditor and it was a real honor having them ride with me” she said. Shown in the photo is her oldest granddaughter Nikole, now 23 years old. This year Shirley will be riding with the driver of the Wilder draft horses, her grandchildren will be with her in the wagon. “I’ve always admired the draft horses and watched them at the Lynden Fair.” Her children will be following behind her in separate vehicles. We hope Shirley will reflect on this day as a “Golden Moment in Time” and accepts our sincere Thanks for her years of service. Ferndale Heritage Society

The Ferndale Heritage Society is proud to be celebrating the 116th Old Settlers Picnic along with the Old Settlers Association. Thanks to the dedication of both volunteer organizations, Pioneer Park is well maintained, utilized year round and has something for everyone to enjoy. 2011 continues the tradition as every year previous for the dedicated members of the Heritage Society. These volunteers spend countless hours down at

Pioneer Park doing a variety of projects all to make and keep Pioneer Park the “Jewel of Ferndale”. Highlights for 2011 include a successful annual Heritage plant sale at Samuel’s Furniture parking lot in May, and the annual cabin display during Old Settlers week in July just to name a few. In May, the annual education program for second and third graders took place and is where students learned to make candles, grind corn, split shakes and do other tasks that pioneers did. Many dedicated volunteers from the Heritage Society and the local community help to make this happen. It’s truly what our mission is all about, preserving and sharing the gift of local history with the next generation of pioneers.

The most obvious project you will see this year is the complete restoration of the foundation on the Foster House along with a new handicap accessible side porch and ramp. Heritage volunteers have worked countless hours cleaning the inside and making sure every artifact was put back in its place and to build a beautiful new side porch.

This was our first year to host a Swap Meet in the Park on June 18th and 19th. Thanks to all our volunteers, it was a great success!!! All 32 vendors were very pleased and look forward to participating next year.

And of course, our green thumb volunteers are constantly tending flowers, watering and winning the all out war with weeds.

If you visit the cabins during the Old Settlers Picnic, you will have an opportunity to meet many of our 150 members of the Ferndale Heritage Society that host the cabins during this weekend. Members wear period costumes and tell the history of the cabin they are hosting.

Another upcoming event for 2011 is the Olde Fashioned Christmas (OFC) held December 2nd, through the 4th. The OFC event includes tours of the decorated cabins with costumed tour guides, horse drawn wagon rides, refreshments, music, and hands-on crafts for children to make in the cabins.

The Ferndale Heritage Society is open to everyone and is a great place to make new friends.

The Ferndale Heritage Society meetings are held the last Tuesday of the month at the Tillicum House in Pioneer Park at 7 p.m. Meetings include a program speaker and great refreshments.

The Log Cabin Church and the Tillicum House located in Pioneer Park can be rented by the public for special events. Guided tours of Pioneer Park and the Gift Shop takes place from May 15 to September 15 from 11:30 a.m. to 4:30 p.m., Tuesday through Sunday.

On the front cover of this program you can see two picnic goers showing off their Old Settlers Badges at the 1952 picnic in Pioneer Park. During the first picnic of 1896, members were separated into three classes and were given badges depending on how long they had lived in the area. The “che-chacos” had lived in Whatcom County for 10 years, “chacos” for 15 years, & “ahnchutty chacos” had lived here for 20 years. Each year the list was maintained and as time went on, more classes were added. The tradition continues to where we have over 2,200 registrants in the book this year from the 2010 registration. Purchasing a ribbon registers you as a member of the Old Settlers Association of Whatcom County and helps support the park and future Old Settlers Picnics. The Old Settlers Honor One of their Own

If you go down to Pioneer Park any day of the week there is a good chance you‟ll run into Fred Sutcliffe, working on one of the many cabin projects. Joining the Old Settlers Association in 1977, Fred is the longest standing current member of the organization. This year the Old Settlers are honoring Fred with a special honor as Outstanding Trustee. Fred‟s grandparents, Fred & Dora, moved to the area in 1889

from Rock Island, Illinois. His Grandfather started Sutcliffe and Hill Wall Paper & Paint in Bellingham. Fred‟s father, Clifford, didn‟t want anything to do with the family business so he learned many trades. While doing maintenance work in Seattle, he met Fred‟s Mother, Alice. The two were married and later had Fred who they named after his Grandfather. When Fred was very young his mother

became ill. His father took her around to many doctors and she was finally diagnosed with Parkinson's. Fred‟s father knew she could not

get proper care in the area where they were living and did not want to move back to Seattle so he decided to move the family up to Whatcom County. In 1943, Fred‟s father purchased a farm where Haggen stands today. Since Fred‟s mother was frequently sick he spent a lot of time with his father and remembers many days helping him work on the barn. His father wanted to make it into a store, but he passed away before he could finish it. Fred attended Central Elementary and met a friend, Nick Nelson. Nick‟s mother, Ann, was like a second mother to Fred and did a lot of things his own mother was unable to do because of her illness. Ann and her husband Martin volunteered often and were very devoted to

