    The overall result of these projects is a complete conversion of the Iasi metropolitan area from an economic and traditionally academic centre into a developed polycentric metropolitan commu-nity and a regional pole of knowledge and com-petitiveness.

    Dambel is a small village with 453 inhabitants lo-cated in the north-west of Trentino, Italy. The EUR 2.9 million project involved converting a former office building into a high-tech multi-function village hall.

    The main frames of the renovated building, which opened to the public in July 2012, were made using local wood and the rooftop collects rainwater which is used to provide the buildings water needs as well as to water the surrounding gardens. The building has been kitted out with an advanced domotics system connected to re-newable energy sources.

    The energy-saving building is now used as Dam-bels town hall and its sizeable main hall is used for municipal meetings as well as other com-munity events and public meetings. In addition, the renovated building houses the towns health clinic, a kindergarten for around 20 children and various storage facilities. Up to 7 000 people from the village itself and surrounding areas are expected to use the building each year.

    Partners in collaborative projects bring with them different priorities, different practices and different relationships with the public. This could potentially create islands of practice, under-standing and responsibility.

    The 3e Houses Project (www.3ehouses.eu) is a European Commission CIP-PSP funded pro-ject with partners in Spain, Germany, Bulgar-ia and the UK. The UK partners, based in Bristol, South West England, include Bristol City Council (a public authority), Knowle West Media Centre (a community organisation), IP Performance (an

    SME) and Toshiba Research Europe Ltd (the re-search lab of Toshiba).

    The UK partners have deployed smart metering technology into 100 social housing units across the city, approximately half of which are within our Knowle West European Living Lab. This pro-ject has given the partners an opportunity to ex-plore closely the mechanisms of collaboration and challenges of cooperation between differ-ent institutions and bodies whilst enabling effec-tive co-production with the community.

    EQuAMA aims to set up a structure for bringing more life to the European quarter in Brussels. The area is currently perceived as a mono-functional area, as the area of the European institutions.

    EQuAMA wants to develop a software project for the area in order to re-position Brussels as the capital of Europe, as the place for developing arts, culture and innovation.

    The organisation will manage public spaces by means of Urban Lifestyle Points and will devel-op specific events to enliven public spaces like squares and parks.

    Example: if Brussels wants to become Europes capital city, Lopold Park the central spot in be-tween the European institutions should be re-covered as a part of Brussels and be recognised as such primarily by its citizens.

    A

    This is a major initiative aimed at urban regener-ation in the municipality of Amadora, focusing on rehabilitating the Zambujal neighbourhood (owned by the municipality and the IHUR, with about 3 500 inhabitants) and its social and eco-nomic development, working in close partner-ship with organisations and residents seeking changes in living conditions.

    Mostly built in the 70s and 80s, the neighbour-hood was marked by a high level of degradation and social stigma. Taking advantage of its geo-graphical location (a few minutes from the cap-

    ital Lisbon and close to Monsanto Park, consid-ered Lisbons lung).

    The project was structured according to the three major concerns of the organisations (cen-tral and local levels) and residents: housing (re-covering and improving the exterior of the buildings and the common areas); environment and public space (accessibility, lighting, parking, green spaces, pedestrian ways, sports facilities); and economic and social development (Oppor-tunity Spaces that promote activities like infor-mation, internet, literacy, vocational training, em-ployment and entrepreneurship).

  • The project SURF, now finished, was about the sustainable development of the zone between urban and rural areas, a development to make these zones (urban fringes) more attractive, by making use of the best of both worlds (urban-ru-ral). Two of the partners within SURF, Hamburg and Enschede, became partners of the project URMA, a project that is about the exchange of good practices on urban-rural partnerships in metropolitan areas. So this was a direct spin off of the SURF project.

    One of the tools which came out of the SURF-project was a cooperation/network organ-isation of regional/local governments, knowl-edge institutes and entrepreneurs, the green knowledge portal Twente (Twente is the region and Enschede the biggest city within this re-gion): students from urban knowledge institutes get practice-learning opportunities from the ru-ral society and the rural society gets new knowl-edge (innovation).

  • The city of Gothenburg is working actively on the integration of Roma. The Romani people are the most disadvantaged group in Swedish soci-ety, among whom between 70 to 90 percent of the adults are feared to be unemployed.

    Due to prejudices grown out of ignorance, the Romani people have become distanced from the institutions of the majority society and the labour market. Most of them live in cities which makes this an urban challenge.

