Para respondermos s perguntas que nos teem sido feitas acrca daortografia adoptada pelos editores tcnicos da +Enciclopdia decincia, arte e literatura--Biblioteca de Portugal e Brasil[1]+ temos ahonra de dirijir a V. Ex. esta circular, e rogamos-lhe que faa toconhecidos, quanto em seu poder esteja, os fundamentos em que essaortografia assenta.

Os princpios que servem de base reforma ortogrfica iniciada por nsambos e usada ha dois anos pelo segundo signatrio desta circular, emescritos particulares e oficiais, e em artigos publicados em algunspapis peridicos, so resultado de estudo consciencioso e largadiscusso dos iniciadores. So princpios deduzidos ou antes expressodos factos glotoljicos examinados com rigor; so todos demonstrveis, ede simplicidade tal que os poder compreender a s intelijncia, andaque para ela sejam estranhos os estudos de glotolojia.

Vamos exp-los apreciao pblica desde j, e assim comear apreparar-se a crtica de todos os indivduos, que, por se prezarem dePortugueses, no queiram que estranjeiros censurem no haver, para anossa formosssima lingua, ortografia cientfica e uniforme a que devachamar-se +Ortografia Portuguesa+.

No futuro Congresso que temos a peito convocar breve, essa crtica sero nico juz a que todos ns os Portugueses havemos de nos sujeitar paraadopo de ortografia portuguesa e rejeio absoluta de toda ortografiaindividual, seja quem for seu autor.

Com a exposio que vamos fazer dos princpios mais jerais em queassenta a reforma ortogrfica, por ns iniciada, temos em vista mostrar,a todo o pas capaz de pensar e ler, que o nosso intuito realizar umadas verdadeiras condies da vida nacional--existncia de ortografia+uniforme e cientificamente sistemtica+ a que deva chamar-se+Ortografia Portuguesa+.

ORTOGRAFIA PORTUGUESA

I

PRINCPIOS JERAIS DE TODA ORTOGRAFIA

1. Uma lngua um facto social; no depende do capricho de ningumalter-la fundamentalmente.

2. Como facto social produto complexo, varivel por evoluo prpria

da sociedade cujas relaes serve.

3. A ortografia o sistema de escrita pelo qual representada alngua dum povo ou duma nao num certo estado de evoluo glotoljica.

4. Esta representao deve ser exacta para todo o povo, para toda anao e portanto deve respeitar a filiao histrica.

5. evidente, pois, que a ortografia no pode ser especial dum modo defalar, quer ste seja dum s indivduo, quer duma provncia ou dialectoda lngua.

6. Em virtude disto a ortografia no pode representar a pronunciao,

que por certo no ser una; ha de representar a enunciao, a qual sempre comum ao povo, nao que fala uma s lngua como seu idiomaprprio e exclusivo.

7. Na ortografia, por consecuncia, no se pode fazer uso de sinais queindiquem pronncia de uma qualquer letra vogal, excepto quando essavogal carea de ser pronunciada com modulao especial para a distinoconveniente do emprgo sintctico do vocbulo, ou anda (e menos vezesem portugus) para distinguir na grafia nica modos diferentes desilabizao.

8. Para se representar a enunciao carece-se de acentuar grficamenteo vocbulo, e a ortografia deve ser tal que, subordinada s leis deacentuao na lngua falada, mostre para qualquer vocbulo a sua slabatnica a quem desconhea o vocbulo que l.

_Esclio_.-- evidente que a acentuao grfica intil na lnguaescrita cuja constituio glotoljica a determina invarivelmente: tal olatim clssico e as lnguas jermnicas.

II

PRINCPIOS PARTICULARES DA ORTOGRAFIA DA LNGUA PORTUGUESA

O ensino ortogrfico da lngua portuguesa reduz-se, portanto, naprtica, ao ensino de:

I. Leis da acentuao nos vocbulos smplices e nos compostos.

II. Valor histrico dos fonemas anda proferidos e dos que j no seproferem; influncia dstes sbre a modulao da vogal precedente.

III. Conhecimento dos ditongos e sua dissoluo.

IV. Silabizao.

V. Homnimos e parnimos.

VI. Funo dos sufixos.

VII. Composio dos vocbulos e formao da perfrase nos verbos, e usodas enclticas.

Diremos dstes assuntos em outros tantos paragrafos, definindo, todavia,primeiro, o que entendemos por ortografia portuguesa.

