Uvodna beseda

Spoštovani,

že dvanajsto leto zapored Zavod Republike Slovenije za zaposlovanje (v nadaljevanju: Zavod)

pripravlja Predstavitveni pregled. To je publikacija, v kateri so na voljo zgoščene informacije o

Zavodovem delu v minulem letu. Tudi letos je tako.

Leto 2010 je bilo za zaposlene na Zavodu nadvse intenzivno, saj se gospodarske razmere, s tem pa tudi

zaposlitvene možnosti v Sloveniji še niso izboljšale. Finančno-gospodarska kriza, ki je močno zarezala v

vse pore našega življenja in dela, je tudi v letu 2010 prinesla povečan obseg števila brezposelnih oseb,

predvsem zaradi izteka zaposlitev za določen čas, trajno presežnih delavcev ter stečajnikov.

Kljub porastu novo prijavljenih brezposelnih oseb se je Zavod prilagodil novim razmeram na trgu dela z

ustrezno prerazporeditvijo zaposlenih, to pomeni z reorganizacijo dela ter z osnovanjem mobilnih ekip

z namenom čim bolj olajšati stisko brezposelnih oseb in jim zagotoviti socialno varnost v najkrajšem

možnem času. 

Lahko rečemo, da je Zavod uspešno obvladoval povečan obseg nalog ter poleg tega izvedel tudi vrsto

dodatnih aktivnosti. Glavni cilj Zavoda kot javne službe za zaposlovanje je namreč čim bolj učinkovito

in uspešno pomagati ljudem pri iskanju primerne zaposlitve, in delodajalcem, da najdejo prave

kandidate za prosta delovna mesta. Temeljna dejavnost Zavoda je posredovanje zaposlitev in dela. Ker

vseh potreb delodajalcev ni mogoče pokriti zaradi neusklajenosti ponudbe in povpraševanja na trgu

dela, Zavod izvaja tudi druge aktivnosti, katerih glavni cilj je povečati zaposlitvene možnosti

brezposelnih oseb. Gre predvsem za ukrepe aktivne politike zaposlovanja, ki so primerni tako za

brezposelne osebe kot za delodajalce, saj z različnimi finančnimi spodbudami pospešujejo novo

zaposlovanje.

V letu 2010 smo nadaljevali z razvijanjem in posodabljanjem več storitev, s katerimi smo se  še bolj

približali najširšemu krogu uporabnikov Zavodovih storitev. Med pomembnejšimi projekti velja

omeniti Kontaktni center, s katerim je Zavod še povečal dostopnost in kakovost storitev, ki jih

zagotavljamo uporabnikom svojih storitev s posredovanjem pravočasnih in ažurnih informacij.

V okviru modernizacije so se odvijali tudi drugi pomembni projekti, kot so vzpostavitev enotnega

informacijskega prostora za iskalce zaposlitve, brezposelnim osebam smo omogočili elektronsko prijavo

ter vložitev elektronske zahteve za denarno nadomestilo, osnovali smo Izobraževalni center Zavoda, s

pomočjo katerega krepimo kompetentnost zaposlenih na Zavodu, prav tako smo k dvigu kakovosti

storitev prispevali s pomočjo 45 novo zaposlenih svetovalcev zaposlitve, vzpostavili smo t. i. »Info«

točko za tujce, prek katere nudimo nujne informacije o zaposlovanju, bivanju in urejanju statusa tujcev

in še bi lahko naštevali. Poleg 20 zaposlitvenih sejmov smo izvedli tudi 34 posvetov z delodajalci po

Sloveniji, na katerih smo predstavili aktualne teme, zanimive za delodajalce.

Leto, ki se je izteklo, je bilo polno novih izzivov, pred nami pa so še vedno negotovi časi. Zaposleni na

Zavodu se bomo po svojih najboljših močeh trudili delati dobro v korist vseh, s katerimi sodelujemo

oz. poslujemo. Verjamemo, da s kakovostnim posredovanjem brezposelnih oseb k delodajalcem in z

izvajanjem ukrepov aktivne politike zaposlovanja, ki so ciljno naravnani, ter z izvajanjem še drugih

nalog in aktivnosti, ki so v javnem interesu, lahko prispevamo k zmanjšanju brezposelnosti in

povečanju zaposlenosti.

Pravne podlage za delo ZavodaDejavnost Zavoda opredeljuje Zakon o zaposlovanju in zavarovanju za primer brezposelnosti (Uradni list

Republike Slovenije, št. 107/06 – UPB1; v nadaljevanju: Zakon).

Naloge in pooblastila Zavoda za opravljanje dejavnosti na področju zaposlovanja, programov zaposlovanja,

izvajanja poklicne orientacije, zavarovanja za primer brezposelnosti, zaposlovanja in dela tujcev urejajo številni

zakoni, pravilniki in drugi predpisi.

Poleg zakonov in predpisov, ki se neposredno nanašajo na področje zaposlovanja, pa Zavod opravlja naloge na

osnovi zakonov in predpisov, ki sicer urejajo druga sorodna področja družbenih dejavnosti. To so zlasti Zakon o

pokojninskem in invalidskem zavarovanju, Zakon o zdravstvenem varstvu in zdravstvenem zavarovanju, Zakon o

zaposlovanju in delu tujcev, Zakon o zaposlitveni rehabilitaciji in zaposlovanju invalidov, šolska zakonodaja

(poklicno usmerjanje in svetovanje ter izobraževanje), predpisi o delovnih razmerjih (presežni delavci,

pripravništvo, pogodbe o delu, inšpekcije itd.), socialnem varstvu (nadomestila porodnic, cenzusni izračuni,

katastrski dohodki, valorizacije itd.). Poleg tega se upošteva tudi zakonodaja EU.

Zakon o zaposlovanju in zavarovanju za primer brezposelnosti je nadomestil Zakon o urejanju trga dela (ZUTD

– Uradni list Republike Slovenije, št. 80/2010), ki je bil sprejet 12. 10. 2010 ter se je začel uporabljati 1. 1. 2011.

ZUTD ureja ukrepe države na trgu dela, s katerimi se zagotavljata izvajanje storitev javne službe na področju

zaposlovanja in ukrepov aktivne politike zaposlovanja ter delovanje sistema zavarovanja za primer brezposelnosti,

določajo izvajalci ukrepov, predpisujejo pogoji in postopki za uveljavljanje posameznih pravic in storitev, ki jih

določa ta zakon, urejajo način financiranja ukrepov ter spremljanje, vrednotenje in nadzor nad njihovim

izvajanjem ter ureja zagotavljanje dela delavcev drugemu uporabniku.

Naloge Zavoda se opredeljujejo s Poslovnim načrtom Zavoda, ki ga sprejema Svet Zavoda, medtem ko je

temeljna listina Statut Zavoda.

Organiziranost ZavodaZavod je samostojna pravna oseba s statusom javnega zavoda, ki deluje enotno za območje Republike Slovenije.

Ustanovljen je na podlagi 61. člena Zakona. Zavod ima sedež v Ljubljani, Rožna dolina, cesta IX/6.

Zavod deluje organizacijsko oziroma funkcionalno na treh ravneh, in sicer na sedežu Zavoda, kjer sta Vodstvo in

Centralna služba, ter v območnih službah in uradih za delo po vsej Sloveniji.

Uradi za delo (v nadaljevanju UD) z neposredno povezavo z uporabniki zagotavljajo njihove pravice s področja

posredovanja zaposlitve in dela, zaposlitvenega svetovanja, uveljavljanja pravic iz zavarovanja za primer

brezposelnosti, izvajanja ukrepov zaposlovanja ter poklicnega svetovanja mladini in odraslim.

Centralna služba

Centralna služba (v nadaljevanju CS) zagotavlja enotno metodologijo za strokovno in operativno

izvedbo postopkov s področja dejavnosti Zavoda ter vsem organizacijskim področjem v okviru Zavoda

nudi informacijsko, analitsko, pravno, kadrovsko, finančno, računovodsko in razvojno-organizacijsko

podporo.

Območne službe

Območne službe (v nadaljevanju OS) Zavoda opravljajo strokovne in operativne naloge s področja

dejavnosti Zavoda na svojem območju, spremljajo in proučujejo gibanje zaposlenosti in brezposelnosti,

svetujejo in nudijo strokovno in operativno pomoč UD v okviru OS ter sodelujejo z delodajalci, izvajalci

dejavnosti Zavoda in regionalnimi oziroma lokalnimi subjekti na trgu dela.

Vodstvo Zavoda

Vodstvo Zavoda zagotavlja organiziranje, vodenje in strokovni pristop pri izvajanju Zakona ter drugih zakonov

in predpisov, katerih določila tudi zadevajo dejavnost Zavoda.

Funkcijo v. d. generalne direktorice je v letu 2010 opravljala Lučka ŽIŽEK (do 2. 4. 2010 je bila generalna

direktorica Marija Poglajen), namestnica v. d. generalne direktorice je bila Mavricija BATIČ.

Svet Zavoda ima trinajst članov, v letu 2010 so ga sestavljali:

Tatjana ČERIN,

• predstavniki sindikatov, reprezentativnih za območje države: Tatjana LABERNIK, Goran LUKIČ in

Vladimir TKALEC,

• predstavniki Vlade Republike Slovenije: Franc PRISTOVŠEK/Anja KOPAČ MRAK, Damjana KOŠIR,

Domen BIZJAK, Tomaž ROZMAN, Ana Roza HRIBAR in Stanislav VENCELJ,

• predstavnik Sveta delavcev Zavoda: Andrej SMOLE.

Svet Zavoda je v letu 2010 vodila Tatjana Čerin.

Na Zavodu sta v letu 2010 delovala tudi Svet delavcev, ki ga je vodil Dejan BRAČKO, in Sindikat Zavoda,

ki ga  je vodil Matjaž ALEŠ.

Izobrazbena struktura delavcev Zavoda (stanje 31. 12. 2010)

Financiranje ZavodaFinanciranje dejavnosti, ki jo izvaja Zavod, opredeljuje 60. člen Zakona. Viri financiranja za denarna

nadomestila, denarno pomoč in druge transfere brezposelnim se zagotavljajo delno iz naslova prispevkov

delojemalcev in delodajalcev od izplačanih plač, delno pa iz drugih virov državnega proračuna.

