In the life of an institution, a year is nothing. There are just 365 days to go through the

daily routine and, in general, that does not lea-ve much trace.

In business life, certainly not a year, but also a day, an hour are important and have their value, because they are loaded with the dynamics, energy and impetus of the business, of the entrepreneurs for whom each momen-tum is precious and valuable.

On 8 January 2009 a group of businessmen would meet for the fi rst time and would set up a working group, which had the task of pre-paring the necessary documentation for the creation of the Organization of the Albanian Employers “BiznesAlbania” and the call of the General Assembly which should elect the lea-ders of this organization.

After about 2 years of intensive negotia-tions, drafting and reviewing the Establishment Act and Statute of BiznesAlbania, the initiators of the establishment of this organization, de-cided to submit for registration in the District Court of Tirana, the Establishment Act and the

Statute of the Organization of Employers of Al-bania “BiznesAlbania”. A great help and sup-port during this process has also given DECP (Dutch Employers Cooperation Programme), represented by senior advisor in this organisa-tion Mr. Jean Marie STANDAERT.

On 7 December 2011, the Court decided the recognition as a legal entity of the Organization of Employers Albania “BiznesAlbania”. So af-ter a relentless work, it was born the new and all inclusive organization of the employers of Albania.

Over twenty professional and sector or-ganizations which constitute about 80% of the GDP of Albania, were present at this meeting . They elected the management which would represent them and who would now speak in a single voice and to be named “The Voice of Albania Business”, “BiznesAlbania”.

Në jetën e një institucioni, një vit nuk është asgjë. Janë thjesht 365 ditë që kalojnë

nëpër rutinën e përditshme dhe që, në përgji-thësi, nuk lënë shumë gjurmë.

Në jetën e biznesit, sigurisht që jo viti, por edhe dita, edhe ora janë të rëndësishme dhe kanë vlerën e tyre, sepse janë të mbartura me dinamikën, energjinë dhe vrullin e biznesit, të sipërmarrësve, që e kanë të shtrenjtë dhe të vlefshme çdo nënfish të njësisë matëse të ko-hës.

Në 8 janar 2009 një grup biznesmenësh do të mblidhen për herë të parë dhe do të ngren një grup pune, i cili kishte si detyrë përgatitjen e dokumentacionit të nevojshëm për krijimin e Organizatës së Punëdhënësve të Shqipërisë “BiznesAlbania” dhe thirrjen e Asamblesë së Përgjithshme e cila duhet të zgjidhte drejtuesit e kësaj organizate.

Pas rreth 2 vjetësh të negociatave intensive, hartimit dhe rishikimit të Aktit të Themelit dhe të Statutit të BiznesAlbanias, iniciatorët e kriji-mit të kësaj organizate, vendosën të dërgojnë për regjistrim në Gjykatën e Rrethit Gjyqësor Tiranë, Akt Themelin dhe Statutin e Organi-zatës së Punëdhënësve të Shqipërisë “Bizne-

sAlbania”. Një ndihmesë dhe mbështetje të madhe gjatë këtij procesi ka dhënë edhe DECP (Programi Bashkëpunimit i Punëdhënësve Hol-landez), e përfaqësuar nga këshilltari i lartë në këtë organizëm, Z. Jean Marie Standaert.

Në 7 Dhjetor 2011, Gjykata vendosi, njohjen si person juridik të Organizatës së Punëdhënë-sve të Shqipërisë “BiznesAlbania”. Pra pas një pune këmbëngulëse, lindi organizata më e re dhe më gjithë përfshirëse e punëdhënësve të Shqipërisë. Në 17 Shkurt 2011, u zhvillua edhe mbledhja e parë e Asamblesë së Përgjithshme të Anëtarëve të kësaj Organizate, në të cilën u zgjodhën edhe organet drejtuese të saj.

Mbi njëzetë organizata sektoriale dhe pro-fesionale që zënë rreth 80% të GDP-së së Shqi-përisë, ishin prezente në këtë mbledhje të cilat do të zgjidhnin drejtuesit që do ti përfaqësonin. Ata përfaqësues të cilët tani e tutje do të flisnin si një zë i vetëm dhe që do të quhej “Zëri i Biz-nesit të Shqipërisë”, “BiznesAlbania”.

Krijimi i “BiznesAlbanias” bëri jehonë në media, pasi ishte hera e parë që në Shqipëri krijohet një organizatë “ombrellë” punëdhënë-sish.

“BiznesAlbania” pavarësisht se është një organizatë e re, në një kohë fare të shkurtër ka krijuar lidhje me organizatat homologe të rajonit dhe me institucione ndërkombëtare, të cilat e kanë mbështetur në misionin e saj.

për fuqizimin e një organizate punëdhënësish.Disa nga aktivitetet e zhvilluara me DECP

janë:Seminar “Bërja dhe mbajta e anëtarëve,

strategjitë e komunikimit dhe marketingut për shoqatat e biznesit”, i zhvilluar në 30 qershor – 01 korrik 2011, në Tiranë.

Rreth 20 anëtarë të dhe staf i BiznesAlbanias morën pjesë në këtë seminar, të organizaur nga BiznesAlbania me mbështetjen financiare të DECP. Expertët e ardhur nga Brukseli, Prof. Erik Van Vooren dhe Ronald Driesen, dhanë eksperiencat e tyre për mënyrën e tërheqjes dhe mbajtes së anëtare në një organizatë. Në përfundim të aktivitetit ata morën vlerësimet më të larta nga pjesëmarrësit. Në aktivitet mori pjesë dhe përfaqësuesi i DECP që mbulon Shqipërinë Z.Jean Marie Standaert.

Seminar “Si të përgatitësh një buletin informativ për anëtarët e shoqatës”, i zhvilluar në 14 – 15 shtator 2011, në Tiranë.

Ky seminar u organizua nga BiznesAlbania me mbështetjen financiare të DECP. Seminari drejtohej nga përfaqësuesi i DECP, Z.Jean Marie Standaert, i cili pas një tabloje të përgjithshme për rëndësinë e një buletini informativ për një organizatë, prezantoi tek pjesëmarrësit programet

e specializuara që përdoren për përgatitjen dhe publikimin e një buletini. Pjesëmarrësit në fund deklaruan se ky seminar ishte mjaft i dobishëm për ata në dobi të organizatave që përfaqësonin.

Seminar “Trajnimi i trajnuesve për kushtet e sigurisë dhe shëndetit në punë”, i zhvilluar në 10 – 11 nëntor 2011, në Tiranë.

BiznesAlbania në bashkëpunim dhe me mbështetjen financiare të DECP, organizoi një seminar për trajnimin e trajnerëve të ardhshëm të saj për kushtet e sigurisë dhe shëndetit në punë. Qëllimi ishte të fillohen programe trajnimi në fushën e sigurisë dhe shëndetit në punë, në kuadër të një politike të re parandalimi në Shqipëri. Lektori ndërkombëtar belg i specializuar në vlerësimin e risqeve, u tregoi të pranishmëve eksperiencën ndërkombëtare në parandalimin e rreziqeve në punë. i pranishëm në seminar ishte edhe menaxheri i DECP për Shqipërinë Z.Jean Marie Standaert. • Mision i përbashkët midis DECP dhe CBi

(Agjenci e Ministrisë së Punëve të Jashtme të Hollandës për Promovimin e importeve nga vendet në Zhvillim), i zhvilluar në 27-30 mars 2012, në Tiranë. Përfaqësuesi i CBi Z.Reinoud Nuijten dhe përfaqësuesi i DECP Z.Jean Marie Standaert në prezencë të përfaqësuesve të BiznesAlbanias zhvilluan një takim me përfaqësuesin e Shoqatës së Eksportuesve të Shqipërisë Z.Alban Zusi. Në këtë takim u diskutuan propozime të ndryshme për të bashkëpunuar në të ardhmen me CBi për projekte të ndryshme.

Seminar në kuadër të projektit rajonal BOSMiP 3, “Zhvillimi Ekonomik dhe Politikat e Mbrojtjes së Mjedisit”, i zhvilluar në 24 – 25 Mars 2011, Tiranë.

Në këtë seminar morën pjesë ekspert nga organizatat e punëdhënësve të BusinessEurope, Sllovenisë, Greqisë, anëtar të BiznesAlbanias dhe ekspert shqiptarë të ftuar nga BiznesAlbania. Ekspertët e huaj prezantuan eksperiencat e vendeve të tyre në fushën e politikave për mbrojtjen e mjedisit dhe zhvillimit ekonomik, të fokusuar në SME-të dhe kërkesat e Bashkimit Europian për punëdhënësit. Pjesëmarrësit dhanë opinionet e tyre në lidhje me çështjet e diskutuara në këtë seminar dhe zgjidhjet e mundshme.

BOSMIP IV

Seminar në kuadër të projektit rajonal BOSMiP 4, “Efikasiteti i Energjisë”, i zhvilluar në 24 – 25 Nëntor 2011, në Shkup, Maqedoni dhe i organizuar nga Konfederata e Punëdhënësve

Univesitetit të Tiranës.Konferenca i është dedikuar promovimit

të SME-ve në Shqipëri. Konferenca u hap nga Presidenti i BiznesAlbanias Z. Luan Bregasi dhe më pas folën të ftuarit, Ministri i Ekonomisë Tregtisë dhe Energjitikës Z.Nasip Naço, Guvernatori i Bankës së Shqipërisë Z.Adrian Fullani, Rektori i Universitetit të Tiranës Z. Dhori Kule dhe Manaxheri i Projektit BOSMiP iV Z.Wytze Russchen.

Gjatë konferencës u dhanë opinion nga ekspertë shqiptar dhe të huaj nga Finlanda dhe Sllovakia, të ftuar, në lidhje me situateën e SME-ve në Shqipërid he mënyrën e daljes së tyre nga kriza ekonomike që ka përfshirë rajonin, europën dhe më gjerë.

Gjithashtu midis BiznesAlbanias dhe Universitetit të Tiranës u nënshkrua një marrëveshje bashkëpunimi me qëllim angazhimin e studentëve pranë kompanive dhe ndërmarrjeve private për të vënë në praktik njohurit teorike që kanë marrë në shkollë.

Lobimet e biznesit për të çuar zërin e tyre pranë qeverisë janë të rëndësishme dhe “BiznesAlbania” duket se po ia del me sukses këtij misioni. Menaxheri i projektit “Bosmip”, një projekt ky i “BussinesEurope”, Wytze Russchen, në një intervistë për gazetën, shprehet se “BiznesAlbania” ia doli në një kohë shumë të shkurtër të jetë një organizatë efikase. “Mendoj se ‘BiznesAlbania’ është pozicionuar siç duhet në një kohë të shkurtër dhe qeveria e dëgjon”, shprehet eksperti holandez. Përkundër zërit që ka bashkuar biznesi në ndihmë të krijimit të një mjedisi sa më konkurrues për aktivitetin tregtar, për Russchen ka ende shumë për të përmirësuar, sidomos imazhi që ka vendi ynë në Europë.. “Problemi është imazhi. Kjo është e para që duhet të bëni, ta ndryshoni”.

Çfarë është “BussinesEurope”? Çfarë përfaqëson dhe cili është misioni i saj?