Pioneer Park. The Nelson family would go down to volunteer, and Fred would go along and do small tasks like raking leaves or fixing benches. At each Old Settlers Picnic they made sure Fred was there with them. Ann was the Secretary of the Old Settlers Association for many years and Martin held a two-year term as President. During Martin‟s presidency he asked Fred to join the Association and he‟s been a Trustee ever since. In 1966, Fred became employed with the City of Ferndale and worked under Martin. If there was anything that needed to be done at the park, Martin would send Fred down on city time. When Fred started the park only had the Foster House, Shields House and Pioneer Headquarters. Fred has participated in moving all the cabins, even switching locations for the

two pre-existing cabins. The first building he helped re-locate was the Granary which was a joint project between the city and the parks department. The day of the move everyone showed up but no one had a permit. Fred said they just loaded it up, closed their eyes and went! Although Fred has helped with many cabin moves, the one that sticks out the most is the VanBuren Post Office. The building came in as a big pile of wood from the Lynden Museum, the Ferndale Parks director at the time was so upset with Fred and the big pile of wood he forbid him to work on the re-build. They opened the project up to a young Eagle Scout, Greg Kendall. Kendall started to dig the hole for the foundation and against the park director‟s

instructions, Fred grabbed a shovel and the two began to talk as they worked. When the foundation was poured, Kendall had a metal plaque and asked Fred if he could set it into the side. Kendall set the plaque, finished the foundation and left that afternoon. He planned to come back the next week and start putting the rest of the building together. Over the weekend Fred opened the paper and found an article reporting the young man had been killed in a car accident on Mt. Baker Highway. Fred

tears up to this day when he shows Kendall‟s plaque. If you ask Fred what his favorite building is in the park, he will quickly answer they all are special to

him. Each one shares unique memories like being cared for by Mrs. Parker in the Parker House when he was a young boy and getting married to his wife Kay, in the Church, but when it comes down to it, it really is the Barn. The barn is the same barn originally built on his family‟s property that he and his Father worked on. When his father purchased it, it was

topped with hand-split shakes and Fred recalls his dad tied a rope to him for safety, sat him on the roof and had him help pound nails and loosen shakes so it could be replaced with a tin roof. When his father fell ill, Fred was left taking care of both parents and was forced to sell the farm in the 1960s. The Barr family later purchased the farm. Fred had always hoped to see the barn make its way to Pioneer Park and had conversations with Cecil Barr about someday moving it. Barr passed before anything was decided, later the land was sold to Haggen to build the grocery store on the site. Fred felt Cecil Barr had instilled the idea of relocating the barn within his family and many others wished to see the same. The estimated

cost of the project was $40,000. During a Ferndale City Council meeting that would decide the fate of the barn, a man representing Haggen pulled out an envelope containing a check to cover all expenses for the move and Fred was appointed as head of the project. The barn was suffering from old age and deterioration and needed a lot of repairs. Because of the condition and the difficulty of the move the whole project took two and a half months, Fred had to take

old boards from other barns to fix many of the areas. To this day the barn is still not finished. It originally had a loafing shed and a milking parlor that held

four to five cows. Fred remembers getting up at six in the morning to help his dad milk before heading off to school. “That‟s when the cows were ornery” Fred said, “they‟d stick their foot right in the pail or they‟d move and you‟d go one way and the pail would go the other.” One of Fred‟s biggest dreams for the park is to see the milking parlor and loafing shed built on the East side of the barn, he can still

picture how it originally looked. Fred has a list of dream projects, but unfortunately the funds just aren‟t there. Fred is also a member of the Ferndale Heritage Society and helps with the education program. He said “There‟s an old saying I heard „you learn about getting to the future from looking at your past‟ and if a young person doesn‟t understand where he came from how will he get to his future? With this park we want to represent the struggles, heartaches and joys the Old Settlers went through and all we can do as the purveyors of this place is, cross our fingers and hope that others can understand and appreciate what the Old Settlers have done.” He‟s been out with his wife and someone will tap him on the shoulder asking ‟Are you Fred?

Remember me? You taught me how to saw and split shakes when I was younger and I will always remember that.‟ “No matter who you are or what you do if you made an impression on a young person and it stuck with them, that inspires you to keep doing what you‟re doing,‟ Fred said. Ira Tawes, a former WCOSA President, lived near the park and frequently watched Fred work. One afternoon he said „You know Fred… one day you‟ll be in charge of taking care of this place.‟ Fred laughed it off and he asked „why‟s that Ira‟ Tawes replied „because you care.‟

“I‟m just a cog in the wheel” Fred said, but to this organization, this park and this community Fred is much, much more than that! Fred‟s continued time and commitment to the park over many decades has made it the wonderful place we gather together each July. Fred is our own personal history book and a true representation of what the founders of the organization set out to do. During the parade Fred will be honored with a ribbon for his contribution to the Old Settlers Association and will be riding with his daughter, Kathy Ann and grandson, Colton.

Judge Neterer Oldest Settler Cup

Judge Jeremiah Neterer came to Whatcom County in 1890. While serving as Judge of Superior Court of Washington for Whatcom County he awarded one of the 3 loving cups– The Oldest Settler Cup. Captain Henry Roeder was the first recipient in 1902 who had arrived in Whatcom County 50 years earlier. Each year the cup was awarded to the Oldest Settler and they were to care for the cup until the following year’s picnic. “PIONEERS WHATCOM COUNTY” is inscribed on the front with the

names of recipients. On the back of the cup the names of the 1895-1908 Old Settlers Association Officers are inscribed. Many familiar names can be seen on the cup such as Eldridge, Tawes, & Slater. The last cup was awarded in 1941 to Alice Smith-Lampman who arrived in 1873. The jeweler did not have any space for additional names and during the war no meetings were held and thus the awarding of the cup was discontinued. The cup has been kept in the Pioneer Headquarters for many years and this past year it mysteriously disappeared. The Oldest Settler Cup is a very valuable and dear artifact to the Old Settlers Association and its history.