Višina prispevne stopnje za zaposlovanje je v primerjavi s preteklimi leti ostala nespremenjena.

Realizirana sredstva, zbrana na podlagi prispevne stopnje, so v letu 2010 znašala 28.388.414 EUR (vir:

poročilo Uprave za javna plačila) oz. 12,28 % sredstev, potrebnih za zagotovitev pravic iz zavarovanja za

čas brezposelnosti.

Sredstva za financiranje ukrepov, aktivnosti in podaktivnosti, ki jih v okviru aktivne politike zaposlovanja

izvaja Zavod, so opredeljena na podlagi pogodbenih razmerij z Ministrstvom za delo, družino in socialne

zadeve (v nadaljevanju: MDDSZ) in Ministrstvom za šolstvo in šport.

Za varstvo brezposelnih oseb in izvajanje programov aktivne politike zaposlovanja ter štipendij so bila iz

sredstev državnega proračuna za leto 2010 in evropskih sredstev realizirana sredstva v višini 392.054.285

EUR (evidentiranje v skladu z računovodskim načelom denarnega toka). Realizacija porabljenih sredstev,

ki so bila evidentirana prav tako skladno z omenjenim načelom, pa je znašala 391.923.773 EUR .

Tudi sredstva za financiranje strokovnih nalog in delovanja Zavoda so bila za leto 2010 opredeljena na

podlagi pogodbenih razmerij z MDDSZ. Za delovanje Zavoda so bila realizirana sredstva v višini

31.981.126 EUR, kar je pokrilo sredstva za tekoče delovanje Zavoda (31.231.765 EUR) in investicije

(869.128 EUR). Izveden je bil brezplačni prenos nepremičnine na Ptuju v vrednosti 482.614 EUR, kar

povečuje vrednost sredstev, danih v upravljanje s strani Republike Slovenije. Poleg tega smo realizirali

tudi neproračunske prihodke v višini 4.566.858 EUR. V slednjih so vključeni prihodki, realizirani na

osnovi projektov, prihodki, realizirani na osnovi različnih zakonskih osnov (izdajanje delovnih dovoljenj,

Jamstveni in preživninski sklad), prihodki, doseženi s prodajo blaga in storitev na trgu idr. Skupna

realizacija je tako znašala 36.547.984 EUR.

Poraba sredstev za financiranje strokovnih nalog in delovanja Zavoda je znašala 31.111.997 EUR.

Največji delež porabljenih sredstev predstavljajo stroški dela zaposlenih, ki so znašali 24.637.656 EUR,

materialni stroški (vključno z davkom od pridobitne dejavnosti) pa so bili realizirani v višini 6.474.342

EUR. Iz navedenega izhaja, da so za leto 2010 prihodki presegali odhodke, t.j. realiziran je bil pozitiven

poslovni izid v višini 119.768 EUR.

Proces modernizacije

Modernizacija je proces, ki po eni strani predstavlja stalno vsebinsko in organizacijskoprilagajanje Zavodovih dejavnosti zahtevam vse bolj dinamičnega trga dela, po drugi strani pazaradi učinkovitejšega izvajanja poslovnih procesov in storitev za uporabnike Zavodovih storitevuvaja nove informacijsko-komunikacijske tehnologije. Proces modernizacije ni enkratna naloga aliprojekt, temveč stalen proces, katerega poglavitni cilj je postati učinkovit Zavod, prijazenuporabnikom.Med pomembnejšimi projekti na tem področju velja omeniti Kontaktni center, s katerim želiZavod še povečati dostopnost in kakovost storitev, ki jih zagotavljamo uporabnikom storitev spomočjo posredovanja ustreznih informacij prek telefona. V okviru modernizacije so se odvijalitudi drugi pomembni projekti, kot so Vzpostavitev enotnega informacijskega prostora za iskalcezaposlitve, ki je nadgradil in razširil večkanalno spletno poslovanje Zavoda ter storitve Zavodapribližal iskalcem zaposlitve, osnovali smo Izobraževalni center Zavoda, s pomočjo kateregabomo krepili kompetentnost zaposlenih na Zavodu, kar je nujno potrebno v času hitrih spremembna trgu dela. Prav tako smo k dvigu kakovosti storitev prispevali s pomočjo 45 novo zaposlenihsvetovalcev zaposlitve, kar pomeni uvedbo bolj individualnega in osebnega pristopa dobrezposelnih oseb in do delodajalcev. Vzpostavili smo t. i. stacionarno in mobilno Info točko zatujce, prek katere smo nudili nujne informacije o zaposlovanju, bivanju in urejanju statusa tujcev,in še bi lahko naštevali. V letu 2010 je bil potrjen tudi projekt Nacionalna koordinacijska točka zavseživljenjsko karierno orientacijo, s pomočjo katere bomo zagotovili kakovostnejše in usklajenoizvajanje vseživljenjske karierne orientacije. Razvijal se je tudi Model taksonomije poklicnihveščin in kompetenc: gre za orodja, s pomočjo katerih bo mogoče povezovati zahteve delodajalcevin iskalcev zaposlitve na ravni formalnega znanja, veščin in kompetenc. Vzpostavljena je bila tudiProjektna pisarna, ki bdi nad projekti in nudi podporo projektnemu pristopu v vseh fazahprojektnega dela ipd.

Gibanje zaposlovanja in brezposelnostiV letu 2010 se gospodarske razmere, s tem pa tudi zaposlitvene možnosti v naši državi še niso izboljšale.

Kriza se je v tem letu kazala predvsem na področju gradbeništva ter z gradbeništvom povezanimi

dejavnostmi. Kljub novim odpuščanjem pa je bil porast brezposelnosti manjši kot v letu 2009. V povprečju je

bilo v letu 2010 v Sloveniji 100.504 registriranih brezposelnih oseb, kar je 16,4 % več kot v letu 2009. Ob

koncu leta je bilo pri Zavodu prijavljenih 110.021 oseb. Stopnja registrirane brezposelnosti se je v primerjavi

s predhodnim letom zvišala za 1,6 odstotne točke in je bila 10,7 %.

V letu 2010 se je pri Zavodu na novo prijavilo 109.174 brezposelnih oseb ali za 4,6 % manj kot v letu 2009.

Struktura novo prijavljenih oseb se v primerjavi z letom 2009 ni izrazito spremenila. Največjo kategorijo

novo prijavljenih so v letu 2010 predstavljale osebe, ki se jim je iztekla zaposlitev za določen čas (40.841

oseb ali 37,4 %), kategorija trajno presežnih delavcev in brezposelnih zaradi stečajev, ki se jih je na novo

prijavilo 27.018, se je zmanjšala in je predstavljala 24,7 % letnega priliva v brezposelnost.

Poleg teh kategorij je bilo med novo prijavljenimi brezposelnimi osebami 16.787 (15,4 %) iskalcev prve

zaposlitve in 24.528 (22,5 %) brezposelnih oseb, ki so se prijavile iz drugih razlogov (sporazumno

prenehanje delovnega razmerja, odpoved iz krivdnih razlogov ipd.).

V primerjavi z letom 2009 so se zmanjšale vse kategorije priliva, razen prijavljenih iz ostalih razlogov:

brezposelnih trajno presežnih delavcev in brezposelnih zaradi stečajev se je prijavilo za 14,6 % manj,

brezposelnih zaradi izteka zaposlitev za določen čas za 9,5 % manj, iskalcev prve zaposlitve za 1,2 % manj,

število prijav iz drugih razlogov pa se je povečalo za 18,3 %.

Odliv iz brezposelnosti je bil v letu 2010 za 14,0 % večji kot v letu 2009. Skupaj se je iz registra

brezposelnosti odjavilo 95.825 oseb, od katerih se jih je zaposlilo 57.004. Iz razloga, ki ne pomeni zaposlitve,

se je odjavilo ali bilo črtanih 32.130 oseb, 6.691 oseb pa je bilo prenesenih v druge evidence, od tega 1.753 v

evidenco oseb, prijavljenih pri Zavodu na podlagi drugih zakonov.

Struktura brezposelnih oseb se je spreminjala tudi v letu 2010. Še naprej sta se zniževala deleža žensk in

brezposelnih z najnižjimi stopnjami izobrazbe (I-II), zmanjšala sta se tudi delež brezposelnih v starosti do 26

let in delež invalidov, medtem ko so se povečali deleži dolgotrajno brezposelnih oseb, brezposelnih, ki so

zaposlitev izgubili iz poslovnih razlogov ali zaradi stečajev, iskalcev prve zaposlitve, brezposelnih, starih od

30 do 40 let in starih 50 let in več.

Zaradi primerljivosti brezposelnosti z drugimi državami velja omeniti, da je stopnja anketne brezposelnosti

(preračunana po metodologiji Eurostata) v letu 2010 znašala 7,3 %. V Evropski uniji (EU-27) je bila stopnja

brezposelnosti 9,6 %, kar pomeni, da je bila stopnja slovenske anketne brezposelnosti nižja od evropskega

povprečja. Višjo stopnjo brezposelnosti od slovenske so med drugim imele Španija (20,1 %), Slovaška (14,4 %),

Madžarska (11,2 %), Portugalska (11,0 %), Francija (9,7 %), Poljska (9,6 %), Belgija (8,3 %), nižjo pa Avstrija

(4,4 %), Luksemburg (4,5 %), Nizozemska (4,5 %), Ciper (6,5 %) Malta (6,8 %) in Nemčija (7,1 %).

Gibanje registrirane brezposelnosti v številkahOpomba: * Od 1. januarja 2005 SURS pridobiva podatke o zaposlenih osebah in samozaposlenih osebah (razen okmetih) iz Statističnega registra delovno aktivnega prebivalstva (SRDAP). Zaradi spremenjenega vira podatkov se je številodelovno aktivnih prebivalcev povečalo za približno 25.000, stopnja registrirane brezposelnosti pa se je zmanjšala. Storitve za delodajalce:

Obiski delodajalcev: Z namenom posredovanja ustreznih brezposelnih oseb na prosta delovna mesta,kritja prostih delovnih mest, informiranja o stanju na trgu dela in zagotavljanja partnerskega sodelovanjaz delodajalci je bilo opravljenih 1.898 obiskov pri delodajalcih.