ORTOGRAFIA PORTUGUESA o sistema de escrita ou grafia representantecomum de todos os dialectos do portugus falado; a sua base a histriada linguajem portuguesa considerada como lngua e como dialecto.

Considerada como lngua, estuda-se a linguajem portuguesa no ponto devista de lngua fundamental ou lngua me, de que, por evoluo prpria,se teem derivado outros modos de falar no tempo e no espao, depois deassentada a evoluo glotoljica realizada em Portugal durante mais deum sculo j desde D. Dinis, e principalmente durante os reinados de D.

Pedro I, D. Fernando I e D. Joo I.

Considerada como dialecto, estuda-se a linguajem portuguesa comoevoluo glotoljica neo-latina ou romnica.

I--DA ACENTUAO

1. A acentuao marcada tnica e no prosdica; no determina

modulao da letra vogal, determina a slaba elevada na enunciao dovocbulo.

Esta slaba uma s e a mesma slaba para cada vocbulo na lnguaportuguesa em todo o pas, com excepes espordicas mais ou menosjustificadas. Exemplos: _htel, hotel; bno, beno_.

_Esclio._--A acentuao grfica sempre a de vocbulo que fazexcepo regra jeral.

2. O sinal grfico da acentuao tnica por excelncia o acentoagudo. Marca, porm, ste acento:--vogal tnica aberta em parnimos:_fsse, fsse; sco, sco; reis_ (pl. de _rei_), _ris_ (pl. de_real_);--_i, u_ tnicos depois de outra vogal: _pas_ (cf. _pais_),_rene, monho, rum_;--a vogal _u_ tnica depois de _g_ em _ge, gi_(cf. 4.): _arge, argi_.

3. Pode ser sinal grfico da acentuao tnica o acento circunflexo, eo ser especialmente nos casos em que no fonema tnico concorramodulao necessria de _, _, como fica exemplificado em o nmeroprecedente, e se v mais dos seguintes exemplos: _fra_ (cf. _fra_),_modlo_ (cf. _modlo_), _sossgo_ (cf. _sossgo_), _cres_ (cf._cres_), _cr_ (cf. _cr_ em _de-cr_), _vem_ (cf. _veem_, do verbo_vir_), _d_ (cf. _de_), _dsse_ (cf. _dsse_), e anda nos vocbulos

sem parnimos, quando eles sejam esdrxulos ou oxtonos terminados numadessas vogais seguida ou no de _s_, tais: _pssego, portugus, flego,merc_.

4. O acento grave diferencial: indica sempre a pronunciaoalfabtica prpria da letra vogal altervel, isto , susceptvel de termais de uma pronunciao (_a, e, o_). Emprega-se na ortografiaexclusivamente em tres circunstncias:--na crase da preposio _a_ com oartigo feminino _a, a_ + _a_ (ambos tonos) = ;--na slaba tona cujavogal altervel haja de se proferir aberta e tona com a sua pronnciaalfabtica, para que se distinga o vocbulo de outro seu parnimo, ex.:_crdor_ (cf. _credor_), _prgar_ (cf. _pregar_);--no _u_ de prolaco_ge, gi_ quando se proferir tono (cf. 2.): _argir, agentar,

lingstica_.

_Esclio._--Escrevemos _cue_ por _que_ (_qe_), _cui_ por _qui_ (_qi_);ex.: _consecuente, consecuncia_.

5. Os vocbulos terminados em _a, o, e, as, os, es_, so jeralmenteenunciados com acentuao na penltima slaba; logo no teem acentuaogrfica marcada. Cf. 2. e corolrio de 7. _bis_.

5. _bis_. Todo vocbulo terminado em _a_ ou _as, o_ ou _os, e_ ou _es_,proferido com acentuao noutra slaba que no seja a penltima, tem aacentuao marcada na escrita. So innmeros os exemplos; em toda estaexposio doutrinal os ter notado o leitor, pois que saltam vista,

sempre como excepo, as dies cuja grafia acentuada.

6. Os vocbulos terminados em outra qualquer vogal (_i, u_), ou emvogal pura seguida de outra consoante que no seja _s_, e os pluraisrespectivos, so jeralmente proferidos com acento na ltima slaba. Logono teem acento grfico.

6. _bis_. Todo vocbulo terminado dste modo mas cuja acentuao se faznoutra slaba tem o acento grfico nessa slaba. Ex.: _pedi, pedis;funil, 'funis; matiz; pnsil, pnseis; cascavel, cascaveis; peru,

perus; Hindu, Hindus; Caramuru; trbu, trbus; Pru_.

