When deputies entered the trailer they found three shot- guns, a rifle and a handgun. During the negotiation phase, law enforcement at the scene turned off the electricity, and deployed a powdery gas through a window of the trailer in an attempt to make her increasing- ly uncomfortable, encouraging her to surrender. “We didn’t use tear gas (or similar non-lethal options) because it could have caught the trailer on fire (because we didn’t know what was inside),” said Mills. At some point the suspect’s sister came to the scene and tried to talk her out of the trailer. “We finally told the suspect we were going to shoot (another more potent substance) through the window, and that got her to open up (and communicate),” said Mills. When the suspect finally sur- rendered, she was taken with- out further incident to a Corpus Christi hospital for observation. “We’re incredibly fortunate it ended the way it did,” said Mills. “We strategically used less than lethal options at first (in order to bring the situation to an end). “The only shots we fired were 40mm powdered gas rounds through one of the windows. “There were no lethal rounds fired by any officer.” Mills said in situations where they know they are dealing with mental illness, the primary goal is not to judge the suspect, but rather get him or her to a facility that can help. “Putting her in jail would have done her no good,” said Mills. The sheriff said Harrison, who is a certified mental health peace officer, stayed on the scene throughout the entire ordeal. “He didn’t seek medical help until after it was all over,” said Mills. In addition, these 19 TSAs can also resume elective surgeries. Three of the 22 TSAs (S-Victoria, T-Laredo, and V-Lower Rio Grande Valley) must remain at 50% occupancy and continue post- poning elective surgeries until the hospitalization metric require- ments are met. “With the medical advancements we have made and the personal hygiene practices we have adopted, Texans have shown that we can address both the health and safety concerns of COVID-19 while also taking careful, measured steps to restore the livelihoods that Texans depend on,” said Gov. Abbott. “Achieving both goals requires safe standards that contain COVID-19, emphasize protect- ing the most vulnerable, and establish clear metrics that the public can depend on. That is why today we have announced expanded occupancy standards for a variety of services. But, Texans should remember that a steady and significant decline in COVID-19 cases is not a sign to let up in our vigilance against the virus. Instead, Texans must continue to heed the guidance of medical experts by wearing a mask, social distancing, and practicing proper sanitation strategies. By maintaining health and safety standards that are prov- en to mitigate COVID-19, we can continue to slow the spread while opening up the Texas economy.” The Governor announced new visitation guidance for eligible nursing homes, assisted living facilities, intermediate care facilities, home and community-based service providers, and inpatient hos- pice effective Thursday, Sept. 24. Under the new rules, residents will be allowed to designate up to two essential family caregivers who will be provided necessary training to allow them to safely go inside a facility for a scheduled visit, including in the resident’s room, to help ensure their loved one’s physical, social, and emotion- al needs are being met. Designated caregivers will not be required to maintain physical distancing, but only one caregiver can visit a resident at a time. A long-term care facility resident (or legal representative) can designate the essential caregiver, who can be a family member, friend, or other individual. Facilities are required to train essential caregivers on the proper use of personal protective equipment (PPE) and other infection control measures. Proper PPE must be used at all times during these scheduled visits, and the caregiver must test negative for COVID-19 within the previous 14 days before the initial visit. For general visitors who are not a designated essential caregiver, these updated emergency rules will allow approved facilities to schedule outdoor no contact visits, open window visits, or indoor visitation with the use of Plexiglas safety barriers to prevent the spread of COVID-19. Physical contact between residents and gen- eral visitors is not permitted. Facilities also must continue to meet all additional visitation requirements outlined in the emergency rules. Texas Bar & Nightclub Alliance not happy with order Not everyone is pleased with Gov. Abbott’s new order. The Texas Bar & Nightclub Alliance (TBNA) noted in a news release the Governor’s new order is completely unacceptable. TBNA President Michael Klein said, “Governor Abbott’s actions today are unacceptable. At his hand alone, bar owners are having their livelihoods destroyed and are losing everything without being given a chance at reopening in a safe and responsible manner. “By his own admission, different regions of the state should be treated differently based on their current battle against COVID-19, yet bars are shut down everywhere regardless of the local data. “It is absolutely ridiculous that a bar that serves ‘enough’ food is now allowed to open to 75% capacity, but regular neighborhood bars without the means to obtain new government permits or offer food items cannot open their doors at all. “For months, we’ve been told that (the Governor) needs to see sustained positivity rates below 10% and improvements on hospital- izations for bars to be given a chance at reopening. “It took a long time to con-vince her we weren’t there to kill her,” said Mills.

The subject finally surren-dered. When deputies entered the trailer they found three shot-guns, a rifle and a handgun.

During the negotiation phase, law enforcement at the scene turned off the electricity, and deployed a powdery gas through a window of the trailer in an attempt to make her increasing-ly uncomfortable, encouraging her to surrender.

