HISTORY AND LIMITS The Town of Farragut was incorporated by referendum on Jan. 16, 1980, and
a charter was adopted. The Town is named in honor of U.S. Navy Admiral JamesDavid Glasgow Farragut, the first admiral of the Navy who was born in theFarragut area. The Town also is well-known with Civil War historians. The bat-tle of Campbell Station took place Nov. 16, 1863. Although not considered adefining win for the Union, the battle was a strategic fight for the passage toKnoxville and control of two key East Tennessee railways.
The Town initially encompassed an area of 9.5 square miles, expanding byannexation to about 16 square miles by 1993. Farragut is bounded to the northby Interstate 40 except at Campbell Station Road, Snyder Road and the OutletsDrive area; to the south, by the Southern Railway railroad tracks and TurkeyCreek Road; to the east by some areas of Lovell Road, the back of Sweetbriar sub-division, Concord Road, including Thornton Heights and Concord Hills and aline west of Campbell Station Road, and to the west by the Loudon County line.
GOVERNMENTAL FORM The Town Charter establishes a Board of Mayor and Aldermen as its form
of government. An election is held in April every two years in odd-numberedyears. The mayor is elected at-large to a four-year term. Four aldermen areelected, two each from two wards to four-year staggered terms. The boardelects a vice mayor to a term of one year from among its members.
BOARD OF MAYOR AND ALDERMEN The mayor presides over BOMA, but all members have equal voting rights.
The board adopts all ordinances, town policies and the annual budget. Advisorycommissions and committees are created and members are appointed by theboard to serve on them.
However, the mayor appoints members of the Farragut Municipal PlanningCommission. The Board meets at 7 p.m. on the second andfourth Thursdays of each month at Town Hall. These meetings are open to thepublic.

The Administrative Department is responsible for handling the town’s budget, personnel, inter-governmental relations, town ordinances, record-keeping from alcohol licenses, permits andfinances and other activities.
Parks and Leisure Services Director — Sue Stuhl The Leisure Services Department coordinates activities to encourage citizen involvement and
enhance the quality of life in the community. Responsibilities include the FUN (Farragut’s UnsungNavy) Volunteer Program, citizens’ request program, parks and recreation and public relations.
Town Engineer — Darryl Smith The Engineering Department has various responsibilities. The Engineering Division’s projects
include road construction, street surfacing, review of commercial, residential and subdivision plans,drainage improvements, traffic signals and street lights.
Community Development — Mark Shipley, Interim Director The Community Development Department is a combination of planning and codes enforcement.
The planning staff is responsible for maintaining the zoning ordinance, sign ordinance and otherordinances. They also review all plans for development, both commercial and residential.
Members of the office of Community Development are responsible for enforcing building,plumbing, mechanical, gas, swimming pool and fire codes. The officers also assist in the enforce-ment of all town ordinances. In addition, a fire safety inspector works with the office and is respon-sible for fire safety education and fire inspections of commercial buildings and businesses.

The Public Works Department provides services relating to the town’s public facilities. Crewsare responsible for street maintenance, street signs, drainage maintenance, snow removal,maintenance of town parks and responding to emergency situations. The division consists of apublic works director, two public works foremen and two public works crews.
Human Resources Manager – Janet CurryThe Town of Farragut Human Resources Development Department’s manager oversees
and coordinates several programs and services for Town employees. The HR Manager alsofacilitates the risk management component of Town administration.
Traffic Enforcement Program Manager – Ben HarkinsThe Town's Traffic Enforcement Program was enabled by the Automated Enforcement
Ordinance. Four intersections were targeted due to the high traffic volume and number ofred light violations surveyed by the Town's staff. These intersections were submitted toRedflex, which then conducted two additional surveys, confirming the violation datacollected by the Town. TOWN OF FARRAGUT CITIZEN COMMITTEESThe Town currently has 12 standing committees, councils, boards or commissions, which con-
tribute to the success of the Town through various areas. These citizen volunteers share in thepride of Farragut’s accomplishments. All citizen committees are appointed by the Board of Mayorand Aldermen with the exception of the Farragut Municipal Planning Commission, which isappointed by the Mayor. Appointments are made by the Board of Mayor and Aldermen in lateMay and early June of each year. Farragut Folklife Museum Committee The purpose of this committee is to supervise a permanent museum for the collection,
preservation and exhibition of artifacts relating to Farragut. The committee serves as thestaff for the museum and gift shop, making decisions about fundraising, exhibits, specialevents and other areas vital to preserving the heritage of the area. Each member serves atwo-year term.