    Through the project Rom san are you Roma-ni? the Romani community and the City Muse-um wish to tell the history of the Romani people and to show what it can mean to be Romani in western Sweden today.

    By means of citizen participation we wish to break down the obstacles arising from prejudice and take one step closer towards smart, sustain-able and inclusive growth.

  • KNOWLEDGE INNOVATION ENTERPRISE

    C2C BIZZ wants to apply the C2C principles to business sites. These sites have a positive impact on the environment, society and the economy and are future-proof.

    Different innovative aspects of transition to-wards C2C will be studied, developed and tested on pilot sites. Together the pilots comprise one complete transnational C2C business site.

    The cooperation is centred on three objectives, which are the main C2C principles: realising con-tinuous loops, finding energy solutions and cre-

    ating diversity. Companies on the business sites will be involved with a view to actively contrib-uting and becoming aware of C2C.

    New knowledge, experience, tools, instruments and guidelines will be produced and gathered in the C2C Expolab in Venlo, the central knowledge centre of the project.

    The final result of the project will be a roadmap, paving the way to a 100% C2C business site.

  • Having signed the Covenant, mayors commit to mobilise the civil society in (our) geographical areas to take part in developing the Action Plan. ENGAGE is all about encouraging individuals to play their part!

    ENGAGE is a participatory communications cam-paign implemented by European local authori-ties. They use this initiative as a communication tool to share the Covenant of Mayors objectives locally. Indeed, this campaign commits all citi-zens and stakeholders to make personal ener-gy-saving pledges and therefore contribute to their cities energy and climate targets.

    Thanks to a user-friendly online tool, cities can create participant posters. Showcasing partici-pants pledges demonstrates the power of com-bined energy-saving actions.

    ENGAGE also proves that communications cam-paigns lead to tangible energy results: by the end of 2012, participants in the 12 ENGAGE pio-neer cities monitored were able to avoid 40 000 tonnes of CO

    2 emissions. On average, each cit-

    izen has reduced his/her annual CO2 emissions

    by 12%!

  • NiCE promotes and advances implementation of the Green Digital Charter. Currently signed by 34 cities, the Charter commits signatories to exploit ICT as enabling technology for reducing CO

    emissions, to demonstrate leadership in adopt-ing innovative technical solutions for delivering on climate change commitments; and to build a partnership between the public and private sec-tors to use ICT as an enabler to significantly re-duce energy consumption and CO

    2 emissions.

    The core of NiCE is the development of the Green Digital Toolkit, an online platform to sup-port cities in implementing their smart and sus-tainable agenda. Through the Toolkit cities can access the tools developed by NiCE to assess their Charter implementation, to compare it with the Covenant of Mayors commitments and to calculate their ICT carbon footprint.

    Signatory cities can also use the Toolkit to share tools and activities they are implementing so as to provide other signatories with hundreds of winning and tested solutions.

  • Cascade is an IEE networking and mutual learn-ing project on local energy leadership. It sup-ports cities on delivering the 2020 EU targets for energy and climate change. Led by EUROCITIES, the network of major European cities, CASCADE aims to improve the implementation of sustaina-ble energy policies in large and medium Europe-an cities.

    The project, which is already halfway through, in-spires improvements in the implementation of sustainable energy policies through three cas-cading levels of high-quality and innovative

    networking and mutual learning activities: i) in-depth peer learning visits among partner cities (already implemented), ii) study tours, mentoring and work shadowing visits (ongoing), iii) regional and national networking.

    The project activities focus on three main areas: energy efficiency in buildings & districts, renewa-ble energy sources & distributed energy genera-tion and energy in urban transport.

  • Etopia Center for Art & Technology is a global centre for creativity, innovation and entrepre-neurship in the digital city: an open innovation model where entrepreneurs, creators, citizens, enterprises and researchers work together to create wealth, employment and knowledge, in order to face up to the urban challenges in the digital age.

    This is a space for collaborative work, to search for new paths, to learn by doing. This is all per-manently connected to projects elsewhere in the world within the same fields of action. Eto-pia is the place where the economy of the fu-ture and the future of the city are designed and made.

    The official opening will be in the coming months. The Zaragoza City of Knowledge Foun-dation, a public-private partnership, will be in charge of the activities programme.

  • The HyTEC project will create genuine links be-tween the new and existing hydrogen passen-ger vehicle demonstration projects across Eu-rope, with a view to informing ongoing strategic planning for hydrogen rollout and also ensuring a common voice towards the expansion of the hydrogen vehicle fleet in Europe towards com-mercialisation.