7. Os vocbulos cuja ltima slaba for em vogal nasal, ou em ditongopuro ou nasal, teem jeralmente a enunciao acentuada na slaba final.Logo no se lhes marca o acento na escrita. Ex.: _marfim; irm, irms;irmo, irmos; marau, maraus; andai, andais; louvei, louveis; Simes;Magalhes_. Cf. 2. paj. 7 e 13.

7. _bis_. Ser, porm, marcada a acentuao dsses vocbulos quando elase faa noutra qualquer slaba. Ex.: _rgo, Estvo_.

_Esclio_.--Para os contratos absolutamente indispensvel, como bem oviu o grande Ministro, distinguir os futuros dos pretritos na 3.pessoa do plural, sem emprgo do acento grfico, fcil de esquecer ou deser psto depois do contrato escrito e assinado, distinguir-se ho,pois: _juraro, juraram (jurro); vendero, venderam (vendro);prescindiro, prescindiram (prescindro)_; etc.

_Corolrio_.--Por ste motivo o ditongo _o_, final tono de verbos,escrever-se ha idnticamente com _am_; e, por analojia, se escrever aslaba final dos vocbulos terminados pelo ditongo tono _e_ com agrafia _em_. A acentuao grfica de tais vocbulos obedece ao princpio5. Ex.: _honram, viajam, ordem, viajem, prem, alem_ (= _lem,_ v._alar_).

_N.B._ Pelo princpio 5. _bis_ devemos escrever e escrevemos: _porm,ningum, tambm, alm_, etc.; deveramos, todavia, usar da ortografia:_pore, ningue, tambe_, etc. Deixmos ste ponto para o Congresso.

anda evidente que os plurais dstes nomes seguem anlogamente a regradada para os plurais dos nomes em _a, o, e_; assim: _ordens, viajens,(_rdes, vijes_).

8 Os vocbulos compostos teem na escrita a acentuao dos seussmplices respectivamente marcada em obedincia aos princpios que ficamexpostos.

II--DOS FONEMAS E SUA REPRESENTAO POR LETRAS CONSOANTES

Dois princpios absolutos determinam a excluso de consoante intil; equatro ordens de outros factos decidem a adopo cientfica derepresentao de fonemas articulados. So estes factos:

_a)_ valores dialectalmente confundidos: _ch_ (= _tch_), _ch_ (= _x_),_x; s, ; s, z_.

_b)_ valores prximos confundidos pela falta de observao daarticulao: _s, x; g_(_a_), _g_(_ue, ui_); _g_(_e, i_), _j_; _c_(_a, o,

u_), _qu_.

_c)_ valor exclusivamente de influncia do fonema articulado sbre ofonema modulado precedente.

_d)_ valores diferentes de um s smbolo grfico: _x_, entre vogais.

II _a_.--EXCLUSO DE LETRAS CONSOANTES

1. So banidos da escrita os smbolos grficos sem valor de fonemaprprio. So eles _th, ph, ch_, respectivamente por _t, f, q_(_u_),_c_(_a, o, u_), _c_; bem assim _y_=_i_.

1. _bis_. Pde manter-se _k=q_(_u_)=_c_(_a, o, u_) nas abreviaturas de_quilmetro_=_klm._, etc. Devemos, porm, escrever por extenso:_quilmetro_[1], _quilograma_, etc.

2. So banidos da escrita os smbolos grficos sem valor. So eles asconsoantes dobradas ou grupos de consoantes no proferidas e seminfluncia na modulao antecedente, nem necessidade por derivaomanifesta de outro vocbulo existente em que haja de proferir-se cadauma das consoantes, como _Ejipto_ de que se deriva _ejpcio_.

Exemplos de smbolos sem valor prprio em portugus:

_th_ = _t_.--_thermometro_ = _termmetro_; _ether_ = _ter_; _thio_ =_tio_.

_ph_ = _f_.--_ethnographia_ = _etnografia_; _philtro_ = _filtro_.

_ch_ = _q_(_u_).--_chimica_ = _qumica_; _machina_ = _mquina_;

_chimera_ = _quimera_._ch_ = _c_(_a, o_).--_chorographia_ = _corografia_; _mechanica_ =_mecnica_.

_y_ = _i_.--_lyrio_ = _lrio_; _physica_ = _fsica_.

