Energy Efficiency
Objective: Energy efficiency and the use of small-scale renewable energy on the local level is increased.
Activities: Advising in preparing sustainable energy action plans in selected municipalities and assistance in developing pilot projects in oder to implement these plansStrengthening of involved and relevant organizations in terms of EE capacity by training and coaching municipal teams and representatives of municipality associations, arranging EE equipment company visits, visits to fairs and to meetings arranged by EU EE organizations Measures to assist the responsible ministry, MoFTER, in harmonizing laws and guidelines
Impact: Reduction of CO2 emissions in six selected municipalities by at least 20% by 2020.

Impact: Efficiency, transparency, and quality of public services are improved. This also strengthens the reputation and acceptance of state structures among citizens and, therefore, contributes to overall stability and development.

Promotion of adult education
Objective: Adult education in the formal, non-formal
and informal sector in BiH has improved.
Activities:Advising selected educational institutions (formal and non-formal) in developing and adapting educational opportunities for adults regarding vocational retraining and up-scaling of quaificationsAdvising selected elementary schools by supporting development of further education (particularly integration of job market oriented modules and teaching methods for adults)Initiation of panels of experts with regional actors, discussing issues such as practical relevance of further education, demands, quality assurance, recognition of competences, and promotion of life-long learning

Comparative analysis of the legal framework for urban planning
Objective: The analysis enables recommendations for the improvement of the legal framework in Southeast European countries concerning the legalisation of informal settlements.
Activities: Collection of relevant data including standards and preconditions and conduct of a studyDevelopment of legalisation procedures and outlining of recommendations for their implementationDistribution of the profound comparative report in the Southeast European countries
Impact: The study constitutes the basis for improvement of different legal frameworks for urban planning and contributes to legalisation processes of informal settlements in Southeast European countries.

Strengthening of the network of energy efficient capitals in SEE
Objective: Formalisation of the network of the Energy Efficient Capital Cities. The systematic implementation of energy efficiency projects from the „Sustainable Energy Action Plans“ (SEAP) according to the methodology of the European „Covenant of Mayors“.
Activities:Agreement on the mode of cooperation between the capital citiesJoint implementation of a homepage serving as technical information-exchange-platformOrganisation of trainings for energy experts of the partner cities Supporting other capital cities in joining the „Covenant of Mayors“ and the Capital Cities network, for example by developing SEAPs.
Impact: The cooperation between the capital cities contributes to the implementation of energy efficiency measures.
