Senator Scott Oelslager announces Passage of House Bill 318Senator Scott Oelslager (R-North Canton) has announced theSenate passage of House Bill 318, legislation to help increasesecurity measures in Ohio schools.
House Bill 318 establishes 40 hours of specialized training forschool resource officers and permits them to provide a range ofservices to the schools they serve.
Senate amendments to the bill give greater flexibility for training,and permits law enforcement officers who are certified by thePeace Officer Training Commission to teach the training course.
The school resource officer training includes:• School campus design, school building security needs and characteristics;
• The nuances of law enforcement functions conducted inside a school environment, including understanding the psychological and physiological characteristics consistent with the ages of the students in the assigned building or buildings, de-escalation techniques, and behavior management strategies;
• The mechanics of being a positive role model for youth, including appropriate communication techniques which enhance interactions between the school resourceofficer and students;
• Classroom management techniques to provide law-related education to students and methods for managing the behaviors sometimes associated with educating children with special needs.
Additionally, the bill now includes an increase in school safety grants from $10 million to $12 million.
"Parents send their children to school each day with the expectation that every step istaken to ensure their safety," said Oelslager, co-sponsor of the legislation. “The amend-ments, that my Senate colleagues and I worked together to include, take the additionalstep to maximize our resources and enhance safety and security for our schools.”
House Bill 318 will now go back to the House of Representatives for a vote on concurrence.