“BussinesEurope” është një federatë punëdhënësish në të gjithë Europën. Përfshin në vetvete 41 federata më të vogla në 35 vende. Anëtarët tanë janë nga Franca, Turqia, Zvicra dhe së bashku përfaqësojmë 21 milionë kompani në të gjithë Europën. Mundohemi që të jemi zëri i biznesit europian në Bruksel, çka do të thotë që

lobojmë që kompanive në Europë t’u sigurohet një mjedis më i mirë për të bërë biznes. Kemi një projekt të veçantë, “Bosmip”. Ky projekt bashkëfinancohet me komunitetin europian në kuadër të zgjerimit të BE-së dhe nga fondet e

iPA-s, me synimin e thjeshtë që të ndihmojmë federatat si “BiznesAlbania”, për t’u rritur dhe të jenë më të forta. Ky projekt ka parasysh vende si Shqipëria, Kosova apo Ballkani në përgjithësi, për të rritur kapacitetet e këtyre organizatave

që janë të reja dhe të vogla. është shumë e rëndësishme që këto organizata të kthehen në aktorë të rëndësishëm në vendet e tyre, për të pasur një shoqëri civile më të fortë.

A ka “BussinesEurope” ndonjë projekt konkret që do ta implementojnë në Shqipëri?

Bosmip si projekt nuk është vetëm për një vend, është për gjithë rajonin e Ballkanit Perëndimor dhe në fakt ka tri aspekte. i pari është që t’ju ndihmojë për pranimin tuaj në Bashkimin Europian. Shqipëria është ende pak larg, por për shembull në Rumani apo Bullgari, BOSMiP ka dhënë një ndihmë të madhe lidhur me BE-në. Kini parasysh që të bëhesh anëtar i BE-së do të keni 90 mijë faqe legjislacion për të përafruar që është pothuajse e pamundur. Kompanitë kanë një rol të veçantë, sepse sjellin shembujt e parë të zbatimit të këtij legjislacioni. Pra këto kompani luajnë një rol të madh në përgatitjen e vendit për anëtarësim dhe për ato 90 mijë faqet e famshme. informacioni është shumë i rëndësishëm. E dyta, programi ynë ndihmon organizatat të bëhen më të forta, sepse në vendin tim, unë jam nga Holanda, kemi 180 njerëz që punojnë për këtë, dhe është një makinë e fortë lobimi, ndoshta lobimi më i fuqishëm në Holandë që përballet me qeverinë. Por, në vende si Shqipëria, organizimi është më

i vogël, sekretariati ka tre-katër persona, nuk ka shumë para dhe ndonjëherë kanë probleme me lobimin te qeveria. Kjo e fundit, ndonjëherë, siç ndodh në Maqedoni, shfaq indiferentizëm total. Prandaj duam t’i ndihmojmë që të jenë një lob më i fuqishëm, që qeveria t’i dëgjojë. E treta është që ne do të na pëlqente të shihnim që ju të jeni pjesë e familjes. Në konferencë ka njerëz nga Sllovakia, Finlanda. Ashtu sikurse thashë që ne jemi 41, mbase ju një ditë mund të bëheni numri

ndoshta projekte të këtij lloji që ne zhvillojmë mund të ndihmojnë. “BiznesAlbania” mendoj se është një organizëm shumë i rëndësishëm. Pashë që qeveria ishte sot këtu në konferencën e zhvilluar, ministri ishte këtu dhe guvernatori gjithashtu. Ajo që unë shoh është që “BiznesAlbania” ka një

marrëdhënie shumë të mirë me qeverinë. Nëse shoh organizimin në këtë seminar dje apo dhe sot, cilësia e programit, cilësia e punimeve dhe marrëdhënia me qeverinë, do të thosha që janë shumë profesionalë, pasi ky është programi më i mirë që unë kam parë prej shumë vitesh në një vend dhe është i organizuar shumë mirë.. Mendoj se “BiznesAlbania” është pozicionuar siç duhet në një kohë të shkurtër dhe qeveria e dëgjon.

Ç’mendoni për klimën e biznesit në Shqipëri?Kjo është hera e parë që unë vij në Shqipëri

dhe kam dëgjuar shumë sot. Gjëja më e mirë e juaja është që ju ende keni rritje ekonomike. Pra po menaxhoni mirë sepse në Europë ekonomia nuk po rritet, por po bie. Jam shumë, le të themi, “xheloz” për nivelin tuaj të taksave. Vij nga një vend ku taksimi zë 50 për qind dhe këtu mendoj se është 10 për qind për taksën e sheshtë, çka mendoj që është shumë atraktive. Sigurisht që keni probleme, për shembull me korrupsionin. Mendoj se problem është gjithashtu gjetja e parave, pra kapitali për financim. Nëse do të nisësh një biznes, si sipërmarrës i ri është vështirë të gjesh para dhe së dyti, të eksportosh nëse ke një plan të mirë biznesi, sërish është problem. Dhe për ta mbyllur, një problem i madh për ju është imazhi që ka Shqipëria. Ju duhet një Jukoviç, siç e ka Serbia lojtarin e tenisit. Ai ka bërë më shumë për Serbinë se të gjithë qeveria për 10 vjet. Ai është një ambasador pozitiv. Shqipëria ka një imazh jo dhe aq të mirë, të paktën në Europë, për shkak të korrupsionit apo problemeve të tjera. Në vend të kësaj, ju duhet ta ndryshoni imazhin tuaj përmes kompanive të suksesshme që unë kam parë sot këtu, apo turizmit, apo taksave të ulëta. Të thoni anët pozitive të Shqipërisë.

Si e shihni “BiznesAlbania”-n dhe rolin e saj lidhur me lobimin që bëhet, në mënyrë që qeveria të dëgjojë zërin e biznesit?

Jam shumë i impresionuar nga ky zhvillim i menjëhershëm. Një vit më parë, apo dy vjet më parë, “BiznesAlbania” nuk ekzistonte. Në planin tim të parë për ardhjen në Ballkan nuk kisha planifikuar Shqipërinë, pasi nuk kishte një organizëm zyrtar. Tani, pas një viti, gjithçka ka ndryshuar. Ju keni një organizatë, “BiznesAlbanian”. Dje pata një takim me presidentin dhe zëvendëspresidenten, njerëz të biznesit dhe shumë impresionues, kanë një pozicion shumë të mirë, biznese të suksesshme dhe kanë ndërtuar një organizatë në mënyrë të shpejtë që ka pak a shumë një emër si i yni, pra “BussinesEurope” dhe “BiznesAlbania”. Jam shumë i impresionuar nga ajo që “BiznesAlbania” po bën. Mendoj se sfida për ta është lidhja zinxhir që ka ky lloj organizimi. Fillimisht duhet t’u japësh shërbime të mira anëtarëve të tu, dhe kjo sjell anëtarë të rinj. Por për të përfituar shërbime të reja duhen para, dhe për paratë sërish duhen anëtarë të rinj. Ky lloj zinxhiri duhet të thyhet dhe

investohet nga biznesi për të siguruar zhvillim të qëndrueshëm?

Nga ajo që unë kuptoj, ju ende vareni shumë nga bujqësia.. Mendoj se ky sektor ka nevojë për një reformë thelbësore.

Ekonomia po ndryshon dhe po orientohet më shumë drejt shërbimeve. Për mendimin tim, Shqipëria duhet të orientohet drejt ekonomisë së gjelbër. Kjo ekonomi do të thotë qëndrueshmëri, eficiencë energjetike, energji të rinovueshme. Nëse jeni të fortë dhe po investoni në këto

aspekte, atëherë është një sektor fitimprurës për të ardhmen. Sektorë të tjerë, si ekonomia dixhitale, janë të rëndësishëm. Gjithçka sot po bëhet më dixhitale. Gjëja më e mirë për Shqipërinë mendoj se është edukimi. Nëse do të keni një lidhje të mirë mes edukimit dhe tregut të punës, kombinuar kjo dhe me sistemin e taksimit, mendoj se Shqipëria do të jetë një destinacion atraktiv për biznesin. Por sërish problemi është imazhi. Kjo është e para që duhet të bëni.

Në datat 7 – 11 maj 2012, në Bruksel, u organizua vizitë studimore në kuadër të projektit rajonal

BOSMiP 4, për njohjen e metodologjisë së punës së institucioneve Europiane.

Drejtori i Projekteve të BusinessEurope Z.Wytze Russchen në një takim me Presidentin e BiznesAlbanias Z.Luan Bregasi, e siguroj atë për mbështetjen që do të jap kjo organizatë e fuqishme europiane për forcimin e BiznesAlbanias. Në takimin zyrtar me Drejtorin e Përgithshëm të BusinessEurope Z. Philippe de Buck, Presidenti i

BiznesAlbania prezantoi rolin e kësaj organizate në dialogun civil dhe përpjekjet e saj për krijimin e Këshillit Kombëtar Ekonomik e Social. Ai mori përgëzimet nga Z. de Buck për fuqizimin e kësaj organizate në dobi të komunitetit shqiptar të biznesit.

Përfaqësuesit e BiznesAlbanias në këtë visitë zhvilluan takime të tjera në Komisionin Europian, me Kabinetin e Komisionerit Stefan Fyle, DG e zgjerimit, me koordinatorin e projekteve në KE, si dhe në Parlamentin Europian.

fundit, Mbledhjen e Komitetit Drejtues dhe Sesionin e Mbylljes së projektit BOSMiP iV. Këto 2 aktivitete u zhvilluan në Zagreb të Kroacisë më 26-28 Nëntor 2012.

Mbledhja e Komitetit Drejtues dhe Sesioni Mbyllës i projektit BOSMIP IV

Drejtori i BOSMiP 4 Mr.Wytze Russchen hapi Mbledhjen e Këshillit Drejtues duke bërë një rezyme të të të gjithë aktiviteteve në kuadërin rajonal. Ai përmendi pikat kryesore të suksesit të këtij bashkëpunimi rajonal nën patronazhin e BusinessEurope. Ai përfundoi duke thënë që vendet e pranuara dhe BE, sindikatat dhe punëdhënësit, organizatat e biznesit në rajon

dhe njerëzit... rrjetet dhe miqësitë, ishin krijuar që të provonin që do të jenë të qëndrueshme gjithashtu edhe pas përfundimit të projektit. Ky ishte objektivi kryesor dhe të gjithë ne kontribuam për këtë. Pastaj përfaqësues të secilit vend folën rreth ndikimit të BOSMiP 4 tek organizata e tyre. Drejtori i Marrëdhënieve me Jashtë, Z. Koli Sinjari theksoi ndër të tjera se Organizata e Punëdhënësve të Shqipërisë BiznesAlbania, menjëherë pas krijimit të saj u bë pjesëmarrëse e projektit BOSMIP, ku si fillim pjesë e BOSMiP 3 dhe më pas pjesë e BOSMiP 4. Ai shprehu mirënjohjen e tij për BusinessEurope dhe projektin BOSMiP, pasi ata i dhanë BiznesAlbania-së mundësinë të nisin brenda një kohe të shkurtër, programin dhe planin e veprimit për vitin 2012.