Zaposlitveni in karierni sejmi: S ciljem neposrednega navezovanja stikov brezposelnih oseb z delodajalciin predstavitve zaposlitvenih možnosti v posameznih panogah je Zavod v letu 2010 aktivno sodeloval na20 zaposlitvenih in kariernih sejmih.

Posveti za delodajalce: Zaradi predstavitve aktualnih razmer na lokalnem trgu dela, EURES-ovihaktivnosti za delodajalce, ukrepov aktivne politike zaposlovanja, spodbujanja zaposlovanja invalidov inpredstavitve elektronskih storitev je bilo organiziranih skupaj 34 posvetov za delodajalce.

eStoritve Zavoda: V letu 2010 se je v eStoritve, ki so na voljo na spletni strani Zavoda www.ess.gov.si, nanovo registriralo 6.891 delodajalcev. V decembru je bilo skupaj registriranih 29.842 delodajalcev, ki jim jebilo omogočeno evidentiranje prostih delovnih mest in iskanje oseb za prosta delovna mesta po aktivnihživljenjepisih.• Do konca leta 2010 so delodajalci opravili 2.819 iskanj po življenjepisih.• V letu 2010 je bilo elektronsko prijavljenih 137.282 prostih delovnih mest, kar pomeni 75,9 % glede

na število vseh prijavljenih prostih delovnih mest v letu 2010.

Prijavljena prosta delovna mesta: Delodajalci so v letu 2010 prijavili skupaj 174.613 prostih delovnihmest, kar je 8,2% več v primerjavi z enakim obdobjem lani. S sodelovanjem Zavoda je bilo prijavljenih57.971 prostih delovnih mest.

Storitve za brezposelne osebe:

Svetovanje brezposelnim osebam: Z namenom motiviranja, smiselnega vključevanja v ukrepe aktivnepolitike zaposlovanja in pomoči pri načrtovanju in vodenju kariere je bilo opravljenih 710.553 svetovalnihobravnav ter 22.158 specialističnih svetovanj. Zaradi ugotavljanja razlogov za začetek postopka zapridobitev statusa invalida ali pravice do zaposlitvene rehabilitacije, je bilo pri rehabilitacijskih svetovalcihopravljenih 6.188 obravnav in v obravnave vključenih 3.537 brezposelnih oseb. 3.547 brezposelnih oseb,katerih zaposljivost je zmanjšana zaradi zdravstvenih razlogov, smo vključili v zdravstveno zaposlitvenosvetovanje.

Posredovanje brezposelnih oseb na prosta delovna mesta: V letu 2010 smo brezposelnim osebamposredovali 135.617 napotnic in 20.209 obvestil za prosta delovna mesta. Z namenom hitrega informiranjao prostih delovnih mestih je bilo v letu 2010 brezposelnim osebam posredovanih 143.944 SMS-sporočil in60.719 sporočili po elektronski pošti.

V letu 2010 se je zaradi zaposlitve odjavilo 57.004 brezposelnih oseb, od tega se jih je v javna dela vključilo 4.055.

eStoritve Zavoda: v okviru eStoritev, ki jih zagotavljamo brezposelnim in drugim uporabnikom spletnihstoritev, je bilo konec decembra 2010 registriranih 24.233 fizičnih oseb, na novo se jih je registriralo 15.393.• eSvetovanje je spletna storitev, ki ponuja uporabne informacije, nasvete in pripomočke, kot so

vprašalniki, spletni obrazci, interaktivno poizvedovanje po podatkih, naročanje na prosta delovnamesta. Do konca leta 2010 smo zabeležili 6.741 registriranih uporabnikov in 190.177 obiskov spletnestoritve.

• eŽivljenjepis je storitev, v kateri uporabnik, če želi, potencialnim delodajalcem predstavi svoje znanje,veščine, delovne izkušnje in zaposlitvene želje. Življenjepis lahko shrani v različnih elektronskih oblikah alinatisne. Uporabnik lahko eŽivljenjepis uvrsti v bazo iskalcev, po kateri poizvedujejo delodajalci. Delodajalcilahko z iskalcem zaposlitve vzpostavijo stik prek elektronskega poštnega predala, ki je na voljo v okviru testoritve. Kadar iskalec zaposlitve ne želi posredovati svojih osebnih podatkov, je eŽivljenjepis lahkoanonimen. Ob koncu leta 2010 je bilo v bazi iskalcev zaposlitve vpisanih 8.610 življenjepisov.

Spletne strani Zavoda z naslovom www.ess.gov.si  so s paleto informacij o trgu dela, o poklicih, o

različnih ukrepih za povečanje zaposlitvenih možnosti ter z različnimi interaktivnimi storitvami,

namenjene tako delodajalcem, brezposelnim osebam, kot tudi tistim, ki bi radi spremenili svojo

poklicno pot. Prav tako so namenjene šolajoči se mladini, njihovim staršem in drugim.   

Sredi junija 2010 so bile objavljene prenovljene spletne vsebine. Spletne strani Zavoda so doživele

tako temeljito oblikovno prenovo, kot tudi številne vsebinske spremembe in izdelavo dodatnih

aplikativnih novosti, ki so do uporabnika še prijaznejše in omogočajo enostavnejše elektronsko

poslovanje. Prenovljene spletne strani so preglednejše in privlačnejše, saj so narejene po najnovejših

oblikovnih standardih in upoštevajo najsodobnejše zakonitosti spletnih strani.

Uporabnost Zavodovih spletnih strani iz leta v leto narašča. V letu 2010 so tako obiskovalci

pregledali v povprečju 259.083 strani na dan, dvakrat toliko kot v letu 2009, najbolj obiskana

rubrika pa je bila Iskanje dela, ki omogoča interaktivno dostopanje do informacij o prostih delovnih

mestih, naročanje na prejemanje obvestil o prostih delovnih mestih (po elektronski pošti in prek RSS).

Zavod je dosledno in skladno z vsemi roki uresničeval Zakon o dostopu do informacij javnegaznačaja. V letu 2010 je bilo obravnavanih 38 pisnih primerov, kot določa Zakon o posredovanjuinformacij javnega značaja, poleg tega smo zagotavljali dnevno, neposredno komuniciranje prekposebnega elektronskega spletnega naslova, na katerega vsi zainteresirani lahko posredujejovprašanja, pobude itd. V letu 2010 smo s tega naslova pripravili 15.266 odgovorov.

Sodelovanje v omrežju EURES

Za iskalce zaposlitve je EURES organiziral več informativnih dni na temo možnostizaposlovanja v državah EU/EGP, za delodajalce pa so bili organizirani seminarji o aktualnihdogajanjih na trgu dela ter pogojih in možnostih zaposlovanja tujcev. S pomočjo EURES-aZavod organizira čezmejne ali mednarodne zaposlitvene sejme v Sloveniji, od katerih jenajpomembnejši mednarodni zaposlitveni sejem v Mariboru, ki ga vsako leto obišče približno4.000 iskalcev zaposlitve. Uspešno je bilo tudi sodelovanje na sejmu »Kariera« v organizacijipodjetja Moje delo, na katerem je EURES organiziral Evropsko vas s predstavniki iz 11-ihdržav.  Ob 15. obletnici delovanja omrežja EURES je Zavod v Mariboru organiziral tudi posveto zaposlitvenih možnostih diplomantov.   

EURES igra pomembno vlogo predvsem v čezmejnih regijah, v katerih delujejo čezmejnapartnerstva EURES. Partnerstva povezujejo javne službe za zaposlovanje, delodajalske insindikalne organizacije z namenom zagotavljanja podpore čezmejnim migrantom inpovezovanja trga dela sosednjih držav. Med Slovenijo in Italijo deluje EURES-ovo čezmejnopartnerstvo EURADRIA, intenzivno pa je tudi čezmejno sodelovanje EURES med obmejnimiregijami Slovenije in Avstrije.

Ukrepi zaposlovanja

Za vse brezposelne osebe, ki so manj konkurenčne na trgu dela, Zavod izvaja tudi različne ukrepe

aktivne politike zaposlovanja, v okviru katerih te osebe pridobivajo potrebna dodatna znanja,

veščine, usposobljenost in si tako izboljšujejo zaposlitvene možnosti na trgu dela.

Program ukrepov aktivne politike zaposlovanja (v nadaljevanju APZ) za leto 2010 je tako vseboval

aktivnosti, ki so bile naravnane na doseganje ciljev Lizbonske strategije in optimalno implementacijo

Evropske strategije zaposlovanja. Evropska strategija zaposlovanja temelji na treh ciljih:

• polna zaposlenost,

• boljša kakovost in produktivnost dela,

• socialna kohezija in vključenost.

V letu 2010 je bilo za ukrepe APZ namenjenih 115,3 milijona EUR. Na novo je bilo 75.457

vključitev brezposelnih v ukrepe (brez vključitev v CIPS-e ter v splošno svetovanje in

informiranje). Samo v CIPS-e je bilo na novo 63.440 vključitev brezposelnih.

Program APZ je za leto 2010 predvidel vključevanje v štiri ukrepe:

1. ukrep SVETOVANJE IN POMOČ PRI ISKANJU ZAPOSLITVE se izvaja znamenom svetovanja in pomoči posameznikom pri iskanju zaposlitve ter seznanjanja spoklicnimi možnostmi. Izvaja se poglobljena obravnava določenih skupin oseb, da seizboljšajo zaposlitvene možnosti in odpravijo ovire pri iskanju zaposlitve. Namenukrepa je tudi predstavitev in uveljavitev aktivnosti programa aktivne politikezaposlovanja. V letu 2010 je bilo 16.203 vključitev brezposelnih v ta ukrep (brezvključitev v CIPS-e ter v splošno svetovanje in informiranje). Ciljne skupine: Svetovanjein pomoč pri iskanju zaposlitve je namenjeno vsem brezposelnim osebam in tistim, kiiščejo zaposlitev ali informacije o poklicih in potrebah na trgu dela.

Namen 2. ukrepa USPOSABLJANJE IN IZOBRAŽEVANJE je povečanjezaposljivosti in konkurenčnosti na trgu dela s pridobivanjem novega znanja, spretnostiin zmožnosti ter dvig izobrazbe in kvalifikacijske ravni zaposlenih in brezposelnih. V letu2010 je bilo 28.031 vključitev brezposelnih. Ciljne skupine: Ta ukrep je namenjenbrezposelnim osebam brez poklicne izobrazbe ali s suficitarnimi poklici, brezposelnimmladim do dopolnjenega 25. leta starosti, mladim brez delovnih izkušenj, prejemnikomdenarne socialne pomoči in denarnega nadomestila ter drugim težje zaposljivimbrezposelnim osebam, predvsem Romom, invalidom in osebam z ugotovljenozaposlitveno oviranostjo.