Consoantes dobradas:--_agglomerar_ = _aglomerar_; _prometter_ =_prometer_; _commum_ = _comum_; _Philippe_ = _Filipe_.

Grupo de consoantes:--_Christo_ = _Cristo_; _Demosthenes_ =_Demstenes_; _Mattheus_ (que j se escreve, sem razo, Matheus) =_Mateus_; _schola_ = _escola_; _sciencia_ = _cincia_; _phthisica_ =

_tsica_.

Influncia da consoante na modulao precedente:--Vejam-se exemplos em_c_, pj. 11.

1. _Esclio_.--Conservamos _n_ dobrado, _m_ dobrado, nos vocbulosderivados de outros, cuja inicial _n_ ou _m_, por meio dasprepositivas _in, em_, toda vez que a prepositiva significa _dentro_; eanda nalguns poucos vocbulos em que _n_ ou _m_ influam na vogal _i_ ou_e_. A nasal da prepositiva _com_ s a conservamos, por ste motivo, em_connosco_. Escrevemos, pois: _immigrar, immerjir, emmalar, ennobrecer,innato_, etc.; _comoo, comum, comutar, conexo_, etc.

2. _Esclio_.--Mantemos as representaes grficas das palatais _ch,lh, nh_, emquanto no houver smbolo nico para cada uma delas.

[1] A ortografia _kilometro_ por _chilometro_ d ocasio a traduzir-semetro-de-burro e no mil-metros. Em grego _kllos_ significaburro, e _chlioi_ significa mil. Porque razo, pois, havemos deescrever _cirurgia, chimera, kilo_, quando o _c_, o _ch_ e o _k_representam a mesma orijem _ch_, transcrio latina do ,grego?

3. _Es lio_.--S ao Congresso ompete tratar da ex luso ouonservao da aspirante _h_.

_a)_--1. Es revem-se om _h_ as slabas que so proferidas om palataldura, segundo os diale tos, explosiva ou ontnua: _have, hapeu,huva_; et . A etimolojia e as lnguas onjneres determinam que sigamoso exemplo dos nossos lssi os e de vrios monumentos es ritos usando-seda grafia _h_.

2. Es revem-se om _x_ (melhor seria __) as slabas uja ini ialpalatal dura ontnua: _xa o o, xadrez, xarafim; enxr ia, enxada,enxrga, enxrga, enxertia, enxaimel, enxame, enxndia; rixa, roixo;_et . Cf. _d)_.

3. Es revem-se om _s_ as slabas uja final sibilante dura palatale, espordi amente, sibilante dura dental: _mas; basta; foste; dmos,dmos; bosques; portugus, portugueses_; et . A etimolojia, o diale totransmontano e as lnguas onjneres determinam a grafia _s_.

4. Es revem-se om _s_ ini ial, ou om _ss_ entre vogais, as slabas emque a sibilante dura ou dental, ou supra-alveolar, onforme osdiale tos: _saber, lasse, diverso, sesso, onselho, sossgo, sossgo_,et . Determinao histri a e omparao.

5. Es revem-se om __, ou om __(_e, i_), ini ial as slabas em que asibilante dental dura, e s supra-alveolar nas partes do pas ondeno ha outra sibilante dura ini ial: _peo, in ia, on elho, poo,doura, preo, apato, ara, r ere_, et . Determinao histri a eomparao.

6. Es revem-se om _s_ entre duas vogais (uma final da slaba a queperten e a sibilante, outra final da slaba pre edente) as slabas em

que a sibilante branda dental ou, segundo o diale to, supra-alveolar:_posio, oser_ ( onsuere), _pre ioso, preso_ (prehensum, f. _prezo_),_pre iso, pso, pso_, et . Determinao histri a e omparao.

7. Es revem-se om _z_ ini ial as slabas em que a sibilante dentalbranda em todo o pas, ex epo daqueles pontos em que se no proferesibilante ini ial seno supra-alveolar: _azdo, azdo, azebre, razo,ozer, prezo_ ( f. _preso_), et . Determinao histri a e omparao.

8. Es revem-se om _z_ final os vo bulos que nos seus derivados soes ritos om __ (_e, i_) orrespondente sibilante final deles. Assimo determina a etimolojia, evidente na derivao, e a pronn iadiale tal. Exemplos: _infeliz, infeli idade; smplez, smpli es,

simpli idade; ourvez, ourivezaria_; et .