Drejtori i Departamentit Ligjor Z.Ermir Bregasi foli rreth lobimit, advokacisë dhe reputacionit

të BiznesAlbanias brenda vendit. Ai përmendi reputacionin që BiznesAlbania është duke marrë në jetën shoqërore dhe ekonomike në Shqipëri. Ne tani jemi një nga shtyllat e trepartitizmit, përfundoi ai.

BiznesAlbania ka qenë shumë aktive në diskutimet e projektligjeve dhe akteve nënligjore të propozuara nga qeveria, të cilat kanë dhënë efekte pozitive në ecurinë e biznesit. Disa nga propozimet e BiznesAlbanias janë marrë në konsideratë nga qeveria. Mund të përmendim heqjen e taksës për makinerit dhe pajisjet të përdoruara për investimin; ulja e akcizës për pijet e prodhuara në vend; mos vendosjen e taksës së eksportit për lëndët drusore dhe produktet gjysmë të gatshme, etj.

Takimet e Zagrebit deklaruan përfundimin e BOSMiP 4 duke shpresuar për një bashkëpunim tjetër rajonal.

- Tryezë e rrumbullakët “Vlerësimi i programit të punës së denjë për Shqipërinë”, i zhvilluar në 16 Nëntor 2011, në Tiranë.

iLO - Seminar rajonal “Fushata e inspektimit për sigurinë dhe shëndetin në punë dhe punën e padeklaruar”, i zhvilluar në 29-30 November 2011, në Shkup, Maqedoni.

- Seminar rajonal “Rritja e kapaciteteve të komunikimit në një organizatë punëdhënësish”, i zhvilluar në 15 – 16 dhjetor 2011, në Torino, itali.

- Seminar rajonal “Dialogu social dhe zgjidhja alternative e mosmarrëveshjeve të punës”, i zhvilluar në 25 qershor – 1 korrik 2012, në Kfar Saba, izrael.

Konferenca Kombëtare e Punës “Barrierat e biznesit dhe rrugët për eleminimin e tyre”, i zhvilluar në 9 korrik 2012, në Tiranë.

- Seminar rajonal “implementimi i nënshkrimit elektronik”, i zhvilluar në 30 tetor – 2 nëntor 2012, në Banja Luka, Republika Srpska, Bosnjë Hercegovinë.

Aksione dhe aktivitete të ndërmarra nga BiznesAlbania në mbrojtje të interesave të biznesit

Motoja kryesore e BiznesAlbanias është mbrojtja e interesave të biznesit. Për ta

bërë sa më konkrete këtë moto, janë ndërmarrë disa aksione të rëndësishme për mbrojtjen e interesave të biznesit.

Më poshtë po rendisim disa nga këto aksione:

1) Konferenca për Amnistinë Fiskale.Në kuadër të projektligjit të propozuar nga

Qeveria për Amnistinë Fiskale, BiznesAlbania organizoi një tryezë të rrumbullakët me pjesëma-rrjen e zv/ministrit financave, zv/ministrit eko-nomisë, tregtisë dhe energjitikës, deputetëve të Kuvendit të Shqipërisë përfaqësues të pozitës dhe opozitës, akademike e studiues të njohur të fushës fiskale dhe drejtuesve të organizatave që bëjnë pjesë në grupimin BiznesAlbania.

President i BiznesAlbania, z. Luan Bregasi,

theksoi se BiznesAlbania dhe përgjithësisht gjithë biznesi shqiptar e ka mirëpritur, jo vetëm filozofinë e amnistisë fiskale, por edhe proje-ktligjin e paraqitur nga Qeveria. President i Biz-nesAlbania propozoi në emër të BiznesAlbania ndryshimet konkrete për përmirësimin e draftit të paraqitur dhe kërkoi nga qeveria për t’i lërë kohë biznesit për t’u njohur e për të dhënë mendime dhe sigurisht dhe kohën e nevojshme për ta kalu-ar në këshillin konsultativ të biznesit, para se ai të kalojë në parlament”.

Mbasi folën deputetë të të dy partive kryesore politike, si dhe përfaqësues të institucioneve nga bota akademike dhe Shoqata e Kontabilistëve dhe Financierëve të Shqipërisë, z. Bregasi falen-deroi për pjesëmarrjen dhe diskutimet e analizat e bëra dhe siguroi që BiZNESALBANiA, kjo orga-nizatë gjithëpërfshirëse e biznesit shqiptar do të inicojë edhe në të ardhmen takime të tilla për t’ia bërë të qartë të gjithë aktorëve politikë e institu-cionalë vendin dhe rolin e sipërmarrjes shqiptare në ekonominë e këtij vendi.

2) Projektligji për disa shtesa dhe ndryshime në ligjin për akcizën në Republikën e Shqipërisë.

Nga ana e BiznesAlbanias u bë një oponencë e fortë për këtë projektligj i cili në disa nene përcaktonte tarifa të larta që duhet të paguheshin nga biznesi dhe automatikisht kjo rëndonte barrën fiskale për bizneset dhe mund ti conte ato drejt falimentimit. Qeveria mori parasysh disa nga mendimet tona dhe i implementoi në projektligjin e ri.

3) Ligji për tregtarët dhe shoqëritë tregtare. Shtyrja e afatit për regjistrimin e statuteve të reja në përputhje me këtë ligj.

Nëpërmjet shkresave të drejtuara Ministrit të Ekonomisë dhe Kryeministrit në lidhje me këtë shqetësim, u bë e mundur shtyrja e afatit të përcaktuar në ligj për dorëzimin e statuteve të përshtatura sipas këtij ligji.

4) Problemi i importuesve të mishit me doganën në lidhje me çmimet e references të artikujve që ata importonin.

Në një takim të organizuar në Drejtorinë e Përgjithshme të Doganave me pjesëmarrjen e përfaqësuesve të BiznesAlbanias ku ishin pjesë dhe disa biznese të prekura nga kjo problematik

dhe nga ana e doganave ishin Drejtori i Përgjithshëm i Doganave Z. Flamur Gjymishka dhe disa drejtor dhe specialist të doganës. Pas diskutimeve të shumta dhe me baza ligjore nga ana jonë, në përfundim të takimit, Z. Gjymishka theksoj se tani cdo gjë ishte e qartë dhe do ti jepej zgjidhje problemit të konstatuar.

5) Problemi për projekt ligjin “Për veprimtarin e shërbimit të ruajtjes dhe sigurisë fizike.

Në lidhje me këtë projektligj, përveç propozimeve konkrete që ka bërë BiznesAlbania, u ndërmorë dhe iniciativa e organizimit të një tavoline të rrumbullakët në bashkëpunim me institutin për Demokraci dhe Ndërmjetësim.

Në këtë tavolinë u ftua edhe zv/ministri i Punëve të Brendshme Z.Avenir Peka si dhe specialist shqiptar dhe të huaj të cilët dhanë opinionet e tyre në lidhje me këtë projekt ligj.

Si rezultat i kësaj oponence të fortë nga ana e qeverisë u tërhoq projektligji për tu ripunuar.

6) Ndryshimet në Kodin e Punës.

Në lidhje me ndryshimet në Kodin e Punës, nga ana e përfaqësuesve të BiznesAlbanias u dhanë mendime dhe propozime konkrete, të cilat u morën parasysh dhe u implementuan në projektligjin për ndryshimet.

7) Problemet e ndryshme në sistemin fiskal për gjoba e vëna nga inspektorët e tatimeve në lidhje me kuponat.

Pas ankesës së shumë bizneseve, të cilat ishin gjobitur në lidhje me moslëshimin e kuponave tatimor, BiznesAlbania iu drejtua Kryeministrit, Ministrit të Financave dhe Drejtorit të Përgjithshëm të Tatimeve për këtë problematik që shqetëson biznesin. Ndër të tjera u theksua se në shumë raste këto gjoba dhe kontrolle ishin

tendecioze dhe të pa bazuara në ligj. Nga ndjekja e këtij problemi në vazhdimësi

u vu re që pati një reagim nga ana e Drejtorisë së Tatimeve, ku gjobat që ishin vënë pa u bazuar në ligj dhe të paargumentuara u hoqën nga strukturat e apelimit të atashuara në Drejtorinë e përgjithshme të Tatimeve.

8) Problemet e transportit ndërkombëtar të shoqërive shqiptare sidomos me Italinë.

Shoqëritë e transportit ndërkombëtar kanë patur çdo vit problem sidomos me shtetin italian në lidhje me disvoltat. Nga ana e BiznesAlbanias iu bë një shkresë Ministrit të Punëve Publike, Transportit dhe Telekomunikacionit, ku iu parashtrua ky shqetësim dhe mundësitë e zgjidhjes së tij.

Gjithashtu u kontaktua edhe Ambasadori i Shqipërisë në itali, të cilit iu parashtrua ky shqetësim dhe iu tha që të ndërhynte në institucionet italiane për zgjidhjen sa më parë të

këtij problem. Pas angazhimit të ministriesë së linjës dhe ambasadorit tone në itali, ky problem u zgjidh shumë shpejt

9) Problemet për vendosjen e taksës së eksportit prej 30% për lëndët drusore dhe produktet gjysmë të gatshme.

Pas shqetësimit të ngritur nga shoqata e Shfrytëzuesve dhe Përpunuesve të Lëndës Drusore, BiznesAlbania iu drejtua me një shkresë Kryeministrit të Shqipërisë ku i argumentoi se miratimi i projektligjit i cili vendoste taksën e eksportit prej 30% për kompanitë që eksportonin lëndë drusore dhe produkte gjysmë të gatshme, ishte mjaft i dëmshëm për këto kompani të cilat i çonte drejt falimentimit, si dhe arsyetimin e pabazuar që kishte dhënë Ministria e Financave për vendosjen e kësaj takse. Nga ana e Kryeministrit në mbledhjen e qeverisë u reagua duke tërhequr këtë projektligj për ta rishikuar edhe njëherë.

Përfundoi me sukses Panairi i Punës 2012 „Horizonte Punësimi dhe Formimi” Njëqind biznese ofruan njëmijë vende të reja pune. Me mijra vetë, kryesisht të rinj, kanë vizituar stendat e Panairit të Punës „Horizonte Punësimi dhe Formimi” 2012 gjate 3 ditëve 30 Prill – 2 Maj 2012 në Pallatin e Kongreseve.

Në mbi 100 stenda, sipërmarrjet më të mëdha dhe të sukseshme në vend si dhe universitetet dhe qendrat e formimit profesional kanë prezantuar aktivitetin e tyre si dhe mbi njëmijë vende të lira puna, kryesisht për punëkërkues të kualifikuar.

Në inagurimin e Panairit morën pjesë Ministri i Punës, Çështjeve Sociale dhe Shanseve të Barabarta – z.Spiro Ksera, Ministri i Arsimit dhe Shkencës – z. Myqerem Tafaj dhe Presidenti i BiznesAlbania – z.Luan Bregasi.

Gjate tre ditëve të Panairit, u zhvilluan edhe një sërë aktivitetesh.