Namen 3. ukrepa SPODBUJANJE ZAPOSLOVANJA IN SAMOZAPOSLOVANJA jespodbujanje samozaposlovanja brezposelnih oseb, ki po usposabljanju želijo uresničitipodjetniško idejo in se samozaposliti, spodbujanje zaposlovanja težje zaposljivih skupinbrezposelnih oseb, posebno prejemnikov denarne socialne pomoči, povečanjeprilagodljivosti trga dela s spodbujanjem novih oblik zaposlovanja, povečanje regijskein sektorske mobilnosti, ohranitev delovnih mest in podpora preoblikovanju podjetij.Aktivnosti v ukrepu večinoma predstavljajo državno pomoč, zato se izvajajo v skladu spravili o dodeljevanju državne pomoči. V letu 2010 je bilo 24.482 vključitev brezposelnih.Vključitev v ta ukrep pomeni takojšno zaposlitev. Ciljne skupine: V ta ukrep sevključujejo dolgotrajno brezposelne osebe, prejemniki denarne socialne pomoči,brezposelni, ki so starejši od 50 let, mladi do dopolnjenega 25. leta starosti in iskalciprve zaposlitve, predvsem tisti brez ustrezne izobrazbe glede na potrebe trga dela,delavci v postopku izgubljanja zaposlitve, invalidi, Romi in druge brezposelne osebe zugotovljenimi zaposlitvenimi ovirami.

Namen 4. ukrepa PROGRAMI ZA POVEČEVANJE SOCIALNE VKLJUČENOSTIje spodbujati socialno vključenost ljudi, torej uresničevati in uveljaviti aktivnosti inprojekte za ustvarjanje okolja, ki bo motiviralo ljudi k aktivnosti in v katerem bodo lažjein hitreje našli delo, hkrati pa uživali tudi potrebno raven socialne zaščite. V letu 2010 jebilo 6.741 vključitev brezposelnih. Tudi vključitev v ta ukrep pomeni takojšnjo zaposlitev.Ciljne skupine: Ta ukrep je namenjen dolgotrajno brezposelnim osebam, prejemnikomdenarne socialne pomoči, brezposelnim, ki so starejši od 50 let, mladim dodopolnjenega 25. leta starosti in iskalcem prve zaposlitve, predvsem tistim brez ustrezneizobrazbe glede na potrebe trga dela, invalidom, Romom in drugim brezposelnimosebam z ugotovljenimi zaposlitvenimi ovirami.

Izvajanje protikriznih ukrepov na Zavodu

Zavod je v času gospodarske in finančne krize izvajal dva interventna protikrizna ukrepa: zakon o

delnem subvencioniranju polnega delovnega časa in zakon o delnem povračilu nadomestila plače.

Prvi zakon je  začel veljati 24. 1. 2009, drugi pa 6. 6. 2009. Delodajalci so lahko za oba vladna krizna

ukrepa oddali vlogo do 31. 3. 2010.

Služba za nadzor

Služba za nadzor deluje kot notranja organizacijska enota Zavoda in izvaja dejavnost nadzora v skladu z

normativnimi akti s tega področja.

Nadzor obsega tri strokovno zaokrožena področja:

• nadzor nad izpolnjevanjem obveznosti brezposelnih oseb,

• nadzor nad izpolnjevanjem obveznosti iz pogodb, ki jih Zavod sklepa s pravnimi in fizičnimi osebami v

zvezi z izvajanjem dejavnosti zaposlovanja,

• nadzor skladnosti dela posameznikov ali organizacijskih enot Zavoda z zakonskimi predpisi in internimi

akti Zavoda.

V letu 2010 je služba za nadzor izvajala aktivnosti v skladu s predvidenim letnim programom, kjer je bil kot

prednostna naloga opredeljen nadzor pogodb v okviru interventnih ukrepov.

V tekočem letu je bilo zaključenih skupaj 504 nadzorov oz. 14,5 % več kot leta 2009 in 12 % več od

načrtovanega. Zaključenih je bilo 322 nadzorov brezposelnih oseb oziroma 19 % več kot leto prej. Prav tako

je naraslo število zaključenih nadzorov pogodb v okviru programov aktivne politike zaposlovanja in pogodb v

okviru obeh interventnih ukrepov, in sicer za 13,7 %. Nadziranih je bilo 89 pogodb o delnem povračilu

nadomestila plače, 24 pogodb o delnem subvencioniranju polnega delovnega časa, 66 pogodb o javnih delih ter

3 pogodbe v okviru drugih programov.

Na področju nadzora nad brezposelnimi osebami je bilo predlagano ukrepanje v več kot 40 % primerov, večina

za prenehanje vodenja v evidenci. Na področju nadzorov pogodb v okviru interventnih ukrepov so bile v 30 %

primerov ugotovljene pomanjkljivosti v smislu neupravičenega odpuščanja delavcev, prekoračenega obsega

dovoljenih ur, neplačevanja davkov in prispevkov delavcev idr. Ugotovljene pomanjkljivosti pri javnih delih so

bile po opozorilih uspešno odpravljene.

Pravice iz zavarovanja za primer brezposelnosti

Denarno nadomestiloVečina novih upravičencev je denarno nadomestilo pridobila po odpovedi delovnega razmerja zaradi poslovnih

razlogov ali stečaja delodajalca ali po izteku zaposlitve za določen čas.

V letu 2010 je pravico do denarnega nadomestila pridobilo 46.549 upravičencev, kar je 10,3 % manj kot v letu

2009, od tega:

• 26.589 zaradi redne odpovedi pogodbe o zaposlitvi s strani delodajalca (6 % manj kot v letu 2009):

18.282 zaradi poslovnih razlogov (4 % manj kot v letu 2009) in 5.442 zaradi stečaja delodajalca (30,2 %

manj kot v letu 2009),

• 17.616 zaradi izteka pogodbe o zaposlitvi za določen čas (21,5 % manj kot v letu 2009).

Ob koncu decembra je bilo do denarnega nadomestila upravičenih 34.623 oseb, kar je za 3.461 oseb oziroma

11,1 % več kot ob koncu leta 2009. Konec leta 2010 je bilo med brezposelnimi osebami 31,5 % takih, ki so

prejemale denarno nadomestilo (konec leta 2009 je bilo prejemnikov denarnih nadomestil med brezposelnimi

32,3 %). Povprečno mesečno je v letu 2010 denarno nadomestilo za čas brezposelnosti prejemalo 30.319 oseb,

kar je za 10,9 % več od povprečja leta 2009.

Denarna pomočS spremembami in dopolnitvami Zakona o zaposlovanju in zavarovanju za primer brezposelnosti, ki so začele

veljati julija 2006, upravičenci ne morejo več uveljavljati pravice do denarne pomoči. V skladu s prehodnimi

določbami pa zavarovanci, ki so do uveljavitve sprememb imeli priznano pravico do denarne pomoči iz

brezposelnosti, zadržijo to pravico v obsegu in trajanju po prejšnjih predpisih. Tudi zavarovanci, ki jim je

pravica do denarne pomoči med brezposelnostjo ob uveljavitvi sprememb Zakona mirovala, lahko po prenehanju

razloga za mirovanje zahtevajo izplačilo denarne pomoči za preostali čas prejemanja denarne pomoči na način in

pod pogoji, določenimi s predpisi, veljavnimi do uveljavitve spremembe Zakona. Število upravičencev zato upada –

v povprečju je bilo do denarnih pomoči v letu 2010 upravičenih 6 oseb.

Poklicna orientacija

Poklicna orientacija na Zavodu je namenjena predvsem brezposelnim osebam, ki potrebujejo pomoč pri

nadaljevanju kariere. S to dejavnostjo uporabnikom zagotavljamo vse informacije, ki jih potrebujejo, da lahko

načrtujejo svojo poklicno pot. Zagotavljamo jim podporo in pomoč pri postavljanju ciljev in njihovem doseganju,

tako v primeru zaposlovanja, izobraževanja, usposabljanja, kot pridobivanja veščin, s katerimi si posamezniki

olajšajo prehode iz brezposelnosti v zaposlitev, v izobraževanje in usposabljanje ali iz izobraževanja na trg dela.

Delo z brezposelnimi poteka individualno in skupinsko, odvisno od ciljev, ki jih želimo doseči. Del poklicne

orientacije je namenjen vsem, ki želijo pomoč pri načrtovanju zaposlovanja, usposabljanja in izobraževanja, tudi

šolski mladini in zaposlenim, izvaja pa se v Centrih za informiranje in poklicno svetovanje (v nadaljevanju CIPS),

na informativnih mestih ter v informativnih kotičkih.

CIPS

Namen CIPS-a je zagotoviti tako mladim, ki se prvič odločajo za poklic, kot odraslim (brezposelnim ali zapos-

lenim), ki spreminjajo svojo poklicno kariero, iščejo novo zaposlitev ali želijo nadaljevati šolanje, prave in zadostne

informacije za lažje samostojno odločanje. V pomoč je tudi poklicnim svetovalcem, svetovalcem zaposlitve, ki

potrebujejo informacije za doseganje boljših delovnih rezultatov, kot tudi vsem drugim zainteresiranim. Informacije

so v CIPS-u na voljo na različnih medijih: od pisnih gradiv, interneta, do različnih video prikazov. V letu 2010 je v

CIPS-ih informacije osebno ali po telefonu poiskalo ali bilo deležno svetovanja 92.966 uporabnikov.

V enajstih letih delovanja se je oblikovala mreža 26-ih centrov in 13 info točk. V letu 2010 so delovali CIPS-i

v Ljubljani, Mariboru, Murski Soboti in Kopru ter CIPS-informativna mesta, ki so delovala v naslednjih

krajih po Sloveniji: Brežice, Domžale, Jesenice, Kamnik, Kočevje, Kranj, Lendava, Postojna, Ptuj, Ribnica,

Slovenska Bistrica, Škofja Loka in Velenje. V prej navedenih mestih delujejo CIPS-i v okviru Zavoda, v

naslednjih pa v sodelovanju s partnerji v njihovih prostorih. Ti kraji so: Celje, Idrija, Nova Gorica, Novo

mesto, Radlje ob Dravi, Slovenj Gradec, Šmarje pri Jelšah, Tolmin, Zagorje in Žalec. Partnerji so ljudske

univerze, regijske razvojne agencije, knjižnice, občine.