“We didn’t use tear gas (or similar non-lethal options) because it could have caught the trailer on fire (because we didn’t know what was inside),” said Mills.

At some point the suspect’s sister came to the scene and tried to talk her out of the trailer.

“We finally told the suspect we were going to shoot (another more potent substance) through the window, and that got her to open up (and communicate),” said Mills.

When the suspect finally sur-rendered, she was taken with-

out further incident to a Corpus Christi hospital for observation.

“We’re incredibly fortunate it ended the way it did,” said Mills. “We strategically used less than lethal options at first (in order to bring the situation to an end).

“The only shots we fired were 40mm powdered gas rounds through one of the windows.

“There were no lethal rounds fired by any officer.”

Mills said in situations where they know they are dealing with mental illness, the primary goal is not to judge the suspect, but rather get him or her to a facility that can help.

“Putting her in jail would have done her no good,” said Mills.

The sheriff said Harrison, who is a certified mental health peace officer, stayed on the scene throughout the entire ordeal.

“He didn’t seek medical help until after it was all over,” said Mills.

All was resolved by about 7:45 p.m .

hospitalization metrics used by doctors and medical experts to help guide the state’s ongoing efforts to contain COVID-19 and expand occupancy for businesses and services.

Based on a metric determining high hospitalizations, which is COVID-19 patients making up more than 15% of the patients for seven consecutive days, 19 of the 22 Trauma Service Areas (TSA) in Texas qualify to increase occupancy levels to 75% for restau-rants, retail stores, office buildings, manufacturing facilities, gyms, exercise facilities and classes, museums, and libraries beginning September 21. In addition, these 19 TSAs can also resume elective

surgeries.Three of the 22 TSAs (S-Victoria, T-Laredo, and V-Lower Rio

Grande Valley) must remain at 50% occupancy and continue post-poning elective surgeries until the hospitalization metric require-ments are met.

“With the medical advancements we have made and the personal hygiene practices we have adopted, Texans have shown that we can address both the health and safety concerns of COVID-19 while also taking careful, measured steps to restore the livelihoods that Texans depend on,” said Gov. Abbott. “Achieving both goals requires safe standards that contain COVID-19, emphasize protect-ing the most vulnerable, and establish clear metrics that the public can depend on. That is why today we have announced expanded occupancy standards for a variety of services. But, Texans should remember that a steady and significant decline in COVID-19 cases is not a sign to let up in our vigilance against the virus. Instead, Texans must continue to heed the guidance of medical experts by wearing a mask, social distancing, and practicing proper sanitation strategies. By maintaining health and safety standards that are prov-

The Governor announced new visitation guidance for eligiblenursing homes, assisted living facilities, intermediate care facilities,home and community-based service providers, and inpatient hos-pice effective Thursday, Sept. 24. Under the new rules, residentswill be allowed to designate up to two essential family caregiverswho will be provided necessary training to allow them to safely go inside a facility for a scheduled visit, including in the resident’sroom, to help ensure their loved one’s physical, social, and emotion-al needs are being met. Designated caregivers will not be requiredto maintain physical distancing, but only one caregiver can visit a resident at a time.

A long-term care facility resident (or legal representative) can designate the essential caregiver, who can be a family member, friend, or other individual. Facilities are required to train essentialcaregivers on the proper use of personal protective equipment (PPE) and other infection control measures. Proper PPE must be used atall times during these scheduled visits, and the caregiver must testnegative for COVID-19 within the previous 14 days before theinitial visit.

For general visitors who are not a designated essential caregiver,these updated emergency rules will allow approved facilities toschedule outdoor no contact visits, open window visits, or indoorvisitation with the use of Plexiglas safety barriers to prevent thespread of COVID-19. Physical contact between residents and gen-eral visitors is not permitted. Facilities also must continue to meetall additional visitation requirements outlined in the emergencyrules.

Texas Bar & Nightclub Alliance not happy with orderNot everyone is pleased with Gov. Abbott’s new order.The Texas Bar & Nightclub Alliance (TBNA) noted in a news

release the Governor’s new order is completely unacceptable.TBNA President Michael Klein said, “Governor Abbott’s actions

today are unacceptable. At his hand alone, bar owners are havingtheir livelihoods destroyed and are losing everything without beinggiven a chance at reopening in a safe and responsible manner.

“By his own admission, different regions of the state should betreated differently based on their current battle against COVID-19, yet bars are shut down everywhere regardless of the local data.

“It is absolutely ridiculous that a bar that serves ‘enough’ foodis now allowed to open to 75% capacity, but regular neighborhoodbars without the means to obtain new government permits or offerfood items cannot open their doors at all.

“For months, we’ve been told that (the Governor) needs to seesustained positivity rates below 10% and improvements on hospital-izations for bars to be given a chance at reopening. Texas delivered.But he has not acted on this promise and it is a death sentence forthousands of small businesses.”