Në Konferencën „Horizonte Punësimi dhe Formimi”, Z.Bregasi, deklaroi se sipërmarrja private e ka ruajtur fuqinë e saj punëtore edhe në këtë moment të vështirë, ku ndihen efektet

e krizës europiane. „Në rast se kriza në shumë vende të rajonit dhe në vende të Eurozonës, direkt u shkarkua tek njerëzit dhe tek punëtorët, në Shqipëri unë do të them me shumë krenari dhe kënaqësi se sipërmarrja shqiptare ka përballuar këtë vështirësi të krizës duke hapur fronte të reja pune, duke hapur sektorë të tjerë dhe jo duke i larguar nga puna. Dhe kjo është një vlerë e biznesit shqiptar që duhet njohur dhe duhet përkrahur edhe nga institucionet edhe nga shteti shqiptar”,- theksoi ai.

PANAiRi i PUNëS 2012 “HORiZONTE PUNëSiMi DHE FORMiMi”

BiznesAlbania ishte e pranishme në Panairin e Punës, ku shpalosi platformën e saj për mundësi punësimi për shumë të rinj.

Ajo u paraqit në këtë panair si një organizatë e fuqishme, përfaqësuese e shoqatave të biznesit.

Stenda e BiznesAlbanias u vizitua nga shumë student dhe të interesuar të cilët paraqitën një numër të konsideruar CV-sh. Aktualisht po punohet për seleksionimin e disa me rezultate dhe eksperienca të mira.

Biznes Albania solidarizohet me familjet në zonat e izoluara nga bora në veri dhe verilindje të vendit. Presidenti i Biznes Albania, Luan

BiznesAlbania ndihmon me ushqime dhe veshëmbathje zonat e përmbytura në veri të Shqipërisë.

Bregasi deklaron se ndihma e dhënë nga kompanitë vendase janë kryesisht ushqime dhe veshje. „Biznes Albania dhuron në mënyrë të menjëhershme rreth 1 mijë palë cizme të ngrohta nga Shoqata e Prodhuesve të Këpucëve dhe kompania „Doniana”. Shoqata e prodhuesve të birrës, „Birra Tirana” dhe „Birra Korca” ofrojnë 200 xhupa të ngrohtë. Kompania „Ferra-Co” ofron 1 ton oriz dhe 1 ton sheqer. Kompania “Agna Group”, ofron 500 pako oriz, makarona, kroasante dhe miell. Po kështu kompania “Miell Tirana” dhuron, në shenjë solidariteti, 1 ton miell dhe Shoqata e Prodhuesve të Bukës rreth 2 mijë copë bukë në mënyrë të menjëhershme. Kompania “Hari Lena” ofron 500 koli me ujë”, u shpreh Bregasi.

Presidenti i BiznesAlbanias Z. Luan Bregasi takon Natalia Otel Belan, Drejtore e Programit të Europës Lindore dhe Kaukazisë, e Qendrës Për Sipërmarrje Private Ndërkombëtare (CiPE) lidhur me bashkëpunimin mes BiZNESALBANiA dhe këtij institucioni të njohur.

Shefja e Zyrës Rajonale, me qendër në Bukuresht, Rumani, përshëndet krijimin e Organiztës së Punëdhënësve të Shqipërisë dhe ofron bashkëpunim mes CiPE dhe BiZNESALBANiA në fusha me interes reciprok.

Në këtë takim u diskutua për çështje të

bashkëpunimit dypalësh në drejtim të rritjes së kapaciteteve të organizatave të biznesit, organizimit të tyre për krijimin e një terreni të përbashkët bashkëpunues si dhe rritjen e dialogut publik-privat.

Z. Luan Bregasi e njohu shefen e zyrës së CiPE për Europën Juglindore dhe Kaukazinë me bashkimin e ri të organizatave të punëdhënësve të Shqipërisë, rolin dhe funksionin e BiznesAlbania në raport me sipërmarrjen vendase, në komunikimin me zyrtarët publikë, por edhe si partnere potenciale e BUSiNESSEUROPE,

organizatës mëmë europiane, që përfshin organizata të tilla në më shumë se 40 vende të Europës dhe grupon jo më pak se 20 milionë ndërmarrje të vogla dhe të mesme.

Z. Bregasi u ndal gjithashtu edhe në një pasqyrë të punës së bërë nga kjo organizatë që nga krijimi i saj dhe sidomos në organizimin e tryezave të debatit mes aktorëve të ndryshëm të komunitetit të biznesit, të qeverisë dhe ekspertëve, ku ai vlerësoi sidomos konferencën e fundit shkencore për amnistinë fiskale, ku BiznesAlbania bëri të mundur uljen në një tryezë të përfaqësuesve politikë të maxhorancës dhe të opozitës.

Nga ana e saj, Drejtore e Programit të CiPE-s për Europën, znj. Belan, vlerësoi si arritje të dukshme krijimin e BiznesAlbania. Ajo theksoi se ishte e kënaqur për një organizim të tillë dhe se Shqipëria paraqitet më e avancuar përsa i përket organizimit të biznesit, në raport me vendet e rajonit. “Kjo është vizita ime e 9-të në Shqipëri, dhe më vjen mirë që biznesi e ka kuptuar drejt nevojën e organizimit të tij”, theksoi znj. Belan.

Duke u interesuar për mënyrën e organizimit

dhe funksionimit të BiznesAlbania, drejtore e CiPE-s tha se “është e nevojshme që biznesi të flasë me një zë dhe se kjo është një gjë e vështirë, ka mosbesim, ndërkohë që edhe klima politike, në përgjithësi, e vështirëson këtë gjë, duke ushtruar presion mbi shoqatat e biznesit”.

Zj. Belan u interesua më pas për axhendën kombëtare të biznesit, një ndërmarrje e BiznesAlbania, që ajo e vlerësoi dhe e krahasoi me disa përvoja rajonale dhe ndërkombëtare, duke u ndaluar tek çështjet e komunikimit me qeverinë dhe transparencën e saj.

Z. Bregasi e falenderoi në emër të BiznesAlbania përfaqësuesen e CiPE dhe premtoi rritjen e bashkëpunimit mes institucionit të rëndësishëm që ajo përfaqëson dhe organizatës së re të sipërmarrësve shqiptarë.

Zj. Natalia Otel Belan menaxhon 12 shtete të Europës Juglindore dhe Kaukazisë Perëndimore dhe ishte në Shqipëri në kuadër të një projekti rajonal që ka të bëjë me dialogun publik-privat si një mjet efektiv për politikat në favor të priorizimit të rolit dhe funksionit të organizatave të punëdhënësve në Shqipëri.

BiznesAlbania në mbledhjen e zgjeruar të Bordit Drejtues kishte të ftuar dhe

përfaqësuesin e prezencës së OSBE-së në Shqipëri Z. Eugen Wollfarth. Në fjalën e tij, Presidenti i BiznesAlbanias Z. Luan Bregasi theksoi se biznesi është peng i situatës politike, i problemeve të pronës, i zbatimit të lirive ekonomike dhe luftës gjysmake kundër korrupsionit. Ai theksoi se mosmarrëveshjet midis partive politike kanë bllokuar miratimin e ligjit për Gjykatën Administrative, i cili është shumë i rëndësishëm për biznesin. Gjithashtu ai kritikoi edhe ligjin e amnistisë fiskale i cili, sikurse e kanë treguar dhe shifrat e Tatimeve dhe Doganave, nuk ka dhënë impaktin e duhur te biznesi dhe dëshira e tij për të vetëdeklaruar. Këtë reagim të biznesit karshi amnistisë, Bregasi e konsideron si të drejtë, pasi amnistia nuk ishte e plotë. Pavarësisht reformave të ndërmarra nga qeveria për të nxitur punësimin, investimet apo politika fiskale e ndjekur, ku janë ulur një sërë taksash, sërish BiznesAlbania vlerëson se ka probleme kyçe për biznesin sot.

Takim me përfaqësuesin e prezencës së OSBE-së në Shqipëri Eugen Wollfarth

Përfaqësuesit e bordit drejtues të “Biznes Albania” kanë gjetur dje mundësinë të ngrenë një sërë shqetësimesh që i përkisnin sektorëve të tyre, në mënyrë që të kërkohet zgjidhje pranë instancave përkatëse. Kështu, mes të tjerave, ka qenë Shoqata e Ndërtuesve e cila u shpreh për një rishikim të ligjit të prokurimeve publike i cili, sipas Luigj Aleksit, lë hapësira për korrupsion. Sakaq, një ndër eksportueset kryesore të fasonëve në vend, Donika Mici, kërkoi që të ngrihet zëri që Shqipëria të marrë kuotacionin e saj për produktet “Made in Albania”. Tatimi

mbi Vlerën e Shtuar është ngritur si problem nga operatorët turistikë, ku përfaqësuesi Zak Topuzi vlerësoi se Shqipëria ka TVSH-në më të lartë sesa rajoni dhe kjo e pengon këtë sektor të jetë kompetitiv. Sipas tij, TVSH-ja duhet të rishikohet për këtë sektor, pasi nuk mjafton vetëm ndërtimi i infrastrukturës. Në fund, presidenti i “Biznes Albania”, Luan Bregasi, premtoi se për secilën nga shqetësimet e ngritura do të fillojnë negocimet me ministritë përkatëse dhe me institucione të tjera të përfshira, për t’i krijuar biznesit facilitetet e nevojshme.

Në fjalën e tij Z. Wollfarth vuri theksin në votimin e ligjit për Gjykatën Administrative, luftën ndaj korrupsionit dhe rritjen e transparencës në secilën nga procedurat administrative. Lidhur me zhvillimin e biznesit, ekonomisë dhe hapave drejt integrimit në BE, ambasadori i OSBE-së vuri theksin te standardet.

BiznesAlbania kerkon te luaje rol aktiv ne ligjin per prokurimet publike on-line, per problemet qe e shoqerojne ate. Sequi beri nje pasqyre te detajuar te ndihmes konkrete qe jep BE ne sektoret e ndryshem te ekonomise shqiptare, sic kane qene ditet e fundit dhe financimi per censusin e shoqerive tregtare, ne matjet dhe kalibrimet qe ndihmojne kompanite ne eksport, ne sektorin e doganave, projektin iPA, etj. Z.Sequi mori gjithashtu ftese per te marre

pjese ne Konferencen qe zhvillon muajin shkurt Biznes Albania dhe BusinessEuropa lidhur me zhvillimin ekonomik te SME ne situate krize, ftese te cilen ai e pranoi me kenaqesi.

Te dy palët shprehen gadishmerine per nje bashkepunim me te ngushte institucional ne fushen e marredhenieve te BE me perfaqesuesit

Shoqata “BiznesAlbania” zhvilloi në datë 27 janar 2012 mbledhjen e saj të zgjeruar, me

pjesëmarrjen e Bordit Drejtues dhe të anëtarëve të tjerë të saj. Në këtë mbledhje merrte pjesë edhe kryetari i Bashkisë së Tiranës, z. Lulzim Basha.

Mbledhja e Bordit u fokusua tek disa nga problemet kryesore që sipërmarrja e kryeqytetit i kishte adresuar pak muaj më parë kryetarit të metropolit shqiptar, por trajtoi, në një frymë mirëkuptimi e bashkëpunimi të ndërsjelltë edhe probleme të tjera.