Zaposlovanje tujcevZaposlitev ali delo tujca v Sloveniji je mogoče le, če tujec predhodno pridobi delovno dovoljenje. Na podlagi

določil Zakona o zaposlovanju in delu tujcev (ZZDT) in podzakonskih aktov je za izdajo vseh vrst delovnih

dovoljenj in vodenje evidence zaposlitev in dela tujcev pristojen Zavod.

Delovno dovoljenje ni potrebno le, če tako določata zakon ali mednarodna pogodba. To velja za zaposlovanje

delavcev iz držav članic EU in držav članic EGP ter Švice. Delavci teh držav so pri zaposlovanju oziroma

iskanju zaposlitve izenačeni z domačimi delavci. Pravico do prostega dostopa na trg dela (brez potrebnega

delovnega dovoljenja) imajo tudi družinski člani državljanov držav članic EU, EGP ali Švicarske

konfederacije, ki so državljani tretjih držav.

V letu 2010 je bilo skupaj izdanih 40.688 delovnih dovoljenj, kar je za 30,7 % manj kot v letu 2009. V letu

2010 se je povečalo le število izdanih osebnih delovnih dovoljenj, drugih vrst dovoljenj pa je bilo zaradi

poslabšanja razmer v gradbeništvu in predelovalnih dejavnostih manj kot v predhodnem letu. Zavod je v letu

2010 izdal 14.709 osebnih delovnih dovoljenj, kar je 75,1 % več kot leta 2009. Dovoljenj za zaposlitev je bilo

izdanih 18.636 ali 52,9 % manj kot v letu 2009.

Večino oseb s temi dovoljenji so predstavljali delavci, ki so že dalj časa na delu v Sloveniji in so le podaljšali

svojo zaposlitev. Dovoljenj za delo pa je bilo v letu 2010 tudi zaradi sprejete Uredbe o omejitvah in prepovedih

zaposlovanja in dela tujcev izdanih kar za 36 % manj kot v letu prej, in sicer je bilo v letu 2010 izdanih 4.859

dovoljenj, medtem ko je bilo leta 2009 izdanih 7.595 dovoljenj. Največ dovoljenj za delo je bilo izdanih

poslovodnim delavcem, katerih število se je glede na leto 2009 nekoliko zmanjšalo, izrazito se je zmanjšalo tudi

število dovoljenj za sezonska dela v gradbeništvu – razlog za upad je sprejeta Uredba o omejitvah in prepovedih

zaposlovanja in dela tujcev, ki ni dovoljevala izdaje dovoljenj za sezonska dela vse do konca leta 2010. Konec

leta 2010 je bilo veljavnih 73.962 delovnih dovoljenj, kar je za 5,7 % manj kot ob koncu leta 2009, od tega se

beleži povečano število veljavnih osebnih delovnih dovoljenj, ki je za 27,3 % večje kot leto poprej. Ob koncu

leta 2010 je bilo veljavnih osebnih delovnih dovoljenj 56.623, leta 2009 pa 44.463. Izdanih prijav dela na

podlagi pogodbenih storitev tujcev (tuji umetniki in poklicni ustvarjalci, sejemske storitve, interventne storitve,

storitve, vezane na dobavo blaga in servisiranje) je bilo v letu 2010 2.484.

Čeprav se pričakovanja o velikem prilivu delavcev iz EU na delo v Sloveniji niso uresničila, pa se je v letu

2010 v Sloveniji po podatkih ZZZS zaposlilo 4.250 državljanov držav članic EU. Med njimi je bilo največ

državljanov iz novih članic (Bolgarija, Slovaška, Romunija), ki so večinoma opravljali podobna dela kot tujci

iz tretjih držav (gradbeništvo, mednarodni transport, kovinska industrija). Iz starih članic so se v Sloveniji

večinoma zaposlovali strokovnjaki in vodstveni delavci v mešanih družbah. Največ delavcev je prišlo iz

Bolgarije (2.016), Slovaške (609), Romunije (484), Madžarske (345), Italije (215) ter Poljske (182).

Mednarodno sodelovanje 

V letu 2010 je Zavod nadaljeval aktivno delo na ključnih področjih mednarodnega povezovanja in

sodelovanja: 

• Mednarodno sodelovanje na ravni EU je – kot prvo in najobsežnejše – obsegalo redno delovno in

strokovno povezovanje v mreži javnih služb za zaposlovanje (JSZ) iz držav članic, ki ga koordinira

Evropska komisija (EK). Osrednja vsebina tega sodelovanja je krepitev vloge JSZ pri uresničevanju

evropskih smernic za rast in zaposlovanje, sodelovanje z EK pri izvajanju skupnih aktivnosti,

izmenjava informacij in dobrih praks. Program dela mreže JSZ je obsegal redne delovne sestanke,

med katerimi sta dve srečanji generalnih direktorjev JSZ, študije, za katere smo informacije

prispevale tudi JSZ, seminarje in posvete na različne strokovne teme (npr. prilagajanje JSZ na krizne

razmere, izzivi JSZ pri izvajanju nove evropske strategije zaposlovanja 2020, nova znanja za nova

delovna mesta, znanja in spretnosti za zelena delovna mesta, varna prožnost, preprečevanje

dolgotrajne brezposelnosti idr).

Zavod se je aktivno vključeval v vse navedene aktivnosti. Vključen je bil tudi v delovno skupino

mreže JSZ Nova znanja za nova delovna mesta , z nemško JSZ pa je sodeloval pri vzdrževanju

spletnih vsebin Reform monitor. V letu 2010 smo sodelavci Zavoda na ravni institucij EU pokrivali

še naloge imenovanih predstavnikov RS v delovni skupini EMCO za indikatorje in v delovni skupini

LMP Db (evropska baza podatkov o APZ) pri Eurostatu.

• V okviru drugega področja mednarodnega sodelovanja, tj. dvo- in večstranskega strokovnega

povezovanja z JSZ, je Zavod aktivno sodeloval v svetovnem združenju JSZ WAPES (World

Association of Public Employment Services), zlasti na strokovnih srečanjih in delavnicah v

organizaciji regijskega WAPES-a za Evropo. Organizirali smo študijske obiske naših strokovnih

sodelavcev v avstrijsko in nizozemsko JSZ. Aktivno smo sodelovali v že utečenih oblikah

povezovanja med JSZ Jugovzhodne Evrope in Zahodnega Balkana, v okviru katerega deluje poseben

center za izmenjavo informacij s sedežem v Beogradu. Na Zavodu smo gostili več obiskov kolegov iz

drugih JSZ (Slovaška, Črna gora, Srbija, BiH) ter s svojimi predstavniki sodelovali v mešanih

delovnih skupinah za pripravo bilateralnih sporazumov s področja socialne varnosti s Srbijo, Črno

goro in BiH.

• Tretje področje aktivnosti je usmerjeno v sodelovanje Zavoda pri mednarodnih projektih, ki jih

(so)financira EK oziroma EU iz posebnih programov. V letu 2010 se je zaključil projekt Enotni

informacijski prostor za iskalce zaposlitve, katerega nosilec je bil Zavod, partnerja pa JSZ iz

Nizozemske in Bolgarije. Kot partner smo sodelovali z avstrijskim zavodom v projektu Učenje od

najboljših – primerjave med JSZ. Zavod je na osnovi posebne pogodbe z Evropsko komisijo izvajal

naloge nacionalnega centra za poklicno orientacijo, ki je vključen v širšo mrežo nacionalnih centrov

držav članic EU (Euroguidance). Nacionalni center Euroguidance Slovenia zagotavlja informacije o

možnostih usposabljanja in izobraževanja v drugih evropskih državah, prav tako pa smo preko te

aktivnosti strokovno sodelovali s podobnimi centri v drugih članicah EU (seminarji, strokovni

obiski, izmenjava izkušenj in dobrih praks ipd.).

• Na regionalni ravni smo bili vključeni v dva projekta čezmejnega sodelovanja z Avstrijo: Expac in

GoodNews (prvi je namenjen krepitvi povezovanja med regijskimi službami za zaposlovanje, drugi pa

promovira zaposlovanje žensk v poklicih, ki jih tradicionalno zasedajo moški) ter v priprave

projektov za čezmejno sodelovanje s Hrvaško. Sodelovali smo še v aktivnostih transregionalnih

projektov za izmenjavo dobrih praks med institucijami trga dela, v aktivnostih različnih projektov

Leonardo da Vinci ter posameznih strokovnih mrež (npr. Academia).

Welcome to the Employment Service of Slovenia.

For twelve years now, the Employment Service of Slovenia (ESS) is compiling an overview. The

publication provides condensed information on the ESS work in the previous year. The same was done

for 2010.

Last year, 2010, was a very busy and demanding one for ESS staff as the economic circumstances and

consequently employment opportunities have not yet improved. The financial and economic crisis, which

made it strongly felt in every aspect of our life and work, has in 2010 brought with it a considerable rise

in the number of unemployed persons, primarily as a result of the end of fixed-term employment

contracts, workers being made permanently redundant, and bankruptcies.

Despite the considerable growth in the number of new ESS clients, we have been able to adapt to the

new circumstances on the labour market by reassigning staff through the reorganisation of work and the

creation of mobile teams, with the aim of relieving pressure on the unemployed and ensuring that they

receive social security as quickly as possible.

We are able to say that the ESS successfully handled the increased volume of work and, moreover, also

carried out a series of additional activities. The main objective of the ESS as a public employment service

is to help people find appropriate employment and employers find the right candidates for their

vacancies, and to do this as efficiently and effectively as possible. The ESS’s main activity is the brokering

of employment and work. Since the structural disparity that exists on the labour market (i.e. the

disparity between supply and demand) makes it impossible to cover all needs of employers, the ESS also

carries out other activities whose main objective is to increase the employment opportunities of the

unemployed. These mainly come under the heading of ‘active employment policy’, which are of benefit

to both unemployed and employers as they stimulate new employment by means of various financial

incentives.

