The Florida Department of Transportation (FDOT) continues with the Project Development and Environment (PD&E) Study to evaluate multimodal improvements to 15th Street East & 301 Boulevard East from Tallevast Road to US 41 (Cortez Road or 1st Street). The project evaluates design concepts for roadway improvements and for widening existing 15th Street East & 301 Boulevard East from two lanes to three lanes (two lanes plus a third lane used for left turns and pedestrian refuge areas). FDOT invites you to attend the public workshop to review these alternatives.

The overall goal of the project is to improve and enhance mobility and accessibility for multiple modes of transportation, including pedestrian, bicycle and transit. The key improvements of the project include multimodal enhancements such as bicycle lanes, sidewalks and transit (bus) facility improvements intended to support the heavy bicycle, pedestrian and transit use along 15th Street East & 301 Boulevard East.

El Departamento de Transporte de la Florida (FDOT) continúa con el Estudio de Desarrollo y Medio Ambiente (PD&E) para evaluar varias mejoras multimodales bajo consideración para la Calle 15 Este & Bulevar 301 Este, desde Tallevast Road hasta la US 41 (Cortez Road o 1a Calle). El proyecto evalúa conceptos de diseño en cuanto a mejoras viales y la ampliación de la Calle 15 Este & el Bulevar 301 Este de dos carriles a tres carriles (dos carriles normales, con un tercer carril utilizado para doblar izquierda y proporcionar áreas de refugio para peatones). FDOT les invita a participar en el taller público para evaluar estas alternativas.

El objetivo principal del proyecto es mejorar la movilidad y accesibilidad para múltiples modos de transporte, incluyendo peatones, bicicletas y transito. Las mejoras clave del proyecto incluyen mejoras multimodales como carriles para bicicletas, aceras, y mejoras en las instalaciones de transito (autobuses) a lo largo del área de la Calle 15 Este & Bulevar 301 Este, la cual cuenta con un gran volumen de ciclistas, peatones, y usuarios del sistema de tránsito.

Alternativas del ProyectoEl equipo evaluó varias alternativas a lo largo del área del proyecto. Estas incluyen la Alternativa del Sistema de Gestión y Operaciones para Transporte (TSMO), la Alternativa Multimodal, y la Alternativa de Construcción. La Alternativa TSMO incluye mejoras a las señales de tránsito e intersecciones, además de mejoras en la gestión de acceso. La Alternativa Multimodal incluye servicios existentes, planificados y programados operados por el Sistema de Transito del Condado de Manatee (MCAT), con transferencias entre el Sistema de Transito del Condado de

No hay tanta necesidad de acomodar a los camiones de carga en esta área del proyecto, sin embargo, el tráfico de bicicletas y peatones es mucho mayor. Habrá un límite de velocidad de 35 MPH*. The team evaluated various alternatives for the project area. These alternatives included the Transportation System Management and Operations Alternative (TSMO), the Multimodal Alternative, and the Build Alternative. The TSMO Alternative includes traffic signal and intersection improvements and access management improvements. The Multimodal Alternative includes existing, planned and programmed service operated by Manatee County Area Transit (MCAT) with transfers between Sarasota County Area Transit (SCAT). The TSMO and Multimodal Alternatives do not satisfy the purpose and need for the project and were eliminated from further consideration. If the Build Alternative is selected, access management strategies, intersection improvements, optimization of signal timings and transit improvements will be included. If the No-Build Alternative is selected, FDOT will not make design improvements to 15th Street East/301 Boulevard East from Tallevast Road to US 41. The No-Build Alternative will remain a viable option throughout the study.

Alternativa de Construcción

Project Alternatives

Build AlternativeIf the Build Alternative is selected, the design would include a three-lane roadway with intermittent pedestrian refuge islands generally following the existing alignment. Sidewalks and bus stop facilities are provided. This alternative would build mid-block crossings at the pedestrian refuge islands. Bike lanes are included from Tallevast Road to 55th Avenue East and from 51st Avenue East to US 41. The segment of 55th Avenue East to 51st Avenue East does not offer enough right-of-way to accommodate a bike lane and so bikes would be directed to use the widened 10-foot sidewalk in this area as shown in Figure 3 below. As illustrated in the drawings, the widths of travel lanes and sidewalks differ depending on the types of traffic that generally use the area. Roundabout alternatives will be evaluated at various intersections. The Build Alternative includes a closed drainage system. The proposed speed limits range from 35-40 mph in these areas. FDOT may need to purchase additional right-of-way throughout the corridor to build these improvements.

From Tallevast Road to North of 63rd Avenue East The land uses along this portion of the corridor include a mix of mostly industrial, heavy commercial, office and neighborhood-serving retail uses with a small amount of residential in the form of apartments and mobile home parks. A number of large trucks use this section of 15th Street East. The posted speed limit is 40 MPH*. See Figure 1.

From North of 63rd Avenue East to 55th Avenue East & From 51st Avenue East to US 41The land uses along this portion of the corridor include mostly neighborhood-serving retail uses and residential mobile home parks with some commercial and light industrial. There is not as much of a need to accommodate freight in this area of the project, yet bicycle and pedestrian traffic is greater. The posted speed limit is 35 MPH*. See Figure 2.

From North of 55th Avenue East to 51st Avenue EastThe land uses along this portion of the corridor include Manasota Memorial Park, Oneco Square Shopping Plaza, and a mix of mostly neighborhood-serving retail uses with some commercial and light industrial. There is not as much of a need to accommodate freight in this area of the project, yet bicycle and pedestrian traffic is greater. The posted speed limit is 35 MPH*. See Figure 3.