Takim me kryetarin e Bashkisë Tiranë Lulzim Basha

Presidenti i BiznesAlbania, Luan Bregasi, në fjalën e tij të hapjes theksoi se “BiznesAlbania ka dëshirën për të bashkëpunuar me Bashkinë e kryeqytetit”.

“Nuk është fjala për t’i krijuar vetes privilegje të pamerituara dhe as salltanete që vijnë për shkak të kontributeve tona në jetën ekonomike dhe sociale të vendit në përgjithësi dhe Tiranës në vecanti, tha z. Bregasi, duke shtuar se “duam vendin që meriton të ketë biznesi i kryeqytetit”.

Më pas Presidenti i BiznesAlbania parashtroi disa kërkesa të Bordit Drejtues të shoqatës, duke i kërkuar kryebashkiakut të Tiranës që ato të merren parasysh nga ai dhe stafi i tij. U kërkua që biznesi që ushtron veprimtarinë e tij në juridiksionin e kryeqytetit, të jetë në të ardhmen pjesë e konsultimeve për çdo vendimarrje që prek

interesat e biznesit, duke ofruar konsulencën dhe përvojën e fituar në fusha të tilla të rëndësishme si ato të planifikimit urban, të tatim-taksave, etj. BiznesAlbania i propozoi kryetarit të Bashkisë që të promovojnë së bashku sipërmarrjet më të mira dhe individët e suksesshëm të biznesit, organizimin e panaireve të përbashkëta etj.

Anëtarë të Bordit drejtues të BiznesAlbania ngritën probleme të ndjeshme për ecurinë e biznesve të shoqatave që përfaqësonin. Kryetari i Bordit Drejtues të Shoqatës së Ndërtuesve të Shqipërisë, njëkohësisht zëvendëspresident i BiznesAlbania, z. Luigj Aleksi i tha kryebashkiakut Basha të ndikojë për shtyrjen deri në fund të muajit qershor në afatin e rivlerësimit të pasurive lidhur me procesin e nisur të hipotekimit të ndërtimeve në Tiranë. “Lidhur me Planin e ri Rregullues dhe Ligjin e Urbanistikës kërkojmë të krijohet një urë bashkëpunimi mes institucionit tuaj dhe Shoqatës së Ndërtuesve”,- tha zoti Aleksi. Më tej e mori fjalën presidenti i Shoqatës Shqiptare të Turizmit, Zak Topuzi, i cili falenderoi z. Basha për uljen nga 5% në 3 % të taksës së fjetjes në fushëne hotelerisë. Ai kërkoi nga kryetari i Bashkisë që Tirana të kthehej në një vend të vizitueshëm nga të gjithë, duke kërkuar që Pallati i Brigadave, Bashkia, apo institucione të tjera që kanë vlerë muzeale, të happen për tu bërë të vizitueshme me qëllim për të rritur numrin e turistëve në këtë qytet, sidomos të atyre që vijnë nga viset shqiptare.

Sherif Bundo, Kryetar i Shoqatës së Kontabilistëve të Shqipërisë dhe anëtar i Bordit të BiznesAlbania i kërkoi kryetarit Basha, që si administrator i Tiranës të orientonte Bashkinë e Tiranës dhe administratën të jetë e hapur për të diskutuar me ekspertët e biznesit dhe te mori si shembull modelin gjerman i cili përcakton se një bashkëpunim të pushtetit lokal, biznesit dhe

te komunitetit te biznesit, bashkepunim qe do te konkretizohet me nje program te vecante veprimi.

Gjithashtu z.Sequi pranoi të jetë present në një takim të Bordit të BiznesAlbanias ku do të dëgjoj shqetësimet që ka biznesi shqiptar, në kuadër të përafrimit të legjislacionit shqiptar me atë europian dhe çështje të tjera që i shqetësojnë.

Donika Mici, zëvendëspresidente e BiznesAlbania i kërkoi z. Basha, që të ndikonte sa mundej në adresë të qeverisë duke kërkuar që të gjitha tenderat e veshjeve dhe të këpucëve që i nevojiten institucioneve publike të vendit, të kalojnë në menaxhimin e subjekteve vendase private, të cilat kanë treguar se janë partnerë të besueshëm për investitorët e huaj, dhe nuk ka pse të mos jenë të tillë edhe për qeverinë shqiptare.

Duke e marrë fjalën në këtë takim, Z. Basha, ka falenderuar fillimisht organizatorët si dhe të gjithë të pranishmit, edhe për opinionet e mendimet e tyre në adresë të Bashkisë së Tiranës.

“Vizioni i Bashkisë së Tiranës, program dhe veprimtaria e përditshme e saj ka në themel konsultimin e vazhdueshëm dhe mbajtjen në kontakt me botën e biznesit, përpjekjen për të ndërtuar një partneritet të ndershëm dhe të drejtë midis Bashkisë së Tiranës dhe komunitetit të biznesit të Tiranës dhe ky nuk është as luks dhe as një veprim që vjen për shkak të dashamirësisë. Eshtë një domosdoshmëri, theksoi z. Lulzim Basha.

Më pas kryetari i Bashkisë së Tiranës u ndal në nevojën për krijimin e funksionimin e një

kanali komunikimi të vazhdueshëm me biznesin. Z. Basha informoi BiznesAlbania se duke filluar nga data 1 shkurt 2012, procedurat e bashkisë së Tiranës, nuk do t’i marrin biznesit kohën e tij të vlefshme, por do të disiplinohen të gjitha këto procedura në shërbimin me një ndalesë.

Kryetari Basha kërkoj që sfidat e Bashkisë së Tiranës të konsideroheshin sfida të përbashkëta mes këtij institucioni dhe sipërmarrjes. Ai përmendi me këtë rast serish problemet e hipotekimit dhe tha se rreth 700 milionë euro që janë “ngurtësuar” janë një injeksion për ekonominë e biznesve tuaja, por edhe për të rritur punësimin. “Asnjë objekt me lejë ndërtimi nga Bashkia e Tiranës, nuk do të mbetet pa u hipotekuar, sado e vështirë të jetë situata, edhe sikur të na duhet t’i kërkojmë qeverisë qëndrore të bëjë ndërhyrje në legjislacionin kombëtar”,- nënvizoi z. Basha, duke shtuar se kjo do të përfundojë brenda vitit 2012. Ai e konsideroi këtë një sfidë personale, por edhe si një “valvol”, siç e përcaktoi ai, për tregun e pasurive të paluajtshme dhe një provë e vetbesimit për të ardhmen.

Zhvillimi kuturu po kthehet në kosto dhe kjo nuk duhet të ndodhë, tha z. Basha. Kryetari i Bashkisë ka përmendur më pas disa nga projektet kryesore të ndërmarra dhe ka kërkuar bashkëpunimin e plotë të sipërmarrësve të kryeqytetit. Z. Luan Bregasi, në emër të BiznesAlbania, ka falenderuar z. Basha dhe ka siguruar në një bashkëpunim të ndërsjelltë, më efikas se deri tani. Më pas Bordi Drejtues i BiznesAlbania diskutoi dhe miratoi “Objektivat dhe aksionet për realizimin e tyre gjatë vitit 2012”. Ndryshimet në statut u lanë të diskutohen dhe të miratohen në mbledhjen e ardhshme të Bordit Drejtues.

Takim me Ambasadorin italian në Shqipëri Z.Massimo Gaiani

Presidenti i BiznesAlbania, z. Luan Bregasi, priti në një takim të veçantë, me kërkesën e

tij, Ambasadorin e Republikës së italisë në Tiranë, z. Massimo Gaianin, i shoqëruar nga sekretare e Parë e Ambasadës dhe shefe e Zyrës Tregtare, znj. Raffaella Valentini.

Në takim, presidenti i BiznesAlbania i tha ambasadorit të vendit mik se biznesi shqiptar

ka pasur dhe ka marrëdhënie të mira me Ambasadën italiane në Tiranë. Z. Bregasi e falenderoi z. Gaianin për interesimin që ka treguar për organizatën që ai drejton, sidomos pas takimit me znj. Valentini, të realizuar pak kohë më parë. Ai e informoi gjerësisht për vendin dhe rolin e BiznesAlbania si dhe mënyrën e funksionimit të saj. “BiznesAlbania” nuk u krijuar

me urdhër të dikujt, por si një nevojë e biznesit për të forcuar rolin dhe kontributin e klasës, së maturuar tashmë, të sipërmarrjes shqiptare”, – i tha Z. Bregasi ambasadorit mik. “Shoqatat që përbëjnë BiznesAlbania-n ishin të forta, por nuk ishin të fuqishme; tashmë ato janë të tilla”, shtoi më tej Presidenti i kësaj organizate të biznesit.

Z. Bregasi foli edhe për disa nga veprimtaritë kryesore të realizuara nga BiznesAlbania në mbrojtje dhe advokim të organizatave anëtare si dhe i tregoi ambasadorit mik axhendën e miratuar tashmë të veprimtarive të saj për vitin 2012, duke u ndaluar më pas në lidhjet dhe marrëdhëniet ndërkombëtare që kjo organizatë ka me simotrat e saj në rajon e Europë, por sidomos në vizitën e fundit të një delegacioni të BiznesAlbania në Bruksel dhe takimin me autoritetet më të larta të BusinessEuropë etj.

Nga ana e tij, Ambasadori i Republikës së italisë në Tiranë, z.Massimo Gaianin, duke falenderuar për këtë pritje dhe fjalën prezantuese të z. Bregasi, tha se qeveria e tij është e interesuar për të zhvilluar këto raporte të njohura bashkëpunimi. “Duke qënë partneri i parë ekonomik i Shqipërisë, me rreth 30 % të shkëmbimeve tregtare dypalëshe, italia është e interesuar për një dialog në rritje mes shoqatave të biznesit të të dy vendeve dhe institucioneve reciproke”, – tha ambasadori Gaianin. Ai vlerësoi ecurinë e organizatës shqiptare “BiznesAlbania”, kërkoi që të shihet me përparësi sidomos vendosja e kontakteve me Confindustria-n italiane por edhe marrëdhëniet më të ngushta bilaterale me rajone afër Shqipërisë, krahas atyre me institucionet relevante europiane. Z. Bregasi, duke e miratuar këtë ide të ambasadorit italian i tha atij se shqiptarët kanë një shprehje: “Përpara se ata të shkojnë tek komshiu, në fillim shkojnë tek vëllai”,- duke garantuar mikun e Apenineve se marrëdhëniet dypalëshe janë në fokus të organizatës që ai drejton.

Ambasadori i italisë në Shqipëri tha në takim se, duke qënë në profesionin e ekonomistit, kishte parë me vemendje interesin në rritje të investitorëve italianë për Shqipërinë. “Janë 20 deri në 30 mijë sipërmarrje shqiptarësh në itali që po rikthehen në vendin tuaj dhe ata janë një pasuri e madhe, sikundër janë më shumë se 150 studentët italianë në Universitetin “Zoja e Këshillit të Mirë”, të cilët përbëjnë një mundësi të mirë për të rritur imazhin e Shqipërisë në itali, për ta njohur më mirë Shqipërinë aty, -tha z. Massimo Gaianin, duke shtuar se “në vendim tim, tani Shqipëria po shihet si Kina e afërt, për shkak të lehtësive që ofron për investitorët italianë, pozitën gjeografike, krahun e lirë të punës, gjuhën e komunikimit etj.