    A European consortium of 17 members from 5 Member States has been assembled to deliver the project, which will:

    - demonstrate 30 new hydrogen vehicles in the hands of real customers, in three vehicle class-es: taxis (15), passenger cars (10), and scooters (5).

    - analyse the results of the project, with an ex-pert pan-European research team.

    - plan for future commercialisation of the vehi-cles, as well as providing an approach for the rollout of vehicles and infrastructure, which builds on the demonstration projects.

    - disseminate the results of the project widely to the public to improve hydrogen awareness.

  • The Kkekmece municipality new town cen-tre building project is based in a new location with new understanding, as the municipality faced rising space requirements. The building will be built in an emerging location to trans-form its surroundings through its public function and potential.

    Demonstrating prescience, its pioneering con-cept will become the norm for the community of Kkekmece and even Istanbul. This build-ing is fully designed as a green building and all of its features are in line with todays principles of

    mindful usage of natural resources from the in-ternational scale to the local.

    So, similar criteria may be used in future con-structions in the same neighbourhood. What makes the building green or sustainable are its basic features such as its high percentage pas-sive air conditioning and the natural lighting possibilities of its double-facade and galleries, the re-usage of grey water and rainwater, the se-lection of recyclable materials, green roof and easy-adaptable plants.

  • The project entitled It is never too late to learn is an awareness project designed to promote the concept of lifelong learning and get people to embrace it at a public level. Through the imple-mentation of various methods, it aims to reach people of all ages and instil in them the concept of lifelong learning.

    The adult groups are led by specialised experts in NGOs own buildings in order to reach capillar-ies (so to speak) of society and enable even the people who cannot leave home to get to know the concept of lifelong learning. Rather than typ-ical presentation methods, the laugh and learn theatres approach was taken in the activities in-tended for children. With all activities, the project has especially en-deavoured to do away with the mindset that learning begins and ends in schools and intro-duce the idea that learning takes place from the cradle to the grave.

  • The project County waste management cen-tre Katijun will contribute to implementing the County regional solid waste management plan which was adopted in October 2008 by the county council. Therefore, the project is part of the implementation of the environmental prior-ities defined in the Accession Partnership of 12 February 2008 for Croatia.

    The five stages of the entire project are:

    a) preliminary activities such as investigation works, geotechnical-geological investigations,

    topographic survey, permits and technical de-signs which are co-financed by national funds,

    b) the construction of a landfill and associated works and equipment which is the subject of the IPA co- financing,

    c) the construction of a mechanical and biologi-cal treatment plant (MBT) to be financed by a bank loan,

    d) the construction of six transfer stations to be financed by national funds

    e) the enlargement of the landfill and the con-struction of a power plant to be funded by the gate fee.

  • Creation of the regenerated water network for the city of Madrid, by means of constructing a large ring with a total of almost 200km of under-ground infrastructure which will allow regenerat-ed water to be diverted in both directions to any point on the network.

    The production of regenerated water for the year 2011 amounted to 6 200 000 m3, with a consequent saving in drinking water.

    When the regenerated water network is com-pleted and operational by 2030, there will be a total annual saving of 24 hm3 of drinking water, the equivalent of the annual water consumption for a city with 315 000 inhabitants.

  • The Madrid City Council Employment Agency is coordinating a project called the Proximity Em-ployment Programme (PEP), aimed mainly at the unemployed from the districts of Carabanchel, Usera, Puente de Vallecas, Villa de Vallecas and Villaverde, and in particular for women with spe-cial employability problems, immigrants, young people, the over-45s and the long-term unem-ployed.

    The Proximity Employment Programme includes work guidance for unemployed people and spe-cialised training courses in services for the de-pendency sector, for positions such as geriatric

    nursing assistants, auxiliary home helps, special-ists in telephone assistance, specialists in domes-tic services, auxiliary cleaning and laundry work-ers and basic catering service providers for care centres.

    It should be noted that there was a commitment towards insertion of 38% of the unemployed en-gaged in our specific occupational training ac-companied by work experience.

  • TISAR (Traveller Information System for the Adri-atic Region) will initiate a debate on the theme of public transport data sharing and multimod-al traveller information at political and technical levels. The aim of the project is the implemen-tation of an ICT platform where public transport and journey-planning data will be merged and made available in the languages of the IPA coun-tries.

    The TISAR platform will give information on avail-able public transport solutions combined in seamless multimodal journey planning. The pro-ject involves the public authorities of different countries in the Adriatic region and 2 technol-ogy partners with strong experience in the ITS sector.

