INTRODUCTION TO THE CHICAGO BAR ASSOCIATION'SJUDICIAL EVALUATION PROGRA

By Board resolution, the Judicial Evaluation Committee (JEC) is thesemi -autonomous committee of The Chicago Bar Association whichconducts evaluations of candidates for judicial offices and sittingjudges seeking retention wi thin Cook County. As a service to thepublic, The CBA reports the findings of the JEC for all elections.The evaluations are designed to inform the public and the courts ofthe qualifications, independence and integrity of judicialcandidates. The CBA believes that the quality of theadministration of justice in our courts is determined large

The investigative Process

The Committee i s work begins when the candidate submits his orher completed questionnaire. The 16-page questionnaire for sittingjudges, expanded in 1987, requires the candidate to list personal,professional and judicial references and to provide the names oflawyers who have recently appeared before him or her. Candidateswith less than four years on the bench are also asked to identifyadversaries with whom they worked before taking the bench. Lawyercandidates are asked to provide detailed informationj names of

The Hearing Process

Hearings were conducted on Tuesday and Thursday evenings andon Saturday mornings. Hearing division members were randomlyassigned, in accordance with the Committee i s resolution, to eitherof two hearing rooms by a blind drawing for room assignment.Tyically, 18 to 20 members were assigned to each room. only atthat time did they learn which they would be evaluating and who theother members of the panel would be. Reporting of Findinqs

The Association has always reported its JEC findings to thepublic for all elective judicial positions.