Z. Bregasi dhe ambasadori Massimo Gaianin ranë dakort për një axhendë të përbashkët në të ardhmen, për një bashkëpunim të plotë e të gjithanshëm mes organizatave homologe të sipërmarrjes, mes subjekteve të të dy vendeve mike etj. U diskutua për organizimin e “Ditës së Biznesit” Shqipëri-itali, për një sportel unik të sipërmarrjeve të të dy vendeve dhe për çështje të tjera me interes reciprok.

Këshilltaren e Parë për Çështjet Ekonomike e Tregtare të Ambasadës së Republikës së Greqisë në Tiranë, zj.Chrysanthi Passadi.

Z.Bregasi bëri një përmbledhje të vendit dhe rolit që ka organizata BiznesAlbania, si përfaqësuesja më e spikatur e bizneseve elitare në Shqipëri. Presidenti Bregasi ka shpalosur edhe axhendën për vitin 2012 të organizatës

që përfaqëson dhe është ndaluar në disa nga eventet kryesore që janë shënuar gjatë vitit të kaluar si edhe në muajt e parë të 2012.

Duke folur për marrëdhëniet e biznesit shqiptar me atë grek, z. Bregasi vlerësoi rolin e kompanive greke që kanë investuar dhe investojnë në Shqipëri dhe vlerësoi dashamirësinë që ka treguar biznesi grek në këto vite. Ai vuri në dukje, që pavarësisht situatës ekonomike në të cilën ndodhet ekonomia dhe shteti grek, janë të gjitha mundësitë për rritjen e bashkëpunimit të ndërsjelltë, por edhe rritjen e përfaqësimit reciprok. Presidenti i BiznesAlbania vlerësoi disa nga investimet e njohura greke si ato në fushën bankare, në atë të telefonisë, të hidrokarbureve, të materialeve të ndërtimit etj dhe u tregua i gatshëm për të rritur bashkëpunimin e investitorëve grekë edhe me

sipërmarrës potencialë shqiptarë.Nga ana e saj, Këshilltarja e parë e Ambasadës

së Greqisë, pasi falenderoi për pritjen, vlerësoi rolin e organizatës BiznesAlbania dhe shtoi se ka ardhur koha që përpjekjet e bizneseve të të dy vendeve të jenë të përbashkëta, duke shtuar se edhe kriza mund të jetë e përbashkët. Zonja Passadi shtroi mundësinë e hartimit të një plani të përbashkët bashkëpunimi, që u prit me interes nga z. Bregasi.

Në këtë takim nga të dyja palët, ofrohet bashkëpunim institucional dhe konsultohen programe të përbashkëta bashkëpunimi të ndërsjelltë.

Përfaqësuesi francez për zhvillimin dhe promovimin e ndërmarrjeve në Ballkan

u tregua i interesuar për të mësuar për BiznesAlbania. Z. Bregasi i tha atij se vetëm në harkun e një viti, që nga themelimi i saj, BiznesAlbania, ka bërë mjaft për të mbrojtur dhe promovuar interesat e biznesit, vendas apo të huaj. “Tashmë jemi një autoritet i padiskutueshëm në mes të sipërmarrjes dhe administratës publike, – tha z. Bregasi,- duke shtuar se BiznesAlbania do të vijojë të forcojë rolin e saj si zëri i biznesit të Shqipërisë.

Z. Bregasi i kërkoi mikut francëz që të punojnë së bashku për të organizuar një takim B2B (takim mes bizneseve të të dy vendeve) për t’u njohur me ofertat e kompanive franceze dhe për t’iu ofruar atyre më shumë informacion për Shqipërinë, ekonominë e saj dhe sidomos rritjen dhe fuqizimin e biznesit shqiptar. “Jemi të gatshëm të ndihmojmë me informacionin e nevojshëm kompanitë franceze që dëshirojnë të investojnë në Shqipëri,”- i tha z. Bregasi përfaqësuesit francez.

Nga ana e tij, përfaqësuesi për Ballkanin i Zyrës së UBiFRANCE, (një axhenci publike me manaxhim privat) Z.Bauza, vlerësoi pritjen dhe theksoi se vinte për herë të dytë në Shqipëri.

Takim me Drejtorin për Greqinë, me kompetence për gjithë zonën e Ballkanit për Agjencinë Franceze të Mbështetjes dhe Promovimit të Ndërmarrjeve, UBi-FRANCE, z. Michel Bauza

Ai shfaqi interes për të bërë më tepër në Shqipëri, në fushën e investimeve të huaja, pas një sërë projektesh të fiksuara tashmë në fushën e energjetikës, apo të infrastrukturës. “Ne mendojmë se bizneset duhet të takohen me njëri tjetrin dhe do të punojmë për të rritur komunikimin,- i tha z. Bauza, presidentit të BiznesAlbania.

Duke folur për planet konkrete të zyrës së tij, z. Bauza theksoi se tre janë qëllimet afatshkurta në Shqipëri. E para për t’u njohur me të gjitha tenderimet që bëhen në Shqipëri, nga sektori privat dhe ai publik, e dyta për të organizuar në mënyrë të vazhdueshme një forum biznesi,

njëherë në vit dhe e treta, për të organizuar çdo vit në Paris “Ditët e Shqipërisë”. Ai ftoi kompanitë shqiptare, anëtare të BiznesAlbania, të jenë pjesë e forumit ekonomik të këtij viti në datat 5-6 korrik, që do të zhvillohet në Sofje, Bullgari. Z. Bregasi e falenderoi përfaqësuesin e UBiFRANCE në emër të BiznesAlbania dhe tha se për gjithçka që u diskutua do të ketë një

program konkret të shkruar bashkëpunimi, për të vendosur standarte të reja në komunikimin me kompanitë private franceze që dëshirojnë të punojnë në Shqipëri.

Në këtë takim merrnin pjesë edhe Drejtori i Përgjithshëm i BiznesAlbania, Bardhi Sejdarasi, Drejtori i Marrëdhënieve Ndërkombëtare, Koli Sinjari.

Presidenti i BiznesAlbania, z. Luan Bregasi, priti në një takim të veçantë Ambasadorin

Austriak në Tiranë, Z. Florian Rauning, i shoqëruar nga Zj. Anita Bavdaz, koordinatore e Dhomës Ekonomike të Austrisë për Ballkanin, dhe Z. ilir Vangjeli, Drejtor i Zyrës Tregtare Austriake në Tiranë.

Në takim, presidenti i BiznesAlbania i tha ambasadorit se biznesi shqiptar ka pasur gjithnjë marrëdhënie shumë të mira dhe mbështetje të vazhdueshme nga Ambasada Austriake në Tiranë. Ai përshëndeti prezencën e biznesit austriak në Shqipëri e cila është shumë e dukshme në fushat kryesore të ekonomisë shqiptare si në banka, shoqëri sigurimesh, turizëm, energji, etj. Ai i bëri ambasadorit austriak një paraqitje të punës që ka bërë BiznesAlbania që nga krijimi i saj. Ai foli për numrin e madh të bizneseve prej afro 35 mijë ndërmarrje të cilat janë pjesë e këtij organizmi dhe që përfaqësohen nëpërmjet shoqatave të tyre në BiznesAlbania. Z.Bregasi theksoi se Shqipëria është një vend me barrë fiskale të ulët dhe me interes për të investuar. Ne duhet të punojmë bashkarisht që të mbeshtesim biznesin austriak në pengesat burokratike, me vështirësitë që hasin ato në kryerjen e aktiviteteve të tyre të biznesit.

Ambasadori Austriak, mbasi falenderoi

Takim me Ambasadorin Austriak në Shqipëri Florian Rauning

për pritjen, tha se është e vërtetë që prezenca austriake është shumë e dukshme. Aktualisht paketa austriake e investimeve është rreth 1 miliard Euro dhe se Austria është investitori i tretë në Shqipëri. Së shpejti, tha ai, do të bëhet inagurimi i digës së parë në Ashtë dhe vitin tjetër vepra do të përfundojë. Ndërkohë në vitin 2013 do të fillojë puna për ndërtimin e 3 hidrocentraleve në luginën e Devollit. Unë mendoj, tha ai, se më shumë duhet të bëjmë për shkëmbimet tregtare ndërmjet dy vendeve. Kërkojmë luftë kundër korrupsionit dhe të bashkëpunojmë me BiznesAlbanian për të mbështetur biznesin austriak në problemet që kanë firmat austriake me Drejtorinë e Taksave/rimbursimi i TVSH; çështjen e korrupsionit, etj.

Z.Bregasi dhe Ambasadori Rauning ranë dakort gjithashtu që në kuadrin e 100 vjetorit të Shtetit Shqiptar të kombinojnë veprimtaritë me një pjesëmarrje të të dy palëve. Konkretisht në muajin shtator, tetor, do të bashkëpunojnë për një mision biznesi nga Austria, një mëngjes pune me firmat austriake, një pjesëmarrje të kompanive shqiptare në një aktivitet ndërkombëtar austriak, etj.

Në këtë takim Z.Bregasi shoqërohej nga Drejtori i Marrëdhënieve Ndërkombëtare, Z.Koli Sinjari.

Forumi i Biznesit Tirane – Taipei

Në datë 18 Tetor 2012, u organizua në Tiranë Forumi i Biznesit Tiranë – Taipei. Ky aktivitet

u organizua nga BiznesAlbania në bashkëpunim me Ambasadën e Taiwanit në itali.

Në forum morën pjesë përveç biznesmenëve më të njohur të vendit edhe ambasadori i Taivanit në Republikën e italisë Z.Lai Chien Chung, Drejtori i Divizionit të Përfaqësisë së Taivanit, Z. Wang

Jien Ping, Drejtoresha e Agjencisë Shqiptare të Zhvillimit të investimeve Zj. Eneida Guria.

Z. Luan Bregasi Presidenti i BiznesAlbanias në hapjen e këtij forumi theksoi se Shqipëria i ka të gjitha oportunitetet për rritjen e volumit të shkëmbimeve tregtare, por edhe për thithjen e investimeve Taivaneze. Z.Bregasi ftoi investitorët e Tajvanin ta shihin si një mundësi reale për investimet e tyre Shqipërinë.

BiznesAlbanias Z. Luan Bregasi dheRektori i Universitetit “Luarasi” Z. Kristaq Traja nënshkruan një marrëveshje bashkëpunimi midis dy institucioneve ku objekti i saj është vendosja mes palëve e një bashkëpunimi afatgjatë dhe të frytshëm në kuadrin e praktikës mësimore dhe internship-eve.

Pas nënshkrimit Z. Bregasi theksoi se kjo marrëveshje nuk është thjesht një akt formal, por është një kërkesë e tregut. është një marrëveshje afatgjate, e cila bazohet në idenë se prona dhe menaxhimi i pronës janë të ndara nga njëra tjetra. Gjithashtu ai theksoi se ky bashkëpunim

është për të pare mundësinë e menaxherëve të ardhshëm të bizneseve tona, sepse sot problem më i madh është menaxhimi i tij.