In 2010 we continued with the development and upgrading of a number of services that enabled us to get

even closer to the widest circle of ESS users. Among important projects we would like to mention the

Contact Centre, which enables the ESS to increase the accessibility and quality of the services it provides

to users: quick and effective decision-making depends on up-to-date information promptly delivered.

As part of the modernisation process, a number of other important projects have been developed. These

include: introducing a single information space for jobseekers, thus enabling unemployed persons to

apply electronically and submit electronic requests for unemployment benefit; setting up the ESS

Education Centre, which will help us to strengthen ESS staff skills; raising the quality of services by

recruiting 45 new employment advisors; and establishing an ‘infopoint’ for foreigners, through which we

offer core information on employment, residence and status for foreign persons. In addition to 20

employment fairs, we also organised 34 meetings with employers around Slovenia, presenting current

topics of interest to employers.

Previous year was filled with new challenges; there is uncertain period ahead of us. At the ESS we will do

our best to work efficiently for the benefit of all, with whom we cooperate or collaborate. We believe

that by offering high-quality job-broking services to the unemployed and employers, by implementing

targeted active employment policy measures, and by implementing other tasks and activities in the public

interest, we can contribute to efficient decrease of unemployment and enhancement of employment.

Legal foundations for ESS workThe activities of the ESS are set out in the Employment and Insurance against Unemployment Act (OGRS, No

107/06 – UPB1, ‘the Act’).

The tasks of the ESS and its authorisations to perform activities in the areas of employment, employment

programmes, careers guidance, unemployment insurance, and the employment and work of foreign workers are

regulated by numerous laws, rules and other regulations.

In addition to laws and regulations directly governing employment, the ESS also performs its duties on the

basis of laws and regulations from related fields of social activity. These include the Pension and Disability

Insurance Act, the Healthcare and Health Insurance Act, the Employment and Work of Aliens Act, the

Vocational Rehabilitation and Employment of Disabled Persons Act, school legislation (careers guidance,

advice and education), labour regulations (redundant workers, trainee periods, employment contracts,

inspections, etc.), and welfare regulations (maternity benefits, calculations of income limits, cadastral income,

revaluation, etc.). EU legislation is also observed.

The Employment and Insurance against Unemployment Act was replaced by the Labour Market Regulation

Act (Official Gazette of the Republic of Slovenia, No. 80/2010), adopted on October 12, 2010 and in force

since January 1, 2011.

This act regulates government measures in the labour market with which the performance of public services in

the field of employment and active employment policy measures as well as the functioning of the

unemployment insurance system are provided, the providers of measures are determined, the conditions and

procedures for exercising certain rights and services determined hereunder are prescribed, the method for

financing measures, the monitoring, assessment and supervision of their implementation is determined, and also

the referral of workers to another user is regulated.

The tasks of the ESS are laid down in the ESS Business Plan, which is adopted by the Administrative Board. Its

basic document is the ESS Statute.

Organisation of the ESS

The ESS is an independent legal entity with public institute status that operates uniformly across the entire

country. It was founded pursuant to Article 61 of the Act. The ESS head office is located at Rožna dolina,

cesta IX/6, Ljubljana.

The organisational and functional aspects of ESS operations take place on three levels: at ESS head office,

where the management and the Central Office are located, in regional offices and in local offices throughout

Slovenia.

broking, employment advice, rights stemming from unemployment insurance, the implementation of

employment programmes, and careers guidance for young people and adults.

professional and operational help to LOs in their territory, and work with

The management of the ESS ensures organisation, management and a professional approach in the

application of the Act and of other laws and regulations whose provisions relate to ESS activities.

The post of acting Director General was in 2010 occupied by Lučka ŽIŽEK (until April 2, 2010 the post

of Director General was occupied by Marija Poglajen); the post of deputy Director General was occupied

by Mavricija BATIČ.

Under the Statute, the administrative bodies of the ESS are the Administrative Board and the Director

General.

Educational structure of ESS staff

Funding of the ESSArticle 60 of the Act sets out the funding of ESS activities. The sources of funding for unemployment

benefits, unemployment assistance and other transfers to unemployed persons are provided partly from

employees’ and employers’ contributions from wages and partly from other national budget sources.

The level of employment-related contributions remained unchanged in comparison with previous years. In 2010 funds

realised and collected through contributions amounted to EUR 28,388,414 (source: Public Payments Administration

report), or 12.28% of the funds required to finance rights stemming from unemployment insurance.

Funding for measures and activities carried out by the ESS in the frame of the active employment policy are

determined on the basis of contracts signed with the Ministry of Labour, Family and Social Affairs

(MDDSZ) and the Ministry for Education and Sport.

EUR 392,054,285 were spent on the protection of unemployed persons and the implementation of active

employment policy programmes and scholarships from the 2010 national budget and European sources

(recorded in accordance with the cash flow accounting principle). Realisation of the funds used, which were

also recorded in accordance with the abovementioned principle, amounted to EUR 391,923,773.

Resources for the funding of the ESS professional tasks and operations in 2010 were also defined on the basis

of contracts signed with the MDDSZ. They were realised in the amount EUR 31,981,126, which covered

resources for the current ESS operations (EUR 31,231,765) and investments (EUR 869,128). A free of

charge transition of real estate at Ptuj in the amount of EUR 482,614 was carried out, which raises the value

of resources given in management by the Republic of Slovenia. In addition, we realised non-budget revenues

of EUR 4,566,858. This included revenues from projects, revenues from various legal bases (issuing of work

permits, Guarantee and Maintenance Fund), and revenues from the sale of goods and services on the market.

Total realisation therefore stood at EUR 36,547,984.

The resources used for the funding of the ESS professional tasks and operations amounted to EUR

31,111,997. The greatest share of funds used went on staff labour costs, which amounted to EUR

24,637,656. Material costs (including tax on a profit-making activity) amounted to EUR 6,474,342.

We can conclude from the above that revenues exceeded expenditure in 2010, i.e. the ESS recorded an

operating profit of EUR 119,768.

Modernisation process

Modernisation is a process which involves the ongoing adaptation of the ESS activities, interms of content and organisation, to the demands of an increasingly dynamic labourmarket; it also involves the introduction of new IT and communications technologies withthe aim of making the implementation of business processes and services more efficient forusers. The modernisation process is not a one-off task or project but an ongoing processwhose main objective is an efficient, user-friendly ESS.One of the most important projects in this area is the Contact Centre, which enables theESS to increase the accessibility and quality of its services for users by providing theappropriate information over the telephone. As part of the modernisation process, a numberof other important projects have been developed, including the establishment of a singleinformation space for jobseekers, which will upgrade and broaden ESS multi channel webperformance and services, the setting up of the ESS Education Centre, which will help us tostrengthen ESS staff skills, which is vitally important at a time of rapid changes on thelabour market. We have also raised the quality of services by recruiting 45 new employmentadvisors, enabling us to institute a more individual and personal approach to unemployedpersons and employers. We have established a stationary and mobile ‘info point’ forforeigners through which we will offer core information on employment, residence andstatus for foreign persons. Other projects could be mentioned here. In 2010 the NationalCoordination Point for the Life-long Career Guidance project was confirmed, with whichthe ESS will ensure quality and harmonised implementation of life-long career guidance. AModel for Taxonomy of Vocational Competences and Skills has been developed. Itconsists of tools which will enable linkage between employers’ and jobseekers’ demands onthe formal level of education, skills and competences. Furthermore, a Project office hasbeen established. It supervises projects and offers support to the project approach in allphases of the project work.

Employment and unemployment trends

In 2010 the economic situation, and here with employment opportunities in Slovenia, have not yet

improved. Crisis was most evident in the filed of building industry and related activities. Despite new

dismissal, the rise of unemployment was lower compared to 2009. There were 100,504 registered

unemployed persons on average in Slovenia in 2010 – 16.4% more than in 2009. A total of 110,021 people

were registered with the ESS at the end of the year. In comparison with 2009, the registered unemployment

rate rose by 1.6 percentage points to 10.7%.

In 2010, 109,174 unemployed persons newly registered with the ESS, or 4.6% less than in 2009. The

structure of new registrations has not changed significantly. The largest category of new registrations in 2010

consists of those persons whose fixed-term employment contracts had come to an end (40,841 persons, or

37.4%). The category of workers made permanently redundant and those unemployed as a result of

bankruptcies (27,018 new registrations, or 24.7% of the annual influx into unemployment) has decreased.

In addition to these categories, 16,787 new registrations, or 15.4% of the total, were from first-time

jobseekers and 24,528 (22.5%) were from unemployed persons who had registered for other reasons

(termination of employment contract by agreement, termination for reasons of fault, etc.).

There was a decrease in influx in all categories in comparison with 2009, except in the category registered on

the bases of other reasons: there were less registered workers made permanently redundant and those

unemployed as a result of bankruptcies (down 14.6%), unemployed persons after the end of their fixed-term

employment contract (down 9.5%), and first-time jobseekers (down 1.2%), and more registrations for other

reasons (up 18.3%).

Outflow from unemployment was in 2010 14.0% higher in comparison with 2009. A total of 95,825 persons

left the register, with 57,004 due to employment. A total of 32,130 people left or were removed from the

register for reasons other than employment; 6,691 people were transferred to other registers, 1,753 of whom

were transferred to the register of persons registered at the ESS pursuant to other regulations.

The unemployment structure changed in 2010. The shares of women and persons with the lowest levels of

education (I-II) continue to decrease. The shares of unemployed aged 26 or less and disabled also continue

to decrease, while the shares of long-term unemployed, unemployed persons who had lost their employment

for business reasons or because of bankruptcy, first-time jobseekers, and unemployed aged between 30 and

40, and aged 50 and more rose.

If we compare unemployment in Slovenia with that of other countries, we find that the survey-based

unemployment rate (calculated using the Eurostat method) was 7.3% in 2010. In the European Union (EU-

27), the unemployment rate was 9.6%, which means that the survey-based unemployment rate in Slovenia

was lower than the European average. The countries with a higher unemployment rate than Slovenia

included Spain (20.1%), Slovakia (14.4 %), Hungary (11.2%), Portugal (11.0%), France (9.7%), Poland

(9.6%), and Belgium (8.3%). Austria (4.4%), Luxemburg (4.5%), the Netherlands (4.5%), Cyprus (6.5%),

Malta (6.8%) and Germany (7.1%) all had lower unemployment rates.

