Background As exemplified in the Strategic Plan and the Student Retention 2013 AQIP Action Project, retention is critical to the Owens Community College mission of student success. Research and theory on student retention indicates that students’ first year in college is key to their long-term persistence and degree completion, with the majority of students who leave higher education doing so within their first one to two academic terms (Noel, Levitz, & Saluri, 1985; Tinto, 1993). Acknowledging the importance of the first college year, in 2011, Owens developed a comprehensive retention plan focused on first-time degree- and certificate-seeking students. This plan was developed from student and employee input gathered through satisfaction surveys, focus groups, and college-wide planning sessions. It is organized around nine strategies aimed at increasing first-year retention: (1) implementing an early alert system, (2) expanding the use of peer educators, (3) reviewing programs and majors, (4) creating a referral-focused information system, (5) requiring orientation and a first year seminar, (6) increasing professional development for employees, (7) requiring advising, (8) providing comprehensive career services, and (9) increasing cohort programming. These strategies were intended to increase retention of all first-time degree- and certificate-seeking students but particularly to impact large student populations with historically lower retention rates on each campus. On the Toledo-area campus, targeted populations include city of Toledo residents, academically underprepared students (high school GPA < 2.04), 20- to 25-year-olds, high-enrolling majors (AA General Concentration, Criminal Justice, Business Management, Undeclared, Pre-Nursing, and Social Work), and students reporting a race/ethnicity other than White. On the Findlay-area campus, targeted populations include Findlay and Fostoria high school students, academically underprepared students (high school GPA < 2.22), 19- to 25-year-olds, high-enrolling majors (AA General Concentration, Criminal Justice, Business Management, Pre-Nursing, and Pre-LPN Certificate), and part-time students. The purpose of this report is to track the progress of retention efforts with these targeted populations on each campus.

Definitions and Report Qualifications There are many different ways to measure retention, and this report does not attempt to capture them all. To be as consistent as possible with federal reporting standards (i.e., IPEDS), this report focuses on first-time, degree- or certificate-seeking students enrolled in at least one credit-bearing class on the 14th day of the fall who either graduate or are re-enrolled for at least one credit-bearing course on the 14th day the following spring or fall terms (see definition and IPEDS retention reporting instructions below). Due to variations in the timing of data capture (i.e., 14th day for this report vs. a fluctuating day prior to October 15th on which the Banner IPEDS program is manually run), the retention rates in this report may differ slightly from those reported by IPEDS. IPEDS Glossary: A measure of the rate at which students persist in their educational program at an institution, expressed as a percentage. For four-year institutions, this is the percentage of first-time bachelors (or equivalent) degree-seeking undergraduates from the previous fall who are again enrolled in the current fall. For all other institutions this is the percentage of first-time degree/certificate-seeking students from the previous fall who either re-enrolled or successfully completed their program by the current fall.

Retention is calculated based on data submitted in the IPEDS Fall Enrollment Survey:

The intention is to update this report regularly in order to provide long-term trend information. However, it is important to recognize that over time, external reporting standards change and other changes take place to the college’s admission application and data systems. For example, in 2010, the college adopted the new federal reporting categories for race and ethnicity, which includes a new multi-racial category and primary assignment of Hispanic to students reporting an Hispanic ethnic origin (even if other races are also identified). Consequently, retention trends by race/ethnicity, may in part be a reflection of the new classification system. Another example is the increased enforcement of financial aid guidelines in recent years requiring that students be degree- or certificate-seeking in order to be eligible for federal aid. The result of this increased enforcement has been a shift in the number and percentage of students claiming to be degree- or certificate-seeking (in 2009, 48.3% of Owens students claimed to be degree- or certificate-seeking; in 2010, this percentage jumped to 73.1%). Consequently, fall retention cohorts after 2009 may be artificially inflated by students claiming to be degree- or certificate-seeking, and could in turn appear as an artificial decrease in retention rates. Changes to other data elements have also occurred and are anticipated to occur in the future as well. As these changes take place, trend information may be lost as it will not be possible to directly compare retention rates from before the change to after the change.

Another qualification to the present report is that it is purely descriptive in nature. This report does not seek to identify the relative association that different variables have with retention, nor does it attempt to determine the causes of retention rate differences and fluctuations. To be sure, a multitude of factors can contribute to retention rates, many of which are entirely outside of the college’s control, such as student circumstances, economic conditions, labor market fluctuations, and so on. This qualification is particularly important to keep in mind when interpreting retention rates for the different campuses, schools, and majors as retention rates are not a pure reflection of a campus’, school’s, or program’s efforts or success. There are also factors within the college’s control that may affect retention. For example, students are given academic dismissal, dropped from classes due to non-payment, not given a grade for a class, and so on. An additional caveat is that retention rates based on small cohort sizes can be highly unstable and should be interpreted with extreme caution. With small groups, the actions of just one or two individuals can have a dramatic impact on retention rates, leading to substantial fluctuations from year to year. Finally, the data in this report reflect students’ graduation from or re-enrollment at Owens only. Consequently, students who have left Owens but are enrolled elsewhere will appear as not retained in the tables and graphs that follow.

Report Highlights Overall, retention of first-time degree- and certificate-seeking students has been on the decline since 2007. From the Fall 2007 cohort to Fall 2011, fall-to-spring retention fell from 71.9% to 64.8% and fall-to-fall retention fell from 48.5% to 39.9%. Although fall-to-fall retention rates are not yet available for the most recent Fall 2012 cohort, fall-to-spring rates (which are typically a good leading indicator) are up 3.2 percentage points from Fall 2011, equating to a gain of approximately 68 students. This is the first increase in retention that has been observed since 2008 and is evident fairly across the board.