Në tryezën e organizuar nga opozita në 23 mars 2012 BiznesAlbania, deklaroi se ka ndjekur me vemendje në vijimësi deklarimet zyrtare të opozitës për probleme të zhvillimit të ekonomisë dhe të biznesit, por ka opinionin që ato kanë qenë fragmentare, jostrategjike dhe një përdorimshme, pra vetëm për kundërvënie politike. Ne mendojme se në të ardhmen opozita duhet të jetë më aktive dhe më konstruktive për zhvillimin ekonomik dhe social të vendit.

BiznesAlbania ka menduar dhe ka kërkuar që opozita politike duhet të ketë në sirtar dhe mbi tavolinë, kur e kërkon nevoja, programin e saj qeverisës, të ashtuquajturën “qeveri në hije”, e cila është një aset i vlefshëm i demokracisë dhe jo kundërvënie politike apo propaganduese. Ne mendojme se problematika me te cilen ndeshet biznesi sot nuk janë dhe nuk mund të jenë vetëm cështje të qeverisë por edhe të opozitës. Kur qeveria thotë se taksa e sheshtë ka sjellë zhvillime të dukshme në ekonomi, opozita duhet të tregojë nëpërmjet studimeve të saj shkencore e profesionale se a eshte kjo e vërtetë dhe si shpërndahen të hyrat fiskale. Kur qeveria thotë se nuk është dakort me taksën progresive të promovuar nga opozita, opozita duhet të tregojë konkretisht se nga cfarë studimi është nisur dhe cilat janë rezultatet e tij për këtë ndryshim radikal të taksimit.

Ne mendojme se qeveria dhe opozita duhet te organizojnë tryeza permanente konsultimi dhe debate me aktorët dhe faktorët e biznesit. Ne mendojmë se duhet të jenë deputetët e opozitës që duhet të kërkojnë me ngulm që asnjë akt ligjor e nënligjor të mos kalojë në kuvend, pa konsultimin me biznesin e përfaqësuesit ligjorë të tij.

BiznesAlbania mendon se duhet të qartësohen më mirë qëndrimet ndaj koncesioneve, duke i dhënë prioritet politikave që mbështesin realizimin e tyre dhe jo deklaratave propagandistike apo elektorale. Bizneset e prekura nga kriza dhe kanë vonesa në afatet e koncesioneve, duhen asistuar me politika mbështetëse. Biznesi vendas duhet të ketë më shumë prioritet në programet që nxisin dhe stimulojnë procesin e koncesioneve.

“BiznesAlbanias”. It has helped in the early stages of creating “BiznesAlbania” to strengthen its structures with the assistance of its Senior Adviser, Mr. Jean Marie STANDAERT and other experts who, through different conducted workshops have provided best experiences to

strengthen our organization of employers.Some of the activities carried out with the

financial support are:Seminar “Making and keeping members/

marketing and communication strategies for the business associations”, held on 30 June - 01 July 2011, in Tirana.

About 20 members and staff of BiznesAlbanias took part in the seminar, organized by BiznesAlbania with DECP financial support. Experts coming from Brussels Prof. Erik Van Vooren and Ronald Driesen, gave their experiences on how to attract and keep member of an organization. In conclusion, they received the highest ratings from participants. The event was attended by DECP representative covering Albania, Mr. Jean Marie STANDAERT.

Seminar “how to prepare a newsletter for members of the association”, held on 14 to 15 September 2011, in Tirana

This seminar was organized by BiznesAlbania with the DECP financial support. The seminar was led by DECP representative, Mr. Jean Marie STANDAERT, who after a general overview of the importance of a newsletter for an organization, presented to the participants the

specialized programs used for the preparation and publication of a newsletter. The participants stated in the end of the seminar that the workshop was very useful for them for the benefit of the organizations they represented.

Seminar “Training of trainers for health and safety conditions at work”, held on 10 to 11

November 2011 in Tirana.BiznesAlbania in cooperation with the

financial support of DECP, organized a seminar to train future trainers its occupational health and safety conditions. The goal was to start training programs in the field of safety and health at work, as part of a new policy of prevention in Albania. Belgian international lecturer specializing in risk assessment, told attendees international experience in the prevention of occupational hazards. Present at the seminar was the DECP manager for Albania, Mr. Jean Marie STANDAERT.• A joint mission between DECP and CBI

(Agency of the Ministry of foreign Affairs of the Netherlands for the Promotion of Imports from developing countries), held on 27-30 March 2012, in Tirana. CBI representative Z.Reinoud Nuijten and DECP representative Mr. Jean Marie STANDAERT in the presence of representatives of BiznesAlbanias was held a meeting with representatives of the Association of Exporters of Albania Z.Alban Zusi. Seminar in the framework of the regional project BOSMIP 3, “Economic Development and Environmental Protection Policy”, held on 24-25 March 2011, Tirana.

The seminar was attended by experts from employers’ organizations of BusinessEurope, Slovenia, Greece, members of BiznesAlbania and Albanian experts invited by BiznesAlbania. foreign experts presented their countries’ experiences in the field of environmental policy and economic development, focusing on SMEs and European union requirements for employers. Participants gave their opinions about the issues discussed in this seminar and possible solutions.

BOSMIP IV

Seminar in the framework of the regional project BOSMIP 4, “Energy Efficiency”, held on 24 - 25 November 2011, in Skopje, Macedonia, organized

in collaboration with the faculty of Economy in university of Tirana.

The conference was dedicated to the promotion of SMEs in Albania. The conference was opened by the President of BiznesAlbanias Mr. Luan Bregasi and then it was given the floor to the guests, Minister of Economy, Trade and Energy Mr .Nasip Naco, Governor of the Bank of Albania Mr..Adrian fullani, Rector of the university of Tirana, Mr. Dhori Kule and Project Manager of BOSMIP IV Z.Wytze Russchen.

During the conference Albanian and foreign experts from finland and Slovakia and guests gave their opinions in connection with the SME situation in Albania and the bailout of the economic crisis that has swept the region, Europe and beyond.

BiznesAlbanias and Tirana university signed a cooperation agreement in order to engage students at the private companies and enterprises to put into practice the theoretical knowledge they receive at school.

The lobbying of business to the government is very important and “BusinessAlbania” is doing very well this mission. The manager of the project “BOSMIP”‘, a project of BusinessEurope, Wytze Russhen during an interview given to the newspaper, states that BusinessAlbania is succeeding within a short period of time to be an efficient organization. I think that BusinessAlbania has strengthened its position and the government listens to it, expresses the Dutch expert. Besides the fact that the business has joint the voice for creating a competitive environment for the trade activity, Russchen stresses that much should be done to improve especially the image that your country has in Europe. The concern is the image. This is the first thing you should do, change it.”

What is BusinessEurope? What does it represent and what is its mission?

“BusinessEurope is an employers’ federation throughout Europe. It consists of 41 smaller federations in 35 countries. Our members are from france to Turkey, Switzerland, etc., and together we represent 21 million companies throughout Europe. We try to be the voice of European business in Brussels, which means that we lobby to ensure to the European companies a better

and friendly environment. We have a special project “Bosmip” co-financed with European Commission in the framework of Eu enlargement and funds of IPA with the scope of assisting to

in order to have a strong civil society.

Does BusinessEurope have a concrete project to implement in Albania?

Bosmip is a project not for a country itself, but for the whole region of Western Balkans and in fact there are three aspects. firstly, to assist you for your accession to Eu. Albania is still a bit far, but Botsmip has given an important assistance to Rumania and Bulgaria related to Eu. Be aware that to be a member of Eu you should have 90 thousand pages of legislation to approximate, which is almost impossible. So, these companies play an important role to prepare the country for membership and for those famous 90 thousand pages. Secondly, our program assists the organizations to become stronger, because in my country, I come from Netherlands; we have 180 people working for this. It’s a strong lobbying machine, maybe the strongest lobbying in Netherlands facing the government. But in countries like Albania the management is small, the secretariat has three people, not much money, and sometimes there are problems with lobbying to the government.

This is the first time I come to Albania and I have heard a lot today. The best thing you have is that you still have economic growth, i.e. you are managing well, because the economy in Europe downturns.

I am “jealous” for the tax level. I come from a country where the taxes make 50% of the income and here you have the flat tax of 10%, which I deem it as attractive. Surely you have problems as it’s the corruption. I guess as a problem the finding of money, the capital for investment. If you start a business as a new entrepreneur you face difficulties to find money, and secondly it is a problem to export though you have a food business plan. And concluding you have a big difficulty the image of Albania.

you need e Djokovic, as Serbia has the tennis player. he has made more for Serbia than the government for 10 years. he is a positive ambassador. Albania has not such a good image because of the corruption and other problems. you should change your image through successful companies that I have seen here today, or tourism or low taxes. you should positive sides of Albania.

What are the sectors where the business should invest to ensure sustainable development?

As far I understand you depend a lot from the agriculture. I guess thus sector needs essential reforms. The economy changes and orientates to the services. To my opinion, Albania needs to orientate to green economy. This economy means sustainability, energy efficiency, and renewable energy. If you are strong and invest

How do you see BusinessAlbania and its role related to the lobbying it makes in order the voice of the business to be heard by the government?

I am impressed by this quick development. One or two years before, BusinessAlbania didn’t exist. In my first trip to the Balkans I didn’t plan Albania, as there was no official organization. Now, a year later, everything has changed. you have an organization BusinessAlbania. yesterday I had a meeting with the President, Vice President, business people and I was impressed. They have a good position, successful businesses and have established an organization within a short time which has the same name as ours BusinessEurope, BusinessAlbania. And I am impressed what does BusinessAlbania. I think their challenge is the chain of connections. first you should offer good services to your members and that brings new members. New services need money and money comes from new members. This kind of chain needs to be broken and we hope such projects can help. BusinessAlbania is an important organization. I saw people from the government in the conference of today, the minister of Economy and the Governor of the Bank of Albania was here. I see BusinessAlbania in good terms with the government. If I see the

in these sectors you, they are profitable one for the future. Other sectors as digital economy are very important. The best thing for Albania, I think is education. If you have a better link between

education and labor market, combined with tax system Albania will be an attractive destination for business. But still image is concern. This is the first thing you should make.

On May 7-11, 2012, in Brussels, a study tour was organized in the framework of the regional

project BOSMIP 4, for the recognition of the work methodology of the European institutions.

• Tax Amnesty ConferenceWithin the draft proposed by Government for

fiscal amnesty, BiznesAlbania organized a round

table with the participation of Deputy finance Minister , Deputy Minister of Economy, Trade and Energy, Members of Parliament and opposition representatives, academic researchers known in the fiscal field and leaders of organizations that are members of BiznesAlbania.

Mr. Luan Bregasi, stressed that BiznesAlbania and all Albanian businesses in general welcomed, not only the philosophy of

fiscal amnesty, but also the draft presented by the government. On behalf of BiznesAlbania he proposed concrete changes to improve the presented draft and asked the government to let to the representatives of business time to get to know and give opinions and , of course, time needed to pass to the Advisory Council of Business, before it goes to the parliament.”After the discussions of MPs of the two main political parties, as well as representatives from academic institutions and Accountants and financiers Association of Albania, Mr.. Bregasi thanked for their participation and discussion of analysis and assured that BIZNESALBANIA, will initiate in the future such meetings to make it clear to all political and institutional actors the position and role of Albanian entrepreneurship in the economy of this country.