The ESS basic activity is job-broking, which includes provisions by which the ESS ensures

suitable and motivated candidates in shortest possible time. These activities include

information, employment advice and the referral of candidates to job vacancies.

Services for employers:

Visits to employers: In order to fill vacancies with suitable candidates from the unemploymentregister, provide information on the state of the labour market and ensure partner-based cooperation,the ESS made 1,898 visits to employers in 2010.

Employment career fairs: In 2010 we actively participated in 20 employment and career fairs withthe aim of making a direct presentation of employment opportunities generally and those in specificsectors and of fostering direct contact between unemployed people and employers.

Meetings with employers: In order to present current trends on the local labour market, EURESactivities for employers, active employment policy measures, encouragement of employment of peoplewith disabilities, and presentation of e-services a total of 34 meetings with employers were held.

ESS eServices: In 2010 there were 6,891 employers registered for eServices at the ESS web page(www.ess.gov.si). In December evidence of vacancies and search for staff by eCV were enabled for atotal of 29,842 registered employers.

• Employers made a total of 2,819 CV searches by the end of 2010.

• A total of 137,282 job vacancies were registered electronically in 2010, which represents 75.9%of all vacancies recorded in 2010.

Registered job vacancies: In 2010 employers registered 174,613 vacancies – 8.2% more compared to2009. In cooperation with ESS 57,971 vacancies were registered.

Services for the unemployed:

Provision of advice to the unemployed: With intention to motivate, to efficiently include candidates inthe active employment policy measures, and to support career planning and guidance 710,553advisory sessions and 22,158 specialist counselling were made. To determine reasons for the launchof the process of obtaining a status of disabled person or of obtaining rights for employmentrehabilitation 6,188 treatments were made by rehabilitation counsellors. There were 3,537unemployed persons included in these treatments. 3,547 unemployed whose employability wasreduced due to the health reasons were included in health-related employment counselling.

Referring unemployed persons to job vacancies: In 2010 we forwarded 135,617 referrals and 20,209notices on the job vacancies to the unemployed. In order to provide information on vacancies in a quickway, we sent 143,944 electronic messages and 60,719 electronic mails to unemployed people in 2010.

In 2010 57,004 unemployed sign out of the register due to the employment reasons, 4,055 of themwere included in the public works.

ESS eServices: A total of 24,233 natural persons were registered with eServices at the end ofDecember 2010. These services are provided to unemployed people and to other users of onlineservices; there were 15,393 newly registered.

• eSvetovanje (‘eAdvice’) is a new online service providing useful information, advice and the latesttools, including questionnaires, online forms, interactive information search, the opportunity tosubscribe to regular information on vacancies. By the end of 2010 we have recorded 6,741registered users of ‘eSvetovanje’ services and 190,177 visits of the web service.

• eŽivljenjepis (‘eCV’) is a service through which a user can present his knowledge, skills, workexperience and employment wishes to potential employers. CVs can be saved in a variety ofelectronic formats (PDF, XML or RTF) and printed. If the user wishes, the online CV can beplaced in a jobseekers’ database which employers can search. Employers can contact users(jobseekers) through the e-mail box available as part of this service. If a jobseeker does not wishto provide personal data, he may use the ‘eCV’ service anonymously. By the end of 2010, 8,610 CVshad been entered in the jobseekers’ database.

The ESS website (www.ess.gov.si) provides a wealth of information on the labour market,

occupations, various measures aimed at increasing employment opportunities and interactive

services aimed at employers, unemployed people and those looking for a change of career.

They are also aimed at school students, their parents and others.   

Mid June 2010 a renewed website was published. The design of the ESS website has therefore

been throughout restored, many content changes have been introduced and additional

applicative novelties added, which make the website even more user-friendly and enable

simplified electronic management.  The renewed website is more transparent and attractive as

it is developed on the basis of latest design standards and is taking into account newest

website legalities.

The ESS website has become more and more practical from year to year. In 2010 an average

of 259,083 pages per day were viewed, twice as much as in 2009. The busiest section of the

site was ‘Job search’, which provides interactive access to information on vacancies and the

opportunity to subscribe to notifications on vacancies (via e-mail or RSS feed).

The ESS has implemented the Access to Information of a Public Character Act consistently and by allthe deadlines prescribed in the act. In 2010 we dealt with 38 written cases in line with the Access toInformation of a Public Character Act; we also provided daily direct communication through a specialinternet address to which all interested parties can send questions, initiatives, etc. In 2010 we prepared15,266 replies to queries sent to this address.

 Cooperation within the EURES network

EURES organised a number of information days for jobseekers on employment opportunities in EUand EEA countries; they also organised seminars for employers on current events on the labourmarket and the conditions and opportunities for employing foreign workers. With the help of EURES,the ESS organises cross border/international employment fairs in Slovenia, the most important ofthese being the international ‘Employment without Borders’ fair in Maribor attended by over 4,000jobseekers. Furthermore, EURES participation at the “Career” faire, carried out by the companyMoje delo, was very successful as EURES organised European village, which presented 11 EUMember States. At the 15th anniversary of EURES, the ESS in Maribor organised counselling onemployment possibilities for university graduates.EURES plays an important role in those crossborder regions in particular in which they operatecrossborder partnerships. These partnerships bring together public employment services andemployers’ and trade union organisations with the aim of providing support to crossborder migrantsand linking the labour markets of neighbouring countries. EURES operates the EURADRIApartnership between Slovenia and Italy. Crossborder EURES partnership between the Slovenia’scrossborder regions and Austria is as well intensive.

Employment measures

The ESS also carries out a number of active employment policy measures to provide those

unemployed persons who are less competitive on the labour market with the necessary additional

knowledge, skills and qualifications, and therefore improve their chances of finding work.

The programme of active employment policy measures for 2010 therefore contained activities

aimed towards achievement of the objectives of the Lisbon Strategy and optimum

implementation of the European Employment Strategy. The European Employment Strategy has

three objectives:

• full employment

• greater quality and productivity of labour

• social cohesion and inclusion.

EUR 115, 3 million were earmarked for active employment policy measures in 2010. Some 75,457

unemployed people were included in these measures (excluding inclusion in the Vocational

Information and Counselling Centres (VICCs), general advice and information provision to

unemployed people, and health-related employment advice). 63,440 unemployed people were newly

included in the VICCs’ counselling.

The active employment policy programme for 2010 envisaged four measures:

Measure 1 (ADVICE AND ASSISTANCE IN JOBSEEKING) is carried out with the aim ofproviding advice and assistance to individuals who are looking for work and of informing them ofvocational opportunities. It involves detailed and thorough work with specific groups of people toimprove their employment opportunities and remove any barriers to jobseeking that they mayencounter. Another purpose of the measure is to present and implement activities within the activeemployment policy programme. In 2010, 16,203 people were involved in this measure. Targetgroups: Jobseeking advice and assistance is aimed at all unemployed people and those looking forwork or information on occupations and the requirements of the labour market.

The purpose of Measure 2 (TRAINING AND EDUCATION) is to increase employability andcompetitiveness on the labour market by enabling participants to acquire new knowledge, skills andabilities, and to raise the education and qualification level of those in employment and those out ofwork. In 2010, 28,031 people were involved in this measure. Target groups: This measure is aimedat unemployed people who do not have any vocational qualifications or are from occupations withsurplus of supply, young unemployed people under 25 years of age, young people without workexperience, recipients of social assistance payments and unemployment benefit, and other difficult-to-employ people, particularly members of the Roma community, disabled people and people with arecognised employment handicap.

The purpose of Measure 3 (PROMOTING EMPLOYMENT AND SELF-EMPLOYMENT) isto promote self-employment by unemployed people who, after training, wish to become self-employed in order to realise a small business idea, promote the employment of difficult-to-employcategories of unemployed person, particularly recipients of social assistance payments, increaselabour market flexibility by encouraging new forms of employment, increase regional and sectoralmobility, maintain jobs and support the restructuring of companies. Activities within this measuregenerally constitute a form of state aid; they are therefore implemented in accordance with the rulesapplying to the allocation of state aid. In 2010, 24,482 people were involved in this measure.Participation in this measure means immediate employment. Target groups: This measure isaimed at the long-term unemployed, recipients of social assistance payments, unemployed peopleover the age of 50, young people under the age of 25 and first-time jobseekers, particularly thosewithout the appropriate education for the needs of the labour market, workers in the process oflosing their employment, disabled people, members of the Roma community, other persons with arecognised employment handicap.

The purpose of Measure 4 (PROGRAMMES TO INCREASE SOCIAL INCLUSION) is toencourage social inclusion, and therefore to realise and establish activities and projects to create anenvironment that will motivate people to become active and in which they will be able to find workmore easily and quickly, at the same time enjoying the necessary level of social security. In 2010,6,741 people were involved in this measure. Participation in this measure also means immediateemployment. Target groups: This measure is aimed at the long-term unemployed, recipients ofsocial assistance payments, unemployed people over the age of 50, young people under the age of25 and first-time jobseekers, particularly those without the appropriate education for the needs of thelabour market, disabled people, members of the Roma community, and other persons with arecognised employment handicap.

The ESS is carrying out two intervention measures to deal with the economic and financial crisis: the

Partial Subsidisation of Full-Time Work Act and the Partial Reimbursement of Wage Compensation Act.

The first act entered into force on January 24, 2009 and the second on June 6, 2009. Employers submitted

applications for both government anti-crisis measures by March 31, 2010.

Supervisory Office

The Supervisory Office operates as an internal organisational unit of the ESS and carries out supervisory

activities in accordance with the regulations in this area.

Supervision encompasses four professionally distinct areas:

• supervision of the fulfilment of their obligations by unemployed persons

• supervision of the fulfilment of obligations ensuing from contracts that the ESS signs with legal andnatural entities in relation to the implementation of employment-related activities

• supervision of compliance of the work of individuals or organisational units within the ESS with legal

regulations and the ESS’s own by-laws.

In 2010 the Supervisory Office implemented activities according to the envisaged annual programme whereby

the supervision of contracts in the frame of intervention measures was prioritized.