  • Pre-waste is a three-year European project aimed at helping local and regional authorities to improve their waste prevention policies, in order to significantly reduce the production of waste, and its hazards.

  • The project involves the reconstruction of an al-most destroyed building (the former girls school) in the center of Githio city and its reuse as an in-formation and interpretation centre, hosting an exhibition of objects related to the production of local products.

    The building is characterised as preserved by the ministry of culture and is located in the cen-tral square of the city. The reuse of the building has great emotional significance for the locals, as many of them went to school at this building.

    The local community has been demanding its reconstruction and creative use in local life for the last 20 years.

    During the implementation of the project, cit-izens are invited to participate in the revival of the building by offering personal objects for the exhibition.

    The exhibition is planned to advance tourism and encourage visitors to the area and thus boost the local economy.

  • The Rakvere Smart House/Intelligent Building Competence Centre is a regional organisation established with the support of Enterprise Estonia.

    It is a common initiative by universities, entre-preneurs, Rakvere city and other municipalities in the region of North Estonia that aims to create cohesion between higher education and entre-preneurship in the field of intelligent and smart technologies for use in home and office equip-ment, automated building systems and building management.

    The objective is to create a test-environment that enables testing of the technologies that

    provide energy efficiency and saving.

    The aim is to consolidate competences and re-sources related to research and development in-stitutions in specific fields outside the counties of Harju and Tartu and, by setting up new com-petence centres.

    The existing building to be developed into the smart house dates back to 1935 and is 1 900 m large. By using the existing building, Rakvere in-tends to develop measures and concepts show-ing how to achieve energy savings in an old building.

    The 3 projects below are drawn from 3 different European countries, outline 3 different financing schemes, and demonstrate the feasibility and the multiple benefits of renovation programmes.   • The creative industries are a key growth sector throughout Europe and successful development and nurturing of the creative economy has nev-er been more important. By developing Creative Zones to kick-start regeneration in run-down ur-ban areas, the EU Funded Interreg Northwest IVB CURE Programme Creative Urban Renewal in Europe aims to develop creative and cultural hubs that will provide creative workspaces and showcasing opportunities and enliven the space for the whole community.

    Testing this concept are partners from across North-West Europe. Organisations from Belgium, France, Germany, The Netherlands, Ireland and the UK have developed the Creative Zone Inno-vator (CZI) which allows us to monitor creative development and ensure that key regeneration, creative and cultural objectives are met.

    This innovative tool is easily transferable throughout Europe. CURE initiated a Europe-an network for creative zones. The CURE Crea-tive Zone Network delivers guidance on how to work with the CZI and showcases best practices throughout Europe.

  • The aim of this project was to create a specific educational centre on Jihlavas zoo premises. This centre provides educational and advisory activ-ities for a wide range of target groups such as crches, primary schools, hobby groups, educa-tors, experts and the wider public.

    The building and also the interior is designed unconventionally (main halls, classrooms) with a view to attracting a wide range of target groups and creating an interesting and inspiring envi-ronment for gaining and using knowledge in the area of environmental education and enlighten-ment.

    The target of the project was to create an inter-active educational centre which would become an attractive and useful base for environmental educational programmes.

    This is a low-energy building, which meets high architectural and environmental standards.

  • The ISTIMES project has designed, assessed and developed a prototypical modular and scalable ICT-based system, exploiting distributed and lo-cal sensors, for non-destructive electromagnetic monitoring of critical transport infrastructure. The ISTIMES system is thus able to combine cur-rent monitoring of infrastructure with a high situational awareness during crisis manage-ment, providing updated and detailed real- and near-real time information about the infrastruc-ture status to improve decision support for emergency and disaster stakeholders.

    The effectiveness of the ISTIMES system has been assessed by means of activities at test beds in Basilicata region such as Musmeci bridge in the city of Potenza and Varco Izzo railway tunnel located in the Potenza area (Italy).

    The ISTIMES approach has been successfully ap-plied to other critical infrastructure in the Basili-cata region, e.g. for monitoring one of the largest dams in Europe, the Monte Cotugno dam, which represents the nodal point for the hydraulic sys-tem providing services on the Ionic sea side.

  • The RSC aimed to develop and stimulate the mitigation of and adaptation to climate change at regional level. Following a baseline assess-ment of partners abilities to address climate change, the project carries out the following main activities: developing a set of criteria and indicators for low-carbon regions; conducting a macroeconomic analysis of three partner re-gions, investigating the use of SEA and sustain-ability assessment for integrating climate issues into regional planning; and implementing pilot actions to transfer the low carbon region devel-opment model in practice.