• Law on excise duty in the Republic of Albania BiznesAlbanias made a strong opposing of the

bill, which in some sections define high fees that must be paid by the business and automatically it was heavy fiscal burden on businesses and could lead them to bankruptcy. Government took into account some of our opinions and implemented in the new draft

• Law on traders and trading companies

Extending the deadline for the registration of new statutes in accordance with the law.Through letters addressed to the Minister of Economy and the Prime Minister about this concern, it was possible the postponement of the deadline set in law for the submission of statutes adopted under this law.

• The problem of the meat importers with customs about the reference prices of items they imported

In a meeting organized at the Directorate General of Customs, with the participation of representatives of BiznesAlbania and representatives of some businesses affected by this problem, and by the customs were the Director General of Customs, Mr. flamur Gjymishka and some directors and customs specialist. After many discussions onlegal basis by us, at the end of the meeting, Mr. Gjymishka said that everything was clear and it would be

given solution to the ascertained problem.

• The problem for the draft law “On the activity and physical security guard service”

In relation to this bylaw, in addition to concrete proposals made by BiznesAlbania it was taken the initiative of organizing a round table in cooperation with the Institute for Democracy and Mediation.

At this table were invited also Deputy / Minister of Interior Mr.Avenir Peka and domestic and foreign specialist who gave their opinions about this bylaw.

As a result of this strong opposing the government withdrew the draft in order to be revised.

• Changes in the Labor Code

In connection with the changes in the Labour Code, the representatives of BiznesAlbania gave opinions and concrete proposals, which were taken into account and implemented in the bill changes.

• Various problems in the fiscal system for fines imposed by tax inspectors about coupons

After the complaint of many businesses ,who were fined in connection with the failure to issue tax vouchers, BiznesAlbania addressed through a letter to the Prime Minister, Minister of finance and the Director General of Taxation to this problem that concerns business. Among other things, it was noted that in many cases these penalties and controls were tendentious and not based in law.

By tracking the ongoing problem, it was noticed that there was a response by the Department of Taxation, where penalties which were imposed not based on law were removed

The problem of the draft law “On protection of guard service and international transport problems” of Albanian companies especially with Italy.

International shipping companies have had each year problems especially with the Italian state about international transport vouchers. BiznesAlbanias wrote a letter to the Minister of Public Works, Transport and Communications, where it stated this concern and options for solutions. Also we contacted the Albanian Ambassador in Italy, and presented this concern and was told to intervene in Italian institutions for the resolution of this problem as soon as possible.

following the concern raised by the Association of timber Processors and users, BiznesAlbania addressed a letter to the Prime Minister of Albania, by arguing that the adoption of the draft law which set the export tax of 30% for companies that exported timber and semi-finished products , was highly detrimental to these companies that lead to bankruptcy, as well as unfounded reasoning that was given to the Ministry of finance to establish this tax. The Prime Minister reacted at the Cabinet Meeting and withdrew the bill for reviewing it again.

To over 100 stands, the largest and successful enterprises in the country as well as universities and vocational training centers have presented their activities and over a thousand job vacancies, mainly for qualified jobseekers.

Mrs. Natalia Otel Bela manages the 12 countries of Southeast Europe and the Western Caucasus, and came to Albania within the framework of a regional project that has to do with public-private dialogue as an effective tool for policy in favor of prioritizing the role and function of employers’ organizations in Albania.

Eugen Wollfarth,in its enlarged meeting of the Board of Directors. In his speech, President of BiznesAlbania Mr. Luan Bregasi stressed that business is hostage to the political situation, to property problems, to the implementation of economic freedoms and half fight against corruption. he stressed that the differences between political parties have blocked the adoption of the Law on Administrative Court, which is very important for business. he also criticized the tax amnesty law which, as shown obviously by the figures of Taxation and Customs, has not given proper impact to the businesses and their wish to self- declare.. This business backlash against amnesty, Bregasi considers right after the amnesty was not complete.

Despite the reforms undertaken by the government to promote employment, investment or fiscal policy followed by reducing vaious taxes, BiznesAlbania still estimates that there are key issues for business today. The representatives

On 27 January 2012, President BiznesAlbania, Mr. Luan Bregasi held an official meeting

with Eu Ambassador in Tirana, Mr. Ettore Sequi. Mr.Bregasi gave a brief description of the Association and its recent activities. he underlined the problems that the business associations face today and their need to be important actors in the decision-making. During the following year, he said, the associations should be recognized with the agenda of the European union and the Albanian government for the approximation national legislation to the European one. The Board meeting was focused on some of the main problems that the business of the capital had addressed a few months ago to the Mayor of the Albanian capital, but treated also other problems in a spirit of mutual understanding and cooperation.

The vision of the Municipality of Tirana, its daily activity and program are based on continuous consultation and keeping in touch with the business world, trying to build a fair and equitable partnership between the Municipality of Tirana and the business community in Tirana and this is neither a luxury nor an action that is due to goodwill. At the meeting, President of BiznesAlbania told the ambassador that the Albanian business has had always very good relationships and continuous support from the Austrian Embassy in Tirana. he welcomed the presence of the Austrian business in Albania, which is very evident in the key areas of the Albanian economy as banks, insurance companies, tourism, energy, etc. he made a presentation of BiznesAlbania work since its creation to the Austrian ambassador. he spoke about the large number of businesses of approximately 35 thousand enterprises that are part of this organization and are represented by their associations BiznesAlbania. Mr. Bregasi stressed that Albania is a country with a low tax burden and with interest for investment. Tirana – Taipei Business forum

Taipei Business forum took place on 18 October 2012 in Tirana. The event was organized by

BiznesAlbania in cooperation with the Office of Taiwan in Italy.

The forum was attended by the well-known businessmen of the country as well as the Taiwan Ambassador to the Republic of Italy Mr.Lai Chien Chung, Director of the Economic Division of Taiwan, Mr. Wang Jien Ping, Director

of the Albanian Investment Development Agency Mrs. Eneida Guria.

President of BiznesAlbania Mr. Luan Bregasi, in the opening of the forum said that Albania has all opportunities for increasing the volume of trade exchanges, but also for attracting Taiwan investments. he invited Taiwan investors to consider Albania as a real opportunity for their investments.

This forum is seen as an opportunity to set the mile stones of the economic and trade cooperation. Taiwan is one of the” dragons “of Asia and makes huge investments in Europe, or in neighboring countries such as Italy.

President BiznesAlbania spoke at length for the untapped potential of the Albanian economy and market, highlighting not only the Albanian entrepreneurship growing maturity, which can and should be a worthy partner of investors from Taipei, but also the advantages that the Albanian market offers in different sectors.

Liberal policies undertaken during the last years in terms of consolidation of an efficient fiscal and pro-business regime, along with flexibility of currency exchange rate, have enabled the Albanian business economy towards the foreign markets, increasing therefore its resilience to the impacts of the crisis.

Taiwan’s ambassador in Rome, whose office covers the relations with Albania, Mr.Lai Chien Chung, after praising BiznesAlbania for keeping this forum, underlined the need to enhance cooperation in all areas, but especially in increasing foreign investments and cooperation with Albanian business. Chung said that his government considers it important this cooperation and showed that Taipei authorities invest millions of dollars to increase the levels of cooperation in the mutual interest of countries and their enterprises.

On 12 November 2012 at the premises of the “Luarasi” university, the President of

BiznesAlbanias Mr. Luan Bregasi and the Rector of “Luarasi” university Mr. Kristaq Traja signed a cooperation agreement between the two institutions with the aim to establish a long and fruitful cooperation between the parties in the ontext of teaching practice and internships.

After signing, Mr. Bregasi noted that this agreement is not merely a formal act, but it is a market demand. It is a long-term agreement, which is based on the idea that property and property management are separated from each other. he also stressed that this cooperation is to see the possibility of our future business

the region, President of BiznesAlbania Mr. Luan Bregasi signed a partnership agreement with the president of the Confederation of Employers of Macedonia, BusinessMacedonia, Mr. Mile Boskov in february 2012 in Tirana.

They agreed to exchange information and best practices that are important for employers and their organizations in the field of economy, privatization, development, fiscal policy, etc., as well as services provided to member companies and organizations.

The two leaders discussed and raised working committees for joint projects relating to labor law and representing the interests of member companies and organizations on both sides. They discussed the participation in projects related to cross-border cooperation, regional network and the strengthening of

BiznesAlbania welcomed the organization of open discussion on the economic program of the two major parties in Albania.

In the round table organized by the opposition in 23 March 2012 BiznesAlbania, said it had followed carefully and continuously the official statements of opposition about the problems of the economy and business development, but it is of the opinion that they have been fragmented, non-strategic and single use therefore only for political contradiction. We think that the opposition should be more active and constructive in the future for the economic and social development of the country.

BiznesAlbania has demanded that political opposition must have its government program, the so-called “shadow government”, in the drawer and on the table, when appropriate, and that is a valuable asset of democracy and no political opposition or propaganda. This so-called “shadow government” corrects governance, highlights not only the shortcomings, but also its achievements, promotes its capabilities in opposition and prepares opinions for the future governance, according to correct political rotations. Business is interested in the quality of governance.

Also in the round table organized by the government three days later, BiznesAlbania estimated that in recent years there have been made efforts to create a mitigating climate for business that consists of facilitating procedures and reduction of taxation, to promote and stimulate the economy. flat tax, social security tax reduction, removal of certain duties that promote employment and production a façon, should be seen as achievements that should

Austrian Economic Mission21 Austrian firms in different fields and

interested in the Albanian market, came to Albania on 16 - 18 October 2012.

The Organizer of the event was the Austrian

Commercial Office in Tirana.The participating Austrian firms, sought

cooperation with Albanian companies, because they see the Albanian market with great interest.

Participation at the tables on economic issues organized by the Socialist Party and the Government

encourage the opposition to think that Albania must do better with low taxes and wide taxe system of taxpayers. But meanwhile, non-professional or worse corruption (abusive) management surpresses the effect of low taxes and reduces the pace of economic growth.

We believe that the problems facing the business today are not and can not be the only issue of the government but also of the opposition. When the government says that the flat tax has led to significant developments in the economy, the opposition must show through its scientific and professional studies whether this is true and how the fiscal revenues are allocated. When the government says it does not agree with progressive tax promoted by the opposition, the opposition must show specifically what kind of study has been made and what are its outcomes for this radical change of taxation.

We think that the government and the opposition should organize permanent tables of consultations and debates with stakeholders and business factors. We think there should be opposition MPs to insistently demand that no legal and bylaw should pass in parliament without consultation with business and its legal representatives.

BiznesAlbania thinks that the attitudes towards concessions should be clarified better, giving priority to policies that support their implementation and not statements or electoral propaganda. Businesses affected by the crisis and the delay in terms of concessions, should be assisted with supportive policies. Local business should have more priority to programs that promote and stimulate the process of concessions.