In 2010 the Office completed 504 supervisory operations, or 14.5% more than in 2009 and 12% more than

planned. Three hundred and twenty-two supervisory operations involving unemployed persons were completed,

that is 19% more than in a previous year. There was a 13.7% increase of completed contract monitoring in the

frame of active employment policy programmes and in the frame of both intervention measures. 89 partial

reimbursements of wage compensation contracts, 24 partial subsidisation of full-time work contracts, 66 public

work contracts and 3 contracts in the frame of other programmes were supervised.

In the area of supervision of unemployed persons, measures were proposed in over 40% of cases, mostly

involving their removal from the register. In the area of supervision of contracts under intervention laws,

deficiencies were found in 30% of cases; these included the unjustified making of workers redundant,

exceeding of the permitted hours, and the non-payment of workers’ taxes and contributions. Identified

deficiencies of public work measures were after warnings successfully solved.

Rights from unemployment insuranceUnemployment benefit

The majority of the new claimants benefit owing to mass redundancies for business reasons, the termination

of fixed-term employment contracts and the large number of company bankruptcies.

In 2010 the right to unemployment benefit was exercised by 46,549 new claimants, which was 10,3% less

than in 2009:

• 26,589 whose employment was ended by employer (6% less than in 2009); 18,282 whose employment

contract had been terminated for business reasons (4% less than in 2009), and 5,442 who had become

jobless as a result of company bankruptcy (30.2% less than in 2009);

• 17,616 whose fixed-term employment had ended (21.5% less than in 2009)

At the end of the year there were 34,623 unemployment benefit claimants, that is 3,461 or 11.1% less than at

the end of 2009. At the end of 2010 there were 31.5% unemployment claimants out of total unemployed

people (by the end of 2009 there were 32.3% of employment benefit claimants among all unemployed). On

monthly average, 30,319 claimants received employment benefit in 2010, which is 10.9% more than in 2009.

Unemployment assistance

After the amendments to the Employment and Insurance Against Unemployment Act entered into force in

July 2006, unemployment assistance was no longer classed as a right stemming from insurance against

unemployment. Under the previous provisions, insured persons who were exercising the right to

unemployment assistance up to the entry into force of the amendments retained that right to the extent and

for the duration laid down in the regulations in force up to the entry into force of the amendments.

Likewise, insured persons whose right to unemployment assistance during unemployment has lapsed may,

after the reason for the lapse has ended, request unemployment assistance for the remainder of the period of

receipt of unemployment assistance. Therefore, the number of beneficiaries is decreasing – on average 6

beneficiaries were eligible for the unemployment assistance in 2010.

VICCs

The aim of VICCs is to provide young people making their first decision on their future occupation, as well as

adults (unemployed and those in employment) changing their professional career, seeking new employment or

wishing to continue their education, with accurate and sufficient information to make it easier for them to take

decisions independently. They are also of assistance to careers counsellors, to employment advisers, who need

information in order to improve their work results, and to other interested parties. VICCs provide information in

a variety of forms: in written form, on the internet and through a variety of video presentations. At VICCs in

2010, 92,966 users searched for information personally or by telephone, or were provided with advice.

Careers guidance

Careers guidance at the ESS is intended primarily for unemployed people who require assistance in pursuing a

career. We provide users of this service with all the information they need to plan their career path. We offer

support and assistance in setting goals and achieving them, whether in employment, education, training or the

acquisition of skills that ease an individual’s transition from unemployment to employment, education and

training, or from education to the labour market.

Work with the unemployed takes place on a one-to-one or group basis depending on the goals we wish to

achieve. A portion of careers guidance is given over to all those that desire assistance in planning employment,

education and training, as well as those of school age and the employed, and is provided at Vocational

Information and Counselling Centres (VICCs), at information points and information booths.

Over a period of 11 years, a network of 26 centres and 13 info-points has been established. In 2010 VICCs

operated in Ljubljana, Maribor, Murska Sobota, and Koper, with CIPS info-points operating in the following

towns throughout the country: Brežice, Domžale, Jesenice, Kamnik, Kočevje, Kranj, Lendava, Postojna,

Ptuj, Ribnica, Slovenska Bistrica, Škofja Loka and Velenje. In these towns, the VICCs operate within the

framework of the ESS. In the following towns, they operate in cooperation and share premises with partners:

Celje, Idrija, Nova Gorica, Novo mesto, Radlje ob Dravi, Slovenj Gradec, Šmarje pri Jelšah, Tolmin, Zagorje

and Žalec. Partners are public universities, regional development agencies, libraries, and municipalities.

Employment of foreign workersA foreign person may only be employed or work in Slovenia if he/she acquires a work permit in advance.

Pursuant to the provisions of the Employment and Work of Aliens Act and the relevant implementing

regulations, the ESS is responsible for issuing all types of work permit for and keeping records on

employment and work performed by foreign workers.

A work permit is only not required when so determined by law or international agreement – for example, in the case

of the employment of workers from EU and EEA Member States and from Switzerland. In employment and

jobseeking, workers from these countries have a status equal to local workers. Family members of citizens from EU

and EEA Member States and from Switzerland who are citizens of third countries also have the right to free access to

the labour market in Slovenia without the need to acquire a work permit.

In 2010 a total of 40,688 work permits were issued, a fall of 30.7% on the previous year. Only the number of

personal work permits increased; owing to the deterioration of conditions in construction and manufacturing,

there were fewer other types of permit issued than in 2009. In 2010 the ESS issued 14,709 personal work permits,

an increase of 75.1% on 2009. A total of 18,636 employment permits were issued, 52.9% fewer than in 2009.

Most people with these permits were workers who had already been working in Slovenia for some time and

were merely extending their employment. Due to the adoption of the Decree on restrictions and prohibition of

employment and work of aliens there were 36% less work permits issued in 2010 compared to a previous year.

There were 4,859 permits issued in 2010, while there were 7,595 permits issued in 2009.

Most permits for work were issued to managerial staff, whose numbers did not fall significantly from the 2009

figure, while the number of permits issued for seasonal construction work decreased markedly due to the

adoption of the Decree on restrictions and prohibition of employment and work of aliens not permitting issuing

seasonal work permits till end of 2010. There were 73,962 work permits in force at the end of 2010, 5.7% fewer

than at the end of 2009. Of this number, there was a 27.3% increase of personal work permits compared to a

previous year. By the end of 2010 there were 56,623 valid working permits, in 2009, 44,463.

There were 2,484 work registrations on the basis of contractual services carried out by foreigners (foreign

artists and vocational artist, fair services, intervention services, services related to the supply of goods and

servicing) issued in 2010.

Although there have been expectations of a large influx of workers from the EU into Slovenia in recent years, this

has not occurred. According to figures from the Health Insurance Institute of Slovenia, 4,250 citizens of EU

Member States were employed in Slovenia in 2010. Of this number, most came from the new Member States

(Bulgaria, Slovakia, Romania) and were mostly engaged in activities similar to those performed by foreign workers

from third countries (construction, international transport, metal industry). Most of the workers from the old

Member States were employed as experts and managers in mixed companies. Most workers arrived from Bulgaria

(2,016), Slovakia (609), Romania (484), Italy (215), Hungary (345), and Poland (182).

International cooperation

In 2010 the ESS continued to work actively in key areas of international integration and cooperation:

• International cooperation at the EU level – as the first and most extensive – encompassed regular working and

professional links within the network of public employment services of Member States, coordinated by the

European Commission (DG Employment, Social Affairs and Inclusion). The central element of this

cooperation is the strengthening of the role of public employment services in realising European guidelines for

growth and employment, cooperation with the European Commission in the implementation of joint

activities, and the exchange of information and good practice. The programme of work of the network of

public employment services also encompassed regular working meetings of employment service

representatives, among which two meetings were held on the network director general level, studies

containing information supplied by public employment services among others, and seminars and conferences

on different specialist topics (e.g. the response of public employment services to the crisis and prompt action

to prevent unemployment, the challenges facing the network in relation to the implementation of the new

European Employment Strategy 2020, in relation to new skills for new jobs, knowledge and skills for green

jobs, flexicurity, prevention of long-term unemployment, etc.).

The ESS was actively involved in all the above mentioned activities. It was also part of the public employment

services’ working group on New Skills for New Jobs and has cooperated with the German public employment

service on maintaining web pages Reform Monitor. In 2010 ESS associates performed tasks at the EU

institution level as appointed national representatives in working bodies, specifically the EMCO working

group for indicators, and the LMP Db working group (European active employment policies database) at

Eurostat.

• As part of the second area of international cooperation, bilateral and multilateral professional links with

public employment services, the ESS played an active role within WAPES (World Association of Public

Employment Services), in particular at professional meetings within the regional European branch of WAPES

for Europe. We have organized study visits for our professional staff at the Austrian and the Netherlands

public employment services. We took an active part in established forms of integration between public

employment services in South-Eastern Europe and the Western Balkans, within which a special centre for the

exchange of information, based in Belgrade. The ESS hosted visits from colleagues from other public

employment services (Slovakia, Montenegro, Serbia, and Bosnia and Herzegovina). Our representatives also

took part in international working groups for the preparation of bilateral agreements in the field of social

protection for Serbia, Montenegro, and Bosnia and Herzegovina.

• The third area of activities is directed towards participation of the ESS at international projects (co-)financed

by the European Commission or EU from special programmes. In 2010 the project Single Information Space

for jobseekers was completed. The ESS was acting as the main institution, with the partners being the Dutch

and Bulgarian public employment services. We also cooperated, as a partner, with the Austrian employment

service within the ‘Learning from the Best – Comparisons Between Public Employment Services’ project.

Pursuant to a special agreement with the European Commission, the ESS acted as the national careers

guidance centre within the wider network of national centres of Member States (Euroguidance). The

Euroguidance Slovenia national centre provides information on training and education opportunities in other

European countries. Through these activities we also cooperated at a professional level with similar centres in

other EU Member States (seminars, professional visits, exchange of experiences and good practice, etc.).

• At the regional level we were also involved in the ‘GoodNews’ and ‘Expac’ crossborder cooperation projects

with Austria (the first project is aimed at promoting the inclusion of women in professions and posts

traditionally occupied by men, the second is aimed at fortifying integration of regional employment services),

and in the preparation of crossborder cooperation with Croatia. We have also participated in the activities of

transregional projects for the exchange of good practices between the intuitions in the labour market, in the

activities of different Leonardo da Vinci projects, and in individual professional networks (e.g. Academia).