    As for macroeconomic analysis, the main out-put was the tool Prioritisation of Actions for a Low Carbon Economy (PACE) designed to help regional low carbon planning, which was de-ployed for the regions of Burgenland (Austria), Marche (Italy) and Cornwall (UK). The PACE tool is a mechanism for comparing a whole range of carbon mitigation measures a region might be considering when moving towards a low carbon economy.

  • EURO-URHIS 2 follows on from the EURO-URHIS project, which developed a network of 60 urban areas across Europe. The initiative sought to find availability of many health indicators across Eu-rope and describe features of health that have a major impact on the health of urban residents.

    Information on data availability and the nature of European Union urban health was developed. The European Community Health Indicator long-list was used as a starting point. The result was a list of 39 health indicators that could be tested across the participating cities. The project con-

    cluded that more research was required in order to build an effective health indicator system.

    EURO-URHIS 2 has developed instruments to collect data in urban areas, through health inter-view surveys, routinely available sources of infor-mation and consultation with policy makers.

    The project has resulted in the largest set of ur-ban health indicators on an individual level in the world.

  • One of the biggest urban development areas in Europe is growing in Vienna: Aspern, Viennas Urban Lakeside. With the technology centre as-pern IQ, the Vienna Business Agency has realised the first building and flagship project in this new urban district of 240 ha.

    Aspern IQ is the first energy-surplus office build-ing in Vienna. It fulfils the highest ecological re-quirements and offers 6 600 m2 of effective area office space and opportunities for technological, productive and innovative development. There is no need for radiators, and the photovoltaic

    system of 1 300 m2 offers not only energy but serves also as sun shade.

    The ecological concrete used in the construction is PVC-free and generated 80% less CO2 emis-sions in production. In 23 flexible units there are offices, laboratories and production areas availa-ble for companies.

    Since October 2012 the first companies have started their activities in the aspern IQ, with a fo-cus on key technologies.

  • POWERED aims to define a set of strategies and shared methods for the development of off-shore wind energy in all the countries overlook-ing the Adriatic Sea.

    This energy choice could enable a rapid increase in installations, as it reduces the problems relat-ed to landscape that are frequently the main ob-stacles to the creation of wind parks in high-den-sity population areas or in areas with a high historical or landscape value.

    The main objective of the project is to draft guidelines for the realisation of off-shore wind parks in the Adriatic Sea compatible with the planning and conservation policies of the pro-ject partners, who are standing together to tack-le the energy challenge.

    For the first time a number of countries are join-ing forces and developing common strategies aimed at exploiting wind energy in a sensitive context like the marine environment.

  • All local governments have the power to plan and implement their local communitys low car-bon strategies and so contribute to smart, sus-tainable and inclusive growth.

    In the Urban-LEDS project, funded by the Euro-pean Commission (www.urban-leds.org), 8 mod-el cities in Brazil, India, Indonesia and South Af-rica are developing their Urban-LEDS strategies, supported in the process by trail-blazing Europe-an cities.

    This unique project, with UN-Habitat and ICLEI as implementing partners, shows that local climate

    and energy action is underway with the use of a clear methodology, tools and guidance specif-ically created for local governments. Moreover, this also ties in with reporting.

    There is a need to improve Measurable, Reporta-ble and Verifiable (MRV) reporting using existing reporting platforms such as the carbonn Cities Climate Registry where cities can report on cli-mate targets and activities.

    The Urban-LEDS project offers a closed loop pro-cess from planning to implementing, monitor-ing and reporting.

  • Heraklion is a city that takes advantage of inno-vative initiatives that use new technologies to serve its citizens and visitors.

    The city has an extensive and ever-growing broadband infrastructure of over 70km of city-owned fibre optics connecting over 100 sites and over 80 wireless access points offering free internet access, as well as a mature e-govern-ment system. This fact is supported by the selec-tion of Heraklion as one of the 21 smartest cities in the world for 2013 by the Intelligent Commu-nity Forum for the second year in a row.

    The newly formed Smart Heraklion commit-tee, made up of leaders from several of the citys institutions, seeks to enhance the citys sta-tus as a smart city and to encourage sustaina-ble progress in all of its endeavours. Also, along with Venice, Cesena and Bologna, Heraklion is a member of EUROCITIES, a network of major Eu-ropean cities, working together on exchanging best practices.