The Knox County Sheriff ’s Office provides patrol services primarily for the county out-side the Knoxville city limits, and to Farragut, since the Town does not employ a policeforce. The department also serves criminal and civil warrants throughout the county, andstaffs the Knox County Detention Facility, which can be reached at 281-6700.
Within Farragut, the sheriff ’s office has an active role. Crime prevention officers areavailable to assist residents in forming neighborhood watch organizations. The sheriff ’soffice provides instructions on how to have an effective neighborhood watch and cus-tomized signs for the watch area.
For businesses, the sheriff ’s office offers the Business Locator System Program. Four dig-its are displayed on participating businesses and those numbers, as well as the correspon-ding owners’ names and phone numbers, are kept on file at the E-911 office. If an emer-gency occurs at a business, the officer can give a 911 operator the locator number and theoperator can reach the business owner.
Chief Ron Chamberlain is commander of the patrol division and handles organized traf-fic enforcement. He can assign radar enforcement or additional patrol coverage to an areaif people have concerns about drivers speeding, running stop signs or committing otherviolations in their neighborhoods.

KNOXVILLE POLICE DEPARTMENT
The City of Knoxville is served by a police force of about 500 combined officers and civil-ian personnel. The department provides patrol and criminal investigative services and par-ticipates with the fire department in arson investigation. Offices are located at 800 E.Church Ave.
TENNESSEE HIGHWAY PATROLThis state law enforcement agency is responsible for the enforcement of all federal and state
laws relating to traffic. Serving the entire state of Tennessee with substations in each county,THP also has district headquarters in eight locations, including one in West Knoxville at 7601
Kingston Pike, 594-5800. THP has more than 800 commissioned troopers.
KNOX COUNTY Knox County does not support its own firefighting force. Fire protection is provided by
three volunteer fire departments and by the Rural Metro Fire Department.RURAL/METRO FIRE DEPARTMENT

Voter RegistrationTo register to vote in Knox County, a person must be 18 years old, a resident of Tennessee
for at least 20 days and have a permanent address in Knox County. To register to vote, a per-son must provide the county with a Social Security number and a birthdate. A person mayregister to vote by going to the Knox County Election Commission office at Room 218 ofthe Knox County Courthouse, 300 Main St., or by obtaining a voter registration form at anypost office and mailing it.
Tennessee has a permanent voter registration system.Voters need to re-register when they change counties ofresidence, haven’t voted in four years or have legallychanged their names, as in marriage. A move within acity or county requires only a change of address on thevoter registration form within 90 days of moving.
Most polling places are handicapped-accessible. If apolling place isn’t, handicapped voters can vote at theElection Commission office during the early-voting sea-son (generally 20 days to five days before election) andon election day. Handicapped voters wishing to cast aballot on election day need to make arrangements withthe Election Commission within 30 days of the election.
If a voter is homebound, his or her name can be puton a permanent absence list. A written request, alongwith a doctor’s letter confirming the fact that the patientis homebound, is needed to be put on the list. Voters onthe list are mailed a form every election to be returnedif they wish to vote. A ballot is sent to the voter, and theperson returns the completed ballot to the ElectionCommission by mail. The Election Commission alsogoes to nursing homes and hospitals on election day to help people vote.

The six utility districts provide water and sewer service to Knox County. KnoxvilleUtilities Board may be reached at 524-2911 for the switchboard. First Utility District serv-ices the southwestern portion of Knox County (Farragut, Concord, Bluegrass, Ebenezer)and may be reached at 966-9741. West Knox County Utility District serves the northwest-ern portion of the county (Hardin Valley, Ball Camp, Cedar Bluff) and may be reached at690-2521.
Gas KUB operates natural gas service lines in West Knoxville and Knox County. For informa-
tion on setting up an account or other questions, call 524-2911.
Electricity Two utilities provide electricity for west Knox County residents. The Lenoir City Utilities
Board serves the western portion of the county (roughly to Karns, Peters Road and Toole’sBend Road), and may be reached at 986-6591.
KUB serves east of those locations and in the city limits, and may be reached at 524-2911
GREENWAYSThe Town of Farragut continues to add greenways and sidewalks as development occurs.
Multiple small segments of greenway trails and sidewalks have already been constructedthroughout the Town and additional links will be added to complete longer sections.Grigsby ChapelLocated on Grisby Chapel Road, this two-mile greenway connects many of the Town’s northernresidents to the library, Campbell Station Park and Farragut Primary.
Parkside GreenwayLocated along Parkside Drive, this two-mile greenway runs parallel to I-40/75 from Lovell Roadto the sidewalk on the northwest portion of Parkside Drive.
Turkey Creek This shady 1.6-mile trail connects several neighborhoods to Anchor Park, with an additional .3-mile spur to Turkey Creek Woods.