_Corolrio_.--Es revem-se om _z_ infixo os diminutivos e aumentativos_zito, -zinho, -zo_, et ., e os sufixos (derivados do latino _-itia_)_-eza, -ez_; bem omo os sufixos de verbos, _-izar_, e de nomes,_-izao_.

_Es lio_.--Os plurais dos nomes diminutivos formam-se do tema do pluraldo nome fundamental e do plural do sufixo. Do testemunho os diale tos.Assim, pois, es revemos: _homemzinho, homemzinhos_, no _homensinhos;

a ozinha, a ezinhas_, no _a esinhas; pozinho, pezinhos_, no_pesinhos; mozinha, mozinhas; aneizinhos_; et .

_b)_--1. Adoptmos, pelo que fi a dito em _a)_ 3., a representaogrfi a _s_ para a sibilante palatal dura final de slaba, que muitaspessoas julgam ser absolutamente igual a _x_ (__).

2. Por falta mais grave na observao se tem onfundido as arti ulaes_g_(_a_), _g_(_ue, ui_), _j_(_a_), _j_(_e, i_), e ainda __(_a_),_q_(_ue, ui_). Os pontos arti ulatrios so diferentes. No ongressotrataremos estes assuntos. Care emos de ara teres prprios paradistinguir na es rita as arti ulaes _j_(_a_), _g_(_e, i_), _j_(_o,u_), nas palavras _Ja ob, Jeremias, Jos, Jesus, Jutlandia, Jerusalem,geme, gemer, gentes, gymnasio, Gil_; et .; e erto que no podemos,to pou o, distinguir _Guilherme, guerra, garra, gume_, ausandoestranheza inven vel a grafia _Geremias, Gesus_, e fi ando anda infiel_gemer, geral_, e sempre em ontradio om uma pronn ia _Grusalm_ ou_Jerusalm_; tendo ns, pois, de es rever _Jeremias, Jesus_, adoptmos osmbolo _j_ para os fonemas arti ulados das slabas _ja, jo, ju, ge,gi_, e por ste sistema grfi o evitamos tambm regra espe ial para aonjugao dos verbos em (_-ger, gir_) _-jer, -jir_.

_Es lio_.-- evidente (pelo que fi a dito em _b)_ 2.) a ne essidadeanda existente de mantermos o modo de es rever _gue, gui_, nas slabas

terminadas na vogal palatal _i_ ou _e_, pre edida do fonema guturalbrando, mostrando-se pelo a ento grave sbre o _u_ da prolao _ge,gi_, as silabiza es _gu-e, gu-i_, omo fi a dito em 4. de pj. 7.

_)_ Conservamos todo sinal grfi o de fonema histri o, hoje nulo, ujainflun ia na vogal pre edente persistente: _a o, a tor,predile o, reda o, respe tivo, traje tria, baptismo, on epo_; eanda quando fa ultativa a pronun iao, omo em _ar ter._

_Es lio_.--Os fonemas _i, u_, no esto sujeitos a esta influn ia:_edito_ = _edi to_ ( f. _dito_); _orruto_ = _orrupto_; _orruo_ =_orrupo_.

_d)_ Conservamos a grafia _x_ para representar os diferentes fonemas quede fa to representa na lngua portuguesa, porque no temos direito, nemCongresso nenhum, de impor pronn ia pela ortografia. O Congresso poderassentar as bases para o di ionrio ortopi o; e no to ante a pronn ianada mais pode fazer--estabele e o padro, d a norma--para que sedilijen eie ler dum modo ni o o vo bulo es rito.

Ningum pode ontestar o direito de se pronun iar o vo bulo _exemplo_de uma das seguintes maneiras: _izemplo, isemplo, eizemplo, eisemplo,isjemplo_. Ningum pode ontestar o direito de se pronun iar _trouxe:troue, trou e; extravagante: eistravagante, istravagante,'stravagante; fixo: fio, fi so, fi o_.

III--DOS DITONGOS

Pelo que fi a dito se v qual a maneira por que indi amos a dissoluodo ditongo. No usamos da _direse_, tambm hamada _pi es_, e maisjeralmente _trema_ , que alguns gramti os entre ns querem que se usena vogal prepositiva ou onjuntiva, e no _u_ das prolaes, para nesteaso mostrar que faz sinrese om a voz seguinte.

O trema sinal que nos veiu de pases estranhos. Tem na es rita delnguas europeas signifi ao insubstituvel; que nas jermni as frmaabreviada de um _e_, e nesta signifi ao ni amente o empregamos.

IV--DA SILABIZAO
