The Program Performance & Evaluation Committee closely analyzed allprojects’ budgets to identify any CoC funds that could either be replaced withother funding or could be eliminated without negatively impacting the project’soutcomes. The PPEC also reviewed and scored all projects based on a set ofperformance outcomes. While the St. Vincent Supportive Housing program hadgood outcomes and operated as a scattered site, primarily transition-in-placeTH program, with HUD’s scoring for Tier 2 projects, the CoC determined thatthis project was unlikely to get funded in Tier 2 and would hurt the overallcompetitiveness of the OH-505 CoC Application. As a result, this project isbeing eliminated and the money reallocated to new PH projects.

This project was the CoC’s poorest performing project.The PPEC had been working closely with the project to improve its performanceand sharpen its focus as a RRH model, despite its SSO categorization.However, given its performance and HUD’s scoring for Tier 2 projects, the CoCcould no longer afford to keep this project in its inventory. The project is beingeliminated and the money reallocated to new PH projects.
